Choose the right reinstall path before you begin
The key question is whether Windows still starts. If it does, running setup.exe from within Windows can offer options to preserve files. If you boot the HP laptop from the USB, you enter the clean-install path, which removes personal files, apps, settings, and device-manufacturer customizations. Microsoft describes these distinctions in its Windows installation-media guidance; HP documents the in-Windows setup method in its Windows 11 USB installation instructions.

If Windows will not start, the file-preserving setup.exe route may not be available. Prioritize backing up or recovering important files before considering a clean install.
Prepare the laptop and installation USB
- Back up important files somewhere separate. Microsoft recommends backing up before reinstalling and lists an external hard drive, USB flash drive, or cloud location as possible destinations. The Windows installer USB is not a backup; recovery media does not include your personal files. See Microsoft’s Windows recovery options.
- Check your Windows edition. The edition you reinstall must match the license on the laptop. Windows usually activates automatically after the laptop connects to the internet; a significant hardware change can affect activation.
- Find your BitLocker recovery key if encryption is enabled. HP warns that Setup may ask for it.
- Use a blank USB drive to create the installer. HP’s Windows 11 USB guidance specifies a blank drive of 32 GB or larger. This is HP’s stated preparation guidance for that workflow, not a universal capacity requirement for every Windows version or HP model. The media-creation process uses the drive, so move any files you need off it first and follow the current media tool’s on-screen requirements.
- Consider a narrower repair first. If Windows remains usable, troubleshooting, uninstalling a recent update, System Restore, or Windows Update reinstall where supported may address the issue without a USB reinstall.
Reinstall Windows from USB while keeping files
- Start the HP laptop and sign in to Windows.
- Insert the Windows installation USB.
- Open the USB drive in File Explorer and run
setup.exefrom its root folder. Approve the User Account Control prompt if one appears. - Continue through Windows Setup until you reach Choose what to keep. Select Keep personal files and apps to retain personal data, apps, and settings, or Keep personal files only if you are willing to remove apps. Do not choose Keep nothing if you need the files on the laptop to remain.
- Review the summary before selecting Install. Keep the laptop connected to power and let it restart as needed; HP notes that the computer restarts several times during installation.
- After Setup finishes, connect to the internet, check Windows activation, and update HP drivers, apps, and software as appropriate.
If Windows will not start
You cannot use the in-Windows setup.exe method if Windows does not boot. Starting the laptop from installation media leads to a clean install, which removes data. Do not assume files will survive that route. If the files matter, pursue a separate backup or recovery option first; for important data or uncertainty about the laptop’s condition, seek model-specific support before installing.
