Outsourcing to India can reduce the labour portion of a software project, but a low hourly quote is not the same as a low project cost. NASSCOM estimates labour-cost efficiency of up to 30–40% compared with primarily US source countries; that is an industry estimate and a directional ceiling, not a guaranteed saving. The defensible comparison is total delivered cost: specification, engineering, management, quality, security, coordination, tax, rework, support and eventual transition.

The most reliable savings come from making the first scope small and testable, comparing equivalent team structures, assigning fast decision-makers, measuring quality and waiting time, and putting security, service levels and exit obligations in the contract. This guide shows how to do that without relying on a generic India rate card—because no authoritative universal rate card exists for every role and seniority.

What savings are realistic?

India has a large, mature technology-services market. The Reserve Bank of India estimated India’s 2023–24 software-services exports at US$190.7 billion, comprising an estimated US$125.5 billion in IT services, US$5.5 billion in software product development, US$50.1 billion in BPO services and US$9.6 billion in engineering services. NASSCOM data cited in a 2025 SEBI filing estimated FY2025 technology-industry export revenue of US$224 billion and employment of 5.80 million people. India’s Economic Survey 2024–25 cited provisional NASSCOM figures of approximately US$255 billion in FY2024 technology-industry revenue and 5.4 million employees.

Those figures describe market scale, not the price of your project. NASSCOM’s “up to 30–40%” labour-cost efficiency comparison excludes the costs that determine whether a project actually ships economically: product management, rework, security, travel, tax, currency movement, support and transition. A small saving in labour can disappear if requirements are unclear or the buyer must add a large coordination layer.

Evidence What it tells you What it does not tell you
Up to 30–40% labour-cost efficiency versus primarily US source countries (NASSCOM estimate cited in a 2025 SEBI filing) There may be a meaningful labour differential. It is not a guaranteed project saving and is not a complete cost comparison.
US$190.7 billion India software-services exports, 2023–24 (RBI estimate) The supplier market is broad and established. Your vendor’s capability, quality or price.
US$224 billion FY2025 export revenue and 5.80 million employees (NASSCOM data cited in a 2025 filing) There is substantial delivery capacity. The team composition or continuity of an individual provider.
Approximately US$255 billion FY2024 technology-industry revenue and 5.4 million employment (provisional Economic Survey figures) India’s technology sector is economically significant. A universal hourly or monthly rate card.

Request current, like-for-like estimates from each supplier. Every estimate should name roles, seniority, allocation, location, working-hour overlap, management, QA, DevOps, security, support, assumptions and acceptance criteria.

Use total delivered cost, not the headline developer rate

Build one cost model for every bid. Treat a vendor quote as an input to the model rather than the model itself.

Total delivered cost = discovery and specification + engineering + product management + architecture + QA + security + DevOps + coordination + overlap and travel + tooling + tax and currency effects + rework + warranty support + exit or transition work

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost area Questions to include in the estimate Typical warning sign
Discovery and specification Who turns the product idea into user stories, non-functional requirements and acceptance tests? The quote starts coding before requirements are testable.
Engineering Which roles and seniority levels are assigned, and at what allocation percentage? Only a blended “developer” line appears.
Product management Who prioritises work, resolves scope questions and accepts outcomes? Product decisions are assumed to happen “as needed” without named capacity.
Architecture Who owns design decisions, threat modelling and technical standards? Architecture is free or informal, then becomes redesign work.
QA and test automation Are test planning, automation, regression and release verification included? QA is listed as an optional later phase.
Security Who handles secure coding, dependency review, access control and incident response? Security obligations are absent from the statement of work.
DevOps and operations Are CI/CD, infrastructure, monitoring, backups and deployment support priced? “Deployment” means a one-time handoff with no operational ownership.
Coordination and time-zone overlap How much lead, project-management and overlap time is included? A low developer rate hides a large management layer or long decision queues.
Travel and tooling Who pays for visits, workshops, environments, licences and test devices? Expenses are “pass-through” with no approval rule.
Tax and currency Which currency, exchange-rate date, GST, withholding and bank charges apply? The quote is fixed in one currency but the contract is silent on conversion.
Rework and warranty What defect threshold and warranty period apply after acceptance? Every correction is treated as a new change request.
Exit and transition What does knowledge transfer, documentation and termination assistance cost? The supplier controls repositories or environments until the last day.

Compare bids only after adding equivalent assumptions. A quote with a lower engineer rate may be more expensive once missing QA, architecture, management or support is added.

Make the first scope small, explicit and testable

Ambiguity is one of the fastest ways to turn a labour differential into rework. Before requesting bids, prepare a short first release that a supplier can estimate and demonstrate.

  1. Write a product brief. State the user, problem, business outcome, supported platforms and the smallest useful release.
  2. Define functional requirements. Describe workflows, roles, permissions, integrations, data fields and error handling.
  3. Set non-functional requirements. Specify availability, performance, accessibility, privacy, supported browsers or devices, logging and backup expectations.
  4. Turn requirements into acceptance tests. Write observable pass/fail conditions, including negative and boundary cases.
  5. List explicit exclusions. Put deferred features, unsupported platforms and non-goals in an out-of-scope list.
  6. Identify dependencies. Name APIs, credentials, data sets, infrastructure, compliance approvals and decisions that the buyer must provide.
  7. Describe the delivery environment. State repository, branching, CI, issue tracking, deployment stages and who owns each account.

Give every bidder the same pack. Ask them to identify ambiguities, assumptions, risks and exclusions rather than silently pricing them. Their questions are evidence of delivery maturity; a fast, unusually low quote with no questions is not proof of efficiency.

Compare equivalent team shapes

Ask for a named team plan, not just a blended rate. The plan should show role, seniority, location, allocation percentage, start date, expected overlap, responsibility and replacement procedure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Team element What to compare Why it affects cost
Engineering Frontend, backend, mobile, data or platform roles; seniority and allocation Senior design work cannot be priced fairly against an unnamed pool of junior hours.
Technical leadership Architect or technical lead time and decision authority Unresolved design questions create blocked time and later rewrites.
Product ownership Supplier product manager versus buyer product owner responsibilities Duplicated or missing ownership adds meetings and delays.
QA Manual testing, automation, regression and release sign-off Excluding QA shifts cost into escaped defects and emergency fixes.
DevOps and security Pipeline, infrastructure, monitoring, vulnerability response and access reviews Operational work often appears late unless assigned at the outset.
Management Delivery manager, account manager and reporting cadence Coordination capacity is a real cost, even when it is not labelled overhead.
Continuity Retention, backup personnel, notice periods and replacement lead time Turnover can force knowledge-transfer and ramp-up spending.

Require a change notice if a named person, seniority or allocation changes. Approve substitutions only when the replacement has equivalent capability and receives documented handover.

Choose a commercial model that rewards the right outcome

Milestone or outcome-based delivery

Use this when the scope and acceptance tests can be made precise. Define deliverables, review gates, defect thresholds, dependencies, payment triggers and the treatment of rejected work. A milestone is not complete merely because code was committed; it is complete when the agreed acceptance evidence exists.

Time and materials with guardrails

Use this for discovery or genuinely changing work. Set a capped budget for each iteration, a named backlog, weekly burn reporting, approval thresholds and a stop or re-plan rule when assumptions change. Require the supplier to show productive, blocked, rework and non-project time separately.

Hybrid delivery

A practical pattern is a short, capped discovery followed by fixed acceptance milestones for a defined release, with time-and-materials capacity for explicitly approved changes. Keep the commercial boundary visible so new scope cannot quietly consume the original budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make quality part of the delivery flow

Quality controls cost less when they run continuously. Include them in the definition of done and in the price.

  1. Review requirements and acceptance tests before implementation.
  2. Require peer code review and automated unit tests for agreed coverage areas.
  3. Run continuous integration on every change, including static analysis and dependency checks where appropriate.
  4. Promote builds through a test environment with repeatable deployment checks.
  5. Perform regression, security and data-migration testing before release.
  6. Record defects with severity, reproduction steps, owner, target fix and retest evidence.
  7. Monitor production errors, performance and availability after deployment.
  8. Track escaped defects, cycle time, blocked time and rework hours in the regular review.

Set a warranty rule for defects that violate the agreed acceptance criteria. Distinguish a defect from a new requirement through the change-control process; otherwise, the buyer pays twice for unfinished work.

Buy deliberate time-zone overlap

Do not assume that a large time difference automatically lowers cost. A small, paid overlap window can be cheaper than a full day of asynchronous waiting. Reserve overlap for decisions, design reviews, pair debugging and incident response rather than routine status meetings.

  • Publish the team’s working hours, holidays and escalation contacts.
  • Set a response target for blocked work and production incidents.
  • Use an issue tracker as the system of record; write decisions where the whole team can find them.
  • Measure blocked hours caused by unanswered questions and include them in delivery reviews.
  • Schedule recurring architecture and product decision windows with the buyer’s accountable people present.

Travel can be worthwhile for a kickoff or complex transition, but budget it explicitly: airfare, accommodation, working time, visas where relevant and the output expected from the visit.

Control security, access and subcontracting

Cost reduction does not justify uncontrolled access to source code, customer data or production systems. RBI outsourcing guidance stresses confidentiality, access controls, monitoring and oversight, and identifies operational, legal, security, continuity and exit risks that require active management.

  • Give each person an individual account with least-privilege access and multi-factor authentication where available.
  • Separate development, test and production credentials; prohibit shared passwords.
  • Log repository, infrastructure and data access, and review logs for sensitive systems.
  • Define incident severity, notification time, investigation duties and evidence preservation.
  • Require approval before any subcontractor receives data, credentials or source code.
  • Require subcontractors to accept equivalent confidentiality, security, IP and deletion obligations.
  • Specify return or verified deletion of data and credentials at termination.
  • Keep a current inventory of outsourced services, systems, data categories and responsible owners.

For regulated or customer-facing systems, obtain jurisdiction-specific advice on privacy, sector rules and cross-border data transfers before production access is granted.

Select a vendor with a documented scorecard

Evaluate at least two or three credible suppliers using the same questions and evidence requirements. RBI due-diligence principles call for assessing capability, financial soundness, reputation, security, internal controls, audit coverage and business continuity.

Criterion Evidence to request Scoring question
Relevant capability Comparable projects, stack evidence, architecture samples and references Has this team solved a similar technical and domain problem?
Team transparency Named people, seniority, allocation, location and replacement plan Can you see who will do the work and how much time they have?
Estimation quality Assumptions, dependencies, exclusions, range and risk register Does the estimate explain uncertainty instead of hiding it?
Quality controls Review policy, automated testing, CI, defect metrics and release process How is quality demonstrated before acceptance?
Security Access model, incident process, training, vulnerability handling and audit evidence Can the supplier protect code and data at the required level?
Communication Overlap schedule, escalation path, reporting cadence and written decision process How quickly can a blocked decision be resolved?
Continuity Retention information, backup staffing, disaster-recovery plan and recovery objectives What happens if a key person or facility becomes unavailable?
Commercial flexibility Milestone, capped-capacity and change-control options Can the model adapt without turning every clarification into a dispute?
Subcontracting Subcontractor list, approval process and flow-down terms Do you know who can access your work?
IP and data Ownership language, licence treatment, confidentiality and deletion procedure Will you receive clear rights to code, documentation and deliverables?
Auditability and exit Record access, transition plan, knowledge-transfer estimate and termination assistance Can you verify performance and leave without an emergency premium?

Check references for comparable work, not only general customer satisfaction. Ask what changed after the initial estimate, how defects were handled and how the relationship ended or renewed.

Outsourced-service inventory A current list of services, systems, data, owners, suppliers and subcontractors.

RBI’s 2023 directions emphasise documented risk management, monitoring, service-level criteria, access to records, incident reporting and periodic provider assessment. The underlying principle is that outsourcing must not reduce the regulated entity’s ability to meet its obligations or prevent effective supervision by the RBI. Even when you are not a regulated entity, that principle is a useful test: outsourcing should transfer execution, not accountability.

Model tax, currency and cross-border obligations

Tax treatment can change the comparison between two otherwise identical bids. For a cross-border or related-party arrangement, document the assumptions behind:

  • Contract currency, invoice currency, exchange-rate source and who bears movement between invoice and payment.
  • Indian GST treatment, withholding obligations, bank charges and any local registration requirements.
  • Transfer-pricing method, documentation and related-party approval where the parties are under common control.
  • Whether software development, contract research and development or other services fall within an applicable Indian safe-harbour or transfer-pricing framework.
  • Data-transfer, permanent-establishment and local employment questions in the buyer’s jurisdiction.

Government materials address software development and related contract R&D within relevant Indian transfer-pricing and safe-harbour frameworks. Obtain advice for the actual entities, countries, service description and delivery structure; do not apply a generic tax percentage to every project.

Track whether the saving survives delivery

Review economics at a fixed cadence, not only when the budget is nearly exhausted. A useful monthly dashboard includes:

  • Committed, invoiced and forecast cost by workstream.
  • Accepted versus rejected milestone value.
  • Planned, productive, blocked and rework hours.
  • Escaped defects by severity and average time to resolve them.
  • Cycle time from ready to accepted, including waiting for buyer decisions.
  • Change requests by cause: new scope, ambiguity, dependency, defect or vendor error.
  • Team turnover, replacement time and knowledge-transfer effort.
  • Security findings, overdue remediation and access-review status.
  • Support incidents, warranty work and operational toil after release.

When a metric worsens, identify the economic cause. For example, a low invoice with rising blocked hours is not a saving; it is deferred cost. Likewise, fast feature throughput with increasing escaped defects may create a larger warranty and support bill.

Price the exit before you sign

Switching suppliers is expensive when the buyer does not control the assets. At the start, establish that the buyer owns or has the necessary rights to the repository, build scripts, infrastructure definitions, documentation, test suites, design files, credentials and operational data.

  1. Keep repositories and critical cloud accounts in buyer-controlled organisations.
  2. Require current architecture, runbooks, dependency lists and deployment instructions as deliverables.
  3. Make knowledge transfer continuous rather than a final-week event.
  4. Define termination notice, data export format, access during the transition and deletion certification.
  5. Set a rate or cap for transition assistance and identify the people who must participate.
  6. Test a restore, deployment or handover exercise before the system becomes business-critical.

RBI outsourcing guidance identifies exit-strategy risk and recommends termination and contingency provisions. Treat exit readiness as an operating control, not an indication that you expect the relationship to fail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical cost-reduction sequence

  1. Baseline the work. Write the brief, requirements, non-functional requirements, acceptance tests and exclusions.
  2. Issue a comparable request. Require identical assumptions, named roles, allocation, overlap, QA, security, support and warranty terms.
  3. Run diligence. Check capability, financial condition, references, controls, continuity, subcontractors and exit support.
  4. Start with a capped pilot or discovery. Use it to validate communication, estimation, code quality and decision speed before scaling.
  5. Contract measurable outcomes. Tie payment to accepted deliverables, define change control and record service levels.
  6. Operate the controls. Review metrics, access, incidents, defects, blocked time and forecast cost at a set cadence.
  7. Reprice decisions, not just hours. If scope, team, currency, tax or risk assumptions change, approve the economic impact before continuing.
  8. Keep the exit executable. Maintain documentation, buyer-controlled assets and periodic handover evidence throughout the engagement.
