The safest way to move business data between cloud providers is a staged migration that treats data bytes, identity permissions, and metadata as separate deliverables. Inventory the source, design destination IAM before copying, document which metadata can be translated, run a representative pilot, perform an initial bulk copy, synchronize changes, verify independently, and keep the old environment read-only during a defined rollback period.

A successful transfer is not proved by a completed copy job. Files can arrive with correct contents while inherited roles, ACLs, tags, timestamps, versions, retention settings, encryption context, or audit history are missing or changed. The runbook below shows how to preserve what can be preserved, recreate what must be redesigned, and produce evidence before shutting down the source.

Why can a cloud migration copy every byte yet still break access?

Cloud providers implement different identity models, policy inheritance, storage APIs, metadata fields, and encryption controls. A source object may be readable because of an inherited role, a bucket policy, an ACL, or a network condition that has no equivalent at the destination. Copying the object itself does not recreate that authorization path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google Cloud documentation warns that moving a project can change inherited IAM roles and organization policies even when direct roles remain. NHS England similarly identifies access-control metadata as a portability risk between systems. These warnings apply to files, databases, SaaS exports, and application service accounts, not only to object storage.

Metadata has the same problem. Google Storage Transfer Service can preserve selected custom metadata and basic properties, but cross-cloud S3 or Azure ACLs, object tags, and source timestamps may be dropped. AWS DataSync describes metadata preservation as dependent on the storage pair and notes that some third-party attributes are best effort. Therefore, treat each field as a migration decision rather than assuming a universal copy.

AWS defines data portability as moving data between systems with minimal effort while retaining control. In practice, portability is achieved by planning identity, metadata, integrity, and application behavior together.

What should I inventory before moving anything?

Build a source-of-truth inventory before selecting a tool. Capture both technical objects and the business rules that make them usable. The inventory should identify owners, dependencies, retention obligations, and the evidence you will need for approval.

Inventory area Record Why it matters at the destination
Object and file stores Buckets, shares, prefixes, paths, object counts, sizes, storage classes, archived data, unusual names, and access frequency Determines transfer scale, compatibility, retrieval time, and test coverage
Databases Engine and version, schemas, extensions, roles, sequences, replication settings, exports, and dependent jobs Database replication does not automatically recreate application connections or engine-specific features
Identity Human users, groups, service accounts, workload identities, key owners, role bindings, ACLs, and inherited policies Principal names and role semantics rarely match across providers
Security and compliance Encryption keys, rotation state, legal holds, retention periods, audit requirements, backup policies, and data-residency rules A destination may need new keys, policies, regions, and evidence collection
Applications and integrations Connection strings, SDKs, endpoints, queues, reports, scheduled jobs, DNS names, and CI/CD secrets Provider-specific APIs and formats can require code or configuration changes
Commercial constraints Egress rates, intermediary-storage charges, transfer windows, maintenance tolerance, and contract end dates Cost and timing can change the safest migration pattern

Export the inventory in a versioned format and assign an owner for every row. Include dependencies that are easy to miss, such as reporting extracts, backup catalogs, data-lake crawlers, machine-learning pipelines, and support tools that use service accounts. Record whether each system is authoritative or merely a cache; copying a cache first can create misleading integrity results.

How do I map source identities to destination permissions?

Create the destination identity model before data arrives. Map people and workloads by business function and required actions, not by matching email addresses or role names. A role called admin can grant very different permissions in two providers.

  1. Export the source policy state. Save IAM policies, bucket and object ACLs, group membership, service-account usage, key-policy bindings, conditional rules, and audit requirements. Preserve policy versions and timestamps so reviewers can distinguish current from obsolete access.
  2. Classify principals. Separate employees, contractors, external partners, batch jobs, applications, break-glass accounts, and provider-managed identities. Identify dormant accounts and credentials that should not be recreated.
  3. Define destination groups and roles. Express access as actions on named resources. Document read, write, delete, list, administer, and key-use permissions separately. Add conditions for environment, network, device, or time where the destination supports them.
  4. Create emergency access. Establish at least one tested break-glass administrator path, store its credentials under controlled procedures, and alert on its use. Do this before the first production transfer.
  5. Grant migration identities only what they need. Google’s cross-project transfer setup requires a service agent to have explicit source-read and destination-write permissions. AWS recommends least-privilege migration credentials and managed secret storage. Do not solve setup problems by granting unrestricted administrator access.
  6. Test effective access. For each critical role, run positive and negative tests: a permitted read should succeed, while an unapproved write or delete should fail and appear in logs.

Keep a mapping table that links each source principal to a destination principal, role, resource scope, approval owner, and test result. If a source ACL cannot be represented, replace it with a destination policy or group and record the exception rather than silently widening access.

Which metadata survives a cross-cloud transfer?

Make a translation matrix for every data class. Mark each field as preserved exactly, converted, recreated by policy, stored as custom metadata, or intentionally not migrated. Obtain sign-off from security, legal, records-management, and application owners for fields that cannot be preserved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field Typical portability Required treatment
Path or object key Usually transferable, but naming and character rules can differ Define a canonical path; test deep paths, Unicode, reserved characters, and case sensitivity
Size and content Transferable when the copy completes without truncation Compare source and destination sizes and hashes
Checksum Supported when a common algorithm and source checksum are available Store the algorithm and value in the inventory; calculate a destination checksum when possible
Content type and basic properties Often supported Verify browser behavior, downloads, compression, and downstream parsers
Custom metadata Selected user-created fields may survive List allowed keys and value limits; convert unsupported fields to a manifest or destination custom fields
Tags and index fields Provider-specific tags may be dropped Export them separately and recreate equivalent destination labels or an authoritative tag manifest
ACLs Cross-provider ACL semantics are not portable by default Translate to destination IAM or policy rules and test effective permissions
POSIX UID, GID, and mode Depends on the source and destination file-system pair Map identities deliberately; do not assume numeric IDs mean the same users
Creation and modification times System timestamps may be reset or omitted Preserve original values in custom fields or a signed manifest when application logic depends on them
Versions May require version-aware transfer and compatible destination settings Enable versioning first, then compare version counts, generation IDs, and retention behavior
Legal holds and retention Usually require destination policy recreation Reapply holds and retention before making objects writable; obtain records-owner approval
Encryption key identity Source key identifiers generally do not carry over Create destination keys, map ownership and rotation, and record re-encryption evidence
Audit history Provider logs are not embedded in objects Export and retain source logs under the compliance retention schedule; enable destination logging before cutover

Google’s cross-cloud guidance specifically warns that user-created metadata and fixed-key headers may survive while S3 ACLs, object tags, system timestamps, and Azure access-control or index-tag fields may not. AWS DataSync makes a similar qualification: support depends on the storage pair and some third-party attributes are best effort. A completed transfer therefore proves only the fields you tested.

Which transfer pattern fits my data and downtime limits?

Choose the pattern after inventory and metadata analysis. Compare fidelity, scale, synchronization, network path, cost, and rollback rather than choosing solely by advertised throughput.

Pattern Best fit Advantages Risks and design work
Provider-native managed transfer Large object stores and repeatable jobs Managed retries, monitoring, parallelism, and documented checksum behavior Metadata and ACL support varies; permissions still require redesign
Direct cross-cloud network transfer Controlled links and predictable routing requirements Avoids an extra storage copy and can use private connectivity Requires network engineering, firewall changes, throughput planning, and egress budgeting
Staged intermediary storage Disconnected schedules, format conversion, or temporary isolation Creates a checkpoint and can normalize data before import Adds storage cost, another security boundary, and another failure point
Database-native export or replication Relational and NoSQL databases with compatible engines Preserves engine-level consistency better than copying files Roles, extensions, sequences, schema changes, and application connections still need separate plans
Metadata-only seeding plus later content transfer Very large namespaces where application planning must start early Allows destination structure and permissions to be tested before full payload transfer Objects remain unavailable until content arrives; references must be tracked carefully
Provider-specific PaaS replacement Queues, analytics, workflow, or proprietary databases Can use destination-native capabilities Often requires redesign; APIs, low-level features, and formats may have no one-to-one equivalent

Google documents public-IP and managed-VPN patterns and recommends considering region proximity for latency and cost. Microsoft describes managed tooling scenarios beyond 1 TB, millions of files or objects, continuous synchronization, S3-to-Azure transfers, and metadata-only seeding. Those thresholds describe when such tooling may be useful, not universal performance benchmarks.

How do I run a migration pilot?

A pilot should be deliberately difficult, not a handful of easy files. Select a representative slice that exposes compatibility problems while leaving the production source untouched.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Select test data. Include large and small files, deep paths, unusual characters, archived objects, encrypted content, legal holds, multiple versions, every permission pattern, and data from each region or storage class.
  2. Freeze the test set. Record object keys, sizes, source checksums, versions, metadata, ACL or IAM outcomes, retention state, and encryption identifiers. Generate a manifest that cannot be edited without an audit trail.
  3. Prepare destination controls. Enable versioning, retention, logging, key policies, lifecycle rules, and network restrictions before importing the pilot.
  4. Run with protected credentials. Use TLS, least-privilege identities, managed secret storage, and a dedicated transfer project or account. Capture job logs, retries, throttling events, and skipped-field warnings.
  5. Compare results. Check content, size, checksum, version count, metadata, effective permissions, timestamps, encryption, and application reads. Test a denied operation as well as an allowed one.
  6. Document exceptions. For every dropped or converted field, record the business impact, compensating control, owner, and decision to accept, transform, or exclude it.

Do not delete, overwrite, or mutate the source during the pilot. A pilot that cannot reproduce its own inventory and verification is not ready to become a production run.

How should I perform the bulk copy and synchronize changes?

Use a two-phase transfer: an initial bulk copy followed by repeated incremental synchronization. The goal is to reduce the final delta until a short, controlled write freeze is practical.

  1. Enable destination features first. Turn on versioning, logging, retention, encryption, and required network controls before data arrives. Confirm that destination quotas and service limits can handle the planned object count.
  2. Start the initial copy. Partition jobs by account, region, bucket, prefix, or database shard so failures are isolated. Preserve the source manifest and record the exact tool version and configuration.
  3. Monitor continuously. Track completed, skipped, retried, and failed items; throughput; checksums; API throttling; egress; and destination capacity. Investigate warnings instead of treating a green job status as proof of fidelity.
  4. Run incremental passes. Repeat transfers or use replication until the changed-object delta is small. Define how deletes, renames, version updates, and late-arriving files are represented; a copy job that handles only new files can leave stale data behind.
  5. Reconcile the manifest. Compare source and destination counts by partition, including versions and zero-byte objects. Resolve every discrepancy or obtain a documented exception.
  6. Prepare the final freeze. Announce a maintenance window, stop scheduled writers, place applications in read-only or maintenance mode, and capture one final source inventory.
  7. Transfer the final delta. Run the same verification rules against changes made since the last incremental pass. Do not shorten checks merely because the delta is small.

For databases, use engine-native export, replication, or change-data-capture where possible. Plan schema, roles, extensions, sequences, triggers, and connection changes separately from object movement; a database dump that restores successfully can still fail when the application expects a missing extension or sequence value.

How can I prove the destination is complete and usable?

Verification must be independent of the transfer job’s success status. Google Storage Transfer Service uses checksums where available, computes them when possible, and recommends post-transfer checks of file counts, versions, sizes, and checksums. Extend those checks to permissions, metadata, applications, and compliance controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Content and namespace checks

  • Compare total objects, files, directories, database rows, and versions by partition.
  • Compare byte sizes and checksums using the same algorithm; where algorithms differ, calculate a destination checksum and retain the mapping.
  • Check zero-byte files, empty directories, duplicate keys, case-only names, Unicode paths, and objects at lifecycle or archive boundaries.
  • Review transfer logs for skipped items, retries that ended in partial success, and unsupported metadata warnings.

Access and application checks

  • Test every critical user group and service account against read, write, delete, list, and administrative operations.
  • Confirm that denied operations remain denied and that policy evaluation appears in destination audit logs.
  • Run application smoke tests for uploads, downloads, search, reports, background jobs, notifications, and API integrations.
  • Validate connection strings, DNS, certificates, SDK endpoints, queues, scheduled jobs, and secret rotation.

Metadata and compliance checks

  • Compare required custom fields, content types, tags, timestamps, versions, retention, legal holds, and encryption key usage.
  • Restore a backup or sample export from the destination to prove recoverability rather than only live readability.
  • Confirm that destination logs, alerts, retention policies, and evidence exports meet the applicable audit schedule.
  • Obtain written acceptance from data owners, security, application operations, and records or legal teams.

Keep the source available in read-only mode for a defined rollback period. The period should reflect business risk, backup recovery time, legal obligations, and the time required to detect delayed failures such as monthly reports or quarterly retention jobs.

What security and compliance controls are required during the move?

Migration is a privileged operation and should be governed like a production change. AWS recommends TLS, cryptographic integrity checks, least-privilege migration credentials, and managed secret storage. NIST Special Publication 800-210 frames cloud access control across infrastructure, platform, and software services; use that broader model instead of limiting review to storage ACLs.

  • Protect data in transit. Use TLS and private connectivity or managed VPN where required. Restrict source and destination endpoints with firewall rules and allow lists.
  • Protect credentials. Use short-lived credentials when supported, store secrets in managed systems, rotate them after each migration phase, and revoke unused source credentials.
  • Control key use. Create destination encryption keys with named administrators and users, define rotation, and log decrypt or re-encrypt operations. Do not assume a source key identifier remains meaningful after transfer.
  • Honor residency. Keep transfer jobs, intermediary storage, logs, and temporary files within approved regions. Region proximity can reduce latency and cost, but legal residency rules take precedence.
  • Preserve evidence. Export source audit logs, policy snapshots, manifests, checksums, approvals, and exception decisions. Store them separately from the systems being decommissioned.
  • Separate duties. The person operating the copy should not be the sole approver of access mapping or source deletion. Require independent review for destructive actions.

What are the common failure modes and their fixes?

Users can read files but cannot write them

The destination likely recreated read permissions without write, object-creation, or key-use permissions. Compare effective policy evaluation for the failing principal, add the smallest missing permission, and rerun both allowed and denied tests.

Object counts match but applications report missing files

Look for case sensitivity, normalized Unicode, URL encoding, renamed prefixes, unsupported characters, and stale application indexes. Preserve a source-to-destination key map and rebuild indexes after the final delta.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dates or tags changed

System timestamps and provider tags are common nonportable fields. Restore them from the manifest into supported custom fields or destination labels, then update applications that depended on provider-generated values.

Versions or legal holds are absent

Destination versioning and retention must be enabled before import, and some tools cannot transfer historical generations or holds directly. Use a version-aware export, recreate holds before writes resume, and obtain records-owner approval for any exception.

Transfer jobs repeatedly throttle or stall

Partition the workload, reduce concurrency, request destination quota increases, and schedule around provider rate limits. Preserve failed-item lists so retries are targeted rather than restarting the entire dataset.

A proprietary service has no equivalent destination feature

Do not force a file-copy solution onto an application service. Identify the business behavior provided by the source API, select a destination-native implementation, budget code and schema changes, and run parallel validation before cutover. NHS England calls proprietary services the hardest part of cloud exit because APIs, low-level capabilities, and formats often require application changes.

  1. Set a go or no-go checklist. Require manifest reconciliation, checksum results, IAM tests, application tests, retention and encryption checks, monitoring, support coverage, and owner sign-offs.
  2. Freeze writes. Stop schedulers and integrations, place applications in maintenance mode, and record the freeze time. Capture the final source delta.
  3. Apply the final delta and verify it. Run content, metadata, permission, and smoke tests on changed items, not only the original pilot set.
  4. Repoint dependencies. Change DNS, endpoints, credentials, SDK configuration, queues, reports, and automation in a documented order. Lower DNS time-to-live in advance when appropriate, but do not rely on DNS alone for applications that cache endpoints.
  5. Open service gradually. Start with internal users or a low-risk workload, watch error rates and audit events, then expand access.
  6. Keep the source read-only. Define the rollback owner, trigger conditions, maximum rollback time, and the exact steps to restore endpoints and credentials. Do not delete source data until business and compliance owners sign off after the observation period.

Rollback is simpler when the source remains immutable and destination changes are logged. If users write to both providers after cutover, reconciliation becomes a conflict-resolution project rather than a straightforward reversal.

How should I compare migration tools and proposals?

Use a weighted decision sheet rather than selecting on headline throughput. Score each option against the requirements discovered during inventory.

Criterion Questions to ask
Metadata and ACL fidelity Which fields, versions, holds, tags, and permissions are preserved exactly, converted, or omitted for this storage pair?
Identity compatibility Can the tool authenticate with least privilege, and can destination policies be tested before production?
Synchronization Does it support repeated incremental passes, deletes, versions, and a final delta without application downtime?
Integrity evidence Are checksums, manifests, counts, retries, skipped items, and immutable logs exportable?
Scale and throughput What are the provider quotas, concurrency controls, object-size limits, and recovery behavior after throttling?
Network and residency Can traffic use approved regions, private links, VPNs, or public addresses under your policy?
Cost What egress, request, intermediary-storage, encryption, logging, and support charges recur during retries and rollback?
Application redesign Which APIs, formats, queues, database features, and identity assumptions require code changes?
Rollback Can the source remain read-only, and can the destination produce the evidence needed for a go or no-go decision?

Ask vendors or internal platform teams to demonstrate the exact metadata and permission cases in your pilot. A generic compatibility statement is less useful than a recorded result for your storage pair, regions, encryption mode, and identity model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should the final migration record contain?

Keep a durable migration package that another operator can audit without access to the original transfer console. Include the approved scope, source and destination inventories, identity mapping, metadata matrix, network design, tool versions and configurations, manifests, checksum results, failed-item resolutions, security approvals, test evidence, cutover timeline, rollback procedure, and deletion authorization.

This record turns a one-time move into an explainable change. It also exposes the remaining portability debt: fields that were converted, policies that were redesigned, proprietary services that still bind the application to a provider, and controls that must be revisited at the next migration.

Frequently Asked Questions

Can I migrate cloud data while users keep working?

Yes, when the transfer pattern supports incremental synchronization or replication. Keep writes active during the bulk phase, measure the change rate, and schedule a short final freeze; databases may require engine-native change-data capture rather than repeated file copies.

How do I migrate data encrypted with a customer-managed key?

Create and approve a destination key before import, then grant the migration identity only the required encrypt and decrypt operations. Retain the source key and its usage logs until every backup, legal hold, and rollback dependency has been cleared.

Free tools Windows power users keep installed

What evidence will an auditor expect after a cloud migration?

Maintain signed inventories, policy snapshots, source and destination manifests, checksum results, transfer logs, exception approvals, access-test records, retention and encryption checks, and the final deletion authorization. Keep source audit logs separately because they are not embedded in copied objects.

Should I migrate old archives before active data?

Classify archives by retention, legal hold, retrieval requirements, and storage class first. A low-access archive can be transferred in a separate wave, but test restore time and preservation of holds before treating it as complete.
