If Windows Setup says it does not support installing to a disk connected through USB or IEEE 1394, first identify the selected installation disk and how it is connected. The message refers to the target disk, not necessarily the USB stick you used to start Setup. A conventional Windows installation should use internal storage; changing the installer USB is not a proven fix.
What the error means
Windows Setup displays the message when the selected installation target is being treated as a USB- or IEEE 1394-connected disk. The installer USB and the target disk are separate devices: the fact that you started Setup from USB does not, by itself, mean the target is connected through USB.
Microsoft Q&A community replies point toward using internal storage for a conventional installation, with SATA or SAS given as examples in a Windows Server discussion. Identify the target disk before changing anything
- Read the disk list in Windows Setup. Note the disk number, partitions, and capacity for the intended installation target. Do not assume Disk 0 is the correct drive.
- Compare it with the installed drive. If Setup shows a model or capacity that can be matched to the computer’s storage, use that information to check which disk it is. If you cannot identify the target confidently, stop rather than deleting or formatting partitions.
- Check whether Setup reports the disk as offline. One Windows 11 user report paired the connection error with an offline target, but the report did not establish why Setup considered it offline. Check the target’s connection and storage controller
If the intended target is an external drive
For a standard Windows installation, use internal storage rather than an external USB or FireWire (IEEE 1394) disk. The community guidance recommends internal SATA or SAS storage for the Windows Server case it addresses; the right internal connection depends on your computer.

If the target is supposed to be internal
Check that the drive is connected and detected as internal storage, and review the computer’s firmware and storage-controller configuration. If the machine uses RAID or another storage controller, follow instructions for that exact model and controller from its manufacturer. Why changing the installer USB is not the first fix
The error names the selected target disk’s connection, not the format of the installer USB. In one reported Windows 11 case, using a second USB installer did not clear the message. That single report does not prove installer media can never have problems, but it does not support buying or recreating a USB stick as a fix for this target-disk warning. Windows 11 community report

Use DiskPart only when erasing the target is intentional
A community advisor suggested DiskPart cleanup commands in one Windows 11 discussion, but the available reports do not establish them as a general fix for this USB/IEEE 1394 error. DiskPart’s clean command removes partition information from the selected disk. It can make existing data inaccessible, so use it only if you intend to erase that disk and have verified the selection.
- At Windows Setup, open Command Prompt with Shift+F10, if that shortcut is available on your system.
- Enter
diskpart, thenlist diskto inspect detected disks. - Confirm the intended target by its capacity and other available details. If uncertain, exit without selecting a disk.
- Only if erasure is intended, enter
select disk X, replacingXwith the verified disk number, thenclean. This destroys the target’s partition information. - The cited community response also proposed
convert gptfor its particular case. Do not treat that partition conversion as a universal solution to a connection-type error; use partitioning appropriate to your system and installation configuration.
When to stop and get hardware-specific help
Stop repeating cleanup or formatting attempts if Setup continues to show the disk as offline, DiskPart reports an I/O device error, diagnostics fail, or the target is a RAID logical volume. Check drive health and controller visibility using the computer or storage-device manufacturer’s diagnostic tools, then consult support for the exact model and controller.
