To meter AI usage accurately, record each completed provider response in a provider-neutral usage ledger, tie it to the customer and trace that generated it, and reconcile your internal totals against provider usage and cost reports. Use token counters before a request for estimates and context checks—not as the final billable record. The distinction matters because tokenization varies by model, cached and reasoning tokens can be priced differently, and a missing usage record from an interrupted stream does not mean the request used nothing.
What does accurate AI usage metering require?
Accurate metering means being able to answer three questions for every unit of AI work: what usage did the provider report, which customer or product caused it, and how does that record reconcile to the provider’s organization-level totals? A count of visible prompt and answer text is not enough. A request can include structured messages, tools, images, files, cached input, or reasoning that is not apparent from the final answer.
Use two records for different purposes. A preflight count estimates the size of a proposed request and helps with routing, context-window checks, or authorization. The completed response’s usage fields are the request-level accounting record; provider dashboards, exports, or administrative usage APIs are the reconciliation control. Preserve both the original provider payload and your normalized record so you can investigate discrepancies without losing provider-specific detail.

- Input tokens: tokens supplied to the model, including content that may not appear as ordinary text.
- Output tokens: tokens generated by the model. Reasoning tokens, when exposed, are part of output totals but can be a distinct metering or pricing dimension.
- Cached-input tokens: cached tokens are included in input totals, but can be priced differently. Record the cached amount separately where the provider reports it.
- Cache-write tokens: preserve this field when available rather than folding it into a generic input number.
- Total tokens: retain the provider’s reported total as well as the component values. Do not assume totals can be reconstructed the same way across providers or endpoint schemas.
OpenAI explains that the same text can produce different token counts depending on the model, its encoding, and the language. Its Help Center also cautions that a token count is not the same as a word count. This is why word-count conversions and one model’s tokenizer should not be used to issue a final customer charge.

What should a provider-neutral usage ledger store?
Store an immutable copy of the raw provider response alongside normalized fields. The raw copy supports audits and remapping when providers change response formats; normalized columns make aggregation and customer reporting practical.
Recommended event fields
| Field group | Store | Why it matters |
|---|---|---|
| Identity and idempotency | Internal event ID; provider request or trace ID | Lets you identify duplicate ingestion and match an internal event to a provider record. |
| Time | Provider event time in UTC; ingestion time | Separates when work occurred from when your system received or imported the record. |
| Customer and application | Customer or tenant ID; product; application; environment; workspace | Supports customer billing, internal product analysis, and scoped investigation. |
| Provider and request context | Provider; model; endpoint; region or residency where available | Preserves model and endpoint differences and helps explain changes in token counts. |
| Usage | Input; output; cached input; cache write; reasoning; total tokens | Retains the components needed for pricing analysis and reconciliation. |
| Tool and agent lineage | Tool name and call ID; subagent ID; handoff ID; parent trace where available | Connects usage to the tool or agent run that caused it without losing the individual calls. |
| Processing state | Status: complete, failed, interrupted, or unknown; reconciliation state | Prevents missing or incomplete records from being silently treated as zero usage. |
Keep one event per provider-reported model request when possible, then aggregate events for a customer, workflow, or time bucket. If an agent run makes several model calls, retain the constituent requests and also calculate a run-level rollup. The rollup is useful for product reporting; the request events are necessary when a single call needs to be matched to a response or provider export.
Propagate the customer or tenant ID and trace context through your application, every model call, and each tool execution. If a tool triggers another model request, that request should have its own usage event connected to the parent trace. A tool execution that does not call a model may have operational cost or latency, but it should not be assigned fabricated token usage.

How do I count tokens before sending a request?
Use the target provider’s model-aware counter when you need an estimate before submission. Preflight counts help you reject or shorten an oversized context, select a suitable model, and set a defensible authorization estimate. They are not a substitute for the completed request usage.
- Choose the actual target model and endpoint. Count against the model you intend to call; do not treat one tokenizer’s result as universal.
- Submit the complete request shape to the counter. Include structured messages and, where supported, tools, images, files, and conversation content. Counting only the visible text can omit material that contributes to the request.
- Use the result for a decision, not a settled charge. Apply it to context checks, routing, or pre-authorization. Record it as an estimate with its model and timestamp if you need to compare it with the eventual response.
- Replace the estimate with response usage after completion. Preserve the reported usage dimensions and link the response to the estimate through the request or trace ID.
OpenAI offers model-specific tokenization guidance and an input-token counting API for complete Responses inputs, including messages, images, files, tools, and conversations. Anthropic’s token-counting endpoint accepts structured messages, tools, images, and PDFs. These are useful preflight capabilities, but the completed response remains the request-level usage record.

OpenAI Help Center gives a rough English planning estimate of approximately four characters per token, or about 75 words per 100 tokens. That is an approximation for planning, not a universal conversion or billable count. Anthropic says some newer model families use a tokenizer that produces approximately 30% more tokens than earlier models, depending on content. During a model migration, recount the same representative workload using the target model rather than applying a fixed conversion factor.
How do I normalize usage across providers and endpoints?
Map provider-specific response fields into a common schema, but keep the original field names and payload. Normalization should make reports comparable in structure without pretending that different tokenizers or provider definitions are identical.
Free tools Windows power users keep installed

| Provider endpoint or record | Usage fields identified in provider reporting | Normalization approach |
|---|---|---|
| OpenAI Chat Completions | prompt_tokens, completion_tokens, total_tokens |
Map prompt to normalized input and completion to normalized output; retain the original names and reported total. |
| OpenAI Responses | input_tokens, output_tokens, total_tokens |
Map input and output directly to normalized fields and retain the reported total. |
| Anthropic organization reports | Usage and cost data with grouping and filtering dimensions | Preserve provider response fields and map only the dimensions represented in the returned data; keep organization-level records distinct from request events. |
The two OpenAI endpoint schemas use different names for input and output, so code that only reads one schema can silently omit valid usage. Add schema-specific adapters and tests that verify the normalized input, output, and total values against actual response examples for each endpoint in use. Retain unknown provider fields rather than discarding them; this gives you a path to support newly reported dimensions without rewriting the raw record.
Do not force provider totals to match a locally computed sum if the provider exposes additional dimensions or different semantics. Store the provider’s reported total, store its components, and flag records that your own validation rules cannot explain. A normalization layer is a translation aid, not a claim that every provider counts identical work identically.
How should I meter tools, agents, and customer usage?
Attribute model requests at the request level, then use trace relationships to calculate the cost of a tool workflow or agent run. Do not infer customer ownership from a model name, API key, or workspace alone when your application serves multiple customers; propagate the tenant identity from the initiating request.

Use trace IDs to connect work
- Attach the tenant or customer ID to the incoming application operation.
- Pass that ID and the parent trace through every model request and tool invocation.
- Record each provider request separately, including the model, endpoint, tool context, and returned usage.
- Link tool calls, subagents, and handoffs to their parent trace when identifiers are available.
- Aggregate usage by customer, model, workspace, tool, and time bucket for billing or analysis.
The OpenAI Agents SDK aggregates usage across model calls in a run, including calls that produce tool calls or handoffs. That run-level view is useful, but retain request-level events too if you need to troubleshoot an individual model call or reconcile it with provider reporting. Anthropic’s Usage and Cost API supports filtering and grouping by API key, workspace, model, service tier, context window, data residency, speed, and server-tool usage. Google Cloud documents per-user and per-model aggregation using SQL over inference-response logs, including request counts and summed input, output, and total tokens.

What should I do when streaming responses are interrupted?
Do not mark a streamed request as zero usage just because the client did not receive a final usage record. OpenAI notes that an interrupted stream may not deliver the final usage chunk, so the usage is unknown until you can reconcile it.
For OpenAI streamed Chat Completions, request stream_options: {"include_usage": true}. The final usage chunk arrives before [DONE]; other chunks have null usage. Your stream handler should wait for and persist that final chunk when present, while treating interruption before it as a missing measurement rather than a zero.
- Mark the request
interruptedorunknownif the final usage record was not received. - Persist the provider request ID and trace context already captured, along with the stream status and the time it ended.
- Do not create a billable zero-token event or silently substitute the preflight estimate for actual usage.
- Attempt later reconciliation against provider reporting, and update the event with the matched usage and reconciliation state if a corresponding record is found.
Keep incomplete events distinguishable from failed requests that have a confirmed zero-usage result. This avoids turning a transport failure into a false accounting claim and gives support teams a clear status to explain while records are pending.

How do I reconcile internal totals with provider records?
Run reconciliation regularly—hourly or daily depending on how quickly you need to detect gaps—and compare internal usage with provider dashboards, exports, and administrative usage APIs. Compare totals by provider, model, customer where the provider exposes that dimension, and time bucket. Preserve the variance rather than overwriting one side of the comparison.
- Choose an aligned time window. Use UTC boundaries and account for ingestion delay so that late-arriving records are not mistaken for missing usage.
- Match request-level records where possible. Use provider request or trace IDs to identify internal events with corresponding provider records.
- Compare totals and components. Check input, output, cached input, and other reported dimensions where the provider supplies them, in addition to total tokens and cost.
- Classify the variance. Separate unmatched IDs, duplicate ingestion, interrupted streams, retries, cached-token treatment, and timezone-boundary differences.
- Record a correction rather than erasing history. Preserve the original event and track the adjustment, imported provider record, or reconciliation status that explains the change.
OpenAI Usage Dashboard data is displayed in UTC and supports project and user filtering; its exports have no date-range limit. Anthropic provides an organization Usage and Cost API with fixed 1m, 1h, and 1d buckets and describes it as a way to access historical usage and cost data for reconciliation. These organization-level reports are important controls, but their grouping granularity may differ from the request and customer identifiers in your own ledger.
Investigate differences instead of forcing a match by changing internal numbers. Common areas to inspect include missing request IDs, retries that were counted more than once internally, cached-token classification, model or endpoint changes, tool-related requests, interrupted streams, and UTC bucket boundaries. Track variance over time so a new schema or integration issue is visible before it affects customer invoices.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can I use the ledger for customer billing?
Separate measured provider usage from your commercial billing rules. The ledger should preserve what the provider reported; a billing layer can apply your contract’s rates, rounding, minimums, or included allowances. The material here does not establish current provider prices or any particular customer tariff, so calculate charges from the rates and terms that apply to your own service rather than deriving them from token totals alone.
For each customer-facing usage statement, retain the source event IDs and the rule version used to calculate the charge. That lets you explain which model calls contributed to an invoice and recalculate an amount if a contract rate changes without rewriting the measured usage history. If the provider later supplies a record for an interrupted request, update the usage record and generate an explicit billing correction in accordance with your customer terms instead of treating the missing record as settled at zero.

Before charging a customer, decide whether your product bills on provider-reported usage, a normalized subset, or a separately defined unit. State the policy clearly, especially when cached input or reasoning usage is exposed differently from ordinary input and output. Do not imply that a provider’s token count is itself a customer price: usage is a measurement, while the rate schedule and billing policy determine the amount.
Which provider-metering details should I compare?
When assessing a metering integration or designing your own, compare the evidence each source can actually provide. The key question is not simply whether a provider reports “tokens,” but whether its record has the granularity and lifecycle behavior your application needs.
| Comparison axis | What to verify |
|---|---|
| Authoritative record | Whether the record is returned with a response, arrives later in an organization report, or both. |
| Granularity | Whether you can group or filter by request, trace, user, API key, workspace, model, tool, or service tier. |
| Token detail | Whether input, output, cached input, cache write, reasoning, and total are separately represented. |
| Preflight support | Whether the counter accepts the complete multimodal and tool-inclusive request shape you send. |
| Streaming behavior | What happens when a stream ends before its final usage record arrives. |
| Reconciliation | Whether dashboards, exports, or administrative usage and cost APIs are available for organization-level checks. |
| Version sensitivity | Whether model or tokenizer changes require re-counting representative workloads. |
Make these checks part of integration testing and model migrations. A meter that handles only one endpoint’s field names, one kind of input, or completed non-streaming calls may look correct in ordinary tests while failing precisely where attribution or reconciliation matters.
Frequently Asked Questions
Can I use a word count to estimate an AI API bill?
No. Word count is not a stable proxy for tokens, and the same text can tokenize differently by model, encoding, and language. Even a rough character-to-token estimate is suitable only for planning, not for determining a final charge.
Should I save prompts and completions in the usage ledger?
A usage ledger can retain provider payloads, but whether to retain the actual content is a separate privacy and security decision. Prefer keeping only what is needed for accounting and debugging, and apply access controls and retention limits appropriate to the data your application handles.
Why can the same request cost more after a model migration?
A new model can tokenize the same content differently, and provider pricing or token categories may also differ. Recount representative requests with the target model and evaluate the resulting usage dimensions against the rates that apply to that model.
Can provider usage reports replace request-level tracking in my application?
They are valuable for organization-level reconciliation, but the available groupings may not identify the customer or trace in your product. Keep application-side attribution so you can connect work to the tenant that initiated it.
