A controlled ChatGPT Enterprise rollout has four separate decisions: how users authenticate, how identities and groups are synchronized, which workspace they join, and which seat and feature permissions they receive. Configure them in that order. SSO verifies identity, SCIM synchronizes users and groups, workspace membership grants access to a particular workspace, and seats and roles determine product and feature access. Pilot the complete path with a small group before provisioning everyone, because a successful directory sync alone does not guarantee workspace membership or the intended permissions.
What exactly are SSO, SCIM, workspace membership, seats, and roles controlling?
These controls operate at different layers. Treating them as interchangeable is the most common cause of unexpected access or missing users.
| Control | What it does | What it does not do |
|---|---|---|
| SSO | Authenticates a person through the organization’s identity provider. | It does not synchronize directory groups or automatically make someone a member of every ChatGPT workspace. |
| SCIM | Synchronizes identity-provider users and groups with the Enterprise tenant or a selected workspace. | It does not, by itself, grant access to every product or workspace. |
| Workspace membership | Places a user in a specific ChatGPT workspace, either through an assignment or an invitation. | It does not define administrative authority or every feature permission. |
| Seat type | Determines which product entitlement a member has, such as ChatGPT or Codex access. | It does not make someone a workspace Owner or Admin and cannot be replaced by a custom feature role. |
| Built-in workspace role | Defines administrative authority for Member, Admin, or Owner. | It does not replace a seat assignment or a custom feature permission. |
| Custom role | Controls eligible feature permissions and can be assigned to groups or individuals. | It does not turn a seat for one product into access to another product. |
OpenAI summarizes the identity distinction plainly: “SCIM manages provisioning; single sign-on (SSO) manages how people authenticate.” Keep that distinction visible in your rollout plan and support documentation.

How should I set ownership and scope before touching identity settings?
Start by assigning accountable owners and defining what the rollout includes. Workspace Owners make workspace-wide decisions; Admins handle operational work such as invitations, groups, analytics, and app access.

Assign the people who will operate the workspace
- Name at least two Workspace Owners so the organization is not dependent on one administrator.
- Assign Admins for day-to-day membership, group, analytics, and app-management tasks without giving every operator Owner authority.
- Document who approves role changes, who handles identity-provider incidents, and where users report sign-in or invitation problems.
Define products and the launch cohort
Decide whether the initial cohort needs ChatGPT, Codex, or both. A person’s product assignment, seat type, and feature role should be explicit before the first directory synchronization. Begin with one or two clearly named pilot users or groups rather than the entire employee directory.
Record organizational requirements
Before configuration, capture security, compliance, logging, retention, and network requirements. These requirements affect identity-provider policies, support procedures, and the checks you perform during acceptance testing.
How do I verify domains and control automatic account creation?
Verify the company-controlled domain in the Admin Console, then review the workspace’s join behavior before applying that verified domain. Automatic account creation is a separate workspace setting, not an SSO or SCIM feature.
Review the default before enabling a verified domain
OpenAI indicates that automatic account creation may be enabled by default for the first eligible workspace in a new tenant. If enabled, people who meet the domain condition can receive workspace seats under normal billing terms. Confirm whether that behavior matches your intended join policy and seat plan before proceeding.
Choose a deliberate join policy
- Controlled invitation or assignment: use this when membership must be approved or staged by team.
- Automatic account creation: use only when everyone with the verified domain should be able to create an account and consume a seat under the organization’s billing model.
- Mixed rollout: keep automatic creation aligned with the pilot plan, then widen access after support and billing checks pass.
Write the chosen policy down. Otherwise, administrators may mistake an automatically created account for a SCIM-provisioned member or assume that disabling SSO will stop account creation.

How do I configure SSO for ChatGPT Enterprise?
A global administrator configures the shared Enterprise connection in the Admin Console using the provider-specific values shown for the actual tenant. Configure the sign-in policy for each relevant product separately; a tenant connection does not automatically express every product’s access policy.
- Sign in to the Admin Console with the global administrative authority required for identity configuration.
- Open the Enterprise identity or authentication settings and select the organization’s identity provider.
- Copy the connection-specific values displayed for this tenant into the provider configuration. Do not reuse values from another workspace or from an API organization.
- Set the identity provider’s MFA, device, and conditional-access requirements to match the organization’s policy.
- Review any other permitted sign-in path. If a fallback or alternate path remains available, document who can use it and how it is monitored.
- Save the connection, then test sign-in with a pilot account before broadening the policy.
What to verify in an SSO test
- The pilot account is directed to the expected identity-provider sign-in flow.
- MFA and device conditions are enforced as intended.
- The returned identity maps to the expected Enterprise tenant and user.
- A successful authentication is not mistaken for workspace membership; check that separately.
Provider choices and labels can vary by tenant and plan. Use the controls shown in the current Admin Console rather than assuming every Enterprise tenant has identical options.

Eligible Enterprise customers may use a tenant-wide directory connection or a workspace-specific SCIM connection. Choose the scope that matches how you administer products and workspaces, and inspect existing connections and assignments before changing anything.
| Decision point | Tenant-wide SCIM | Workspace-level SCIM |
|---|---|---|
| Directory scope | Synchronizes identities at the Enterprise tenant level. | Synchronizes identities for a particular ChatGPT workspace. |
| Best fit | Centralized administration across eligible products or multiple workspaces. | A workspace that needs an independently managed directory connection. |
| Checks before adoption | Review all product assignments and existing tenant connections. | Review the target workspace’s connection, assignments, and membership model. |
| Migration risk | Changing assignments can affect product access across the tenant. | Moving from another scope can create overlapping or missing assignments if not coordinated. |
Configure the selected connection
- List current SCIM connections, their scope, and the administrator responsible for each.
- Identify which users and groups are assigned to the connection.
- Confirm the products and workspaces those assignments are intended to reach.
- Create or select the connection in the Admin Console, then apply the identity provider’s SCIM endpoint and credentials as displayed for that connection.
- Synchronize only the pilot users and groups first.
- Check that the connection reports Active and inspect recent directory events for successful user and group operations.
OpenAI cautions that a product-level connection can affect changing tenant-wide product-access assignments. Coordinate administrators and schedule a migration rather than switching scopes while broad provisioning is running.
Does SCIM give users access to my workspace?
No. SCIM synchronizes users and groups, but a synchronized identity or group still needs assignment to the relevant product or workspace. A new workspace member may also receive an invitation that must be accepted.

Use a pilot that exposes each boundary
- Create one or two unmistakably named pilot users or groups in the identity provider.
- Confirm that the SCIM connection becomes Active.
- Inspect recent directory events for the expected create, update, and group operations.
- Verify that the synchronized group has the intended product assignment.
- Assign that group to the target ChatGPT workspace.
- Have the pilot user complete the invitation flow if one is issued.
- Check pending invitations when a synchronized person appears in the directory but not in the member list.
Do not expand provisioning until the pilot proves authentication, synchronization, product assignment, workspace membership, and invitation handling as one end-to-end path.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHow do I assign ChatGPT Enterprise roles to groups?
Use groups to represent teams or responsibilities, then assign those groups to the appropriate workspace roles. A group membership alone does not grant ChatGPT feature permissions.
Design groups around responsibility
- Create groups for stable responsibilities, such as analysts, support operators, or workspace administrators, rather than temporary projects.
- Keep product membership groups distinct from feature-permission groups when the organization needs to change one without changing the other.
- Use direct individual assignments sparingly, documenting the exception and its owner.
Create and assign custom roles
- In workspace settings, create a custom role that contains the feature permissions required for one responsibility.
- Assign the role to the synchronized group or to an explicitly approved individual.
- Review the group’s seat type and workspace membership separately.
- Test the role with a pilot account that has no unrelated assignments.
- Record the role’s purpose and owner so later edits do not create unreviewed access changes.
If two groups need independent settings, create distinct custom roles. Editing one shared role changes the effective permissions for every group assigned to it.
What is the difference between built-in roles, custom roles, and seat types?
Built-in roles govern administration, custom roles govern eligible feature permissions, and seat types govern product entitlement. Validate all three when investigating an access result.
| Layer | Typical question it answers | Important limitation |
|---|---|---|
| Member, Admin, Owner | Can this person administer membership, settings, or the workspace? | Administrative authority does not automatically select a product seat or every feature. |
| Custom feature role | Which supported ChatGPT features can this person use? | Permission changes may affect every group sharing the role. |
| ChatGPT or Codex seat | Which product is this person entitled to use? | A custom role cannot convert a Codex-only seat into ChatGPT access. |
| Group assignment | Which role and product assignments apply through a team? | Group membership alone is not a workspace invitation or a feature grant. |
Understand permission states and additive grants
Where supported, ordinary custom-role permissions use Default, On, or Off. Permissions combine additively: if any applicable ordinary role grants a capability, that grant can preserve access even when another applicable role is set to Off. Least-privilege reviews must therefore include every direct assignment and every group assignment, not just the role that appears most restrictive.

Lockdown Mode is a separate restriction mechanism. Evaluate it in addition to ordinary custom roles rather than assuming that an Off state in one role represents the whole workspace policy.
How should I set seats and defaults before broad provisioning?
Set the workspace’s default seat type before synchronizing a large population. SCIM-provisioned users inherit that default, while seat type remains separate from administrative and feature roles.
- Confirm which products the launch cohort is supposed to use.
- Set the workspace default seat to match that cohort.
- Check existing members for exceptions that need a different seat.
- Verify that custom roles are not being used as a substitute for product entitlement.
- Provision a second pilot group and confirm the inherited seat before broad onboarding.
This check prevents a technically successful SCIM rollout from producing members with the wrong product access or unexpected seat consumption.
What should I test before launching to everyone?
Use a representative pilot account and test the complete path, not just the identity connection.

Stage the onboarding
- Onboard the pilot cohort and resolve identity, invitation, seat, and role issues.
- Add one representative business group at a time.
- Compare expected and actual membership, product assignments, and seat consumption after each stage.
- Keep a change record for SCIM scope, group assignments, custom-role edits, and built-in role changes.
- Publish a support path for users and an escalation path for identity administrators.
Align monitoring with the billing model
Confirm the Enterprise agreement’s billing model and configure the corresponding spending controls. Automatic account creation and SCIM provisioning can create seats under normal billing terms, so membership monitoring is also a cost-control task.
What are the most common rollout failures and their fixes?
| Symptom | Likely boundary | Fix |
|---|---|---|
| User authenticates but cannot open the workspace | Workspace assignment or invitation | Confirm product and workspace assignment, then inspect and complete any pending invitation. |
| Group appears in the directory but members lack features | Custom role assignment | Assign the group to the intended custom role and review all other direct and group roles. |
| User has the wrong product | Seat type | Check the workspace default and the member’s seat; do not attempt to correct it with a feature role. |
| Changing one role changes several teams | Shared custom role | Separate groups into independently managed custom roles before editing permissions. |
| SCIM migration produces unexpected access | Scope or existing assignments | Inventory current connections and assignments, coordinate administrators, and migrate in a staged window. |
| Users appear without an explicit invitation | Automatic account creation | Review the verified-domain workspace setting and align it with the approved join and seat policy. |
| A user still has a capability marked Off in one role | Additive permission evaluation | Find every applicable ordinary role and remove the unintended grant; also check separate restrictions. |
How should I maintain the configuration after launch?
Review identity and workspace access as separate control planes. Periodically reconcile identity-provider groups with workspace membership, seat assignments, built-in roles, custom roles, and direct exceptions. Re-test after changing SCIM scope, the verified-domain join policy, the default seat, or a shared custom role. Keep tenant-wide identity decisions documented separately from settings that apply only to one ChatGPT workspace, because a change at one scope may not affect the other.
Frequently Asked Questions
Can I use SSO without SCIM for a pilot rollout?
Yes. SSO handles authentication independently from SCIM, so a pilot can use SSO with manually managed invitations or assignments. You must still verify workspace membership, seat type, and feature roles because authentication alone does not provision access.
What happens if a synchronized group is assigned to the wrong product?
The directory synchronization can remain healthy while users receive an unintended product assignment. Pause expansion, correct the group’s product assignment, and retest a pilot member’s seat before changing broader groups.
Can one person receive permissions from more than one group?
Yes. Direct and group assignments can both apply, and ordinary permission grants combine additively. Review the full set of applicable roles when an individual has more access than expected.
Why did a new user consume a seat before an administrator invited them?
Automatic account creation for a verified domain may create a workspace seat under normal billing terms. Check that workspace setting independently of SSO and SCIM, then adjust the join policy if approval is required.
