Use a screenshot or browser-generated PDF when you need a fixed, readable record of what a webpage showed at a particular moment. Keep the original URL, UTC capture time, page title, scope, browser settings and a description of what was visible with the file. A screenshot or PDF is a static derivative, not a complete archive: it does not preserve live links, scripts, forms or every underlying asset. If future replay, link relationships or technical provenance matter, retain a WARC, WACZ or another source capture as well.
This workflow gives you an auditable exhibit for a report, case file or project record while making its limits explicit.
What does a screenshot, PDF or web archive preserve?
The right format depends on whether you need appearance, readable text or replayable source material. Treat screenshots and PDFs as derivatives of the page, and label their scope.

The Library of Congress describes WARC with record-at-a-time GZIP compression as its preferred web-archive format, with WACZ and ARC_IA acceptable alternatives. Its goal is a reproducible copy of how a site appeared at a point in time. A screenshot cannot provide that level of technical context because it is only the rendered pixels.

When is a static capture necessary?
Websites are ephemeral: URLs, layouts and content can change or disappear. An archive may also fail to capture streamed third-party applications, database pages that require user input, dynamically queried visualizations, GIS and some interactive maps, or material behind payment and subscription access. In those cases, a static capture documents the state you could actually see, but you must state what was not captured.
What a screenshot can prove
A screenshot can show branding, text as rendered, a layout, an error message, a transient banner or a visible account state. It does not prove that hidden links, source files, accessibility semantics, scripts or later page states existed. NARA guidance characterizes screen shots as static images that do not retain hypertext functionality.
What a PDF adds
A browser print-to-PDF file is searchable and easier to annotate or place in a project file. It can preserve text and page layout better than an image, but scripts, forms, hover states, live data and other interaction may be absent. Include the source URL and capture timestamp in the PDF’s cover page, filename or companion metadata.

When you need the source capture as well
Keep a WARC, WACZ or another source capture when investigators must follow relationships between resources, inspect HTML, replay scripts or demonstrate technical provenance. The derivative can then serve as a convenient exhibit without being mistaken for the preservation container.
How do I define the capture scope?
Decide exactly what you are preserving before opening the browser. The scope determines the settings, evidence notes and storage you will need.
- Choose the unit. Specify one page, a group of URLs or an entire site. List linked pages that are material instead of assuming a home page represents the whole site.
- Describe access conditions. Note whether login, payment, geolocation, personalization, a cookie choice or a live data feed changes what is visible. Do not claim to preserve content you could not access.
- Set the time standard. Record the capture in UTC, including seconds when the page is changing quickly. Keep the local time only as an additional convenience.
- Choose the derivative. Select a PDF when selectable text and print pagination matter, a screenshot when appearance or a transient state is the evidence, and both when readers need text plus a visual reference.
- Decide whether a source archive is required. If replay, links, scripts or technical inspection matter, plan a WARC/WACZ capture in addition to the derivative.
What should I record before taking the capture?
Provenance is what makes a static file understandable months later. Create a plain-text metadata file beside the output before you capture.
- Canonical URL and any redirect URL
- Page title and site owner, if known
- UTC date and time
- Capture scope, including path, query parameters and whether the page was authenticated
- Browser name and version, operating system and print settings
- Viewport width and height, device scale or zoom, scroll position and whether the image is stitched full-page
- Reason for capture and a short description of the visible state
- Filenames of the PDF, image segments, source archive and any manifest
- What the result does not show, such as a blocked video, missing map tiles or an inaccessible database

Use the browser’s built-in Print command, then inspect the resulting file rather than assuming the preview is complete.
- Open the canonical URL and wait until the content you intend to record has loaded. If the page is personalized, make the relevant account, region and consent choices first.
- Open the browser menu and choose Print (often File > Print or
Ctrl/Cmd+P). - Select Save to PDF or the equivalent PDF printer.
- Set paper size, orientation, margins and scale deliberately. Turn on Background graphics when colors, diagrams or branded panels are material to the evidence.
- Check the preview for clipped columns, unexpected page breaks, missing headers or footers, and blank sections caused by lazy loading.
- Save with a descriptive filename that includes the domain, page slug and UTC timestamp, such as
example-page_2026-10-26T143208Z.pdf. - Open the saved PDF in a second viewer. Confirm that text is selectable where expected, pages are in order, links are present if they matter, and fonts and images rendered correctly.
Print layouts can differ substantially from the screen. If a navigation panel, chart or interactive control disappears, record that limitation and make a screenshot of the visible state as a companion exhibit.
How do I take a full-page screenshot for evidence?
Capture either the relevant viewport or a full-page render, and preserve enough information to explain how a long image was assembled.
- Set the browser viewport, zoom and device scale. Record all three in the metadata.
- Dismiss or document consent banners, newsletters and chat panels according to the purpose of the capture. Do not silently edit the image afterward.
- Wait for images, fonts and below-the-fold content to load. Scroll through a long page once if that triggers lazy loading.
- Capture the visible viewport when the exact transient state is the evidence. Use the browser’s full-page capture function when the entire rendered page is needed.
- For very long pages, retain the original segments or a capture log in addition to a stitched image. This lets another person check that no section was duplicated or omitted.
- Save a lossless or minimally compressed original where practical. If you create a resized, annotated, OCR’d or redacted copy, keep it as a derivative with a separate filename.
- Open the image on another system and check for unreadable text, seams, missing sticky elements and blank regions.
Do not imply that a full-page image contains links, page structure, source code or accessibility semantics. It represents only the rendered pixels included in its stated scope.
How do I preserve provenance and file integrity?
For organizational, regulatory or legal work, handle the derivative as a record rather than an editable design asset.
- Calculate a cryptographic hash for every original PDF, image and source-capture file, and store the hash in a separate manifest.
- Restrict edits after capture. Keep annotations, OCR, stitching, compression and redactions as new files, and document each transformation.
- Use documented procedures, access controls, retention schedules and change tracking. NARA guidance emphasizes complete and unaltered content, preservation of physical or logical structure, secure storage and documented handling.
- Keep the metadata with the file, not only in a ticketing system that may be separated from the evidence.
- Store at least two copies in different locations. The Library of Congress personal-archiving guidance recommends annual readability checks and moving files to new media about every five years, or sooner when the storage medium requires it.
A hash demonstrates that a file has not changed since it was hashed; it does not prove that the webpage itself was truthful or that the capture process was unbiased. Preserve the browser settings and operator notes so the result can be interpreted.

What commonly goes wrong, and how do I fix it?
The PDF has blank sections
Lazy-loaded content may not have entered the print layout. Scroll through the page first, wait for network activity to settle, print again and compare the preview with the screen. If a live region remains blank, state that it was not captured and retain a screenshot of the visible state.

Images, fonts or background colors are missing
Enable background graphics, wait for web fonts to finish loading and verify the result in a second viewer. A blocked asset may require a permitted network or an authenticated session; do not replace it with an unrecorded local copy.
The full-page image has seams or duplicated sections
Sticky headers and script-driven scrolling can confuse stitching. Capture viewport segments manually, retain the originals and document the order and overlap used to create the composite.
A cookie banner, newsletter or chat panel covers the evidence
Record whether the overlay was part of the state you needed to show. If it is not material, accept or close it as a normal visitor would, then note that action. Do not crop it away without retaining the uncropped original.
A map, video or live chart will not replay
That is a known archive limitation for streamed applications, dynamically queried visualizations and some interactive maps. Capture the visible state, label the missing behavior and keep a source archive if the underlying resources are important.
The page requires a login or subscription
Capture only content you are authorized to access. Record the access condition and the exact visible scope; a static derivative does not grant permission to redistribute the underlying material.

The capture is disputed
Provide the original file, metadata, hash manifest, browser settings and any source archive. Explain every transformation, including OCR, resizing, stitching, compression and redaction, instead of presenting an edited copy as the original.

How should I store and review the finished files?
Keep the derivative, metadata, hash manifest and any source capture in one structured record. Use stable filenames and a read-only or access-controlled location after verification.
- Open every PDF and image on a second system.
- Check page order, text readability, fonts, image completeness and any interactive region you expected to document.
- Compare the recorded URL and timestamp with the file’s visible content.
- Hash the verified originals and record the algorithm and date.
- Copy the record to a second location and schedule annual readability checks.
- When the site is likely to change, repeat the capture under the same settings and retain the new metadata rather than overwriting the earlier record.
This gives readers a usable exhibit while preserving a clear boundary between what the static file shows and what only a replayable archive could provide.
Frequently Asked Questions
Can I use a screenshot as legal evidence?
A screenshot may be useful as an exhibit, but its weight depends on your jurisdiction, the dispute and your organization’s procedures. Preserve the original file, capture notes, hash, source URL and an explanation of any editing so another person can assess how it was produced; this is not legal advice.
How can I make text searchable in a screenshot?
Run OCR on a derivative copy and keep the untouched image as the original. Mark the OCR output as machine-generated, review names and numbers manually, and record the OCR software and date because recognition errors can change the meaning.
What is a good filename convention for archived webpages?
Use a stable domain and page identifier followed by an ISO-like UTC timestamp and format, for example example.com_terms_2026-10-26T143208Z.pdf. Keep a metadata file or manifest for details that do not fit safely in a filename, such as viewport, login scope and limitations.
How do I preserve a page that changes every few minutes?
Capture several timestamps under the same settings and keep each result rather than replacing one file. Note the trigger for each capture, such as a refresh or published update, and preserve a source archive when the changing data or request sequence must be reconstructed.
