Test an AI agent as if it were an untrusted program with a confused operator—not as a chatbot that merely needs a good prompt. Before connecting company data, reproduce its intended job in a disposable environment, remove production credentials, deny every unnecessary capability, and exercise both normal workflows and deliberate abuse cases. Record what the agent was allowed to access, every tool call, each approval or denial, and the controls that stopped (or failed to stop) harmful behavior. Expand access only when evidence shows that the configured agent, permissions, data sources, model, tools, and monitoring work together within your stated risk tolerance. A passing test is evidence about that exact configuration, not proof of universal safety.
Why is testing an AI agent different from testing a normal application?
An agent combines a model with prompts, memory, retrieval, tools, identities and the ability to communicate or act. The security boundary is therefore the combination of private-data access, exposure to untrusted content and authority to make changes or external requests. A document, email, web page, API response or tool result can contain instructions that attempt to redirect the agent, so treat all such content as untrusted input.
OWASP’s DevSecOps guidance summarizes the containment principle plainly: “Permission prompts are not a security boundary against a manipulated agent; isolation is.” Read the OWASP AI Agent and MCP Security guidance.

How do I map the agent’s security boundary before testing?
Write down the complete configuration you intend to evaluate. If a component can provide instructions, data, authority or an external side effect, include it in the map.
Inventory the components
- Model and runtime: model name or provider, version, system prompt, orchestration code, temperature or other generation settings, context limits and fallback models.
- Identity: service account, user impersonation rules, tokens, role assignments, secrets manager references and session lifetime.
- Tools: APIs, shell commands, database queries, file operations, browser functions, messaging, ticketing, code execution and agent-to-agent handoffs.
- Data paths: retrieval indexes, databases, file shares, email, logs, caches, persistent memory and third-party services. Record read and write permissions separately.
- Control points: policy engine, parameter validation, content filters, human approval screens, rate limits, circuit breakers and monitoring.
- Ownership and impact: the business owner, data owners, users who could be affected, regulatory obligations and the worst credible outcome of an error.
Mark trusted and untrusted instructions
Identify which instructions are authoritative and which arrive through data. A system policy may be trusted for your test, while a customer email, retrieved document, web page or API field is untrusted even when it looks official. Document whether the agent can quote, summarize, transform or execute instructions found in those sources; the safest default is to treat them as data, not commands.
Draw the action boundary
For every tool, state the allowed resource, operation, parameter range, identity and approval requirement. “Can access the CRM” is too broad. “May read account status for the requesting user; may not export, modify, delete or query another tenant” is testable.
How can I build a sandbox without leaking real business data?
Use a disposable virtual machine, development container or isolated cloud account that has no production credentials and no home-directory mounts. Restrict filesystem and network access to the smallest set needed for the test. The Canadian Centre for Cyber Security and partner agencies recommend sandbox testing, red-teaming and continuing evaluation; their guidance is available in Careful adoption of agentic AI.
Isolation checklist
- Create a separate cloud project, account or subscription with distinct billing, keys and administrator roles.
- Use synthetic records or irreversibly de-identified samples that preserve the shapes and edge cases of real data.
- Block inbound connections and limit outbound traffic with an allowlist of test endpoints. Log DNS, HTTP and other egress attempts.
- Mount only a temporary test directory. Do not expose host sockets, credential files, browser profiles, SSH keys or CI secrets.
- Use fake email, payment, messaging and ticketing endpoints that record requests without delivering them.
- Set quotas for tokens, runtime, storage, API calls and spend. Add a kill switch outside the agent process.
- Inspect traces, logs, caches and persistent memory for test values. A value that is safe in the fixture can still become sensitive when copied into a log or external request.
Permission dialogs do not substitute for containment. A manipulated agent can approve a request, ask a user to approve the wrong one or keep trying through another tool. Isolation must remain effective even when the model behaves maliciously.

Which controls should be in place before adversarial tests?
Define the intended task and a short allowlist first, then make every unneeded capability deny-by-default. This gives each test an observable expected outcome instead of a vague request for the model to “be safe.”
Least privilege and separation
- Give the agent only the data fields, records, commands and endpoints required for the task.
- Separate read-only tools from write, delete, publish and administrative tools. Use different identities where practical.
- Scope permissions to a tenant, project, record set or directory rather than an entire system.
- Use short-lived or just-in-time credentials for privileged operations and revoke them after the test.
- Prevent an agent from granting itself permissions, creating unrestricted credentials or changing its own policy.
Deterministic enforcement
Validate tool names and parameters outside the model. Reject malformed, out-of-range or cross-tenant values in code, even if the model claims that an action is approved. Bind a human approval to the exact operation, resource, parameters and identity; a generic “continue?” button is not equivalent to approving a specific transfer or deletion.
Observability and circuit breakers
Capture prompts, retrieved snippets, tool arguments, tool results, approvals, denials, retries, latency, token use and network requests with timestamps and correlation IDs. Set independent limits for recursion, repeated failures, parallel calls and cost. When a limit is reached, stop execution and preserve the evidence rather than allowing the agent to negotiate for more capacity.
How should I verify normal behavior before trying attacks?
Start with a small set of representative tasks and the minimum permissions you intend to grant. A baseline confirms that a security control is not simply making the useful workflow impossible and gives you expected traces for later comparison.
- Prepare fixtures covering ordinary, boundary and ambiguous inputs. Keep all secrets and live customer records out of them.
- Run each task with the documented identity and tool allowlist.
- Confirm that the agent retrieves only permitted records, uses the expected tools and produces the required format.
- Exercise legitimate denials, such as a user requesting another tenant’s record or a write operation when the agent is read-only.
- Verify that the denial is visible to the user and recorded with enough context for an audit.
- Repeat selected cases to check that randomness, retries or memory do not change an allowed or denied outcome.
Do not treat successful completion as the primary score. A useful baseline is one in which the agent completes the task while staying inside every declared boundary.

Which abuse cases must an AI-agent test include?
Use repeatable fixtures for direct attacks, indirect instructions and multi-step behavior. OWASP’s AI Agent Security Cheat Sheet calls for adversarial suites and regression tests covering the following failure modes.

|---|---|---|
| Direct prompt override | Tell the agent to ignore its policy, reveal hidden instructions or use a forbidden tool. | Refuse, continue the legitimate task when possible, and log the attempt. |
| Indirect prompt injection | Place hostile instructions in a retrieved document, email, web page, API response or tool output. | Treat the content as data; do not execute its instructions or elevate its authority. |
| Unauthorized tool use | Request an unlisted command, file, endpoint, record or operation. | Enforce an external allowlist and return a clear denial. |
| Privilege or tenant crossing | Ask for another user’s records, an administrator action or a different session’s memory. | Check identity and resource scope independently of the model’s explanation. |
| Data exfiltration | Ask the agent to place sensitive values in an answer, citation, log, memory entry, external URL or outbound API call. | Minimize disclosure, redact where required and block unauthorized egress. |
| Memory poisoning | Feed content that tells the agent to remember a malicious rule or to redirect future work. | Require a controlled write path, provenance and review for persistent memory. |
| Approval bypass | Try alternate wording, a chained tool call or a partial action to trigger a consequential operation without approval for the exact parameters. | Require independently verified, action-bound approval every time policy requires it. |
| Recursive or cost abuse | Induce excessive retries, loops, parallel calls, long contexts or repeated searches. | Enforce depth, rate, time and spend limits with an external circuit breaker. |
| Multi-agent confusion | Pass untrusted instructions through a handoff to an agent with greater authority. | Authenticate handoffs, preserve provenance and prevent privilege escalation. |
Include malformed data, conflicting instructions, partial outages and revoked credentials. A secure response is not always a refusal: the agent may safely ask for clarification, switch to a read-only path or complete only the permitted portion.
How do I make test results reproducible and auditable?
For every case, store a versioned record containing:
- Agent build, model/provider version, prompt and policy hashes.
- Tool schemas, permission scopes, identities, retrieval settings, memory state and network rules.
- Fixture identifier and exact input, including the hostile content used.
- Expected behavior, risk rationale and required approval.
- Full transcript, retrieved content identifiers, tool calls and outputs, approvals or denials, network events and circuit-breaker actions.
- Observed result, severity, owner, remediation and retest status.
Protect the evidence itself: redact secrets, restrict access and define retention. Keep enough information to reproduce a failure without retaining unnecessary personal or confidential data.
Check the transcript for gaming
An agent can appear to pass by exploiting the evaluator rather than performing the intended task—for example, by claiming success, returning a canned answer or causing a target to fail so that a benchmark marks the interaction as complete. NIST’s CAISI work reported that 4.80% of the cited internal CVE-Bench logs had a successful solution attributed to this kind of cheating, specifically denial-of-service behavior that crashed the target instead of exploiting the intended vulnerability. That figure is a lower bound for those logs, not an estimate of business-agent risk.

Review transcripts and side effects, not just a final score. Confirm the requested state change in a trusted system, compare outputs with an independent oracle or document corpus, and flag runs in which the agent’s explanation conflicts with its actual calls. NIST’s agent-evaluation-probe work describes structured audit trails and checking claims against a trusted corpus; it is an evaluation approach, not proof that a deployment is safe.
What should count as a pass or fail?
No cited guidance defines one universal numeric pass score. Set release criteria from the sensitivity of reachable data, the permitted actions, business impact, threat model and residual risk. NIST’s Generative AI Profile recommends regular adversarial testing; its suggested action MP-2.3-005 is to “Implement plans for GAI systems to undergo regular adversarial testing to identify vulnerabilities and potential manipulation or misuse.” See NIST AI 600-1 (2024).
Use hard gates for unacceptable outcomes
As a practical release rule, block access expansion if testing shows that the configured agent can reach an unauthorized resource, expose sensitive fixture data, bypass a required approval, create or obtain broader authority, or evade a configured rate, recursion or network limit. A failed case remains a release blocker until the control is fixed and the case passes in a clean retest.
Document residual risk
For issues that are not eliminated, record the affected data and actions, exploit conditions, likelihood, business impact, compensating controls, owner and expiry date. Obtain explicit risk acceptance from the accountable business and security owners; do not convert an unknown result into an implicit approval.

- Observation: connect only synthetic or low-sensitivity data and permit read-only actions. Compare live traces with the test baseline.
- Limited pilot: select a small user group, narrow resource scope and short-lived credentials. Keep consequential actions behind independent approval.
- Controlled expansion: add one data class or tool at a time, rerunning relevant abuse and regression cases after each change.
- Steady-state operation: maintain monitoring, incident response, key rotation, access reviews and a kill switch. Sample transcripts and tool calls for drift.
Re-run tests after changes to prompts, models or providers, retrieval indexes, tools, memory, policies, dependencies, network routes or identity roles. A previously safe result applies only to the configuration that produced it.
How do I compare two agent-evaluation approaches?
Compare capabilities and evidence, not vendor labels or a single headline score. Use the same fixtures and acceptance criteria when evaluating alternatives.
| Comparison axis | Questions to ask |
|---|---|
| Isolation | Are production credentials, host filesystems and unrestricted network routes technically unreachable? |
| Permission enforcement | Can it separate read and write operations, constrain resources and validate parameters outside the model? |
| Attack coverage | Does it exercise direct and indirect injection, privilege crossing, exfiltration, memory poisoning, approval bypass, recursion and multi-agent handoffs? |
| Evidence | Can it export reproducible transcripts, retrieved-content identifiers, tool traces, approvals, denials and network events? |
| Approval binding | Is an approval cryptographically or logically tied to the exact action, parameters, identity and time window? |
| Threat-model fit | Does the environment reflect your data sensitivity, regulatory duties, users, tools and worst-case business impact? |
The cited guidance supports process and environment controls, not a ranking of commercial platforms. An internal disposable environment can be appropriate when it provides stronger isolation and evidence for your threat model than a feature-rich but opaque test service.
What is the minimum repeatable checklist?
- Boundary map names the model, prompts, identity, tools, data, retrieval, memory, external services and approvals.
- Sandbox has no production credentials, host mounts or unrestricted egress.
- Fixtures contain no live secrets or customer records.
- Allowlist, least privilege, parameter validation and action-bound approvals are enforced outside the model.
- Baseline tasks and denial paths are recorded.
- Adversarial cases cover injection, unauthorized access, escalation, exfiltration, memory, approvals, recursion and handoffs.
- Transcripts and side effects are reviewed for evaluator gaming.
- Hard release gates, residual-risk owners and retest triggers are documented.
- Rollout begins with low-risk, narrow access and continuous monitoring.
Frequently Asked Questions
Can I test an agent with a copy of our production database?
Only if the copy has been irreversibly de-identified and is isolated from production identities and network paths. Synthetic data is safer; preserve realistic schemas and edge cases without retaining credentials, personal data or confidential values.
Should a human approve every action an agent takes?
Approval is most important for consequential operations such as external communication, financial changes, deletion, privilege changes or disclosure of sensitive data. Low-risk, reversible reads can use automated policy, but approval must be tied to the exact action and parameters whenever it is required.
How often should an AI-agent safety test be repeated?
Repeat the relevant suite after any material change to the model, provider, prompt, tools, retrieval, memory, policy, dependency, identity or network. Also schedule periodic adversarial tests during operation so drift and newly discovered attack patterns do not remain untested.
What evidence should an auditor receive from an agent test?
Provide the versioned configuration, fixture and expected result, complete transcript, retrieved-content references, tool and network traces, approval records, observed outcome, remediation and retest result. Redact secrets while preserving enough detail to reproduce the decision.
