For a game purchased directly from Steam, sign in to Steam Support, open Purchases, select the transaction, choose the refund option, explain the problem, and submit the request. Valve’s standard offer covers requests made within 14 days of purchase with less than two hours of playtime, and you can request it for any reason, including a game that is broken or does not match its store description.

If you exceed either limit, you can still ask Valve to review the request, but approval is discretionary. Valve cannot refund a key, boxed copy, or Steam Wallet card bought from another seller. An approved refund is issued within a week of approval, normally to the original payment method or to your Steam Wallet when the original method cannot be credited.

What is Steam’s normal refund rule for a broken game?

The ordinary rule is simple: request the refund within 14 days of purchase and keep playtime below two hours. If both conditions are met, Valve says you may request a refund for any reason, so you do not have to prove that the game is defective to use the standard route.

Situation Published rule What to do
Purchased on Steam, within 14 days, under two hours played Standard refund eligibility; any reason may be selected Submit the request through Steam Support
More than 14 days or at least two hours played You may still ask Valve to review it, but approval is not assured Explain the specific fault or inaccurate store claim
Key, boxed copy, or Steam Wallet card bought from another seller Valve says it cannot refund purchases made outside Steam Use the seller’s own refund terms
Faulty game in a jurisdiction with additional consumer rights Valve acknowledges that some jurisdictions may provide additional rights Check the rules that apply where you live; do not assume a universal exception

Valve’s Steam Refunds policy identifies its last update as April 23, 2024. The 14-day and two-hour figures are published policy terms, not a guarantee that every request will be approved automatically.

How do I submit a Steam refund request?

Use the Steam Support account that made the purchase. The labels and buttons can vary by transaction type, but the route below follows Valve’s published support path.

  1. Open Steam Support and sign in. Use the account that paid for the game. The support landing page presents purchase help to signed-in users.
  2. Open Purchases. Find the game or transaction in the purchase history and select it. If you have more than one Steam account, check the account that received the game and the account that was charged.
  3. Choose the refund option shown for the transaction. Steam’s documented purchase flow uses I would like a refund, followed by a reason and Submit Request. That sequence is a useful guide, but not every game purchase necessarily displays identical controls.
  4. Select the closest reason. Choose the option that accurately describes the problem, such as a technical failure or a mismatch with the store description. Do not select a reason that makes a claim you cannot explain.
  5. Write a short, factual explanation. Name the affected feature, what happens in your copy, when it happens, and the practical impact. If you are alleging misrepresentation, identify the relevant store-page description.
  6. Submit the request and save the confirmation. Keep the ticket or confirmation details so you can refer to the original request if Valve asks for clarification.

The explanation is not a Valve-mandated evidence checklist. It is a chance to make the problem understandable without turning the request into a long account of every troubleshooting attempt.

Where should I explain why the game does not work?

Put the explanation in the text field attached to the refund request, after selecting the transaction and reason. Describe observable behavior rather than using only a label such as “broken.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful structure is:

The store page described [feature]. In my copy, [specific behavior] occurs when I [steps]. I tried [relevant steps] on [date]. I am requesting a refund because [concrete impact].

Replace each bracketed part with details from your purchase. For example, identify the exact mode, save function, online feature, or launch behavior that fails; quote the relevant store-page wording when the issue is an allegedly missing feature; and state whether the game crashes, refuses to start, loses progress, or behaves differently from the description. Keep the account, purchase, and game identifiers in Steam’s form rather than posting them publicly.

What makes a technical explanation useful?

  • The trigger: what you were doing immediately before the problem appeared.
  • The result: the error message, crash, missing option, or repeatable incorrect behavior.
  • The scope: whether the issue affects the whole game or one advertised feature.
  • The timing: when you observed it and whether it is consistent or intermittent.
  • The impact: why the problem prevents the product from delivering what you bought.

Do not present a screenshot, a particular number of requests, or a claim of “misrepresentation” as an automatic exception to Valve’s limits. Those details can help explain the request, but Valve’s published policy does not promise approval for any one type of evidence.

Can I refund a broken Steam game after two hours?

You can submit a request after two hours, but the normal automatic-style conditions no longer apply. Valve says it will look at requests outside the usual limits; the published policy does not promise that a broken feature, a screenshot, or a specific explanation will result in an exception.

State exactly why the issue could not reasonably be identified sooner. For example, a fault might appear only after reaching a later mode or after a required online service becomes available. Explain the time spent playing, when the defect became apparent, and why the problem is tied to the game rather than a preference change. This gives Valve a clear basis for discretionary review without claiming a right that the policy does not state.

What if I am beyond 14 days?

The same discretionary approach applies when the purchase is older than 14 days. Ask anyway if there is a specific, material problem, but describe the dates and circumstances precisely. The standard two-hour and 14-day conditions are separate: exceeding either one moves the request outside the ordinary offer.

Do consumer laws change the answer?

Valve’s policy says: “Consumers in some jurisdictions may have additional rights to a refund in circumstances where the game is faulty.” The statement is deliberately qualified. It does not establish one universal entitlement for every purchaser in the United States, the European Union, or elsewhere, so identify the law and jurisdiction that actually apply before relying on an additional right.

What if the game is not as advertised?

Describe the mismatch between the store listing and the product you received. A strong request identifies the exact store-page claim, the behavior in your copy, the steps that reveal the difference, and the effect on your ability to use the game.

Examples of useful distinctions include a feature described as included but absent, a mode that cannot be accessed as presented, or a material limitation that the store page did not disclose. Avoid broad statements such as “the game is a scam” unless you immediately replace them with the specific factual discrepancy. Valve’s standard window does not require you to prove misrepresentation, while an out-of-window request still receives discretionary review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I call a normal disappointment misrepresentation?

Not every disagreement about quality, difficulty, art direction, or personal preference shows that a listing was inaccurate. Frame the request around a verifiable difference between the description and the delivered software. If the listing is ambiguous, quote the wording and explain the interpretation you reasonably relied on rather than asserting that Valve must treat it as a violation.

Which Steam purchases have different refund rules?

Base-game instructions are the starting point, but DLC, pre-release access, bundles, gifts, and account penalties have additional conditions. Apply only the rule that matches the transaction you bought.

Steam-store DLC

Valve specifies a 14-day period and less than two hours of playtime in the underlying game since the DLC purchase. The DLC must not have been consumed, modified, or transferred, and some third-party DLC is marked nonrefundable in advance. The separate playtime condition matters: playing the base game before buying the DLC does not by itself establish the post-purchase time used for the DLC rule, but activity after the DLC purchase can affect eligibility.

Pre-release, Early Access, and Advance Access

For a pre-release purchase, the 14-day period starts on the title’s release date. Early Access or Advance Access playtime counts toward the two-hour limit. If the title cannot be played before release, Valve allows a refund request before the release date under the applicable pre-release treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bundles

Steam bundles use combined-usage and transfer conditions. Review the bundle transaction as a whole and note whether any item has been used or transferred before assuming that an individual component can be refunded independently.

Gifts

A redeemed gift requires action by the recipient before the purchaser can complete the refund request. The recipient must begin the gift-refund process, after which the purchaser can finish the transaction-level request when Steam makes that option available.

VAC bans

A VAC ban removes the right to refund the affected game. This is a specific policy consequence for the game tied to the ban, not a general rule that every Steam purchase becomes nonrefundable.

Can Steam refund a key or game bought somewhere else?

No. Valve states that it cannot refund a third-party CD key, boxed game, or Steam Wallet card purchased from another seller, even if the key was redeemed or used on Steam. Steam is the platform on which the code was activated, not the seller that received the payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contact the retailer or marketplace that sold the item and follow its terms. Do not buy another external key as a proposed remedy: that creates a second purchase outside Steam and does not give Valve authority to refund the first one.

When will an approved refund arrive?

Valve says the full purchase refund is issued within a week of approval. That timing starts with approval, not with the day you submit the request.

The destination depends on the payment method. Steam sends the money to the original payment method when it can credit it; when that is not possible, Valve uses the Steam Wallet. The policy describes the destination options but does not promise that every payment provider will display the credit at the same time.

What should I do if Steam denies the request?

Read the decision and, if the problem is material and you have a specific reason the normal limits do not fit, submit a clear request for review through Steam Support. Valve’s published policy acknowledges review outside the usual limits, but the accessible official material does not establish a guaranteed formal appeal process or a fixed route for overturning a denial.

Keep any follow-up focused on new, relevant facts: the date the defect became visible, the exact store-page statement, or the transaction condition that was misunderstood. Repeating the same general complaint without additional context is unlikely to clarify the case. A bank or card chargeback is not a routine substitute for Steam’s process; use the support route first and reserve payment disputes for situations that genuinely require your payment provider’s intervention.

What common problems can prevent a smooth request?

The transaction is missing

Sign out and back into the account that made the payment, then check Purchases again. A game owned through Family Sharing, a different account, or an external key will not appear as a refundable purchase on the account you are checking.

The button or reason is different

Steam’s controls can vary by purchase type. Use the closest available reason and explain the concrete problem in the text field; do not assume that a different label means the request route is unavailable.

The support page shows an error

Retry the signed-in Steam Support route and verify that you are using the purchasing account. If the transaction is visible but the request cannot be submitted, keep the purchase details and the error wording so you can describe the access problem in a support ticket.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The explanation is too broad

Replace “doesn’t work” with the trigger, result, timing, and impact. For a store-page dispute, include the precise claim and explain the difference between that claim and the software delivered.

How should I decide whether to request a refund?

Use the standard request immediately when both limits are satisfied. If one limit is exceeded, ask only when you can describe a concrete, material fault or discrepancy and explain why it was discovered late. If the purchase came from an outside seller, skip Steam’s refund form and use that seller’s terms instead.

  • Within 14 days and under two hours: submit through Steam Support; any reason can qualify under the standard offer.
  • Outside either limit: submit a precise discretionary-review request, with no promise of approval.
  • External purchase: contact the original seller because Valve cannot refund it.
  • DLC, gift, bundle, or pre-release title: check the transaction-specific conditions before submitting.
  • Approved request: allow up to a week from approval for the full refund to be issued.

FAQ

Does playtime before buying DLC count against a DLC refund?

Valve’s DLC rule measures less than two hours of play in the underlying game since the DLC purchase. That makes the purchase date important: earlier base-game activity is not the same period described by the DLC condition, while play after the DLC purchase can affect eligibility.

What happens if a gift recipient never starts the refund?

For a redeemed gift, the recipient must begin the gift-refund action before the purchaser can complete the refund request. The purchaser cannot simply bypass that recipient step through the ordinary transaction form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a VAC ban block refunds for every game on the account?

Valve’s stated consequence applies to the game affected by the VAC ban. It does not say that unrelated games automatically lose their separate refund eligibility.

Is an exception guaranteed when the store page was inaccurate?

No. A precise mismatch can explain why you are asking, especially after the standard window, but Valve’s published terms do not guarantee an exception for a misrepresentation claim. The normal 14-day and under-two-hour conditions remain the clearest route when they are available.
