Run a small AI pilot as a controlled evaluation, not as a miniature company-wide launch. Pick one business problem, write a testable hypothesis, define the baseline, limit the data and users, set value and stop criteria in advance, and assign an accountable owner. During the pilot, compare AI-assisted work with business as usual where feasible, measure quality and harm as well as speed, and keep people able to intervene. At the decision gate, choose one documented outcome: iterate, stop, or expand. If the pilot passes, scale by team, workflow, or geography in stages, with monitoring, training, fallback procedures, incident response, and a decommissioning plan.
There is no universal user count, accuracy target, return-on-investment percentage, or rollout timetable. The right design depends on the task’s risk, reversibility, data sensitivity, integration depth, and the consequences of failure.
What is a small AI pilot, and where does it fit?
A pilot is the evaluation stage between a proof of concept and production. A proof of concept asks whether a technical idea can work; a pilot tests whether a defined solution works for real users, data, and workflows under controlled conditions; production is the operational service used at scale.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAustralia’s National AI Centre describes the normal pathway as “proof of concept, pilot then deployment into production.” Treating the pilot as a separate stage prevents a promising demo from becoming an unexamined rollout. Each transition should have its own tests, acceptance criteria, authorization, and record of unresolved limitations.

The pilot should be bounded in four ways:
- Scope: one business problem, workflow, or decision rather than a vague mandate to “try AI.”
- Population: a defined group of users and affected people, with exclusions recorded.
- Data: named sources, permitted fields, retention rules, and prohibited content.
- Time and decision: a review point and explicit conditions for stopping, iterating, or expanding.
The NIST AI Risk Management Framework (AI RMF 1.0, published January 26, 2023) frames this work as managing risks while promoting trustworthy and responsible development and use. More than 240 organizations contributed to its development. NIST released a Generative AI Profile on July 26, 2024, which highlights risks involving third-party intellectual property, privacy, and information security.
How do you choose a narrow use case and hypothesis?
Start with a problem that has a visible baseline and a meaningful but reversible intervention. A good pilot statement identifies the user, task, input, AI action, expected benefit, and unacceptable failure.
Write the problem statement
Describe the current workflow in operational terms. For example, “support analysts classify incoming tickets and draft replies” is testable; “improve support with AI” is not. Record who performs the work, which systems and data are involved, where delays occur, and which decisions remain human decisions.
Turn the problem into a hypothesis
Use a structure such as: “For [defined users] performing [defined task], [AI capability] will improve [measurable outcome] without exceeding [risk limit], compared with [baseline process].” State what would disprove the hypothesis. A hypothesis-led, iterative approach is recommended in UK implementation guidance: establish a baseline, test throughout development, assess performance, and document whether to move beyond the alpha stage.
Check whether the use case is suitable for a first pilot
- Prefer work where a trained person can review the output before it affects a customer, employee, payment, entitlement, or safety-critical action.
- Prefer reversible actions, such as drafting, classification, search, or summarization, over irreversible decisions.
- Exclude data or decisions that the organization cannot lawfully or contractually place with the proposed supplier.
- Choose a workflow with an owner who can change the process when the pilot reveals a failure.
Do not generalize a result beyond the tested context. A model that performs acceptably on one team’s documents may behave differently with another team’s language, data quality, edge cases, or workload.
How do you define the baseline and comparison?
You need a credible comparison to distinguish an AI effect from normal variation, seasonality, learning, staffing changes, or a simultaneous process change. Define evaluation objectives before access is granted and describe who or what forms the comparison group.
Choose a comparison design
| Design | What it compares | When it helps | Main limitation |
|---|---|---|---|
| Before-and-after | The same workflow before and after AI assistance | When withholding the tool is impractical | Other changes during the period can look like an AI effect |
| Treatment and control groups | Users or cases with AI access versus users or cases continuing business as usual | When groups can be assigned without disrupting service | Groups may differ unless assignment is carefully controlled |
| Randomized access timing | Eligible users receive access at randomly assigned times | When a phased launch is operationally acceptable | Requires scheduling and communication discipline |
| Randomized encouragement or training | People are randomly encouraged or trained to use the tool, while access remains available | When actual usage, rather than entitlement, is the variable of interest | Non-users and partial users make effects harder to interpret |
The UK Government’s impact-evaluation guidance, updated May 15, 2026, lists these comparison options and stresses that objectives and the comparison group should be specified early. If randomization is not ethical or practical, document why and use the strongest feasible alternative.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCapture a baseline that reflects real work
Measure the current process over a period that includes ordinary variation. Record output quality, completion time, rework, escalation, workload, and relevant costs in the units your organization already uses. Preserve the definitions and sampling method so the same measures can be collected during the pilot.

Also record baseline harm indicators: privacy or security incidents, incorrect advice, discriminatory outcomes, missed cases, and complaints. A faster process that increases severe errors is not an improvement.
How many users should be in an AI pilot?
There is no defensible universal pilot size. Select enough users and cases to cover the roles, data types, edge cases, and workload patterns that the proposed rollout would affect, while keeping exposure and reversibility manageable.
Size the group by coverage, not a magic number
- Include each materially different role that will use or supervise the system.
- Include representative data sources, languages, document formats, and customer or employee segments.
- Include difficult and borderline cases, not only the easiest examples.
- Include enough ordinary work to observe adoption, fatigue, workarounds, and support demand.
- Keep a written list of excluded roles, regions, data classes, and assumptions.
A small group is appropriate when the workflow is high-risk, the supplier is untested, or rollback is easy and monitoring is strong. A broader pilot is justified when variation between teams or geographies is itself a major risk. The decision should be documented as a coverage argument: what the group represents, what it cannot represent, and why exposure remains acceptable.

What acceptance criteria should be set before launch?
Acceptance criteria translate the hypothesis into pass, fail, and stop conditions. They should reflect intended use, context, and risk, with a test method and owner for every criterion.
Define value criteria
- Quality: accuracy or usefulness judged against an agreed rubric and sampled by qualified reviewers.
- Efficiency: time, throughput, queue age, or rework measured against the baseline.
- Adoption: sustained use by the intended roles, not merely log-ins or trial clicks.
- User experience: reported effort, confidence, and willingness to continue under normal workload.
Define risk and stop criteria
- Critical errors, unsafe recommendations, or unauthorized actions trigger immediate review.
- Privacy, confidentiality, intellectual-property, or cybersecurity incidents trigger the incident process and may stop the pilot.
- Performance below a minimum quality level, or severe disparities between relevant groups, blocks expansion.
- Unexpected supplier changes, data leakage, loss of audit logs, or inability to provide human override blocks continued use.
Write the threshold, measurement window, sample, reviewer, and action for each criterion. “Users like it” is feedback, not an acceptance test. Australia’s implementation guidance calls for clear acceptance criteria, test methods aligned to intended use and risk, documented outcomes, and deployment authorization.
How do you test AI safely with company data?
Data controls must be designed before a user submits the first record. Treat the supplier and its service terms as part of the system, not as an administrative detail.
Set data boundaries
- List the fields and document classes allowed in prompts, uploads, retrieval indexes, logs, and exports.
- Prohibit credentials, secrets, unnecessary personal data, confidential third-party material, and information outside the approved purpose.
- Use masking, minimization, or synthetic examples where they preserve the test objective.
- Set retention and deletion rules for prompts, outputs, feedback, backups, and administrator logs.
- Define who may access pilot data and how access is reviewed and revoked.
Review the supplier and contract
Check privacy terms, confidentiality commitments, intellectual-property rights, security controls, breach notification, retention, model-training use, subcontractors, service levels, support, audit rights, and exit assistance. NIST’s Generative AI Profile specifically points to due diligence, service-level agreements, and transparency measures for third-party risks.
Confirm what happens when the supplier changes a model, region, feature, or policy. A material change should trigger a new risk assessment and, where necessary, a repeat of acceptance tests before the pilot continues.

Protect the test environment
Use separate accounts, least-privilege permissions, approved integrations, and logging that captures prompts, outputs, user, time, model or version, and reviewer action where lawful and necessary. Prevent pilot credentials from reaching production systems. Test injection, malicious files, data exfiltration, and unsafe instructions using scenarios appropriate to the workflow.
How do you keep humans in control?
Human oversight is an operating control, not a statement that a person is “somewhere in the loop.” Assign an accountable owner with authority to pause the system, change the workflow, and report incidents.
Design the review step
- Tell users what the system can and cannot do, including known failure modes.
- Require review before outputs affect people, money, regulated records, or external communications.
- Show the source material or evidence available for verification when the task supports it.
- Make correction, rejection, escalation, and override actions visible and easy to use.
- Train supervisors to recognize confident but unsupported outputs, prompt-injection attempts, and automation bias.
Prepare intervention and fallback
Define how to pause access, quarantine an output, notify affected people, investigate, restore the prior workflow, and preserve evidence. Critical functions need a tested manual or non-AI path. Decide who can authorize resumption and what conditions must be met.

Australia’s guidance calls for human oversight throughout the lifecycle, monitoring, review cycles, incident response, intervention, and safe decommissioning.
What should an AI pilot measure?
Use a scorecard that combines value, quality, adoption, and harm. Review results frequently enough to catch a dangerous pattern before the scheduled decision gate.
| Dimension | Example measures | How to interpret it |
|---|---|---|
| Task quality | Reviewer rubric, factual errors, completeness, policy compliance | Separate minor defects from errors that change a decision or cause harm |
| Time and cost | Handling time, cycle time, rework, queue age, labor consumed | Include review and correction time; gross generation speed can mislead |
| Adoption and behavior | Eligible users who use the tool, repeat use, overrides, workarounds | Low use may signal poor fit, inadequate training, or lack of trust |
| User feedback | Confidence, effort, reported failure modes, support requests | Use structured prompts and sample comments; satisfaction alone is insufficient |
| Risk and harm | Privacy or security incidents, severe errors, escalations, complaints, disparate outcomes | Weight severity and affected people, not only incident counts |
Sample outputs independently rather than evaluating only the cases users choose to submit. Keep an audit trail of test data, model or supplier version, prompts or configuration, reviewer judgments, incidents, and corrective actions. NIST’s AI Resource Center provides resources for testing, evaluation, verification, and validation that can help structure this evidence.
What is a practical step-by-step pilot workflow?
- Name the accountable owner. Give one person authority for scope, risk acceptance, incident response, and the final decision. Identify technical, privacy, security, legal, operational, and subject-matter reviewers.
- Write the use case and hypothesis. Define the task, intended users, affected people, permitted action, baseline process, expected benefit, and unacceptable outcome.
- Map the transition path. Record what must be true to move from proof of concept to pilot and from pilot to production. Include business alignment, solution design, data, technology, people, governance, and operations.
- Choose users and cases. Build a representative sample, include edge cases, record exclusions, and explain why the exposure is proportionate to the risk.
- Choose the comparison. Use a control group, randomized timing, randomized encouragement or training, or a documented before-and-after design.
- Complete data and supplier review. Approve fields, retention, access, contracts, security controls, service levels, and exit arrangements before onboarding users.
- Write the test plan. Define quality rubrics, baseline measures, sampling, reviewers, acceptance thresholds, stop triggers, and reporting cadence.
- Train users and overseers. Cover intended use, prohibited data, verification, failure modes, escalation, override, and fallback procedures. Record attendance and access approval.
- Run a controlled start. Begin with limited permissions and low-impact actions. Require human review, monitor logs, and hold frequent check-ins during the first operating period.
- Evaluate and correct. Compare results with the baseline, investigate severe errors and disparities, adjust prompts or workflow only with versioned records, and repeat tests after material changes.
- Hold the decision gate. Compare observed results with the prewritten criteria. Record rationale, unresolved limitations, controls required for expansion, and the decision to iterate, stop, or expand.
- Preserve the evidence. Retain approvals, test results, user and data definitions, configuration versions, incidents, mitigations, and the final authorization according to organizational policy.
The Australian Government’s implementation guidance emphasizes documented test outcomes and deployment authorization. A pilot is incomplete if the organization cannot later explain what was tested, for whom, under which conditions, and why the next stage was approved.
How do you make a go, no-go, or iterate decision?
Use a decision record rather than a vote based on enthusiasm. The record should connect each criterion to evidence and identify who accepted any remaining risk.

Expand
Expand only when value thresholds are met, severe-risk limits are respected, controls are operational, users are trained, monitoring is staffed, and a fallback path works. Specify the next boundary—team, workflow, or geography—rather than approving an unlimited rollout.
Iterate
Iterate when the problem is worthwhile but the evidence is incomplete or a fix is plausible. Narrow the hypothesis, change one material factor at a time where possible, reset the test plan, and set a new decision date. Do not quietly convert an iteration into production use.
Stop
Stop when harm exceeds the approved tolerance, value is not demonstrated, data or supplier controls cannot be met, or the workflow cannot support meaningful human oversight. Revoke access, preserve records, notify affected stakeholders where required, and complete decommissioning rather than leaving an unmanaged system active.
How should a successful pilot be scaled?
Scale in stages and repeat evaluation after material changes to the model, data, supplier, integration, process, or user population. A result from one pilot does not prove safety or effectiveness in every workflow.
Stage by exposure
Move from the pilot group to another team, workflow, or geography only after the new context has an owner, data review, training, acceptance checks, monitoring, and rollback plan. Keep critical decisions subject to human approval until evidence supports any change.
Operate the control system
- Monitor quality, usage, incidents, complaints, overrides, drift, and supplier or model changes.
- Schedule formal reviews and define who receives alerts and who can pause the service.
- Maintain current user guidance, model or configuration versions, and escalation contacts.
- Test fallback procedures and incident response, not just the happy path.
- Define decommissioning triggers, data deletion steps, contract exit actions, and ownership of archived records.
Expansion is a sequence of evaluated releases, not a single switch from “pilot” to “company-wide.”
What commonly goes wrong, and how can you fix it?
The demo becomes the baseline
Symptom: The team compares AI output with an idealized manual example rather than ordinary work. Fix: Measure the existing process, including rework, delays, and error severity, before enabling users.
The pilot group is too homogeneous
Symptom: Results come from enthusiastic experts using clean data. Fix: Add representative roles, ordinary workload, difficult cases, and documented exclusions; limit claims to the tested context.

Speed is mistaken for value
Symptom: Generation time improves while review and correction consume more effort. Fix: Count the complete workflow and pair efficiency measures with quality and harm measures.
Human review is nominal
Symptom: Reviewers accept fluent outputs without checking them or cannot override the system. Fix: Train on failure modes, require evidence checks for consequential outputs, log overrides, and test the fallback path.
Supplier and data risks are discovered late
Symptom: Sensitive information has already entered a service before terms, retention, or training use are understood. Fix: Complete privacy, confidentiality, intellectual-property, security, contract, and exit reviews before access.

What should the pilot decision record contain?
Keep a concise record that another manager or auditor can understand without relying on informal knowledge.
- Use case, hypothesis, intended users, affected people, and exclusions.
- Baseline definition, comparison design, sampling method, and evaluation period.
- Data inventory, permitted and prohibited content, retention, access, and supplier controls.
- Acceptance criteria, stop triggers, test methods, reviewers, and results.
- Training, human-override, fallback, incident-response, and monitoring arrangements.
- Model, prompt, integration, supplier, and process versions used during testing.
- Incidents, complaints, corrections, unresolved limitations, and risk acceptances.
- Final decision, approving roles, next scope, required controls, review date, and decommissioning conditions.
This record turns a temporary experiment into accountable organizational learning. It also prevents a later team from treating an old result as proof for a materially different system.

Frequently Asked Questions
Can an AI pilot use synthetic or masked data instead of live company data?
Yes, when the substitute preserves the behavior being evaluated. Synthetic or masked data can reduce exposure, but it may hide formatting problems, rare edge cases, access-control issues, or distribution differences; validate the gap before relying on the result.
Should employees be told that they are participating in an AI pilot?
Yes. Explain the purpose, what data is processed, what the system can and cannot do, how human review works, and how to report a problem. Transparent communication improves informed participation and surfaces failure modes that usage logs miss.
What evidence is needed to show that an AI pilot improved work?
Keep matched baseline and pilot measures, the comparison design, sampling rules, reviewer rubric, configuration versions, and records of rework and incidents. A claim is credible only when the observed improvement remains after accounting for review effort and other process changes.
How often should a pilot be re-evaluated after it goes live?
Set a routine review cadence and trigger an immediate review after a material model, data, supplier, integration, workflow, or user-population change. The cadence should reflect the task’s risk and the speed at which its inputs and outputs change.
