The dependable way to monitor token usage across AI agents is to combine three meters: a model-specific preflight count, the provider’s actual usage object from every response, and an internal ledger that normalizes those records across providers. Keep one immutable event per model call, attach agent and run identifiers, preserve cached and reasoning or thought-token fields, and calculate cost from a versioned price table. This approach lets you explain an agent’s bill, compare OpenAI and Claude workloads, detect context-window problems, and reconcile your numbers with provider dashboards without treating estimates as invoices.
What is the most reliable architecture for monitoring token usage?
Use three layers because no single counter answers planning, billing, and cross-provider attribution at the same time.
- Preflight estimate: count the exact structured request against the target model before dispatch when you need to choose a route, check a context window, or enforce a budget.
- Authoritative response capture: persist the usage object returned by the provider for every completed model call.
- Normalized ledger: write an immutable usage event with common fields while retaining the untouched provider payload for audits and later billing changes.
Preflight data is suitable for planning; response usage is the accounting record. A run-level dashboard can sum requests from an agent, subagent, tool call, or handoff, but the underlying request rows must remain available so an unexpected charge can be traced to one call.

Why does token usage differ from a word count?
Tokenization depends on the model and the exact request shape, not just the visible words. System instructions, message roles, tool schemas, JSON punctuation, images, PDFs, and provider-specific wrappers all affect the count, and different model families may tokenize identical text differently.

OpenAI’s Help Center gives rough English estimates of one token being about four characters and about three-quarters of a word (2026). These are orientation figures, not conversion rules. Do not use a word-count multiplier to approve a request, compare providers, or calculate a bill.
How do I run a preflight token count?
Count the same structured payload you will send, using the same model and modalities. If you change a tool definition, image, PDF, system message, or model between counting and dispatch, the estimate no longer describes the request.
- Assemble the final request: include system and developer instructions, conversation messages, tool definitions, image or PDF inputs, and any response-format configuration.
- Select the exact model: tokenization can vary between model versions and families, so do not count with a generic tokenizer and then route elsewhere.
- Call the provider’s counting interface: OpenAI provides a Responses input-token endpoint; Anthropic provides a token-counting endpoint for the Messages input shape, including tools, images, and PDFs.
- Apply policy checks: compare the returned input count with the model context limit, per-run budget, and routing thresholds.
- Record the estimate: store it with the internal run and request identifiers, but label it as an estimate until a response usage object arrives.
Anthropic recommends recounting during model migrations because newer model families can tokenize the same input differently. A preflight count is also useful when a request will be rejected for size: you can route, summarize, or trim context before spending a model call.
Which response fields should I capture from each provider?
Save the complete usage object, then map its known fields into your common schema. The following fields are the principal accounting values described by the providers.
| Provider and interface | Primary usage fields | What to retain in the raw payload |
|---|---|---|
| OpenAI Chat Completions | prompt_tokens, completion_tokens, total_tokens |
The full response usage object, model identifier, request identifier, and any cached or reasoning details supplied by the response. |
| OpenAI Responses | input_tokens, output_tokens, total_tokens |
The complete Responses usage structure, including any input-cache or reasoning detail fields returned for that model. |
| Anthropic Messages | Usage returned in the Messages response | The unmodified usage object, model name or version, and request metadata. Keep input and output components separately when present. |
| Google Cloud routed models | Token metadata in inference_response records |
Prompt, candidate, cached-content, thoughts, and total-token metadata together with the log timestamp and model labels. |
Never replace a missing component with zero unless the provider explicitly reports zero. “Unknown” means the accounting record is incomplete; it does not mean no tokens were used.
What should a normalized usage ledger contain?
Emit one immutable event for each model call. Keep provider-native names alongside normalized columns so you can replay cost calculations when a price or billing definition changes.
| Field group | Recommended fields | Purpose |
|---|---|---|
| Identity | provider, model, provider model-version metadata, request_id, run_id, attempt_id |
Uniquely identifies the call and distinguishes retries from original attempts. |
| Attribution | agent_id, subagent_id, user or project ID, parent trace or handoff ID |
Assigns usage to the agent, subagent, team, customer, or workflow that caused it. |
| Time | timestamp_utc, start and completion times when available |
Supports consistent daily reports, latency analysis, and reconciliation across regions. |
| Tokens | input, output, cached-input, reasoning or thought, tool-related, and total tokens | Preserves cost-driving components instead of hiding them in one total. |
| Accounting | estimated cost, price-table version, currency, estimate-versus-final status | Allows prices to change independently from historical token counts. |
| Evidence | Raw provider payload, API status, stream-complete flag, and error class | Enables audits and explains incomplete or disputed usage. |
Write the event before application-level aggregation and make the insert idempotent on a provider request identifier plus attempt identifier. If the provider confirms that a retry never reached a model, retain the attempt record for diagnostics but do not create a billable usage event.

How should I attribute tokens to agents, subagents, and runs?
Propagate stable identifiers through every model call rather than trying to infer ownership from prompt text. A practical hierarchy is run_id for the user-visible workflow, agent_id for the coordinator, subagent_id for delegated work, and request_id for the individual provider call.
Keep request rows and run totals
A run may contain planning calls, tool-selection calls, tool-result summaries, handoffs, retries, and parallel subagents. Store each request row, then calculate run, agent, project, and user totals as derived views. This preserves the ability to answer “which call caused the increase?” while still giving product owners a single run cost.
Use framework metadata, but verify it
OpenAI’s Agents SDK aggregates usage across all model calls during a run, including calls that produce tool calls or handoffs. It exposes request-level entries and cached and reasoning details. Observability data can include subagent_id, but that attribution is best-effort and may be null or change while accounting arrives; your own propagated identifiers should remain the primary key.
Separate tool execution from model tokens
Record tool latency, success, and payload size in the same trace, but do not treat a tool invocation as a model-token event unless a model call actually occurred. When a tool result is sent back to a model, capture the resulting request’s input tokens separately.
How do I monitor OpenAI token usage accurately?
For non-streaming calls, read and persist the usage object returned by the interface you used. Chat Completions uses prompt, completion, and total names; Responses uses input, output, and total names. Normalize both into the ledger while retaining the original object.
OpenAI streaming
For streaming Chat Completions, set stream_options.include_usage=true. The API sends an additional usage chunk immediately before [DONE]; capture that chunk as soon as it arrives and mark the event complete only after it has been stored.
If a network interruption prevents the final usage chunk, mark the record incomplete or unknown. OpenAI’s Help Center states that a missing final usage chunk does not establish that the request used no tokens. Do not write zeros merely because text deltas were received.

Reconciling with OpenAI dashboards
Use the provider dashboard as a reconciliation source, not as your cross-provider ledger. Differences can result from UTC versus local-day boundaries, delayed aggregation, failed streams, cached-input treatment, or grouping by a provider request that your application counted as a retry. Compare the same model, time window, and request population before investigating arithmetic.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow do I monitor Claude token usage?
Use Anthropic’s token-counting endpoint before dispatch when prompt size, routing, or context limits matter, then use the actual usage in the Messages response for final accounting. The counting endpoint accepts the same structured input shape as message creation, including tools, images, and PDFs.
Anthropic documents token-counting rate limits of 5,000 requests per minute for Start, 10,000 for Build, and 20,000 for Scale (2026). Verify the current tier before setting an automated counting policy because limits can change. If counting traffic itself approaches a limit, sample preflight checks for low-risk requests while continuing to capture every final Messages usage object.
During a model migration, run preflight counts against the destination model rather than reusing historical estimates. Anthropic notes that newer model families may tokenize the same input differently, so a stable prompt can produce a different input-token total after migration.
How can Google Cloud logs provide model-level token totals?
When third-party model calls are routed through Google Cloud, enable metadata logging and query inference_response records in Observability Analytics. The official example groups records by model and sums prompt, candidate, cached-content, thoughts, and total token metadata over a selected time range.
Use those aggregates for cloud-level reconciliation and model comparisons, then join them to your internal run IDs where your logging pipeline preserves correlation fields. If a request was made outside the logged route, it will not appear in this view; keep the provider response event as the system of record for application attribution.
How do cached, reasoning, and thought tokens affect cost?
Keep cached-input tokens separate from ordinary input tokens, and keep reasoning or thought tokens separate from visible output. They can materially change cost and are easy to lose if your schema stores only “prompt” and “completion.”

Normalize each component only when the provider reports it. Do not infer hidden reasoning or thought usage from response length, latency, or a dashboard total. Your cost function should consume the provider-reported components and the price-table version that was active when the event was finalized.
How should I calculate cost and set budgets?
Store prices outside the usage event in a versioned table keyed by provider, model, token category, currency, and effective date. Calculate an estimated amount when the response arrives, then recalculate if the provider later supplies a finalized billing adjustment. Never overwrite the original token fields when prices change.
Budget dimensions
- Request budget: blocks an individual call that exceeds an input or total-token ceiling.
- Run budget: sums all model calls, including delegated agents and retries, before allowing another step.
- Agent or project budget: aggregates runs for a team, customer, or environment.
- Provider budget: compares your ledger with provider-level limits and dashboard totals.
Alert on both token volume and estimated cost. A low-token request can still be expensive if it contains a costly reasoning category, while a large cached-input count may have a different rate from uncached input.
Why does my token count differ from the provider dashboard?
Most discrepancies fall into a small set of diagnosable categories. Check them in this order:
- Request population: confirm that both sides include the same successful calls, retries, tool-producing calls, handoffs, and subagents.
- Time zone: compare UTC windows, not local calendar dates.
- Interface mapping: ensure Chat Completions prompt/completion fields were not mixed with Responses input/output fields.
- Streaming completion: find streams that ended without the final usage chunk and mark them unknown rather than zero.
- Cached and reasoning categories: verify that your report did not fold these into a generic input or output column.
- Model version: check whether a migration changed tokenization or pricing.
- Aggregation delay: allow for provider dashboards that populate after the API response.
Export the raw provider payload and your normalized row for one disputed request. Comparing those two records usually reveals whether the error is in extraction, deduplication, time-window selection, or delayed provider accounting.

Which monitoring solution should I evaluate?
Whether you build the ledger yourself or select an observability product, compare implementations on the following dimensions rather than on dashboard appearance alone.
| Evaluation axis | Questions to ask |
|---|---|
| Coverage | Does it support the providers, model families, modalities, tools, and agent frameworks you actually use? |
| Fidelity | Are raw provider fields retained, with cached, reasoning, thought, and tool-related tokens separated? |
| Attribution | Can it correlate agent, subagent, user, project, request, retry, and trace identifiers? |
| Timeliness | Does it expose preflight estimates, streaming updates, near-real-time events, and delayed billing reconciliation? |
| Auditability | Are events immutable, timestamps normalized to UTC, exports available, and cost calculations replayable? |
| Operational controls | Can it enforce budgets, send alerts, track rate limits, check context windows, and support routing policies? |
A product that reports only a daily total may be adequate for a single-provider prototype but cannot explain a multi-agent run. Conversely, a detailed event stream without budget controls will not prevent an agent loop from exceeding its allowance. Require both evidence and actionability.
What is a practical rollout plan?
Start with accounting correctness, then add optimization.

- Instrument one provider: persist raw usage and normalized fields for every response.
- Add attribution: propagate run, agent, subagent, user, and project identifiers through tool and handoff boundaries.
- Handle streaming: capture the final usage chunk and classify interrupted streams as incomplete.
- Add a second provider: implement an adapter and verify that model-specific tokenization is not being assumed.
- Version prices: calculate historical cost from the rate that applied to each event.
- Build reconciliation: compare daily provider totals, cloud log totals where applicable, and your ledger.
- Set controls: enforce request and run budgets, then alert on unusual token composition or missing usage.
Test with tool calls, handoffs, parallel subagents, retries, long contexts, cached prompts, and intentionally interrupted streams. Those cases expose attribution and accounting defects that a simple chat request will not.
What should a daily dashboard show?
A useful dashboard lets an operator move from an aggregate to the exact request that produced it.
- Total input, output, cached-input, reasoning or thought, and total tokens by provider and model.
- Estimated cost by run, agent, subagent, user, project, and environment.
- Request count, retry count, error count, incomplete-stream count, and unknown-usage count.
- Context-window rejection rate and the distribution of preflight estimates versus actual input tokens.
- Top runs by cost and by token volume, with links to raw payloads and trace IDs in your internal systems.
- Reconciliation differences between your ledger and each provider’s reporting window.
Keep unknown usage visible. Hiding incomplete records makes totals look precise while preventing operators from finding the streams or transport failures that need repair.
Frequently Asked Questions
Can I compare token totals directly between different model families?
Only with care. A token is a tokenizer-specific unit, so equal totals can represent different amounts of text or different billing categories; compare the reported cost and request shape alongside normalized token fields.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Do tool definitions count toward an agent’s token usage?
They can, because tool schemas are part of the structured model input for providers that include them in counting. Measure the complete request, including schemas and tool results, instead of counting only the user’s visible message.
How should retries appear in a usage report?
Give every attempt its own identifier and retain the attempt trace. Add billable usage only when the provider confirms a model call occurred; a transport retry that never reached a model should remain diagnostic, not become a duplicate usage event.
What should I do with a stream that ends before usage metadata arrives?
Classify its accounting as incomplete or unknown and keep the partial response evidence. Do not convert the missing metadata to zero; reconcile it later if the provider supplies a delayed record.
