How to reduce the risk of software supply-chain vulnerabilities: treat the supply chain as a lifecycle, not a single scanning product. Build an accurate inventory of code and services, integrate secure development into your SDLC, control dependencies and suppliers, harden CI/CD and signing systems, verify build provenance, and make customers part of the security process. These layers reduce exposure and improve response; they cannot guarantee that every vulnerability or compromise will be prevented.

The practical question is broader than “Do we have an SBOM?” or “Does the vendor sign releases?” You need evidence that software was built from expected inputs in a controlled environment, a way to determine whether a disclosed flaw affects your deployment, and owners who can act when it does. The sections below provide a risk-scaled program for producers, DevOps and security teams, procurement staff, and smaller organizations.

How can I secure my software supply chain?

Use a layered program that covers what you build and buy, how it is developed, how dependencies are maintained, how artifacts are built and released, and how suppliers are assessed. Start with critical applications and high-impact suppliers, then expand as your inventory, evidence, and response process mature.

  1. Map the estate. Inventory internally developed applications, open-source and commercial components, build tools, hosted services, repositories, pipelines, package registries, and suppliers. Mark systems whose compromise could affect safety, revenue, sensitive data, or many customers.
  2. Make secure development repeatable. Integrate threat modeling, code review, testing, access control, remediation, and root-cause learning into the existing SDLC instead of relying on a late release gate.
  3. Manage components continuously. Keep versions, transitive relationships, owners, support status, and vulnerability decisions current. Use an SBOM as operational data, not as a one-time compliance document.
  4. Protect build and release paths. Restrict and monitor source, CI/CD, registry, deployment, and signing-key access. Isolate build jobs and retain auditable records.
  5. Prove what was built and verify it. Record provenance describing inputs, process, and platform; compare received provenance with your expectations; verify artifact signatures and identity.
  6. Include suppliers and customers. Ask vendors for usable security evidence and component information, and make your own deployment and exposure decisions rather than accepting a supplier claim as proof of safety.
  7. Prioritize by risk and capacity. Apply stronger controls to critical products and internet-exposed paths first, with an owner, budget, and deadline for each improvement.

NIST SP 800-218 Secure Software Development Framework (SSDF) Version 1.1, published February 3, 2022, provides a shared vocabulary for producers and purchasers. Its stated goals are to reduce vulnerabilities in released software, limit the impact of vulnerabilities that remain, and address root causes so they do not recur.

What should I inventory first?

Begin with an inventory that supports decisions, not merely a list of filenames. Connect each product or service to its components, build pipeline, deployment locations, supplier, business owner, and recovery plan.

Record the relationships

  • Application and release identifiers, including the version actually deployed.
  • Direct and transitive libraries, operating-system packages, containers, plugins, models, and other embedded components.
  • Source repositories, build runners, package registries, deployment systems, and production environments.
  • Commercial suppliers, hosted services, support contacts, contract terms, and end-of-life dates.
  • Data handled, users affected, network exposure, privileges, and dependencies whose failure would stop a critical process.

Use SBOM data as a working input

An SBOM improves component visibility and helps you match disclosed vulnerabilities to products. It does not, by itself, show whether a flaw is reachable or exploitable in your deployment, whether the listed version is complete, or whether the supplier can fix it. The CISA SBOM Resources Library links producer, consumer, sharing, and VEX material that can help establish acquisition, exchange, update, and analysis workflows.

For every SBOM you receive or generate, define who checks its completeness, how often it is refreshed, where it is stored, and what event triggers a new review. Keep it aligned with the delivered artifact: a build that changes dependencies without updating its SBOM creates false confidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask suppliers for information you can use

Request a machine-readable SBOM or an equivalent component list, the supported versions, vulnerability-notification process, remediation targets, and a contact for urgent disclosures. Ask how the supplier communicates cases in which a published vulnerability does not affect its product. VEX information can prevent teams from treating every entry in a component list as an exploitable incident, but it still requires a documented decision and evidence.

How do I make secure development repeatable?

Fit security practices to the SDLC your teams already use. A framework is useful when it makes responsibilities and evidence consistent; it is not a certificate that a product contains no vulnerabilities.

Set a baseline with SSDF

Use the terminology and practice families in NIST SSDF 1.1 to align engineering, security, procurement, and suppliers. Before writing a detailed checklist, verify the current NIST publication and the exact practice text. The abstract supports the framework’s lifecycle purpose, but it should not be treated as a substitute for reading the individual practices.

Build security into normal engineering work

  • Design: identify trust boundaries, high-value assets, abuse cases, and security requirements before implementation.
  • Code: use approved development environments, protect credentials and secrets, require peer review for sensitive changes, and prevent direct production edits.
  • Test: combine automated analysis with tests that reflect authentication, authorization, input handling, update mechanisms, and failure modes. Track findings to closure.
  • Release: require an accountable approval, a known component set, reproducible or otherwise explainable build inputs, and rollback or emergency-fix procedures.
  • Learn: after an incident or escaped defect, fix the process or design cause, not just the individual line of code, and check whether the same pattern exists elsewhere.

Control development access

Use least privilege, phishing-resistant multifactor authentication where available, short-lived credentials, protected branches, mandatory review for pipeline changes, and separate duties for code changes, release approval, and signing. Log administrative actions and alert on unusual repository, runner, registry, or deployment activity. These controls reduce the chance that a stolen developer account becomes a signed, widely distributed release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I manage third-party and open-source components?

Choose, update, and retire dependencies deliberately. Ownership and response time matter as much as the initial security review.

Set selection and support rules

  • Prefer components with an active maintenance channel, clear licensing, security contact, release history, and a process for publishing fixes.
  • Record the exact version and source used, not only a broad package name or a floating tag.
  • Define when an unmaintained, end-of-life, or abandoned dependency must be replaced or isolated.
  • Require exceptions to name an owner, compensating controls, expiry date, and decision authority.

Turn alerts into decisions

  1. Match the advisory to the exact component and version in your inventory.
  2. Determine whether the vulnerable code is present, reachable, enabled, and exposed in each deployment.
  3. Check exploit availability, privileges required, affected data, and the supplier’s fix or mitigation.
  4. Assign a remediation deadline based on business impact and exploitability; document why a deadline is extended.
  5. Patch, upgrade, remove, isolate, or add a compensating control, then verify the resulting artifact and deployment.

Software-composition analysis can automate matching and prioritization, but its output depends on complete, fresh component data and accurate reachability context. An SBOM that is never consumed, updated, or connected to an owner is an inventory artifact rather than a risk-control process.

What controls protect the build and release path?

Protect the systems that transform source into distributable software as carefully as production systems. An attacker who alters a pipeline, runner, registry, or signing credential can bypass controls applied only to source code.

Harden CI/CD and registries

  • Use isolated, short-lived build workers where practical, and prevent one project from reading another project’s secrets or workspace.
  • Pin build tools and dependencies, restrict network access from builds, and review changes to pipeline definitions.
  • Separate development, staging, and production credentials; issue them only for the job that needs them.
  • Require approval for publishing and deployment, protect release branches, and retain immutable logs of who approved what.
  • Monitor package registries and artifact repositories for unexpected uploads, overwrites, or metadata changes.
  • Back up critical configuration and signing material, and rehearse recovery if a runner, registry, or key is compromised.

Record provenance

Build provenance records how an artifact was produced: source or input identifiers, build process, platform, dependencies, and relevant parameters. A downstream verifier can compare that record with expected repositories, builders, and policies. Provenance is evidence about the build; it does not automatically make the build trustworthy.

The SLSA 1.0 levels page is explicitly marked retired and says SLSA 1.2 is current. Treat the retired page as historical context only and consult the current SLSA 1.2 specification for present conformance details. Whichever specification you adopt, define which provenance fields are mandatory, where they are stored, how they are signed, and what happens when verification fails.

Sign artifacts and make verification usable

Artifact signing helps a consumer authenticate the signing identity and detect modification after signing. Sigstore’s documentation describes ephemeral signing keys, identity association, and a public transparency log. Provide consumers with a practical verification command or integration, the expected identity or policy, and a process for revoking or responding to a compromised identity.

A valid signature does not prove that source code was benign, that dependencies were safe, or that the build platform was not tampered with before signing. Combine signatures with protected build infrastructure, provenance verification, code review, and component analysis.

What is the difference between an SBOM, provenance, and a signature?

They answer different questions and should be evaluated together rather than substituted for one another.

Control Primary question answered Evidence produced Important limitation
SBOM or component inventory What components and relationships are in this product? Named components, versions, and dependency relationships Does not by itself establish exploitability, freshness, or a secure build
Software-composition analysis Which known issues may match those components? Matches, severity context, reachability or policy findings, and workflow tickets Results depend on inventory quality and deployment context
Build provenance How, where, and from which inputs was this artifact built? Build process, platform, source, dependencies, and parameters Records claims; verification and build-platform controls are still required
Artifact signature Who signed this artifact, and was it changed afterward? Cryptographic signature, identity, and often transparency evidence Does not establish source-code safety or an uncompromised build
Secure-development framework Are development and supplier practices repeatable and governed? Policies, roles, reviews, tests, remediation records, and supplier evidence Adoption alone is not proof that every control is effective

Compare options by the threat addressed, evidence generated, independent verifiability, lifecycle coverage, integration effort, operating cost, and the person accountable for responding to a finding. The strongest design uses complementary controls with explicit verification points.

What should buyers do during procurement and deployment?

Customers have their own supply-chain responsibilities. A supplier’s security statement, attestation, or SBOM is input to your decision, not a replacement for assessing your architecture and exposure.

Put evidence in the procurement conversation

  • Ask how the supplier controls source repositories, build systems, release approvals, and signing keys.
  • Request component information, vulnerability-notification channels, support and end-of-life policy, and expected remediation timelines.
  • Ask for provenance and signature-verification instructions that your team can actually run.
  • Clarify how the supplier handles a vulnerability that is present but not exploitable in a particular product configuration.
  • Define incident-notification contacts, evidence preservation, cooperation, and termination or replacement obligations.

CISA, NSA, and ODNI customer guidance addresses securing the software supply chain through procurement and deployment. Use it alongside your own threat model, regulatory obligations, data classification, network controls, and recovery requirements.

Verify at deployment

  1. Check that the artifact came from the expected source and matches the approved version.
  2. Verify its signature and provenance against the supplier identity, builder, repository, and policy you approved.
  3. Compare the delivered component inventory with the one assessed during procurement.
  4. Restrict permissions, outbound access, secrets, and data reach to what the software needs.
  5. Monitor behavior, maintain a rollback path, and record the deployed version and configuration.

Which priorities work for a small security or DevOps team?

Start with the software and suppliers whose compromise would matter most, then add automation as the inventory and ownership model become reliable. CISA’s small and medium-sized business fact sheet frames supplier visibility, risk-management processes, stakeholder involvement, and resourcing as practical concerns and uses fictional company cases to illustrate cost and benefit choices.

A feasible first stage

  1. Name an executive sponsor and a technical owner for supply-chain risk.
  2. List critical products, production dependencies, build systems, and suppliers in one shared register.
  3. Protect administrator accounts with multifactor authentication, least privilege, and logging.
  4. Require review for pipeline and release changes; remove long-lived secrets where possible.
  5. Generate or request an SBOM for the most important products and connect alerts to an owner and deadline.
  6. Define a minimum release checklist covering approved source, dependency review, artifact signature, and rollback.

Expand only after the basics work

Next, add isolated hosted runners or equivalent build controls, signed provenance, automated policy checks, supplier evidence reviews, and exercises for key compromise or urgent vulnerability response. Do not buy a large platform before deciding what evidence you need, who will act on it, and which systems are in scope.

How do I maintain the program and learn from incidents?

Supply-chain risk changes whenever a component, builder, credential, supplier, or deployment changes. Make review part of normal operations.

  • Monitor vulnerability disclosures and supplier notices; confirm whether affected components are present and reachable.
  • Patch or mitigate according to exploitability, exposure, business impact, and available compensating controls.
  • Rebuild and re-verify artifacts after dependency or pipeline changes rather than assuming an old signature remains meaningful.
  • Review provenance, registry, repository, and identity logs for suspicious activity.
  • Exercise key rotation, compromised-runner recovery, package rollback, and customer notification.
  • After an incident or near miss, identify the process or architectural cause and track corrective actions to completion.

CISA and FBI’s January 17, 2025 product-security update highlights manufacturer practices such as using memory-safe languages where possible and clarifies expectations around patching known exploited vulnerabilities. Treat this as voluntary guidance for manufacturers unless a separate law, contract, or sector rule applies to you.

What should success look like?

You should be able to answer, for each critical release: what is in it, who supplied each important component, how it was built, who approved and signed it, where it is deployed, and what action will occur if a vulnerability or compromise is discovered. You should also be able to show that the answer is maintained as versions and suppliers change.

Framework adoption, an SBOM, a signature, or a vendor questionnaire is not a standalone security outcome. Risk falls when these artifacts are accurate, independently checkable where possible, connected to owners and deadlines, and backed by controls that protect the development and release systems themselves.

Frequently Asked Questions

Does an SBOM prove that software is secure?

No. It provides visibility into components and relationships, but it cannot determine on its own whether a vulnerability is reachable, exploitable, or already mitigated in your deployment. Its value depends on accuracy, update frequency, sharing, and a response workflow.

Can a digital signature stop a software supply-chain attack?

A signature can reveal post-signing modification and bind an artifact to a signing identity. It cannot show that the source, dependencies, or build environment were trustworthy, so it must be combined with protected builds and provenance checks.

What should I do when a supplier will not provide an SBOM?

Ask what alternative component, vulnerability, and release-integrity evidence it can provide, and document the limitation. For a critical system, consider compensating controls, contractual deadlines, network isolation, additional monitoring, or choosing a supplier that can meet your evidence requirements.

What’s actually slowing this PC down?

How often should software supply-chain risk be reviewed?

Review it whenever a release, dependency, build system, supplier, or deployment context changes, and when a significant vulnerability or supplier incident is disclosed. A periodic governance review can check ownership, aging exceptions, and whether evidence is still being consumed.
