Start by calculating what the property actually brings in and costs each month, including vacancy, repairs, replacements, and the full loan payment. Then identify whether the shortfall comes from rent not collected, operating bills, financing, or a combination—and test realistic, lawful changes before deciding whether to keep or sell the property.

Calculate the property’s actual monthly cash flow

Use the same period for every line, preferably a month. Count money actually received, not just rent scheduled in the lease.

Cash flow before income tax = rent and other property receipts collected − owner-paid operating bills − allowances for vacancy, repairs, and replacements − total debt payment.

Keep the mortgage payment visible as debt service rather than burying it in operating costs. Separate actual cash payments from tax deductions: an expense’s tax treatment does not determine whether cash left your account that month.

For a useful result, include property tax, insurance, utilities you pay, management, leasing, maintenance, and repair costs. Add a realistic allowance for irregular work and major replacements; a month with no repair invoice does not mean the property has no ongoing repair exposure. The California Board of Equalization’s property-valuation material discusses operating-cost categories, including management, insurance, leasing, maintenance, utilities, and replacement allowance. Find the source of the shortfall

Compare scheduled rent with money received

Reconcile the lease and rent ledger against bank deposits. Note vacancy, late or missed payments, concessions, and turnover between tenants. A property can appear profitable on paper while collection losses or downtime pull down the cash actually available to pay bills.

Sort bills into recurring and irregular costs

Review actual statements and invoices rather than relying on a generic expense ratio. Separate recurring costs—such as taxes, insurance, utilities, and management—from repairs, leasing costs, and replacements. Check which services the owner is responsible for under the lease and applicable rules.

Read the loan and escrow statements

Identify the principal and interest payment, rate, remaining term, escrow amounts, and any other property-related debt. A change in escrow can affect the monthly amount withdrawn even if the loan’s interest rate has not changed. Keep financing costs distinct from the property’s operating performance so you can see which problem a proposed change would address.

Test income changes against local evidence and lease terms

Compare current rent with credible local comparables for similar properties, while accounting for condition, location, included utilities, and other differences. Do not assume a particular market rent or that an increase is permitted: review the lease and local requirements before changing rent or charging separately for a service.

Estimate the net effect, not just the higher advertised rent. Consider the possibility of vacancy, tenant turnover, leasing fees, collection problems, and the cost or time needed to bring the unit to market. A smaller increase that preserves a reliable tenancy may outperform a larger increase followed by an extended vacancy, but the right comparison depends on the property and local market.

Review expenses without deferring necessary upkeep

Go through each owner-paid bill and ask whether the service, coverage, or contract still fits the property. Where practical, request competing quotes or discuss renewal terms for insurance, utilities, management, and maintenance. Check that any apparent savings do not remove coverage or work the property needs.

Review maintenance invoices for recurring problems that may be cheaper to address at the source. Cutting necessary repairs can worsen property condition, raise later costs, and create safety or legal problems. The available expense-category references do not establish that any particular owner can reduce a specific bill; decisions depend on the actual contract, property, and local obligations.

Ask whether a loan change improves the whole deal

A refinance, loan modification, or term change may reduce the monthly payment, but a lower payment alone does not prove the property is better off. Request a current, property-specific lender quote and compare the rate, fees, eligibility, remaining term, payment schedule, and total interest. Include the time needed to recover upfront costs and the risks of extending debt or changing its terms.

Compare the proposed financing with the existing loan using the same time horizon. A payment reduction that comes from stretching repayment may improve near-term cash flow while increasing total borrowing cost; whether that trade-off is worthwhile depends on your plans and finances.

Track changes and decide whether holding still makes sense

Keep a monthly property ledger and retain leases, rent records, bank and loan statements, receipts, and invoices. The IRS says good records help landlords monitor rental activity, prepare financial statements, identify receipts, track deductible expenses, prepare tax returns, and support reported items: IRS: Tips on rental real estate income, deductions and recordkeeping. A spreadsheet or bookkeeping system can support this process; consistency matters more than the format.

After each change, compare actual collections and payments with your prior baseline. If lawful, realistic changes still do not close the gap within your financial capacity, compare continued ownership with a sale. Include transaction costs and property-specific tax consequences rather than treating the sale price as cash you can keep.

Keep tax treatment separate from the cash-flow fix

For U.S. federal tax purposes, rental income generally includes amounts received for use of property. IRS Publication 527 covers rental income, expenses, mortgage interest, taxes, and depreciation. It explains that repairs and maintenance may generally be deductible when capitalization is not required, while improvements that better, restore, or adapt property generally must be capitalized. Depreciation is a tax cost-recovery deduction; it does not put cash in the owner’s account or fix a monthly shortfall. See IRS Publication 527, Residential Rental Property.

Tax rules depend on the facts, including personal use, passive-loss limits, and ownership structure; use current IRS guidance and consult a qualified tax adviser for decisions specific to you. For UK property, HMRC separately explains allowable maintenance and repair expenses and how capital improvements differ: HMRC Property Income Manual. Do not apply one country’s tax rules to another.
