Protecting a model API from unauthorized distillation requires defense in depth. Authenticate every caller, authorize access by model and operation, apply quotas to meaningful principals, minimize the information returned, monitor for coordinated extraction patterns, and prepare a graduated response. Rate limits alone cannot stop a patient attacker using many accounts or proxies. Also protect model weights, repositories, credentials, and storage separately: an API-harvesting attack and direct artifact theft are different paths.
Knowledge distillation itself is a legitimate machine-learning technique. The security incident occurs when someone systematically and without permission collects your service’s outputs—or protected reasoning—and uses those observations to train a competing model.
What is a model-distillation attack?
In legitimate distillation, a smaller “student” model learns from a stronger “teacher” model’s outputs under an authorized training arrangement. Teams use it to reduce inference cost, latency, or hardware requirements. Distillation becomes an attack when an outside party uses your inference service as an unauthorized teacher, sends large numbers of carefully chosen queries, collects the responses, and trains another model from them.
The attacker normally does not need your model weights. Your API is an information channel: each response reveals behavior, and a sufficiently broad collection of input-output pairs can approximate useful parts of the target model. Google describes extraction as systematic probing to gather training information. Microsoft distinguishes this API route from stealing model files through repositories, deployment systems, or insiders.

Extraction can target ordinary answers, classification decisions, tool-use behavior, token probabilities, confidence scores, or hidden reasoning. The more information returned per request, the fewer requests an attacker may need. A normal customer can therefore resemble an abusive one unless you examine volume, content, timing, identity relationships, and infrastructure together.
How does an attacker extract a model through an API?
A typical campaign follows a repeatable loop rather than one spectacular request.
- Acquire access. The operator creates accounts, obtains keys, compromises credentials, or routes traffic through a proxy or reseller.
- Map the interface. They learn which models, parameters, tools, and response fields are available and which limits apply.
- Design a query set. Prompts cover a capability systematically: paraphrases, edge cases, adversarial examples, domain questions, or generated variations.
- Harvest responses. Outputs, scores, traces, and metadata are stored as training examples. Traffic may be spread across keys, tenants, regions, or IP addresses.
- Train and iterate. The collected data is used to fit or fine-tune a substitute model. New queries then target the gaps revealed by evaluation.
Two consequences matter for defense. First, a single key may stay below a threshold while an account cluster consumes a large aggregate budget. Second, exposing probabilities, logits, confidence, or detailed reasoning can increase the information gained from every call.

Use layered controls that reduce access, reduce information per call, expose coordinated behavior, and give operators safe ways to intervene. No single control guarantees prevention.
1. Establish identity and least privilege
Require authenticated callers before they can invoke a model. Authorize each principal—such as a user, API key, tenant, workload identity, or session—to specific models, tools, and operations. Do not let a key created for a low-risk summarization endpoint call an expensive reasoning model by default.
- Issue keys to an identifiable owner and record the application, tenant, environment, and requested capabilities.
- Use separate credentials for development, staging, and production; make production keys non-exportable where your platform supports it.
- Rotate and revoke keys, and review ownership when staff, vendors, or applications change.
- Detect unusual key sharing, such as simultaneous use from unrelated geographies, runtimes, or tenant contexts.
- Apply limits to the principal that represents real risk. A per-IP limit is inadequate when one customer legitimately uses many workers or an attacker uses many addresses.
Identity data also makes an investigation actionable. An attacker can make traffic look normal over time; knowing which customer, key, and workload owns it lets you compare behavior with the declared use case and contact a legitimate developer before taking destructive action.
2. Set quotas and rate limits, then test bypass paths
Use several dimensions: requests per minute, tokens per minute, daily spend, concurrent jobs, and model-specific budgets. Set both burst and sustained limits, and enforce them at the gateway before expensive inference begins. Quotas raise the cost and reduce the speed of systematic harvesting.

Do not treat one global requests-per-minute value as a complete defense. OWASP’s guidance states that “Rate limiting slows down attacks rather than preventing them outright.” Multi-accounting, proxying, low-rate traffic, and multiple model instances can all weaken a single-key limit. Evaluate limits against aggregate consumption for related accounts, organizations, payment instruments, device signals, and infrastructure where collection is lawful and proportionate.
Keep a separate budget for legitimate batch workloads. If a customer needs high throughput, require an approved workload identity and a documented purpose rather than silently raising a public limit for every caller. Recheck limits after model upgrades: a new response format or cheaper endpoint can change the economics of extraction.
3. Return only the information the product needs
Design response schemas for minimum necessary disclosure. If an application needs a label, do not return the full probability distribution. If it needs a final answer, do not expose internal traces or intermediate tool messages.
- Disable logits, token probabilities, top-k alternatives, and confidence scores unless a documented feature requires them.
- When confidence is necessary, return coarse bands or calibrated categories instead of high-precision values.
- Limit maximum output length and remove unused metadata, hidden prompts, and tool traces from public responses.
- Keep protected reasoning transcripts private by default. Expose a concise explanation or structured rationale only when the product and risk review justify it.
- Separate internal evaluator endpoints from customer endpoints, with stronger authentication and isolated quotas.
Microsoft notes that probabilities can accelerate extraction because they provide more information per query. Anthropic has described defenses focused on making reasoning harder to access, including controls on reasoning movement between conversations, models, and accounts. Output minimization can require integration changes, so version the schema and give developers a migration path.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches4. Monitor for extraction-shaped use
Log enough metadata to detect and investigate abuse while meeting your privacy, retention, and contractual obligations. You do not need to retain every prompt indefinitely to identify suspicious behavior.
Useful signals include:
- Repeated prompts aimed at one narrow capability, especially when they cover large numbers of paraphrases or edge cases.
- High diversity of inputs with unusually similar output lengths, formats, or requested fields.
- Large sampling of a model’s distinctive skill rather than normal application workflows.
- Traffic that moves between keys, tenants, accounts, regions, or network providers while preserving prompt patterns.
- Synchronized request timing, shared client fingerprints, common payment or signup attributes, or infrastructure reuse.
- Sudden volume increases after an account has established a normal usage history.
- Calls to diagnostic or high-information fields that ordinary application traffic never uses.
Build features at several levels: request, key, user, tenant, organization, network, and account cluster. A single signal is not proof. Compare the pattern with the customer’s declared purpose, allow analyst review, and measure false positives. Anthropic and OpenAI describe combining request patterns, metadata, infrastructure indicators, and related-account behavior in their investigations.
5. Make the response graduated and reviewable
Decide what happens before an alert fires. A tiered policy limits damage while giving legitimate developers a recovery path.

Automated blocking should have an expiration or review condition. Anthropic has acknowledged that benign requests can be blocked and that defensive changes can affect developer integrations and revenue. OpenAI has reported account restrictions, stronger signup and infrastructure controls, expanded monitoring, and partner coordination in a 2026 case.

6. Protect model artifacts separately
Gateway controls address harvesting through inference; they do not protect files that an attacker can download directly. Apply least privilege to model weights, checkpoints, repositories, build systems, deployment credentials, and object storage. Use encryption, secret management, short-lived credentials, environment separation, access logging, and alerts for unusual exports. Review contractor and administrator access, and test whether a compromised service account can read or copy weights.
Microsoft’s guidance treats API extraction and insider or repository access to model files as separate threat paths. Your incident plan should therefore have both an inference-abuse playbook and an artifact-compromise playbook.
Are API rate limits enough to prevent model theft?
No. Rate limits are valuable friction, but they cannot reliably stop distributed or low-rate extraction. OWASP explicitly describes them as slowing attacks rather than preventing them.
| Control | What it limits | How an attacker may bypass it | Operational trade-off |
|---|---|---|---|
| Per-key request limit | Burst volume from one credential | Many keys, accounts, proxies, or slow pacing | Can interrupt legitimate parallel jobs |
| Per-tenant token quota | Aggregate model consumption for one customer | Multiple tenants or fraudulent signup identities | Requires reliable ownership and aggregation |
| Output minimization | Information gained per query | More queries, alternative endpoints, or leaked internal clients | May remove features developers rely on |
| Behavior monitoring | Coordinated and systematic patterns | Adapting prompts, pacing, or infrastructure | False positives, privacy and retention costs |
| Artifact protection | Direct access to weights and checkpoints | Compromised credentials or privileged insiders | Security engineering and access-review overhead |
Measure the combined effect. Ask how long a realistic attacker would need to collect a useful dataset under your quotas, how much information each response reveals, and whether linked accounts can consume a shared budget. A limit that looks strict in isolation may be weak when ten thousand accounts can each use it.

What should an extraction-detection system measure?
Start with a baseline for legitimate applications, then alert on deviations rather than imposing one universal threshold. Useful measurements include:
- Volume: requests, input tokens, output tokens, spend, concurrency, and model mix by principal and account cluster.
- Coverage: how broadly a caller samples capabilities, languages, domains, edge cases, and response modes.
- Similarity: repeated prompt templates, generated paraphrases, common sequence structures, and synchronized batches.
- Information seeking: use of probabilities, confidence, traces, tool schemas, or unusually precise output controls.
- Identity movement: key rotation, account creation bursts, shared devices, payment links, and infrastructure changes.
- Outcome: challenge success, analyst decisions, customer appeals, and confirmed abuse.
Use risk scores to prioritize review, not as an automatic declaration of theft. Keep feature definitions and decisions auditable so you can explain a restriction to a customer and retrain the detector when legitimate behavior changes.

How should reasoning-model operators reduce distillation risk?
Reasoning models need an especially conservative disclosure policy because a reasoning trace can reveal more reusable behavior than a final answer. Do not expose protected reasoning transcripts by default. Offer a short, purpose-built explanation or structured fields instead of raw internal deliberation.
Review every path by which reasoning might cross boundaries: conversation history, retries, tool calls, evaluation exports, debugging logs, model-to-model handoffs, and account transfers. Anthropic’s October 2026 update describes controls on reasoning movement between conversations, models, and accounts. Apply equivalent isolation in your own architecture: classify reasoning as sensitive, restrict storage and forwarding, redact it from support bundles, and ensure observability systems do not become an accidental export channel.

What do reported campaigns show about coordinated abuse?
Provider disclosures illustrate why account-level and cross-account analysis matters, but their figures are provider-reported rather than independently audited benchmarks.
- Anthropic reported more than 16 million exchanges through approximately 24,000 fraudulent accounts in campaigns it attributed to three AI laboratories in 2026.
- OpenAI reported 16,000 requests from more than 4,000 users during two high-volume days and identified related prompt-pattern activity across a cluster of more than 15,000 users in its 2026 account.
These reports do not establish a universal threshold for malicious use. They do show that a single-key view can miss the campaign and that signup, billing, network, and behavioral relationships can be as important as request counts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How effective are provider detection and mitigation systems?
Public results should be read as evidence of a provider’s own system, not as a guarantee for another API. Anthropic’s October 2026 post reported an early 90% to 99% reduction in data harvested by distillers on its platform. It also said extracted reasoning tokens were consistently 10 to 100 times lower after a classifier was introduced, while warning that the gains might not last as attackers adapt.
The same account acknowledges costs: false positives, developer integration changes, revenue trade-offs, and continuing uncertainty. Use those results to justify measurement and iteration, not to copy a threshold blindly. Track your own precision, recall, customer impact, latency, and analyst workload.
Should I use watermarking or fingerprinting?
Watermarking or behavioral fingerprinting may help attribute a suspected derivative model or support a later investigation. The available guidance does not establish that either technique prevents API extraction, so treat it as an additional evidence mechanism rather than a replacement for authentication, quotas, output controls, and monitoring.

How do I build an implementation plan?
Prioritize controls that reduce immediate exposure, then add correlation and response maturity.
- Inventory outputs. List every public field, optional parameter, trace, score, and diagnostic endpoint. Mark what is required, sensitive, or obsolete.
- Map principals. Define users, keys, tenants, workloads, and service identities; document ownership and approved use cases.
- Enforce gateway policy. Add authentication, model-level authorization, per-principal quotas, concurrency limits, and spend controls.
- Reduce disclosure. Remove unnecessary probabilities, confidence, logits, traces, and metadata; version any breaking response change.
- Instrument safely. Capture privacy-reviewed metadata for volume, similarity, identity movement, and endpoint selection.
- Correlate. Build account-cluster and infrastructure views so distributed activity shares a budget and risk score.
- Exercise response. Test challenge, throttling, suspension, appeal, key rotation, and evidence preservation with a tabletop scenario.
- Review continuously. Recalibrate after model, pricing, signup, or response-schema changes and publish an internal record of false positives.
What trade-offs should security leaders plan for?
Every layer changes the product. Strict quotas can delay legitimate batch jobs; output reduction can break integrations; behavioral analysis can require sensitive telemetry; and automated restrictions can block benign users. Compare alternatives using the same axes:

Frequently Asked Questions
Is knowledge distillation itself illegal?
No. Distillation is a standard training method when the teacher’s outputs are used with authorization. The legal and contractual issues arise from the source of the data, the permission to access the service, terms of use, privacy obligations, and what the resulting model does; have counsel assess a specific case.
How can a small team monitor abuse without storing every prompt?
Retain privacy-reviewed features such as token counts, endpoint and model identifiers, timing, response size, key and tenant IDs, coarse similarity fingerprints, and infrastructure relationships. Keep raw content only when necessary for a short investigation window, with access controls and deletion rules.
Should automated clients be blocked by default?
Not necessarily. Automation is normal for production applications. Require authenticated workload identities, documented use cases, predictable quotas, and stronger verification for high-volume or high-information access instead of relying on a browser-versus-bot distinction.
