You can change payroll providers without interrupting employee pay, including during the year, if you plan backward from the first check date in the new system. Set a firm cutover, move complete year-to-date wage and tax records, assign one owner for every filing and correction, verify bank funding and tax accounts, and run a parallel or preview payroll before approval. Keep the outgoing account open until the new provider has completed a successful live payroll and you have downloaded the historical records you may need later.
What is the safest way to switch payroll providers?
The safest approach is a controlled handoff with two non-negotiable controls: one provider owns each tax filing, and the new system must reproduce a test payroll before employees are paid from it. A mid-year move works only when the new provider receives complete year-to-date wages, taxes and deductions for every employee.
Work backward from the first check date the incoming provider will issue. Treat that date as a release deadline, not an estimate. Processing cutoffs, bank verification, state and local registrations, benefits, retirement contributions, workers’ compensation, contract notice periods and staff availability all have to fit before it.
Define the dates before signing anything
- Last outgoing pay date: the final check date for which the current provider is responsible.
- First incoming pay date: the first check date processed and funded by the new provider.
- Data-freeze date: the deadline for exporting the old system and reconciling its totals.
- Change-control deadline: the point after which hires, terminations, pay changes and banking changes require a named approver.
- Go-live approval: a documented sign-off after the preview payroll, funding totals and tax setup agree.
Do not cancel the old contract or disable its tax service merely because the export is complete. Retain access until the first live payroll clears and the handoff owner confirms that no filing, deposit or correction remains assigned to the old provider.

Can you change payroll companies in the middle of the year?
Yes. A mid-year switch is practical when the incoming provider receives complete year-to-date information and the business assigns responsibility for every quarter and year-end form. The transition is not complete when employee profiles are imported; it is complete when cumulative wages and taxes reconcile and only one party is filing each required return.
What must move in a mid-year transition?
- Year-to-date gross wages, taxable wages and withholding by employee.
- Quarter-to-date totals, including employer taxes and any adjustments.
- Copies of filed Forms 941 and proof of tax payments.
- Employee tax forms, addresses, work locations and Social Security numbers.
- Direct-deposit instructions, deductions, benefits, garnishments and retirement elections.
- Federal, state and local tax-account numbers, unemployment rates and registration details.
- Unresolved agency notices, amendments, voids, reversals and manual checks.
Ask both providers to state in writing how they will treat a quarter that spans the cutover. A provider may have collected tax money without yet paying it; the agreement should explain whether those funds are refunded and re-collected so the provider responsible for the full quarter can file one accurate return.
How do I build a payroll-switch timeline?
Start with the first new-system check date and place every dependency before it. The exact lead time depends on provider onboarding, bank verification and government registrations, so use the incoming provider’s implementation schedule rather than a generic number of weeks.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Choose the cutover around a real check date. Check both providers’ processing cutoffs, funding windows and holiday calendars. Include time for state or local registrations, benefit and retirement integrations, workers’ compensation changes and any notice period in the existing contract.
- Sign the new agreement and appoint the implementation contact. The new provider’s implementation team should explain the secure data-transfer method and required authorizations.
- Create the handoff matrix. List every deposit, quarterly return, amendment, notice, garnishment, correction and year-end form. Assign an accountable owner, a backup and a due date.
- Export the old system and preserve an untouched copy. Save machine-readable data and human-readable reports, not just screenshots.
- Complete the new account setup. Verify tax registrations, unemployment rates, bank details, funding lead times, benefits, retirement plans, garnishments and integrations.
- Reconcile the import. Compare employee counts, year-to-date totals, quarter totals, deductions and employer taxes with the outgoing reports.
- Run a parallel or preview payroll. Use the same hours, salary changes and deductions that would feed the next real run. Resolve every variance before approval.
- Communicate and freeze changes. Tell employees what changes and route late changes through the named owner.
- Approve and fund the first live run. Record the approval, funding amount and confirmation that the bank account passed verification.
- Close only after proof of success. Download final records and retain the outgoing account for amendments, notices and historical questions.
Who should own the transition?
One person should be accountable for the cutover even when payroll, finance, human resources and the two providers share the work. A short RACI-style handoff prevents a common failure: two parties assume the other filed or paid a tax.
| Work item | Accountable owner to name | Evidence to retain |
|---|---|---|
| Final old-system payroll | Outgoing provider or payroll lead | Register, funding confirmation and tax-deposit report |
| First new-system payroll | Incoming provider implementation lead and employer approver | Approved preview, live register and bank confirmation |
| Quarterly return | Exactly one provider for the entire quarter | Filed return, payment proof and written allocation of quarter-to-date data |
| Year-end wage forms | One provider with complete combined-year data | Employee copies, filing confirmation and reconciliation |
| Agency notice or amendment | Named employer owner with provider support | Notice, response, deadline and submission receipt |
| Employee banking or withholding change | Payroll approver after identity and authorization checks | Approved change record and effective pay date |
Put the matrix in writing and circulate it to both providers. Include a backup contact for payday, because a transition that works only when one person is available is not operationally ready.
What payroll data should I export before changing providers?
Export the source records before making any conversion edits. Keep the original files read-only, label the extraction date and record who supplied each report. The new provider can then map the data without destroying the audit trail.

Employee and pay data
- Legal name, Social Security number, home address and work location.
- Federal and state withholding forms, filing status and additional withholding.
- Pay rate, salary or hourly status, pay frequency, department and job information.
- Year-to-date and quarter-to-date wages, taxable wages and withholding by employee.
- Employer tax totals and any tax-exempt or special wage treatment.
- Direct-deposit accounts, prenotification status and effective dates.
Adjustments and obligations
- Benefit premiums, retirement deductions, flexible-spending deductions and employer contributions.
- Garnishments, child-support orders and their remittance instructions.
- Voids, reversals, manual checks, off-cycle payrolls and unresolved corrections.
- Workers’ compensation classifications and any payroll-based premium mapping.
- Integration credentials or connection requirements for timekeeping, benefits and retirement systems.
Tax and compliance records
- Federal, state and local account numbers, filing frequencies and unemployment rates.
- Copies of Forms 941, state returns and local returns already filed.
- Proof of tax deposits and a ledger of collected but unpaid amounts.
- Agency letters, notices, open audits, amendments and response deadlines.
Have the incoming provider confirm in writing which fields it imported and which require manual entry. An employee-count match is not enough: a single missing garnishment or quarter-to-date tax amount can make the first return wrong.
How do I set up and validate the new payroll account?
Finish account setup before the first payroll’s submission cutoff, not on payday. Tax authorizations and bank verification often require outside agencies or a prenotification period, so a provider cannot safely “turn them on” at the last minute.
- Authorize tax accounts. Confirm federal, state and local power-of-attorney or reporting-agent documents, account numbers, filing frequencies and agency contacts.
- Confirm unemployment settings. Validate each state’s unemployment rate and applicable wage-base setup for the current tax year.
- Verify the funding account. Check legal account ownership, routing and account numbers, prenotification status, debit timing and the amount of lead time required for each pay run.
- Map benefits and retirement plans. Match employee deductions, employer contributions, effective dates and remittance destinations.
- Load garnishments and special deductions. Check priority, remaining balances, limits and payee information against the original orders.
- Test integrations. Confirm that time, attendance, benefits and retirement feeds send the correct employees, hours and deduction codes.
- Review employee self-service. Make sure employees can access pay statements, tax forms and direct-deposit verification through the new portal.
Save screenshots or confirmation numbers for each authorization and bank test. They provide a time-stamped record if an agency or bank questions the setup after go-live.
How should I control payroll changes between the export and go-live?
Use one change log from the data export until the first live payroll. Every change needs an effective date, the person who approved it and confirmation that it was entered in the new system.
| Change | Minimum control |
|---|---|
| Hire or termination | Employee status, start or termination date, final-pay treatment and tax setup |
| Raise or rate change | Old rate, new rate, effective check date and approval |
| Address or work location | Effective date and resulting state or local tax review |
| Benefit or retirement election | Election date, deduction code and employer contribution impact |
| Bank-account change | Identity verification, authorization and prenote or effective date |
| Garnishment, void or reversal | Order or transaction reference, remaining balance and payroll treatment |
Set a freeze time before preview payroll. Changes after the freeze should be approved by the transition owner and entered in both systems only when necessary to complete the outgoing payroll.

What should a parallel payroll test compare?
A parallel or preview run should use identical employee inputs in both systems and compare the resulting outputs line by line. ADP specifically recommends a parallel payroll before the first live run; the test is valuable even when the payroll is small because local taxes, deductions and funding totals can diverge silently.

Reconcile these totals
- Gross pay and taxable wages by employee.
- Federal, state and local income-tax withholding.
- Social Security and Medicare withholding and employer amounts.
- Unemployment and other employer payroll taxes.
- Benefit, retirement and garnishment deductions.
- Net pay, total funding required and the number of payments.
- Pay-statement earnings, deductions, tax lines and year-to-date balances.
The 6.2% Social Security employee and employer rate and 1.45% Medicare rate cited in ADP’s 2025 year-end checklist are examples for testing, not permanent assumptions. Recheck the rates and wage bases for the applicable tax year and jurisdiction before approving payroll.
How to resolve a variance
- Identify whether the difference is caused by an input, a tax setup, a rounding rule, a deduction limit or a missing year-to-date balance.
- Correct the source record or configuration, not just the final net-pay number.
- Rerun the affected employee and the payroll totals.
- Obtain written approval for any manual adjustment and retain the calculation.
Do not approve a preview merely because the total funding amount is close. A single employee’s withholding or garnishment can be wrong while the overall debit still appears plausible.
Who files payroll taxes after I switch?
Assign one provider to each quarterly return for the entire quarter. Gusto states, “Only one provider can file a quarterly tax return for any quarter.” Duplicate filings can be rejected, while an omitted quarter can create notices, penalties and difficult amendments.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Mid-quarter handoff
If the cutover occurs during a quarter, write down which provider files that quarter’s federal, state and local returns, who supplies the full-quarter wage data and how any tax funds already collected by the other provider are handled. The responsible provider needs both pre-switch and post-switch payroll totals, not only the checks it processed.
Year-end forms
Choose one provider to issue the year’s W-2 and W-3 forms, and applicable 1099 forms, using complete combined-year data. The provider must receive the outgoing system’s totals and any adjustments before forms are produced.
The IRS states: “Use of a reporting agent or other third-party payroll service provider does not relieve an employer of the responsibility to ensure that Forms W-2 are furnished to employees and that Forms W-2 and W-3 are filed with the SSA, correctly and on time.” The employer therefore needs a reconciliation and a filing confirmation even when a service prepares the forms.

Important date for 2026 forms
The 2026 Forms W-2/W-3 instructions list February 1, 2027, as the deadline for filing 2026 Forms W-2 and W-3 with the Social Security Administration. Future instructions can change, so verify the deadline for the tax year being reported.
How do I communicate the switch to employees?
Send a concise notice before the first new-system payroll and repeat the practical details in the employee portal. Employees mainly need to know when money arrives, where to find records and whom to contact if a deposit is wrong.
- The first pay date issued by the new provider and whether the regular pay date changes.
- How to activate the new pay-statement and tax-form account.
- How direct-deposit account information will be confirmed and when changes take effect.
- Whether employees must complete a new withholding form or verify existing elections.
- How benefit, retirement and garnishment deductions will appear.
- A payroll-day support contact and an escalation route for a missing or incorrect deposit.
Do not ask employees to resend bank details by ordinary email. Use the provider’s authenticated portal or the employer’s established verification process, and record the effective pay date for each approved change.
How do I close the old payroll account safely?
Close or downgrade the old account only after the first live payroll clears, the bank debit agrees with the approved funding total and the assigned owners confirm that filings and deposits are complete.
Download before access ends
- All payroll registers, employee pay statements and year-to-date reports.
- Quarterly and annual tax returns, payment confirmations and account reconciliations.
- Employee tax forms, deduction and garnishment histories.
- Agency notices, amendments, audit correspondence and response receipts.
- Contract, invoice and implementation records that explain service periods and responsibilities.
Ask the outgoing provider how long portal records remain available and obtain a post-switch contact for amendments or agency questions. Store the files in a restricted, backed-up location because payroll exports contain sensitive personal and banking data.

| Comparison area | Questions to ask before signing |
|---|---|
| Implementation lead time | What are the onboarding deadlines, dependencies and named implementation contacts? |
| Data import | Which year-to-date, quarter-to-date, deduction and garnishment fields import automatically, and what is manual? |
| Tax registrations | Will the provider obtain federal, state and local authorizations and verify unemployment rates? |
| Quarter ownership | Who files a quarter that includes the cutover, and how are already-collected funds refunded or re-collected? |
| Year-end forms | Can the provider issue one accurate set of forms from combined-year data? |
| Testing | Is a parallel or preview payroll included, and will an implementation specialist help reconcile variances? |
| Funding controls | What bank verification, debit lead time, approval and failure-notice controls are provided? |
| Benefits and garnishments | How are elections, limits, remittances and effective dates mapped? |
| Records and notices | Can you export reports, and who handles amendments, agency notices and post-switch questions? |
| Employee self-service | How do employees access statements, tax forms and direct-deposit changes? |
| Total transition cost | Are implementation, tax-registration, historical-data, amendment or off-cycle fees separate from recurring charges? |
Request the answers in the contract or implementation statement of work. Verbal assurances are difficult to use when a filing deadline or agency notice arrives.
What can go wrong on payday, and how do I recover?
Prepare a written incident path before go-live. The response should protect employees first, preserve evidence and prevent an emergency fix from creating a second tax or banking error.
Employees are not paid or the bank debit fails
- Confirm whether the provider submitted the file and whether the bank rejected, delayed or returned it.
- Notify the transition owner and employees through the pre-tested channel.
- Use the provider’s documented emergency or off-cycle process; do not create duplicate checks without reconciling the original file.
- Record the cause, affected employees, correction date and any fees or tax consequences.
Taxes or net pay differ from the preview
- Pause further approval if the discrepancy affects a tax account, deduction or employee group.
- Compare the live input file with the approved preview and change log.
- Ask the provider for a written calculation and determine whether an amendment, reversal or corrected payment is required.
- Update the reconciliation and the owner matrix so the correct party handles the resulting filing.
An agency notice arrives after the switch
Forward the notice immediately to the named employer owner and the provider assigned to that filing. Preserve the envelope or electronic timestamp, identify the tax period and response deadline, and require a submission receipt after the response is filed. Never assume that the provider serving the current payroll also owns a prior-period notice.
What is the final go-live checklist?
Approve the cutover only when every item below has evidence attached:
- Last old and first new check dates are documented.
- Complete employee, tax, deduction, garnishment and year-to-date data are imported and reconciled.
- Federal, state and local authorizations and unemployment settings are verified.
- Bank ownership, routing, prenotification and funding lead times are confirmed.
- Benefits, retirement, workers’ compensation and integrations pass their tests.
- The change log is current and the data-freeze owner is named.
- Parallel or preview payroll totals match, or every approved variance has a written explanation.
- One provider owns each quarterly return and one provider owns year-end forms.
- Employees have the new pay date, portal instructions and a payday escalation contact.
- The old provider remains available until the first live payroll clears.
That evidence-based sign-off is what prevents a provider change from becoming a missed payday, duplicate tax filing or incorrect year-end form.
Frequently Asked Questions
What should I do if an employee changes bank accounts during the transition?
Route the request through the new provider’s authenticated self-service or verification workflow, record the approval and effective pay date, and update the transition change log. Do not rely on an emailed account number or assume a late change will affect the next check.
Do I need to keep the old payroll portal after the first successful payroll?
Yes, at least until you have exported all reports, filings, payment evidence and notices and confirmed the provider’s retention period. Keep a named contact for amendments or agency questions tied to periods the old provider processed.
Recommended Free Tools
Is a preview payroll still useful if no employees changed pay?
Yes. It can reveal missing year-to-date balances, tax-account setup errors, deduction mappings, local-tax differences and funding totals that a stable employee roster will not expose. Compare employee-level pay statements, not only the total debit.
What evidence proves the quarterly filing handoff was completed?
Retain the written owner assignment, the full-quarter wage and tax reconciliation, the filed return, payment confirmation and any refund or re-collection record for funds handled by the other provider. Those documents establish who filed and how the quarter was made whole.
