Cloud migration is usually won or lost before cutover. The preparation work should produce a verified inventory, an application dependency map, a workload-by-workload migration strategy, a secure cloud foundation, a cost baseline, and approved migration waves with tested rollback plans. Skipping any of those steps increases the chance of outages, compliance surprises, stranded data, and costs that cannot be explained.
Use discovery and assessment to decide what should move, what must change first, what should remain connected to on-premises systems, and what should be retired. Then prove the plan with a small, observable wave before moving business-critical workloads.
What should we do before migrating to the cloud?
Start with business outcomes and ownership, then build and validate a complete portfolio inventory. Map dependencies, assess technical and regulatory fit, choose a strategy for each workload, establish the cloud operating foundation, and approve sequenced waves with measurable go/no-go criteria.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Define the business outcomes, decision-makers, affected groups, and accountable migration owners.
- Catalog applications, infrastructure, data, environments, users, owners, criticality, compliance obligations, and known connections.
- Map internal and external dependencies, including shared services and systems that will remain on-premises.
- Assess compatibility, performance, security, privacy, licensing, and remediation effort.
- Select rehost, replatform, refactor, re-architect, replace, or retire for each workload.
- Build identity, networking, security, observability, billing, automation, backup, and operating processes before production waves.
- Group workloads into waves, test rollback, and obtain formal approval for every cutover.
- Baseline current costs and usage so cloud consumption can be measured rather than assumed to be cheaper.
Microsoft Learn describes assessment as gaining visibility into every component, dependency, and requirement before moving to Azure. AWS Prescriptive Guidance defines portfolio assessment as gathering application, infrastructure, and business context to analyze and plan a move. Those principles apply regardless of the cloud provider.

How do you define migration outcomes and ownership?
A migration has to solve a business problem, not merely relocate servers. Write the outcomes first, because they determine which workloads deserve early investment and how success will be measured.
Record the drivers
- Transformation: enabling a new product, digital channel, or data capability.
- Cost control: reducing specific, measurable operating costs rather than promising a blanket percentage reduction.
- Agility: shortening provisioning or release cycles.
- Resilience: improving recovery objectives or eliminating an aging data center dependency.
- Contract or facility deadlines: leaving a data center, renewing a license, or meeting a regulatory requirement.
Name decision-makers and operators
Identify the executive sponsor, business beneficiaries, application owners, infrastructure and security leads, data owners, finance or FinOps representatives, service-desk contacts, and the person authorized to stop a cutover. Record who approves exceptions and who owns the service after migration; an unassigned post-migration service is an operational risk.
Turn outcomes into measures
For each workload, define target availability, latency, recovery time and point objectives, deployment frequency, user impact, acceptable downtime, security controls, and a cost ceiling. A wave cannot be judged successful if its only criterion is that virtual machines started in the target environment.
How do I build and validate an application inventory?
Create one authoritative catalog that connects each business service to its technical components, data, owners, and constraints. Automated discovery speeds collection, but owner interviews and architecture reviews are required because undocumented dependencies can be missed.
Minimum fields for every record
- Business service and application name, description, owner, support team, and escalation contact.
- Production, test, development, and disaster-recovery environments.
- Servers, virtual machines, containers, databases, middleware, operating systems, frameworks, and versions.
- Users, geographic reach, criticality, peak and average load, latency sensitivity, and availability requirements.
- Data types, classification, retention, residency, privacy, compliance, encryption, and backup requirements.
- Licenses, support status, maintenance windows, batch schedules, and known technical debt.
- Inbound and outbound connections, shared services, vendors, partners, SaaS services, and data pipelines.
- Current utilization, on-premises cost, and sizing evidence used for the target estimate.
Validate discovery instead of trusting a scan
Compare automated findings with application diagrams, firewall and DNS records, deployment manifests, database inventories, monitoring data, and interviews with developers and operators. Ask owners about quarterly jobs, manual file exchanges, emergency access, hard-coded addresses, and integrations that are active only at month-end. Mark each field with an owner and a confidence level so planners know which assumptions still need proof.

How do I map dependencies before a cloud move?
Dependency mapping shows what must move together, what can remain connected across environments, and what needs remediation before a wave. Treat both technical connections and business timing as dependencies.
Connections to capture
- Application programming interfaces, service-to-service calls, and authentication providers.
- Transactional and reporting databases, shared schemas, stored procedures, caches, and file shares.
- DNS, load balancers, firewalls, routing, certificates, and network address allowlists.
- Message queues, event buses, schedulers, extract-transform-load jobs, and data warehouses.
- Identity directories, secrets stores, monitoring, backup, patching, and other shared platform services.
- Partner links, payment or logistics providers, SaaS applications, and managed services outside your network.
Classify the risk of each link
Record criticality, direction, protocol, data sensitivity, latency tolerance, throughput, maintenance window, and the owner on both sides. State whether the connected component can move in the same wave, must remain on-premises temporarily, or must be replaced or remediated first.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Plan for a split environment
When a database or partner system stays on-premises, document the permitted data flows, encryption, routing, monitoring, regulatory rationale, and an exit date for the temporary connection. Estimate the performance and operating burden of the split state; a technically possible link may still violate latency or support requirements.
How do I assess applications for cloud migration?
Assess compatibility and risk before selecting a destination service or migration date. Separate blockers that prevent a move from improvements that can safely follow after stabilization.
Check technical fit
- Operating-system, middleware, runtime, framework, database, driver, and stored-procedure support.
- CPU, memory, storage I/O, network throughput, peak-load behavior, and scaling characteristics.
- Availability architecture, session handling, time synchronization, licensing restrictions, and hardware dependencies.
- Backup, restore, monitoring, logging, deployment, and disaster-recovery integration.
Check security and compliance fit
Verify identity and privileged access, encryption in transit and at rest, key ownership, secrets handling, vulnerability management, audit logging, retention, privacy, residency, and sector-specific obligations. Confirm that the target region and service tier satisfy contractual and regulatory requirements; do not infer compliance from a provider’s general certification alone.

Run a live risk workstream
Maintain a risk register during discovery rather than writing it once. Give each risk an owner, likelihood, impact, mitigation, trigger, and decision date. Update ratings as inventory and dependency confidence improves, and distinguish a migration blocker from a post-migration optimization so scope does not expand without approval.
Which migration strategy fits each workload?
No single approach is correct for an entire portfolio. Choose the option that balances business value, compatibility, dependency complexity, downtime tolerance, skills, reversibility, ongoing cost, and modernization potential.
| Approach | What changes | When it can fit | Main trade-off |
|---|---|---|---|
| Rehost | Move the workload with minimal code change. | Time-sensitive moves, compatible systems, or a temporary step before modernization. | Fastest path, but existing inefficiencies and operating practices largely remain. |
| Replatform | Adopt a managed runtime, database, or other service with limited redesign. | When a platform service reduces maintenance without changing core behavior. | Requires compatibility testing and can create provider-specific dependencies. |
| Refactor | Modify code or components while preserving the core application purpose. | When targeted changes improve portability, scaling, or operability. | More testing and engineering effort than a lift-and-shift. |
| Re-architect | Redesign the system around new cloud-native patterns. | When resilience, scale, or product goals justify fundamental change. | Highest delivery risk and longest path to a stable cutover. |
| Replace | Adopt a different commercial or managed product. | When the current system is obsolete and a suitable replacement meets requirements. | Data conversion, process change, and vendor or contract risk. |
| Retire | Decommission the workload and preserve only required records. | When usage, ownership, or business value no longer justifies operation. | Requires evidence that users, integrations, and retention obligations are covered. |
Record the rationale, assumptions, confidence, estimated effort, target size, downtime expectation, and rollback method for every choice. Revisit the decision when discovery reveals a shared database, unsupported component, or changed business priority.
What cloud foundation must exist before production migration?
Build the landing-zone capabilities and operating model before moving critical workloads. A production-ready foundation makes the first wave observable, supportable, and reversible.
Technical controls
- Identity and access management, federated authentication, least privilege, privileged-access procedures, and break-glass access.
- Account, subscription, or project hierarchy; naming, tagging, quotas, and policy guardrails.
- Network connectivity, routing, DNS, firewalls, private access, segmentation, and tested bandwidth.
- Encryption, key management, secrets storage, vulnerability management, and security monitoring.
- Central logging, metrics, tracing, alert ownership, retention, and time synchronization.
- Infrastructure as code, source control, deployment pipelines, configuration management, backup, and restore testing.
- Billing exports, budgets, anomaly alerts, usage dashboards, and an agreed allocation model.
Operating processes
Define incident, problem, change, access-review, patching, backup, disaster-recovery, and capacity processes. Publish support hours, escalation paths, service-level objectives, communications templates, and the handoff from the migration team to production operations. A foundation is incomplete if only the network exists but nobody knows who responds to an alert.

How should migration waves and approvals work?
Use waves that group workloads by dependency and shared characteristics, then improve the plan after each wave. A standalone, low-dependency, or nonproduction workload is often a useful first candidate because it exposes tooling and process gaps with less business risk.
Include these fields in every wave plan
- Workloads, owners, dependencies, migration method, prerequisites, and target architecture.
- Data-seeding plan, freeze or synchronization method, maintenance window, and user communications.
- Validation tests for functionality, performance, security, integrations, backups, and monitoring.
- Go/no-go thresholds, decision authority, rollback trigger, rollback steps, and estimated recovery time.
- On-call staffing, vendor contacts, stakeholder updates, and post-cutover observation period.
Use formal approval gates
Require sign-off from the business owner, technical owner, security or compliance representative, operations lead, and the person accountable for customer impact. Approval should reference the current inventory, dependency evidence, risk register, cost estimate, test results, and rollback rehearsal—not just a calendar date.
After each wave, record defects, unexpected dependencies, actual duration, service behavior, and cost. Feed those findings into the portfolio and adjust later wave sequencing; assessment is continuous because confidence improves as systems are exercised.

- Set an explicit downtime and data-loss tolerance from the business owner.
- Synchronize or replicate data while the source remains available, when the workload supports it.
- Test the target with production-like data, load, integrations, permissions, and failure scenarios.
- Lower DNS or routing time-to-live only as part of a controlled plan, and confirm caches and certificates will not prolong the switch.
- Freeze risky source changes, announce the window, execute the runbook, and validate critical user journeys.
- Monitor error rate, latency, saturation, data integrity, queues, and downstream jobs against predeclared thresholds.
- Abort or roll back when a threshold is breached; do not improvise a recovery procedure during an outage.
Some applications cannot support online replication or dual operation. In those cases, schedule a business-approved outage, communicate the exact user impact, and protect the source with a verified backup and restore path.

How much will cloud migration cost?
Estimate migration cost as a portfolio of one-time work and recurring operation, then compare actual consumption with a pre-migration baseline. Cloud pricing alone is not a business case.
Include one-time costs
- Discovery, architecture, dependency analysis, remediation, testing, data transfer, and temporary coexistence.
- Engineering, specialist skills, consulting, training, tooling, and change-management effort.
- Parallel environments, replication, backup, licenses, contracts, and decommissioning or exit fees.
Include recurring costs
- Compute, storage, databases, networking, egress, managed services, support plans, logging, monitoring, backup, and security tools.
- People who operate the environment, respond to incidents, optimize usage, and review access and compliance.
- Resilience capacity, multi-region or multi-zone design, nonproduction schedules, and data-retention requirements.
Record assumptions and confidence for target sizing, utilization, growth, data transfer, and service selection. Assign owners for budgets, tags, forecasts, variance reviews, optimization, and chargeback or showback. An AWS executive document cites a 2022 Hackett Group finding that organizations adopting cloud financial-management practices achieved 50% higher outcomes across cost savings, staff productivity, agility, and resiliency; that is a secondary cited claim, not a guaranteed result for an individual migration.
What is the final pre-cutover readiness checklist?
Do not schedule a production move until the following evidence exists and the accountable owners have signed it.
- Every workload has an owner, criticality, inventory record, migration strategy, target, and confidence-rated dependency map.
- Unsupported components, licensing issues, privacy concerns, residency requirements, and remediation actions have disposition dates.
- Identity, network, security, logging, monitoring, backup, recovery, billing, and support controls are operating in the target environment.
- Baseline performance, availability, recovery objectives, usage, and on-premises cost are recorded.
- Functional, integration, performance, security, restore, and failover tests have pass criteria and results.
- The cutover runbook, communications, staffing, go/no-go authority, rollback trigger, and rollback procedure have been rehearsed.
- Business, technical, security, operations, and finance stakeholders have approved the wave.
Frequently Asked Questions
Can automated discovery find every application dependency?
No. Tools can accelerate inventory collection, but they may miss dormant batch jobs, manually managed integrations, undocumented data exchanges, and business-critical connections that are not visible in normal traffic. Treat automated output as a draft and have application and operations owners confirm it.
Should a migration team keep a separate risk register from the project plan?
Yes. A dedicated register makes technical, security, compliance, operational, and business risks visible after schedule tasks are marked complete. Give each item an owner, mitigation, trigger, due date, and escalation path, then update it whenever discovery changes the evidence.
Who should own cloud costs after a workload moves?
The application or product owner should remain accountable for demand, while a central finance or FinOps function supplies budgets, allocation rules, forecasts, and variance reporting. Operations and engineering should own utilization and technical optimization actions rather than treating cost as a finance-only issue.
What evidence should be retained after a migration wave?
Keep the approved plan, dependency map, test results, change record, actual outage and recovery times, incidents, cost and usage data, exceptions, and lessons learned. This evidence supports audits and gives later waves concrete assumptions instead of relying on recollection.
