Keep people away from sewage-contaminated water and active mold; do not force saturated books open or rub soot into pages. Air-dry only suitable books that can be handled promptly. If wet books cannot be air-dried within about two days, freezing can stabilize them while you arrange drying—but freezing neither dries books nor kills mold. For valuable, coated, moldy, or soot-damaged books, contact a book and paper conservator.
Check safety before moving books
Do not enter an unsafe building to retrieve books. Floodwater may contain sewage or other contaminants, and fire-damaged areas can present hazards beyond the books themselves. If there is active mold, avoid handling affected materials casually; mold can affect health. The National Archives advises seeking medical or mycological guidance if health effects occur. Once the area is safe, separate books with obvious contamination or mold from unaffected materials. Do not seal damp books in a plastic bin in a humid location: that can increase mold risk.
Choose the next step by the book’s condition

Air-dry only suitable books
For books that are damp rather than saturated, sound enough to handle, and free of contamination, clean absorbent blotting material and circulating air can help. The National Archives advises positioning fans to circulate air rather than aiming airflow directly at the materials. Do not treat this as a universal home remedy: the material, binding, and degree of wetness affect what is safe.

Avoid trying to open a very wet book or fanning its pages. Glossy coated stock is especially vulnerable because wet pages can stick or fuse together during drying. The National Archives’ guidance on salvaging water-damaged library materials and handling wet books discusses the limits of treatment for different materials.
Freeze wet books when prompt air drying is not practical
The National Archives’ August 1993 guidance recommends freezing wet books and paper-based items that cannot be air-dried within two days. The Library of Congress says freezing within 48 hours may be necessary for wet collections. These are practical response windows, not a guarantee that mold begins at exactly that point in every environment. Freezing slows mold growth and buys time to organize treatment; it does not dry a book or kill mold. The Library of Congress notes that a household freezer may be suitable for a small water incident, while a large collection may require commercial freezer facilities or a recovery contractor. Freezing is stabilization, not restoration: the books still need a plan for drying and later assessment.
Handle fire-related soot cautiously
A fire can leave books with smoke and soot damage as well as water damage from firefighting. That combination makes treatment more complex. The Library of Congress describes a limited soot-removal approach using gloves and a vulcanized rubber sponge, while warning that soot treatment is risky. Rubbing can drive soot further into paper, so do not use an ordinary sponge or cloth. For a unique or irreplaceable book, leave soot treatment to a conservator. Know when to bring in a professional
Contact an experienced book and paper conservator when a book is valuable, historic, sentimental, fragile, coated, moldy, or affected by soot. For many wet books, ask whether a recovery contractor can provide appropriate freezing and drying capacity. A conservator can help determine whether handling, cleaning, or drying methods are suitable for the particular materials. Stabilization alone does not guarantee that a book will be free of stains, distortion, contamination, or mold.
