Measure an AI deployment against a documented baseline, and use a comparison group or staged rollout when feasible. Track accepted output, time, quality, adoption, and the operating costs required to produce that output. Time saved is only a potential capacity benefit: it counts as realized value when it is redirected to useful work or demonstrably improves a business outcome.
How do I measure AI productivity gains?
Start with a specific workflow and business decision—not a generic claim that AI makes workers more productive. Decide what outcome matters, record how the workflow performs before AI is introduced, and then compare like-for-like work after deployment. A useful measure balances output, time, and quality rather than treating speed or tool usage as productivity by itself.
The Australian Government’s National AI Centre recommends defining the problem and expected outcome before investing. It notes that “Time saved only delivers value if it’s redirected to useful work, such as serving customers, improving quality or growing the business.” Its ROI guidance offers a practical starting point, but the measures should reflect your own work and decision.

Choose the unit of work and the decision
Specify the workflow, task, eligible users, AI intervention, and time period. Choose one primary outcome that represents the work product—for example, correctly resolved cases, accepted code changes, completed reviews, or customer requests handled. Then select secondary measures for time, quality, and user experience. The result should help decide whether to continue, change, expand, or stop the deployment.

This prevents convenient but weak proxies from substituting for outcomes. Prompt counts, logins, and minutes in a tool can show activity; they do not establish that more useful work was completed.
Use a balanced set of measures
- Output: completed and accepted work per paid hour or per team-period. Define “accepted” consistently, including the standard for review or approval.
- Time: labor time or cycle time per comparable unit. Include review, correction, and rework rather than counting only the time spent generating a first draft.
- Quality: errors, defects, corrections, escalations, or relevant customer outcomes. Independent or blinded review can reduce the risk that evaluators favor AI-assisted work.
- Capacity and redeployment: additional volume served, backlog reduced, or time reassigned to identified useful work.
- Adoption and reliability: eligible users, active use, task coverage, failure or override rates, and service availability.
- Guardrails: customer and worker satisfaction, privacy or security incidents, and any task-specific quality or safety threshold.
Pair measures that can move in opposite directions. Faster completion alongside more corrections may not be a gain; higher throughput alongside poorer service quality may not meet the business goal. The National AI Centre identifies indicators such as fewer errors or less rework, turnaround time, revenue, decision-making, capacity, and satisfaction. Which ones matter depends on the task.
Turn the outcome into a measurement sheet
Write the measurement plan in operational language so different teams record the same thing. Name the unit, such as a case, review, code change, or interaction; define when it starts and ends; and state what makes it accepted. Record who performs the work, which AI features are allowed, and what review remains mandatory. Set the observation period and the business decision that will follow it. This makes a later result auditable and prevents a favorable metric from being selected after the fact.
Recommended Free Tools
Keep one primary outcome and a limited group of secondary measures. A long list can obscure trade-offs, while a single speed metric can hide defects or extra supervision. If the workflow has a hard quality or safety threshold, treat that as a constraint rather than averaging it away with faster work.
How should I establish a baseline and comparison?
Record pre-deployment performance for a period that reflects ordinary variation. Then compare the AI workflow with that baseline, accounting for changes in the work itself. When practical, use random assignment or a staged rollout so outcomes can be compared with a group that has not yet received access.
Make the comparison fair
- Define the eligible population. Specify which users or work units can receive the AI intervention and which tasks qualify for measurement.
- Record the baseline. Capture volume, task mix, seasonality, quality, and the relevant time or cost measures before rollout. A simple average can mislead if the post-deployment period contains easier cases or a different workload.
- Choose a comparison design. If feasible, randomly assign eligible users or work units to access. Another option is a staged rollout, in which some comparable units receive access later. If neither is practical, use a comparable group and document the differences that could affect results.
- Track access and use separately. Analyze outcomes based on assignment to access as well as actual adoption. People who choose to use a tool may differ from those who do not; comparing only enthusiastic users with non-users can bias the apparent effect.
- Keep definitions and observation periods consistent. Use the same criteria for accepted work and quality before and after introduction, and note meaningful changes to workflow coverage or operating conditions.
A six-month randomized field experiment across 66 firms and 7,137 knowledge workers illustrates why assignment and outcomes both matter. The authors reported two fewer hours of email per week among the 80% of treated workers who used the tool in the second half of the study, but did not detect changes in task quantity or composition from individual-level access. The finding is specific to that population, period, and outcome; it is not a forecast for other workflows. See the American Economic Review: Insights article and the NBER working paper.
Compare the available designs
| Design | Strength | Risk to document |
|---|---|---|
| Random assignment | Balances eligible users or work units and gives the clearest comparison of an access offer. | Access rules, compliance, or operational constraints may make assignment difficult. |
| Staged rollout | Preserves a not-yet-treated comparison group while implementation proceeds. | Later groups may face different demand, seasonality, or training conditions. |
| Comparable group | Works when randomization is not practical and similar units can be identified. | Observed differences may remain, so describe known confounders. |
| Before-and-after only | Simple and useful for an initial operational view. | Changes in workload, staffing, seasonality, or other tools can be mistaken for an AI effect. |
Whichever design is used, preserve the assignment or rollout record, not just a list of people who eventually used the tool. Usage is selective, and a result among enthusiastic adopters answers a different question from the effect of offering access to the eligible population.

Does time saved by AI count as productivity?
Not on its own. Time saved is evidence of a faster step or a possible increase in capacity; it becomes a productivity or business benefit when it results in more accepted output, improved quality, additional capacity, or another defined outcome.
For example, if a workflow takes less labor time per case, ask what happened to the released time: did the team resolve more cases, reduce a backlog, improve review, or serve customers more effectively? If the released hours were not used productively and staffing costs did not fall, describing all of them as wage savings overstates the realized financial benefit.
The National AI Centre presents a simple estimate based on time saved multiplied by staff-time cost, but qualifies it with the need for useful redeployment. Treat that calculation as a way to estimate potential value—not proof of cash savings. Do not count the same staff hour once as a labor saving and again as the value of extra output unless the accounting clearly separates the two benefits.
Follow the released capacity
Record the intended destination of time saved: more units handled, faster service, deeper quality review, customer support, or another named activity. Then measure whether that destination actually occurred. If work was merely compressed into idle time, classify the result as a time reduction or capacity option, not as realized financial savings. This distinction is especially important where headcount, salaries, or schedules do not change.
What costs should be included in AI ROI?
Include the full cost of operating the workflow, not just a software subscription or an API bill. Match costs to the same scope and period as the measured benefits, and separate one-time setup from recurring or usage-based expense.
| Cost category | What to include | Typical cost behavior |
|---|---|---|
| Direct and recurring | Licenses or subscriptions, API or inference charges, hosting, compute, storage, usage-based services, and external support. | May vary with use, service terms, or infrastructure requirements. |
| Setup and integration | Workflow redesign, software connections, security and procurement review, data pipelines, and configuration. | Often concentrated during deployment, though changes can create later work. |
| Data and quality | Data preparation, evaluation sets, testing, monitoring, and review of outputs. | Can recur as the workflow or model changes. |
| People and change | Training, employee time spent learning or supervising, change management, and specialist staff. | Can include both initial effort and ongoing support. |
| Governance and maintenance | Privacy, security, legal or compliance review, audits, escalation handling, upgrades, ongoing monitoring, and maintenance. | Often ongoing; account for it over the period being assessed. |
| Opportunity cost | Displaced work or foregone investment when it would materially change the decision. | Depends on what resources the deployment uses instead. |
Separate fixed or one-time adjustment costs from marginal costs that rise with use. The Federal Reserve notes that firm-specific integration costs are difficult to observe, while inference costs are more directly observable. AWS guidance likewise describes operating expense as changing with token consumption, infrastructure scaling, and maintenance. These distinctions matter when estimating what it would cost to expand beyond a pilot.
Allocate shared costs consistently
If infrastructure, security staff, or evaluation systems serve several AI workflows, define an allocation rule and use it in both baseline and post-deployment periods. Explain whether a cost is assigned by usage, capacity, or another consistent basis. Do not omit shared oversight simply because it is recorded in a central budget. Conversely, do not charge a pilot with a full long-term platform investment if the decision under review concerns only the measured period; show the treatment of one-time costs explicitly.

How do you calculate AI ROI?
There is no single ratio that captures every benefit. For a useful calculation, report the cost and outcome measures together, on the same time basis and for the same workflow. State whether a claimed benefit is a cash-releasing saving, additional capacity, quality improvement, revenue, or non-financial value.
Build a comparable operating view
- Total AI cost for the period: the relevant recurring and setup costs, with the chosen treatment of one-time costs stated clearly.
- Cost per accepted unit: total relevant cost divided by the number of work units that meet the agreed acceptance standard.
- Productivity: accepted output per paid hour or team-period, compared with the baseline and, where available, a comparison group.
- Workflow performance: cycle time, quality and rework, adoption, and the business outcome selected before launch.
- Capacity value: the specific useful work or additional volume made possible by released time.
Cost per interaction or accepted unit and total infrastructure spend are useful financial indicators, but they should be interpreted alongside hours saved, revenue, service levels, or customer satisfaction. AWS’s guidance on sustaining generative AI value recommends combining cost measures with business outcomes. Avoid valuing every saved hour at fully loaded wages unless expenditure was actually reduced or the capacity was productively redeployed.
Compare alternative deployment choices
When choosing between tools, workflows, or deployment architectures, compare them over the same period and for the same accepted output. Examine total cost, cost per accepted unit, cycle time, throughput, quality and rework, adoption, workflow coverage, reliability, and oversight burden. Distinguish fixed integration costs from variable inference or token costs. A lower unit price can be unattractive if it creates more review, failure handling, or maintenance. Likewise, a higher-cost option may be justified by better quality, additional capacity, or revenue—but that value must be measured rather than assumed.
Distinguish a pilot result from a business case
A pilot can show whether a particular workflow merits further investment. It does not, by itself, establish long-run effects across a company: usage, workflow coverage, performance, infrastructure, and maintenance may change as the deployment scales. Keep the scope of any ROI statement aligned with the people, tasks, and period actually measured.
How do I measure AI’s impact on operating costs over time?
Revisit the calculation after deployment rather than treating launch as the end of measurement. Track actual usage, costs, performance, and the selected business outcomes repeatedly; recalculate when usage, workflow coverage, model behavior, or infrastructure changes.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe Federal Reserve’s July 17, 2026 indicator framework groups public measures into “capabilities and costs; firm investment and adoption; and productivity and labor.” That sequence is useful for company measurement too: lower model costs or wider adoption do not, by themselves, establish higher productivity or improved labor outcomes. See the Federal Reserve note.
Use a recurring operating review
At each review, reconcile invoices, usage or token consumption, infrastructure scaling, support hours, monitoring, and maintenance with accepted output and quality records. Watch for a change in the mix of tasks covered: expanding from easy cases to complex ones can raise cost per unit while still improving total capacity, whereas narrowing use to easy cases can make a unit metric look better without broadening value. Keep the baseline definitions visible when the model, prompt, integration, or review policy changes.

Separate capability and adoption indicators from outcome indicators. More eligible users, more prompts, or lower inference cost describe the deployment; they do not prove that customers were better served, errors fell, or useful output increased. Recalculate when an infrastructure change or model update alters either costs or performance.

The OECD’s 2025 review of generative AI and productivity emphasizes that effectiveness depends on task and user experience. The ILO review likewise characterizes gains as uneven and often not yet verified in broader outcomes: The impact of GenAI on jobs, productivity and work organization.
Keep company-level results separate from economy-wide projections. The OECD’s 2024 model estimates annual total factor productivity growth of 0.25–0.6 percentage points and labor productivity growth of 0.4–0.9 percentage points over a ten-year horizon. These are model-based aggregate estimates, not expected returns for an individual company. See OECD, “Miracle or Myth? Assessing the macroeconomic productivity gains from Artificial Intelligence”.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What measurement pitfalls should I avoid?
- Calling activity productivity: prompts, logins, seats purchased, or time in the application are adoption measures, not accepted output.
- Counting speed without quality: include corrections, escalations, independent review, and customer outcomes.
- Converting every hour into cash: distinguish potential capacity from a reduced payroll bill or demonstrably redeployed work.
- Comparing volunteers with non-users: selective adoption can make users look different even without an AI effect.
- Ignoring task mix: volume and average cycle time can change when the work becomes easier or harder.
- Double counting: do not record the same released hour as both wage savings and the full value of extra output.
- Dropping setup costs: integration, data preparation, training, governance, evaluation, and oversight can materially affect scale economics.
- Overgeneralizing published effects: a writing experiment, coding benchmark, or macro model does not predict every company’s result.
- Stopping after launch: usage, model behavior, infrastructure, and maintenance change over time.
What should a defensible AI measurement report contain?
A concise report should make it possible for a decision-maker to see what changed, for whom, at what cost, and with what confidence. Include the scope and definitions alongside the results so that a promising pilot is not mistaken for a realized company-wide benefit.
- The workflow, eligible population, AI intervention, measurement period, and decision the results are intended to inform.
- The baseline and comparison method, including material differences in task mix, seasonality, or rollout conditions.
- The primary accepted-output measure and the corresponding time, quality, rework, adoption, and guardrail measures.
- Total costs for the period, separated into setup and recurring components, plus cost per accepted unit.
- The specific use of any released capacity and whether reported benefits are cash savings, additional capacity, quality, revenue, or another outcome.
- Important limitations, such as selective adoption, changing workflow coverage, or a comparison group that is not fully comparable.
Show the numerator and denominator for every rate, the observation period, and the number of eligible and active users. Preserve the definitions used for acceptance and quality so a later review can reproduce the comparison. If a result is directional rather than causal, label it that way instead of presenting a precise return that the design cannot support.

Should I report results from AI users only or everyone offered access?
Report both where possible: outcomes by assignment or offer of access, and outcomes among actual users. The first better reflects what offering the tool did in the eligible group; the second describes use but can be selective, so it should not stand alone as a causal estimate.

Can I use an industry AI productivity percentage in my business case?
Use published percentages as context for a particular task and study design, not as a forecast for your company. Your business case needs local measures of accepted work, quality, cost, adoption, and the way any freed capacity is used.
When should I repeat an AI cost and productivity assessment?
Repeat it when a material change could alter the economics or results—for example, higher usage, broader workflow coverage, changed model behavior, or infrastructure changes. Keep the measurement scope and period visible so later results remain comparable.
What is the minimum baseline I need before a pilot?
Record ordinary pre-deployment performance for the workflow, including volume, task mix, cycle or labor time, quality, rework, and relevant cost measures. A baseline should cover enough normal variation to make the post-deployment comparison meaningful.

Treat it as potential capacity unless the time is redirected to defined useful work. Measure additional accepted output, backlog reduction, better service, or quality improvement; do not label every released hour a cash saving.
How do I compare two AI tools or deployment architectures?
Use the same period and accepted output, then compare total cost, cost per accepted unit, cycle time, throughput, quality and rework, adoption, workflow coverage, reliability, and oversight. Separate fixed integration costs from variable inference or token costs.
Should setup and governance costs be included in ROI?
Yes. Include integration, data preparation, testing, training, change management, privacy and security review, legal or compliance work, monitoring, maintenance, and ongoing oversight. Show one-time and recurring amounts separately.
Do the OECD productivity estimates predict my company’s return?
No. The writing, coding, and macroeconomic figures apply to specified studies or model assumptions. They are useful context, while a company decision requires local baseline, comparison, cost, quality, adoption, and redeployment evidence.
The Bottom Line
Measure AI where the work happens: compare accepted output, time, quality, adoption, and full costs with a documented baseline. Treat saved time as potential capacity until useful redeployment or improved outcomes are demonstrated, and refresh the calculation as usage, models, infrastructure, and oversight change.
