Sandbox an AI security agent as if it were an untrusted operator: place it in a disposable environment, deny network access by default, provide no production credentials, record every action, and keep a human-operated stop control. Enforce those limits outside the model at the operating-system, network, virtual-machine or hypervisor layer; a prompt, policy message or approval dialog is not containment. Use a properly configured container for low-impact, deterministic work, move to a microVM or full VM when kernel or host escape matters, and reserve disconnected or dedicated environments for high-consequence exploit or malware-like testing. The procedure below turns those principles into a repeatable test system with explicit scope, staged evaluation, immutable evidence and a recovery path.

What does a safe sandbox for an AI cybersecurity agent have to contain?

A sandbox is a separately controlled execution environment that limits what the agent can read, change, execute and communicate. The boundary must continue to hold when the agent is confused, prompt-injected, supplied with a malicious tool, or deliberately trying to escape. The UK National Cyber Security Centre (NCSC) puts the requirement plainly: always run AI agents in a sandbox that controls what resources can be communicated with locally and over a network.

For a penetration-testing agent, containment covers more than a process. Define boundaries for:

  • Filesystem paths, mounted volumes and removable storage.
  • Network destinations, ports, protocols and inbound listeners.
  • Processes, interpreters, system calls and privilege-changing operations.
  • Credential stores, cloud metadata services, deployment sockets and signing keys.
  • External telemetry and audit records that the agent cannot alter or erase.

OWASP’s Agentic Penetration Testing Standard (APTS) treats these as separate control surfaces. A failure in one surface must not grant unrestricted access to the others.

How do I define the test envelope before starting?

Write the envelope before provisioning the agent. It is the contract that tells the operator, the network controls and the reviewers exactly what is allowed.

Specify targets and ownership

List every hostname, IP range, application, repository and test account. Use synthetic systems, a local lab or assets that your organization explicitly owns and has authorized for testing. Exclude production by default; if a production-like replica is required, document how it is isolated and how data is reset.

Specify actions and data

Record allowed actions such as port discovery, authenticated requests, exploit validation, code changes or report generation. Prohibit actions that could create real-world impact, including destructive payloads, persistence, credential harvesting, lateral movement beyond the listed targets and unsolicited contact with third parties. Classify data the agent may see (synthetic, internal, confidential or regulated) and state whether outputs may leave the environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify time, authority and stop conditions

Set a start time, maximum duration, operator, approving authority and escalation path. Define measurable stop conditions: an unexpected destination, privilege change, access to a forbidden path, integrity-check failure, telemetry loss, resource exhaustion or any behavior outside the envelope. The person named as operator must be able to terminate the run without asking the agent for permission.

Use an approval matrix

Action class Default treatment Approval expectation
Read-only work against synthetic targets May run automatically inside the sandbox Pre-approved in the test plan
Authenticated testing against an owned lab Run with task-specific credentials and logging Named owner approves scope and duration
Exploit development, malware-like behavior or escape testing Use disconnected or dedicated isolation Security leadership approves each exercise
Any action outside the envelope Block and preserve evidence Human review required before a new run

Should I use a container, microVM, full VM or dedicated hardware?

Match isolation strength to the worst plausible consequence of an escape, not to the average task. NCSC’s compute maturity model moves from no isolation, through properly configured OCI containers, to virtualization; dedicated hardware is the strongest separation. Capable agents can discover configuration weaknesses, so every choice still needs layered controls and regular validation.

Option Isolation profile Best use Main trade-off
Properly configured OCI container Shares the host kernel; residual kernel-breakout risk remains Lower-risk coding and deterministic test tasks Lower overhead but a weaker boundary than a VM
MicroVM or full VM Separate guest-kernel and hypervisor boundary Higher-risk tool execution and exploit testing More resource and operational overhead
Disconnected local environment No external network path; tools and data are preloaded Malware-like behavior, high-risk cyber testing and sensitive data Requires a local model or controlled model access plus offline artifact management
Dedicated hardware Strongest separation from other workloads Highest-consequence or highly sensitive testing Highest cost and least flexible scaling

When is a container sufficient?

Use a container only when a host-kernel compromise would have an acceptable, contained blast radius and the task does not require hostile kernel interaction. Run it as a disposable workload with a minimal image, no privileged mode, no host filesystem mounts and no access to container-management sockets. Treat the shared kernel as a residual risk; container success is not evidence that a VM would be unnecessary for a more dangerous task.

When should I move to a microVM or full VM?

Choose virtualization when the agent will execute untrusted binaries, probe kernel behavior, validate exploits, or handle data whose disclosure would be serious. A guest kernel and hypervisor add separation from the host, but they do not replace egress controls, credential isolation or monitoring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When is a disconnected environment justified?

Use a disconnected environment when external communication itself is dangerous: malware-like execution, exploit-chain development, sensitive datasets or tests that must not reach public services. NCSC’s highest network maturity level has no external network access and uses a locally hosted model. Pre-download and verify tools, model files and reference data; establish a controlled process for importing artifacts and exporting reports.

How do I remove the agent’s ambient authority?

Start from an empty identity and grant only task-specific capabilities for the shortest possible time. NCSC recommends unique agent identities, least-privilege permissions, short credential lifetimes and proxy-based injection so secrets are not directly exposed to the model. OWASP calls this least agency: allow only the autonomy, tools and access required for the task and duration.

Keep sensitive paths and sockets out

  • Do not mount a user’s home directory, SSH keys, browser profiles or password stores.
  • Do not expose cloud-instance metadata endpoints, deployment sockets, host process namespaces or device files.
  • Do not mount production repositories, build caches, signing keys or backup locations.
  • Use a temporary workspace that is destroyed after the run; copy out only reviewed artifacts.

Use a dedicated identity

Create one workload identity per agent and per test campaign. Scope it to named targets and operations, set an expiration time, and revoke it automatically when the run ends or a stop condition fires. Prefer a broker or proxy that injects a credential only for an approved request, rather than placing a reusable secret in an environment variable or file the model can read.

Separate control and data planes

Keep the operator console, policy service, secret broker and log store outside the agent’s writable environment. The agent may submit a request to those services, but it must not be able to rewrite policy, disable telemetry or delete its own evidence. A separate administrative identity should be required for policy changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I build deny-by-default networking?

Begin with no inbound or outbound traffic. Add only the model endpoint, package mirror, lab target network or telemetry destination that the test genuinely needs. Enforce the decision in a firewall, service-aware proxy or equivalent control outside the agent, and log both allowed and denied attempts.

Use the NCSC network maturity levels

Level Network behavior Appropriate situation
1 Unrestricted access Not appropriate for a safety-focused autonomous test
2 Domain allowlists Tasks needing a small, known set of external services
3 Model-API-only access Agent needs inference but no general web or service access
4 No external network; locally hosted model Highest-risk testing and sensitive information

Design the egress policy

Express destinations as exact names or addresses, ports and protocols. Resolve names through a controlled resolver, prevent direct DNS to the internet, and block alternate paths such as raw IP connections, tunnels and peer-to-peer protocols unless they are part of the test. Permit inbound traffic only from the operator and the explicitly listed lab systems. Denied attempts should trigger an alert and remain in the audit record.

Control package and model downloads

Do not let a running agent fetch arbitrary packages or model components. Mirror approved artifacts, pin versions and verify integrity before the run. If a package must be added, stop the campaign, review it in a separate environment, update the allowlist and start a new disposable instance.

How do I constrain tools, prompts and external inputs?

Tool access is an authorization problem, not a convenience setting. Create an explicit allowlist of executables, APIs and parameters. Disable unused interpreters and administrative utilities, and require a human approval for actions that cross the envelope.

Pin and validate components

Build the image or VM from a reviewed manifest. Pin tool versions, record hashes, remove debugging utilities and validate third-party components before import. Keep the manifest with the test record so a later reviewer can reproduce the environment.

Test prompt injection and tool poisoning

Assume that webpages, issue trackers, documents, repositories and tool output can contain instructions aimed at redirecting the agent. Include malicious and conflicting inputs in staged tests. The policy engine should treat content returned by a target as data, not as authorization to call a new tool, reveal a secret or expand network scope.

Limit autonomy by task phase

Use separate phases for reconnaissance, validation and reporting. Give the agent read-only capabilities during discovery, narrowly scoped write actions during validation, and no target access during report generation. Revoke a phase’s credentials before enabling the next phase.

What should I log while the agent runs?

Instrument before execution; otherwise a failed or escaped run may leave no trustworthy evidence. NCSC calls for near-real-time access to transcripts, sandbox access logs, proxy events and network traffic, with logs protected from modification or deletion. Canadian guidance also emphasizes comprehensive artifact logging and unified inter-agent audit records.

Telemetry Record Protection
Agent transcript Prompts, model responses, tool selections and approvals Stream to an external append-only store
Process activity Commands, child processes, exit status and privilege changes Capture outside the agent’s namespace
Filesystem Reads, writes, mounts and attempts to access forbidden paths Keep a tamper-evident event trail
Network Flows, DNS requests, proxy decisions and denied destinations Log at the enforcement point, not only in the guest
Artifacts Files created, hashes, reports and exported evidence Write to controlled storage after review

Synchronize clocks, assign a run identifier and retain the original events. Alert on telemetry gaps, sudden volume changes, repeated denials, attempts to alter logging or unexpected privilege operations.

How should I stage evaluations before allowing autonomy?

Increase realism and autonomy gradually. The Canadian Centre for Cyber Security and partner agencies recommend testing sandbox environments before production, red-teaming loopholes, simulation or chaos testing, fail-safe defaults, containment, versioning, rollback and artifact logging.

  1. Benign unit tests: Verify that the image or VM starts cleanly, receives only its assigned identity, reaches only approved endpoints and produces complete telemetry.
  2. Deterministic lab tasks: Give the agent a known vulnerability in a synthetic target. Check that it can complete the permitted action and cannot read unrelated files or contact unlisted destinations.
  3. Adversarial inputs: Insert prompt-injection text, poisoned tool output, malformed files and misleading instructions. Confirm that policy controls, not the model’s judgment, block escalation.
  4. Escape and boundary tests: Attempt forbidden mounts, namespace changes, privilege escalation, alternate network paths, log deletion and credential discovery from a separate red-team process.
  5. Chaos scenarios: Interrupt the model endpoint, proxy, telemetry stream and target service. The safe result is a fail-closed stop or pause with recoverable evidence, not uncontrolled retries.
  6. Multi-agent tests: If agents communicate, vary their number, roles and message content. Verify unified audit logs and ensure one compromised agent cannot grant another additional authority.

Change one variable at a time—autonomy, tool set, context, network access or target complexity—so a failure has an identifiable cause. A single successful run does not establish safety.

What hard stops and recovery controls are required?

Autonomous penetration-testing platforms need controls that terminate activity and restore a known state even when the agent is malfunctioning. Provide:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Operator kill switch: A control outside the sandbox that stops compute and revokes credentials.
  • Network circuit breaker: A separate control that cuts all egress and ingress without relying on the guest.
  • Health-triggered termination: Automatic stop on telemetry loss, policy violation, resource exhaustion or integrity-check failure.
  • Time limit: An enforced maximum lifetime for the workload and every temporary credential.
  • Rollback: Immutable base images, snapshots or infrastructure-as-code that can recreate the target lab.
  • Integrity checks: Compare target files, identities, firewall rules and agent binaries with pre-run baselines.
  • Cleanup: Destroy the instance, revoke identities, rotate any touched secrets and preserve approved artifacts and logs.

Exercise the kill switch during rehearsals. A control that has never been tested may fail under the same load or attack that makes it necessary.

How do I verify that the sandbox boundary still holds?

Verification is continuous. Review policy and telemetry after every run, then patch and rebuild rather than editing a live instance. Use independent checks for each boundary:

  • Attempt to reach an unlisted domain, raw address, port and protocol; confirm enforcement-point denial.
  • Attempt to read a host path, mounted secret, metadata endpoint and deployment socket; confirm the access is blocked and logged.
  • Attempt to spawn a forbidden interpreter, change privileges, load a kernel module or create a host-visible process.
  • Attempt to disable, truncate or flood logs; confirm the external store remains complete.
  • Inject a fake instruction that asks for broader access; confirm it is treated as untrusted content.

Review the resulting transcript, process events, filesystem events and network records as one timeline. Any unexplained gap is a failed control, not a clean result.

What are the most common sandboxing mistakes?

Relying on approval prompts

Approval dialogs can reduce accidental actions, but they are not a security boundary. VS Code’s documentation explicitly separates approval prompts from OS-level sandboxing and notes that its sandbox is not a VM, user-account boundary, standalone security boundary or endpoint-security replacement. Enforce policy in the operating system, virtual machine, hypervisor and network controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving production access in place

Inherited cloud roles, SSH agents, repository tokens and metadata endpoints turn a test into a potential production incident. Remove them before launch and use expiring, task-specific identities through a broker.

Allowing broad internet access for convenience

General web access enables data exfiltration, command-and-control and supply-chain changes. Start at network maturity level 4 or 3 for high-risk work and add a narrowly logged exception only when a test case proves it necessary.

Mounting writable host directories

A writable mount can make a container breakout or simple path mistake immediately consequential. Use an isolated workspace and export artifacts through a reviewed channel after the run.

Treating logs as an afterthought

Local logs can be altered by a compromised process. Stream events to an external, append-only system before execution and alert on missing telemetry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Promoting autonomy too quickly

Move from benign tests to adversarial scenarios in stages. Keep the same envelope while changing one variable, and require a review of deviations before granting more tools or time.

How can a team operate this safely over time?

Turn each campaign into a versioned package containing the envelope, image or VM manifest, allowlists, identity policy, test prompts, expected outcomes, telemetry configuration and rollback procedure. Record the operator, approver, start and end times, policy changes, violations and exported artifacts.

Review the package after every run. Remove unused permissions, update vulnerable tools, rotate signing and service credentials, and rerun boundary tests after host, hypervisor, model or network changes. Keep a separate change log for exceptions; temporary access should expire automatically rather than becoming the new default.

For high-risk work, follow the strongest practical combination: disconnected networking, pre-downloaded and verified tools, a locally hosted model, virtualization or dedicated hardware, immutable external logging and a tested kill path. OpenAI’s publication Securing our frontier model training environment (October 23, 2026) describes the same defense-in-depth idea: restricted containers inside lightweight VMs, monitoring, network and cloud perimeters, and restricted outbound internet. Its stated containment requirement is that limits must hold even when an agent tries to circumvent them.

Frequently Asked Questions

Can an AI agent safely test a real production system if it has read-only credentials?

Read-only credentials reduce one class of damage but do not prevent data disclosure, denial-of-service traffic, request floods or exploitation of a separate weakness. Use a synthetic or explicitly isolated replica whenever possible; if production testing is unavoidable, narrow targets and rate limits, enforce them outside the agent, and obtain written authorization with a staffed stop procedure.

Does running the model locally eliminate the need for a sandbox?

No. A local model removes one external dependency, but the agent can still misuse tools, alter files, escalate privileges or attack lab systems. Local inference is most valuable when combined with disconnected networking, least-privilege identities and virtualization appropriate to the blast radius.

How long should temporary credentials for an agent last?

They should last only for the smallest task phase that needs them and expire when that phase or the overall run ends. Use automatic revocation on a policy violation, telemetry failure or kill-switch activation; never rely on an operator remembering to clean up a long-lived token.

What evidence should I retain after a sandboxed penetration test?

Retain the versioned environment manifest, policy and allowlists, agent transcript, process and filesystem events, network and proxy logs, violation alerts, hashes of exported artifacts, approvals, stop events and cleanup results. Preserve the original event stream in storage the agent cannot modify so reviewers can reconstruct the run.
