A virtual phone number works through an app, browser, cloud phone system, or API instead of being tied exclusively to a physical SIM card. You can use one as a free second number, a Wi-Fi calling line, a business number, or a programmable number for software.
The best option depends on what you need. Google Voice is the simplest free U.S. choice, TextNow offers free calling and texting in the U.S. and Canada, and Twilio is designed for business applications and automation. For banking, account recovery, and important two-factor authentication, a real mobile-carrier number remains the most dependable option.

Get a free Google Voice number
Google Voice’s free consumer plan includes a U.S. number, domestic calls, texts to U.S. and Canadian numbers, voicemail transcription, and call forwarding. You use it from the Google Voice app or from voice.google.com.
You need a personal Gmail account. Google normally also asks for another eligible phone number during setup. As of August 2026, Google requires identity verification for people requesting a new Voice number; the number cannot make or receive calls or messages until verification is complete.

Setup steps
- Open voice.google.com and sign in to your Google Account.
- Review the terms and privacy policy, then click Continue.
- Search by city or area code.
- Click Select beside the number you want.
- If prompted, enter an eligible existing phone number and click Send code.
- Enter the verification code Google sends you.
- When the verification banner appears, click Verify now, then Start verification.
- Enter your legal name, choose a government-issued identification document, and upload clear images of it.
- Enter your address, click Submit, select the requested address format, and click Confirm.
Verification may pass immediately, fail immediately, or go to manual review. Google says manual review can take up to three business days.
Google Voice limitations
- Free consumer Google Voice does not provide 911 emergency calling.
- It does not offer 800 numbers.
- Some websites reject Google Voice because it is a VoIP number.
- Calls made over the internet require a working Wi-Fi or data connection.
- International calls may cost per minute.
Do not treat free Google Voice as your only emergency phone service. Even paid internet-based plans can be unavailable during a power, broadband, or provider outage.
Get a free TextNow number
TextNow provides a U.S. or Canadian number for calls and texts over Wi-Fi or mobile data. The free service is ad-supported, and calls and messages are handled inside the TextNow app or website rather than the phone’s normal dialer and messaging apps.
Setup steps
- Install TextNow for Android, iOS, or the web.
- Create an account or sign in.
- Enter a preferred U.S. or Canadian area code when prompted.
- Choose an available number.
- Make a call or send a text from TextNow to begin using the number.
Prevent a free TextNow number from disappearing
TextNow can recycle a free number after inactivity. A newly assigned number can expire within the first 24 hours if you do not use it to call or text a U.S. or Canadian number. Established numbers can also be reclaimed after continued inactivity, with a warning before revocation.

- Open the Menu.
- Select My Store.
- Scroll to Lock In Number.

Alternatively, in the app open the top-left menu, tap Remove Ads & Lock Number, tap Get Ad-Free+, and complete payment through Google Play or the App Store. Ad-Free+ includes number locking, verification-code support, call forwarding, voicemail transcription, and ad removal.
TextNow and verification codes
A completely free TextNow number is a poor choice for securing important accounts. TextNow says that most verification-code support requires an activated TextNow SIM, Lock In Number, or Ad-Free+. Even with one of those options, a website can still reject the number because it blocks VoIP numbers or does not deliver short-code messages to that carrier.
If a service offers it, try voice-call verification when an SMS code does not arrive. Never share a verification code with somebody who asks for it.
Pay for Google Voice
Google Voice offers paid standalone plans for personal Gmail users in the United States. These plans provide one user and one U.S. number:

Paid standalone Voice is not available to people using a non-Gmail address, people under 18, users with a domain-verified Google Workspace account, Google Workspace Individual users, users currently porting a number, or users enrolled in Workspace Labs.
Although these plans support 911, emergency calling is not guaranteed during a power failure, broadband outage, or Google Voice outage. Keep another emergency-capable connection available.
Buy a programmable number from Twilio
Twilio is for developers and businesses that need applications to send SMS, place calls, build IVRs, route calls, or connect phone functions to software. It is not usually the easiest choice for a personal second number.
Twilio charges a monthly fee for the number and separate usage fees for calls, messages, and other features. The exact price depends on the country, number type, and capabilities.
Twilio purchase path
- Sign in to the Twilio Console.
- Go to Develop.
- Select Phone Numbers, then Manage.
- Select Buy a Number.
- Choose the country.
- Select only the capabilities you need, such as Voice or SMS.
- Search by area code, prefix, digits, phrase, or characters.
- Click Search.
- Review the number’s type, location, capabilities, and price.
- Click Buy.
Check the capabilities carefully before purchasing. A Voice-only number cannot receive SMS, and an SMS-only number cannot make or receive voice calls. Toll-free numbers have separate restrictions and may require verification for U.S. or Canadian messaging.

U.S. business texting requirements
Businesses sending SMS or MMS from a U.S. long-code number generally need A2P 10DLC registration. Registration can require business details, a physical address, website, industry, contact information, and in some cases an EIN. Buying a Twilio number alone does not make it ready for high-volume business messaging.

Port an existing number
If you already have a number that customers or contacts know, porting moves it from your carrier or current provider to the virtual-number service. Do not cancel the old service until the port has completed.
Port to Google Voice
- Open Google Voice on a computer.
- Click Settings, then open Account.
- Under Port a number to Google Voice, click Port a number.
- Click Get Started.
- Enter the number and verify it with the six-digit code.
- Enter your current carrier account information.
- Review the request and click Next to pay through Google Pay.
Google charges $20 to port a mobile number into a personal Google Voice account. Porting can take up to 48 hours, and text messages may take up to three business days to transfer.
Port to TextNow
TextNow requires a TextNow SIM card for porting. On the website, sign in, click My Account, select My Wireless Account, scroll to Number & Device, choose Manage Phone Number, and click Port-in my number. Enter the number, click Get Started, provide the current carrier’s account details, and submit the request.
In the app, open the menu, select Bring your number, enter the number, tap Get started, provide the carrier details, and submit the request. TextNow says porting generally takes two to three business days. Incorrect account numbers, transfer PINs, names, or addresses can cause delays or rejection.

Why virtual numbers fail to receive verification codes
Services classify telephone numbers as mobile, landline, VoIP, fixed VoIP, toll-free, disposable, or recycled. A website may refuse a virtual number because it blocks VoIP, does not support that carrier’s short-code route, or has detected the number in previous abuse.
This is why a number that works for ordinary calls and texts may fail during account signup. Twilio also notes that VoIP numbers can have trouble receiving messages from U.S. short codes.
- Use Google Voice or TextNow for casual calls and texts.
- Use a real mobile-carrier number for banking, password recovery, and critical two-factor authentication.
- For business SMS, choose a provider that supports the required registration and compliance process.
- Do not use a public, temporary, or recycled number as the recovery number for an important account.
- Keep backup codes or an authenticator app available where the service supports them.
Common mistakes to avoid
- Assuming every free number receives codes: VoIP blocking is common, and TextNow does not guarantee verification support.
- Assuming Google Voice is entirely free: The basic consumer plan is free, but Starter costs $10 monthly and Standard costs $20 monthly. International calls may also incur charges.
- Using free Google Voice for emergencies: The consumer plan does not support 911.
- Leaving TextNow unused: Free numbers can be recycled.
- Expecting unlimited Twilio texting: Twilio bills monthly number rental and usage, while business messaging may require A2P 10DLC registration.
- Buying a number without checking capabilities: SMS, voice, toll-free messaging, short codes, and regulatory requirements are not interchangeable.
