Use a separate, accountable identity for every AI agent, then grant only the data, tools, resources, and actions that its assigned task requires. Enforce those limits outside the model with allowlists, authorization checks, and deterministic blocks. Use delegated user access when the agent is acting for a person; use narrowly scoped application permissions for genuinely autonomous service work. Put approval or temporary elevation in front of consequential actions, and continuously log, review, test, and revoke access.

Least privilege is not a one-time role assignment. An agent can accumulate effective power through connected tools, downstream services, inherited roles, long-lived tokens, and retained context. The practical objective is to make every action attributable, constrained, reviewable, and recoverable when the workflow or risk changes.

What does least privilege mean for an AI agent?

Least privilege means an agent receives the minimum authority needed for a defined task, over the smallest possible set of resources, for no longer than necessary. The boundary applies to identity, data, tools, APIs, environments, memory, and downstream services—not just to the role shown in an orchestration console.

For example, an agent that prepares a support response may need read access to a particular ticket queue and permission to draft text. It does not automatically need the ability to send mail, delete tickets, change routing rules, read every customer record, or call arbitrary plugins. Those capabilities should be separately evaluated and, where unnecessary, denied.

Microsoft’s cloud security benchmark describes the principle this way: “Restrict the capabilities and access permissions of agent functions or plugins to the minimum required for their intended purpose, reducing the attack surface and preventing unauthorized actions or data exposure.” Microsoft Learn’s secure-agent guidance gives the shorter operational rule: “An agent should hold only the permissions it needs to complete its task, and nothing more.”

Why does an agent need its own identity and owner?

Give each deployed agent a unique identity, a named owner or sponsor, a stated purpose, and a documented set of approved data sources and tools. A shared employee account or borrowed service credential obscures who initiated an action, makes incident investigation harder, and complicates clean revocation.

Record the agent’s identity card

  • Unique identity: Use a non-shared identity that can be disabled or rotated independently.
  • Owner: Name the person or team accountable for design, approvals, reviews, and retirement.
  • Purpose: State the business task in concrete terms, such as “classify incoming warranty claims,” rather than “general operations.”
  • Approved boundaries: List permitted data sets, APIs, tools, environments, tenants, and action types.
  • Lifecycle state: Mark the agent as planned, deployed, suspended, or decommissioned, with review and expiration dates where your platform supports them.

Keep this record with the access configuration. If a tool, model, data source, deployment environment, or workflow changes, the owner should trigger a new permission assessment rather than assuming the original grant still fits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do you discover an agent’s effective access?

Start with an inventory of the entire workflow, not just the agent’s visible role. Include planned and deployed agents, models, orchestration components, plugins, connectors, data stores, execution environments, guest or cross-tenant links, and downstream services. Then trace what the agent can actually do when those components are combined.

Map the complete call path

  1. Identify the initiating principal. Determine whether a human user, an agent identity, a scheduled job, or another service starts the request.
  2. List every hop. Capture the orchestrator, model gateway, tool server, API, queue, database, file store, and external service involved.
  3. Resolve inherited and combined grants. Check direct permissions, group or role membership, delegated consent, application permissions, managed identities, and permissions assigned by downstream systems.
  4. Translate roles into actions. “Editor” or “contributor” is not a sufficient risk description. Record whether the effective result is read, create, update, send, delete, deploy, purchase, or permission-change authority.
  5. Compare access with the task. Mark each permission as required, conditionally required, unused, or prohibited. Remove unused access and design deterministic blocks for prohibited actions.

A narrow grant at one layer can become broad when another layer adds access. Evaluate the effective result for the specific resource, API, site, environment, and downstream service the agent can reach.

How should permissions be scoped to tasks and resources?

Write the task boundary before selecting a role. Define the minimum resource, data fields, API operations, target objects, and execution environment needed for a successful run. Prefer a specific queue, repository, site, project, or endpoint over an organization-wide role.

Use an action-level permission map

Question Least-privilege decision
What data must the agent read? Permit only the required data set, fields, records, or site; exclude unrelated or sensitive collections.
What may it create or change? Separate draft, create, update, send, delete, deploy, and permission-change actions instead of granting a broad editor role.
Which targets are valid? Bind calls to an approved resource identifier, tenant, project, mailbox, queue, or environment.
How long is access needed? Use a short-lived token or time-bound elevation when the task is temporary; avoid indefinite grants.
What happens downstream? Verify that the destination service enforces the same principal, scope, and action rather than trusting the orchestrator’s label.
What is explicitly forbidden? Represent prohibited actions as deterministic policy blocks, not merely as instructions to the model.

Recheck the map whenever the workflow changes. A new connector, broader retrieval index, additional tenant, or upgraded agent capability can alter effective access even if the original role assignment is untouched.

How do I restrict an AI agent’s tools and permissions?

Deny unreviewed tools by default. Maintain an allowlist of approved integrations and validate the exact action and target at every tool boundary. The model’s prompt or policy text can guide behavior, but it must not be the enforcement mechanism for a prohibited operation.

Build a tool boundary that fails closed

  1. Register each tool. Document its owner, purpose, endpoint, accepted inputs, output sensitivity, and permitted environments.
  2. Allow only named tools. Keep unapproved plugins, connectors, shell access, arbitrary HTTP calls, and ad hoc credentials unavailable to the agent.
  3. Authorize the operation. Check the requested verb or function—such as read, create, update, send, delete, or deploy—against the agent’s policy.
  4. Validate the target. Confirm that the resource, recipient, tenant, project, or environment is on the approved list and that the request has not been redirected by model-generated input.
  5. Bind the call to a principal. Pass the initiating user or agent identity through the boundary so the destination can make its own authorization decision.
  6. Constrain parameters. Apply input validation, size and destination limits, and data-loss checks before the tool executes.
  7. Return only necessary output. Filter sensitive fields and avoid placing unrestricted downstream data into the agent’s context or memory.

Apply the checks again when a tool calls another service. A trusted connector can still overreach if its downstream token has broader authority than the original task.

Should an agent use delegated permissions or its own application permissions?

Choose based on whether the work is performed for a signed-in user or autonomously as a service. Delegated permissions can keep an agent within the user’s authority; application permissions can support unattended work but may grant authority independent of any individual user. Neither model is automatically least privilege.

Authorization choice Use when Controls to verify
Delegated user access The agent performs a user-requested task and should not exceed that user’s authority. Confirm the user, consented scopes, resource-level limits, user status, and “on behalf of” attribution. Ensure the downstream service honors the delegated context.
Application permissions An autonomous service task must run without an interactive user. Grant only the required application scope, restrict resources and actions, use short-lived or managed credentials where possible, and assign an accountable owner.
Platform role or resource role The task needs access to a defined cloud resource or administrative plane. Compare the role’s effective actions with the exact resource and environment. Do not infer safety from a role name alone.

Microsoft documentation distinguishes Azure resource roles, Microsoft Entra roles, delegated Graph permissions, and application permissions. Platform-specific restrictions on some high-risk agent permissions can help, but they do not replace an organization’s own resource scoping, approval, logging, and revocation design.

Which agent actions require approval or temporary elevation?

Put fresh human approval or time-limited elevation in front of actions that are high-impact, irreversible, externally visible, or difficult to recover. Typical examples include sending messages, deleting records, purchasing, deploying code or infrastructure, changing permissions, and making consequential updates to production systems.

Use a two-stage execution pattern

  1. Prepare. Let the agent gather permitted information and produce a proposed action, with the exact target, changes, recipients, cost, or affected records.
  2. Review. Require an authorized person or an approved control to confirm the proposal in a defined time window.
  3. Execute once. Issue a narrowly scoped, short-lived authorization bound to the approved action and target.
  4. Record the result. Log the approver, decision, scope, execution identity, outcome, and correlation identifier.
  5. Expire the elevation. Remove the temporary authority automatically and verify that no persistent grant was left behind.

Keep deterministic deny rules around actions that are never allowed, even if a user, prompt, or model requests them. Approval is a control for exceptional permitted work, not a way to turn an unrestricted agent into a safe one.

How should agent data, memory, and context be governed?

Permissions also govern what an agent may retrieve, retain, combine, and place into later prompts. Define data boundaries for source systems, retrieval indexes, conversation context, logs, and long-lived memory. Give the agent only the information necessary for its assigned task and authorized retention period.

  • Source scope: Limit retrieval to approved sites, records, fields, or partitions.
  • Context scope: Prevent unrelated conversations, tenant data, or hidden system content from being automatically included.
  • Memory scope: Store only information that is necessary, authorized, and still useful; avoid indefinite retention by default.
  • Sensitive data: Apply the organization’s handling, retention, and access rules to prompts, tool outputs, traces, and evaluation data.
  • Output scope: Check that generated responses do not disclose data merely because the agent could retrieve it internally.

Review data access when a retrieval source, memory feature, model, or retention policy changes. A read-only agent can still create a serious exposure if it can aggregate sensitive information into a response or pass it to an unapproved tool.

What should agent activity logs contain?

Record enough information to reconstruct who or what acted, under which authority, against which resource, and with what result. At minimum, capture the agent identity, owner or role, effective scope, tool, action, target resource, timestamp, outcome, and correlation identifier. When the agent acts for a person, record the “on behalf of” user as well as the agent principal.

Make logs useful for investigation and review

  • Link the initiating request to every downstream tool call with a stable correlation identifier.
  • Store the authorization decision and the scope presented to the destination service.
  • Distinguish a model proposal, a human approval, and the executed action.
  • Record denied calls and policy failures, not only successful operations.
  • Protect logs from alteration and apply the organization’s retention and sensitive-data rules.

Use the records for periodic access reviews and for incident response. A permission that is never observed in legitimate work is a candidate for removal, subject to the owner’s validation of scheduled or exceptional workflows.

How do I implement least privilege for an AI agent?

Use the following sequence for a new deployment or a material change to an existing one. It turns the principle into an auditable operating process.

  1. Inventory agents and dependencies. Include planned and deployed agents, models, tools, plugins, data sources, environments, guest connections, and cross-tenant paths.
  2. Assign identity and ownership. Create a dedicated identity, name an owner or sponsor, and document purpose, approved data, tools, environment, and lifecycle.
  3. Define the task contract. Write the permitted inputs, outputs, resources, actions, targets, duration, and explicit prohibitions.
  4. Map effective permissions. Trace direct, inherited, delegated, application, and downstream grants. Translate them into concrete actions and remove unused access.
  5. Choose authority deliberately. Use delegated access for user-centric work when it keeps the agent within the user’s authority. Use application permissions sparingly for autonomous service work.
  6. Configure tool allowlists. Deny unreviewed integrations, validate action and target at each hop, bind calls to the initiating principal, and filter returned data.
  7. Add consequential-action controls. Require approval or time-bound elevation for sending, deleting, purchasing, deploying, or changing permissions. Keep permanent deny rules for disallowed operations.
  8. Instrument the workflow. Log identity, role, effective scope, tool, action, resource, correlation identifier, user context, decision, and outcome.
  9. Rehearse recovery. Test agent disablement, credential rotation, token invalidation, removal of stale grants, and cleanup in downstream services.
  10. Review on change and on schedule. Reassess access when tools, data scope, workflow, environment, or agent capability changes, and periodically retire unused or expired access.

How should permissions be reviewed over the agent’s lifecycle?

Combine event-driven reviews with periodic certification. An owner should initiate an assessment after a new connector, model capability, data source, tenant, environment, or workflow is introduced. A review is also warranted after an incident, a role change, an ownership change, or a move from testing to production.

Lifecycle point Required review Evidence to retain
Design Purpose, owner, data boundary, tool list, authority model, and prohibited actions. Approved task contract and permission map.
Deployment Identity, scopes, downstream enforcement, logging, and recovery controls. Configuration record and test results.
Change New or altered tools, data, environments, models, or workflows. Change assessment and updated effective-access map.
Periodic review Observed use versus granted access, stale grants, owner validity, and expiration. Review decision, removals, and exceptions.
Retirement Disable identity, invalidate tokens, remove delegated and application grants, and clean downstream access. Decommissioning record and verification checks.

Do not treat decommissioning as deleting an orchestration definition. Credentials, consent, service principals, cached tokens, queue subscriptions, and downstream roles may persist unless each is explicitly removed or invalidated.

What are the common failure modes, and how can you fix them?

One account is shared by several agents

Risk: Logs cannot reliably distinguish actions, and disabling one workflow may disrupt or leave the others active. Fix: Issue separate identities and owners, then migrate each workflow to its own scoped grants.

The agent has a broad editor or administrator role

Risk: A role that is convenient at the orchestrator may permit unrelated changes or downstream escalation. Fix: Replace it with resource- and action-specific permissions, and verify the effective result through every service call.

Tool access is controlled only by the prompt

Risk: Model instructions are not a security boundary; a crafted request, prompt injection, or unexpected model decision can request a prohibited operation. Fix: Enforce allowlists, target validation, principal binding, and deterministic deny rules in code or the authorization layer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delegated consent is treated as unlimited user authority

Risk: The agent may access more data than the task requires, or a downstream service may ignore the intended resource boundary. Fix: Limit scopes and targets, check the user’s current authority, and confirm downstream enforcement and attribution.

Temporary elevation never expires

Risk: A one-time approval becomes standing authority. Fix: Bind elevation to a specific action and target, set an expiration, automatically revoke it, and test the expiry path.

Logs omit the user behind the agent

Risk: Investigators can see the agent but not the person who initiated a user-centric action. Fix: Preserve both principals, the delegated context, the correlation identifier, and the authorization decision.

Retirement removes the agent but not its access

Risk: Tokens, consents, subscriptions, or downstream roles remain usable. Fix: Include credential rotation, token invalidation, grant removal, and downstream verification in the decommissioning test.

What should a practical least-privilege checklist include?

  • Every agent has a unique identity and named owner.
  • The purpose, approved data, tools, environments, tenants, and lifecycle are documented.
  • Effective access has been traced across roles, connectors, APIs, and downstream services.
  • Unused permissions and broad inherited grants have been removed.
  • Tools are allowlisted, and each call validates principal, action, target, and parameters.
  • Delegated versus application authority matches whether the task is user-centric or autonomous.
  • High-impact actions require fresh approval or time-bound elevation.
  • Disallowed operations have deterministic blocks independent of model instructions.
  • Data retrieval, context, memory, output, and retention are bounded.
  • Logs include identity, scope, tool, action, resource, user context, correlation, decision, and outcome.
  • Disablement, rotation, token invalidation, stale-grant cleanup, and downstream revocation have been rehearsed.
  • Reviews occur after material changes and at defined periodic intervals.

How should organizations adapt this guidance to their platform?

The controls are platform-independent, but labels and enforcement points differ between cloud providers, identity systems, and agent frameworks. Microsoft Entra Agent ID is one named example of an identity capability for agents; Microsoft’s permission restrictions and role models are examples, not universal requirements. Check the current documentation for the platform you deploy because feature behavior and high-risk permission rules can change.

Whatever the platform, preserve the same design outcomes: an accountable principal, a narrow task contract, explicit tool and target checks, appropriate delegated or application authority, human control over consequential actions, and evidence that access can be reviewed and revoked.

Frequently Asked Questions

Can two AI agents use the same service account if their tools are different?

It is safer to give them separate identities even when they currently use different tools. Separate principals let you attribute actions, revoke one workflow without affecting the other, and detect when one agent’s permissions drift. If a legacy shared account cannot be replaced immediately, isolate the workflows, add compensating logs and deny rules, and set a migration deadline.

Does least privilege prevent an agent from completing multi-step work?

No. It requires decomposing the workflow into explicit capabilities and granting each only what its step needs. A coordinator can prepare a plan while separate, narrowly authorized workers perform approved operations, with an approval boundary before consequential execution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do when an agent framework cannot enforce per-tool authorization?

Place an authorization proxy or gateway between the agent and the tools, and make the downstream services validate the principal, action, and target themselves. Disable unrestricted connectors, use network and resource isolation, and treat missing per-call enforcement as a deployment blocker for high-impact workflows.

How should cross-tenant or guest access be handled for an agent?

List every external tenant, guest relationship, and trust path during inventory. Grant access only to named resources in the required tenant, verify that the destination enforces the intended principal and scope, and include those grants in the same review, expiration, and decommissioning process as internal access.

Is a read-only agent automatically low risk?

Read-only status limits modification but does not eliminate disclosure or aggregation risk. An agent that can search sensitive systems and combine results into a response may still expose confidential information, so retrieval scope, context, memory, output handling, and logging require their own controls.
