You can rotate VPN and firewall credentials with little or no user-visible interruption when you treat the work as a controlled network change: map every dependency, preserve a tested recovery path, stage the replacement, switch peers and clients in order, validate both authentication and traffic, and revoke the old secret only after the new path works. The exact sequence depends on whether you use an appliance pair, active-active gateways, site-to-site preshared keys, certificates, or remote-access profiles.

This runbook covers administrator passwords, VPN user and service-account secrets, preshared keys, private keys, and root or client certificates. It also explains why a successful login is not enough, how to handle active/passive and active-active designs, and what to monitor after the change.

What counts as a VPN or firewall credential?

A credential is any secret or cryptographic identity that permits administration, tunnel negotiation, user authentication, automation, or trust establishment. Each type has different consumers, so rotating one without inventorying those consumers can interrupt a different service than the one you intended to change.

Credential type Typical dependents What must change together Main outage risk
Firewall administrator password Administrators, jump hosts, password vaults, scripts and monitoring probes Vault entries, automation variables, emergency procedures and any saved management sessions Loss of management access or failed automation while traffic still appears healthy
VPN user password or identity secret Remote users, RADIUS or other identity integrations, service accounts Identity-provider records, profiles and scheduled jobs Authentication failures for users or background services
IPsec or other site-to-site preshared key Both tunnel endpoints and any redundant peers The key on every matching peer, plus templates or orchestration systems Tunnel negotiation fails as soon as the two sides disagree
Private key and server certificate VPN listeners, gateways, load balancers and trust stores Certificate chain, private-key binding and endpoint configuration Handshake or trust failure, often affecting every client
Root or issuing certificate Client profiles, device trust stores and certificate-validation policies New trust material and redistributed profiles Clients reject the gateway or cannot prove their identity
Client certificate Individual devices or managed user groups Enrollment records, profiles and revocation policy Selected users lose access even though the gateway is healthy

Build the inventory before changing anything. Include every VPN gateway, firewall cluster member, site-to-site peer, remote-access profile, administrator account, service account, preshared key, certificate chain, private key, automation secret and break-glass credential. Record an owner, dependencies, expiration date, maintenance window and rollback action for each item. CISA and NSA guidance specifically identifies VPN-user, administrator and service-account credentials, server keys and certificates as items to review after major changes.

How do I rotate VPN credentials without downtime?

Use an overlap-and-validate sequence wherever the platform supports it. The old credential remains available while the replacement is introduced, tested and propagated; only then is the old credential disabled or revoked. “Without downtime” means avoiding a broad interruption, not promising that every existing TCP session will survive a failover or listener restart.

1. Define scope and ownership

  1. List the gateways, cluster members, tunnels, remote-access portals and management interfaces in scope.
  2. For each credential, identify every system that reads or presents it: peer appliances, RADIUS or identity services, scripts, configuration-management jobs, monitoring, DNS or load-balancer checks, and user profiles.
  3. Assign one change owner and one approver. Name the person who can authorize rollback during the maintenance window.
  4. Write the intended order of operations and the success criteria before opening the change.

Include a dependency map in the change record. A preshared key used by three peer tunnels is one logical change even if each appliance has a separate configuration screen. A certificate used by a gateway and a load balancer is likewise a single trust change with multiple bindings.

2. Prepare recovery and access

  1. Export an encrypted backup of the running configuration, including certificates, key references and policy objects that the platform permits you to export.
  2. Store the backup under access control separate from the device being changed. Confirm that the file can be decrypted and restored, rather than merely confirming that an export completed.
  3. Keep an out-of-band management path, such as a console, dedicated management network or provider recovery channel.
  4. Test a break-glass administrator account and verify that its credential is available to the change owner without depending on the credential being rotated.
  5. Capture the current tunnel list, routes, peer status, authentication logs and representative application checks so you have a before-state.

NIST describes weekly configuration backups and applying changes to a separate staging or test appliance first. The exact backup interval can be stricter for your organization, but a backup that has never been restored is not a recovery control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Generate and stage the replacement

  1. Create the new password, preshared key or certificate through the platform’s supported process. Use a password manager or approved secret-management system; do not paste secrets into tickets or chat.
  2. Where the platform supports overlapping credentials, add the new value before removing the old one. For certificates, install the new chain and private key while the current certificate remains valid.
  3. Check key length, signature algorithm, certificate subject and subject-alternative names, trust chain, validity dates and private-key permissions against the platform’s requirements.
  4. On a staging appliance or lab gateway, reproduce the production binding and test negotiation, authentication and policy loading.

Certificate rotations should begin before expiry, with root and client certificates protected throughout the process. When a point-to-site configuration changes, generate new client profiles and redistribute them through the organization’s managed channel. Microsoft recommends storing outbound site-to-site certificates in Azure Key Vault when that integration is supported by the deployment.

4. Use the resilient path

High availability reduces the blast radius, but it does not make a credential change atomic. Follow the vendor’s documented sequence for your platform.

  • Active/passive firewall cluster: When supported, update the passive member first, allow configuration synchronization to complete, fail over, confirm that the former passive member is serving traffic, and then update the former active member. Check for synchronization errors after each transition.
  • Active-active gateway: Ensure both instances have the replacement credential and that the on-premises device can reach both public addresses. Microsoft recommends active-active VPN Gateway deployment so both instances establish tunnels and traffic can fail over with less interruption during maintenance or an unexpected event.
  • Single device: Schedule a maintenance window that allows for a listener restart or brief tunnel renegotiation. Keep console or out-of-band access available because there is no peer to carry traffic while the device reloads.
  • Cloud-managed service: Confirm whether the provider applies a change to all gateway instances automatically or requires a staged update. Verify the resulting configuration on every instance rather than assuming propagation.

NIST notes that mirrored configuration and session information in a high-availability pair can preserve authentication after a device failure, while existing TCP connections may still need to be re-established. Plan application checks and user communication accordingly.

5. Move peers, users and automation deliberately

  1. For a site-to-site preshared key, configure the replacement on the peer that can hold both values or on the side designated by the vendor. If overlap is unavailable, change both endpoints in a tightly coordinated window, keeping console access at each end.
  2. Update RADIUS, directory, certificate-enrollment and identity integrations that use the changed secret.
  3. Change automation jobs, configuration-management variables, monitoring probes and backup systems that log in with the old credential.
  4. Distribute new remote-user profiles after point-to-site certificate or gateway settings change. Include the profile version and an expiration or replacement date so users do not keep an old file indefinitely.
  5. Notify peer administrators and remote users before the window. Give them the expected time, any required profile update and an alternate support path.

Do not rely on a single test account. Use at least one administrator, one remote user, one service account and one site-to-site peer where those roles exist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Validate control plane and data plane

Validation must prove more than “the dashboard is green.” Test the control plane, which establishes identity and tunnels, and the data plane, which carries packets and applications.

  • Management: Sign in with the new administrator credential through the normal path and through the break-glass or out-of-band path.
  • Remote access: Authenticate a representative user, confirm the assigned address or policy, and test reconnect after a client sleep or network change.
  • Site-to-site: Confirm tunnel negotiation, encryption counters, peer state and rekey behavior.
  • Routing: Check route tables, advertised prefixes and return paths. Verify BGP or other dynamic-peer status where used.
  • Name services: Resolve internal and external DNS names from a remote client and across each site-to-site path.
  • Applications: Perform representative transactions, not just pings: open an internal web application, query a database, transfer a small file or run the business-critical API check.
  • Resilience: Exercise the documented failover path and confirm that the surviving instance has the new credential and policy.
  • Observability: Verify that VPN, firewall, identity and domain-controller logs still arrive at the monitoring system.

Record timestamps, test identities, source addresses and results. These details make it possible to distinguish a credential problem from a route, DNS, policy or monitoring failure.

7. Revoke the old credential only after confirmation

After successful tests from more than one path, disable or revoke the previous password, preshared key, certificate or service secret. Remove old private-key material from active bindings and secret stores according to your retention policy, but preserve the evidence needed for audit and incident response.

8. Roll back safely when validation fails

  1. Stop the rollout; do not continue rotating other peers while the first failure is unexplained.
  2. Keep the old credential enabled if it is still safe and supported.
  3. Fail over to the known-good member or restore the last known-good configuration from the verified backup.
  4. Use the out-of-band or break-glass path if normal management access is unavailable.
  5. Re-run control-plane and data-plane checks before deciding whether to retry.
  6. Document the failing dependency, log evidence and the condition required for another attempt.

Never delete recovery credentials or the last usable certificate until the replacement has passed the complete validation checklist. CISA advises restoring from a safe backup and responding promptly to suspicious account, password, tunnel and configuration changes.

What is the safest sequence for an active/passive firewall cluster?

For most active/passive pairs, change the passive member first, synchronize, fail over, validate, and then update the former active member. This sequence limits the initial change to a device that is not forwarding production traffic, but only use it when the vendor documents that order and synchronization includes the relevant secrets.

Stage Checks Stop condition
Passive update New credential accepted; configuration and secret synchronization report healthy Any sync error, missing certificate or unexpected policy difference
Planned failover New active member receives traffic; tunnels, routes and logs remain healthy Traffic loss, asymmetric routing or peer negotiation failure
Former active update Both members show the same intended configuration and credential state Drift, stale secret or inability to access the standby console
Post-change failover test Each member can carry representative traffic and report diagnostics Sessions or applications fail beyond the accepted maintenance tolerance

A failover can interrupt existing TCP connections even when authentication and tunnel state recover. Warn application owners that reconnect behavior is part of the test, and do not declare success solely because the cluster status is “available.”

How do I rotate a preshared key without breaking the tunnel?

A preshared key must match on both ends of the tunnel. The safest method is to use a platform feature that accepts an old and new key during a transition; otherwise coordinate both endpoints in one window and be prepared for renegotiation.

When overlap is supported

  1. Add the new key to the designated local and remote peer objects without deleting the old key.
  2. Trigger or wait for a rekey, then confirm that the tunnel negotiates using the replacement.
  3. Check encryption counters, routes and an application transaction across the tunnel.
  4. Remove the old key from both peers and verify that a fresh negotiation still succeeds.

When only one key is supported

  1. Confirm console or out-of-band access at both endpoints and capture current tunnel and route state.
  2. Have both operators ready. Change the remote side and local side in the vendor-recommended order with the shortest practical interval.
  3. Force a controlled renegotiation if required, then watch for authentication or proposal-mismatch errors.
  4. Test traffic and monitoring before closing the window.

Changing only one side first causes an immediate mismatch and can leave the tunnel down until the other endpoint is corrected.

How should I renew VPN certificates before they expire?

Renewal is a trust-distribution project, not just a file replacement. Install the replacement certificate and chain, protect the private material, update every binding, and redistribute client trust or profiles before the old certificate reaches its expiration time.

  • Check the complete chain, including root and intermediate certificates, and confirm that every client trusts the intended issuer.
  • Verify the gateway name appears in the certificate’s subject-alternative names and that the key algorithm and size are supported.
  • Install the new certificate alongside the current one when the platform allows overlap.
  • Update load balancers, clustered members and monitoring probes that validate the certificate.
  • Generate and distribute new point-to-site profiles when gateway or trust settings change.
  • Test a newly enrolled client and an existing client after profile replacement.
  • Revoke or unbind the old certificate only after successful handshakes and application checks.

Microsoft’s guidance is to protect root and client certificates, monitor expiration and rotate before certificates disrupt connectivity. Keep private keys out of general-purpose file shares and restrict export and download permissions.

What is the difference between password, preshared-key and certificate rotation?

The main difference is the number and type of dependents. Password changes usually affect people or management tools; preshared-key changes affect both tunnel endpoints; certificate changes can affect an entire trust hierarchy and require profile or trust-store distribution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Method Interruption tolerance Rollback speed Client redistribution burden Audit and scale considerations
Password Usually high if an old and new admin path can coexist Fast, provided the old account remains available Low for one administrator; higher for many scripts and service accounts Track every vault, script and login source
Preshared key Low when overlap is unavailable Moderate; both peers must accept the restored value None for end users, but every peer must be updated Document each tunnel and avoid shared keys across unrelated peers
Certificate High with overlap and staged trust; low if clients cannot receive new profiles Moderate to slow, depending on revocation and profile deployment Potentially high for root, intermediate and client certificates Track issuer, expiry, private-key custody and revocation status
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Which topology gives the best protection against interruption?

Active/passive pairs are simpler and can limit a maintenance change to one member, while active-active designs provide two forwarding instances and can fail over with less interruption when both are correctly configured. Neither topology eliminates dependency errors or guarantees preservation of every connection.

Topology Strength Trade-off Best preparation
Single appliance Simple configuration and fewer synchronization variables No built-in traffic path during a restart or failure Out-of-band access, tested restore and an explicit maintenance window
Active/passive Passive-first updates can reduce production exposure Synchronization or failover can expose drift; existing TCP sessions may reset Verify secret replication and test failover before the change
Active-active Both instances can establish tunnels and carry traffic during maintenance Both public paths, peers and policies must be reachable and consistent Verify on-premises reachability to both addresses and validate each instance independently

What failure modes should I expect?

  • One-sided preshared-key change: The two peers no longer agree, so negotiation fails. Restore the old value or complete the coordinated change on the other endpoint.
  • Certificate trust not redistributed: Clients reject the new issuer or gateway. Reissue profiles or trust stores, then retest a newly enrolled device.
  • Service-account secret not updated: Scheduled jobs retry with the old value and may trigger lockouts. Update the secret store and job configuration together, then clear or monitor retries.
  • Only the active cluster member changed: Failover activates a member with stale credentials or configuration. Synchronize or update both members before another failover.
  • Old credential revoked too early: Rollback is no longer available. Restore from the verified backup and use the break-glass path.
  • Login succeeds but applications fail: Authentication proves only the control path. Check routes, DNS, firewall policy, MTU-sensitive applications and return traffic.
  • Monitoring silently breaks: The network may be healthy while alerts disappear. Test log delivery and probes as part of validation.

What should I monitor after the rotation?

Keep heightened observation through the period when users, peers and automated jobs normally connect. Monitor tunnel state, route changes, BGP or peer status where applicable, authentication events, configuration changes and gateway diagnostic logs.

  • Alert on repeated authentication failures, unexpected account or password changes and certificate validation errors.
  • Compare tunnel counts, rekey events, packet loss and reconnect rates with the captured before-state.
  • Watch firewall denies and route changes for evidence of a policy or asymmetric-routing problem.
  • Confirm that identity and domain-controller logs continue to correlate with VPN logins.
  • Review configuration-change records for edits outside the approved window.
  • Keep the rollback decision owner available until the monitoring period ends.

Close the change only after the old credential is revoked, evidence is archived, monitoring is normal and the inventory records the new owner, expiration date and recovery procedure.

Change-window checklist

  • All gateways, peers, users, service accounts, certificates and automation dependencies inventoried
  • Owner, approver, maintenance window and rollback trigger documented
  • Encrypted configuration backup restored successfully in a test or staging context
  • Out-of-band path and independent break-glass credential verified
  • Replacement credential generated and stored in the approved secret system
  • Passive or secondary node staged where the topology supports it
  • Peer administrators and affected users notified
  • Control-plane and data-plane tests written down before the change
  • Old credential retained until validation is complete
  • Logs, tunnel state, routes, authentication and application checks monitored after revocation

Frequently Asked Questions

Will rotating a VPN credential disconnect users who are already online?

It can. A gateway may preserve authentication state while existing TCP sessions still require re-establishment after failover, listener reload or tunnel renegotiation. Plan for reconnects and test the applications that matter, rather than assuming an uninterrupted socket.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I keep an old and new VPN certificate active at the same time?

Many platforms support overlapping certificates or trust chains, but the exact binding and selection behavior is vendor-specific. Confirm that the gateway presents the intended certificate and that clients can validate it before removing the previous one.

How do I rotate credentials used by scripts and monitoring?

Search secret stores, configuration-management variables, scheduled tasks and probe definitions for every reference to the old value. Update them as one dependency group, then watch for retries and authentication failures that reveal an overlooked consumer.

What evidence should a credential-rotation change record contain?

Keep the inventory, approval, backup verification, timestamps, test identities, tunnel and route results, application checks, log samples and the final revocation confirmation. This record shows that the old secret was not removed until the replacement path was proven.
