Start by separating network lag from rendering stutter. In Call of Duty, packet-loss or latency spikes that occur with freezes point to your connection, while clean network telemetry with uneven frame pacing points to shaders, drivers, game files, or background software on the PC. Check the in-game telemetry during several matches, then follow the matching branch below. Ethernet, congestion control, completed shader preloading, repaired files, and a verified graphics-driver state are the highest-value tests; buying hardware or changing graphics settings cannot correct a bad ISP route or a server-side incident.
What stuttering, packet burst, and high ping actually mean
Activision describes stuttering as an effect that makes your character appear to freeze and then skip ahead while moving. Players may also see rubber-banding, in which the character jumps backward, or hit markers that appear late. Those effects can be caused by network latency or packet loss, but a PC can also hitch while rendering frames.
Ping, shown as latency in milliseconds, is the time associated with the client-to-game-server path. It is governed mainly by your ISP’s routing, your geographic distance from the server, and the server location. A faster graphics card or a lower texture setting does not shorten that path.

Packet burst or packet-loss warnings indicate that packets are arriving late, being discarded, or arriving unevenly. A burst can make movement and hit registration feel wrong even when your average download speed looks high. Shared uploads, Wi-Fi interference, an overloaded link, ISP routing, or a service-side problem can all produce the symptom.

Activision also distinguishes network latency from in-game latency. In-game latency includes the server’s simulation or tick behavior and your client’s frame rate. That is why two players can report “lag” while one has a network problem and the other has a frame-time problem.
Use telemetry to choose the right troubleshooting branch
Do not begin by changing several settings at once. Reproduce the problem and correlate what you see on screen with the game’s network and performance indicators.
- Enter several matches rather than relying on one unusually bad game.
- Record the displayed ping or latency and any packet-loss or packet-burst indicator when the freeze occurs.
- Note the platform, game mode, region, date and time, and whether the problem is repeatable.
- Classify the result using this table.

A single clean match does not prove that your connection is healthy. Likewise, a single high-ping match does not prove that your PC is defective. Look for the same correlation across multiple matches and modes.

Before replacing a cable or reinstalling the game, check Activision’s current service communications and player reports. Activision reported increased rubber-banding, packet-loss notifications, and disconnects in some regions and modes in January 2025, followed by backend and regional server improvements. If your symptoms began suddenly and are shared by players in the same playlist or region, document the pattern and wait for service recovery rather than repeatedly changing local settings.
A service-side check is especially important when:
- the problem begins without a change to your home network or PC;
- only one mode or region is affected;
- friends on different ISPs report the same behavior; or
- your own telemetry shows packet loss while other online applications remain normal.
Keep the date and time of each occurrence. That information lets support match your report to server and matchmaking logs.

Network fixes for packet burst, packet loss, and high ping
1. Run a controlled Ethernet test
Activision recommends wired Ethernet because Wi-Fi can vary in reliability and available bandwidth. For a meaningful test, connect the console or PC directly to the router with a known-good cable. Avoid testing through a wireless bridge, power-line adapter, or mesh node if you are trying to isolate the Wi-Fi segment.
Play several matches in the same conditions you used before. If packet-burst warnings and latency spikes disappear, the wireless link is implicated. You can then improve access-point placement or use Ethernet permanently; do not assume that a new graphics card would address this result.

2. Remove household congestion while testing
Stop video streams, large downloads, cloud synchronization, game updates, and live gameplay uploads on every device that shares the connection. Activision notes that shared devices consume available bandwidth and that upload capacity is often lower than download capacity. A saturated upload can make an otherwise fast connection feel unstable.
Repeat the same matches with household traffic paused, then reintroduce one activity at a time. If the burst returns when a particular stream or upload starts, that activity is your congestion trigger. Schedule large transfers outside play sessions or limit their upload rate.
3. Try router QoS as a congestion-management test
If your router supports quality-of-service controls, use them to prioritize the gaming device or the relevant traffic class. Exact labels differ by router, so follow that model’s instructions and record the original settings before changing them.

QoS can reduce queueing when several devices compete for the same link; it is not a guaranteed ping reducer. It cannot remove geographic distance, repair an ISP route, or fix a distant server. Compare matches with QoS enabled and disabled while household traffic is deliberately varied. Keep the setting only if it produces a repeatable improvement without harming other users.
4. Account for ISP routing and physical distance
Ping is measured in milliseconds and depends heavily on your ISP’s network scope, routing choices, geography, and the selected game server. A direct route generally reduces opportunities for delay and packet loss, but no local setting can eliminate the delay created by physical distance.
This explains why two homes with the same advertised download speed can receive different latency. It also explains why a faster internet package, a VPN, or a “gaming” router is not a universal cure. Those changes may alter routing or queueing in some circumstances, but they cannot be promised to fix packet burst.
5. Test the connection on each platform
On a console, perform the Ethernet and congestion tests without changing graphics settings; there is no PC shader or driver branch to pursue. On a PC, keep the network test separate from frame-rate testing so that one change does not obscure the other. If both PC and console on the same home network show packet loss at the same time, prioritize the router, ISP path, or service check.
PC fixes when network telemetry is clean
Finish shader preloading
Activision says shader preloading is part of the first boot process and that leaving the main menu interrupts it. An incomplete preload can cause performance problems that resemble network stutter.

- Start the game and remain at the main menu while shader preloading runs.
- Do not launch a match or exit the menu until the preload reports completion.
- After a major game or graphics-driver update, allow the process to complete again before judging frame pacing.
- Reproduce the same map or mode and compare the local hitching with the earlier run.
Shader compilation is a rendering issue. It will not remove packet-loss warnings or lower a high client-to-server ping, so keep those observations in separate notes.
Check the graphics driver, but do not change it blindly
The Black Ops 6 PC guide listed NVIDIA driver 566.03, AMD driver 25.5.1, and Intel driver 32.0.101.6790 as recommended versions at the time of publication. These are dated recommendations, not a promise that they are the correct versions for your current game build. Check the current Activision guidance and your GPU vendor’s release notes before updating or rolling back.
If stutter began immediately after a driver change, record the old and new versions, test a clean installation or the vendor-supported rollback procedure, and change only one variable at a time. A driver rollback cannot correct a packet burst that appears in telemetry.
Repair the installed game files
Damaged or incomplete files can create local hitches, crashes, or failed shader work. Use the repair function for the store that installed the game:

Repairing files does not change the ISP route. If packet-loss indicators remain, return to the network branch even when the repair reports a problem.

Remove software conflicts and unstable tuning
Close applications that inject overlays, monitor or modify the game, synchronize large files, or otherwise compete for CPU, GPU, disk, or network resources. Update peripheral software, and use a clean boot if ordinary closing does not identify the conflict.
Temporarily disable overclocking and tuning utilities while testing. An unstable CPU, GPU, memory profile, or fan-control utility can produce frame-time hitches that look like lag. Restore one change at a time after the game is stable so you can identify the trigger.

Choose by symptom correlation, not by the product’s gaming label. Cable category and length matter for a physical Ethernet replacement; QoS controls matter only if your household has congestion to manage.

When packet loss or ping spikes with the freeze
- Record telemetry, mode, region, platform, and timestamps across several matches.
- Check whether other players or the same playlist show a concurrent incident.
- Connect directly to the router with a known-good Ethernet cable.
- Stop household streaming, downloads, synchronization, and uploads.
- Test router QoS if congestion is present, keeping a record of the original configuration.
- Compare results at different times and in different modes to identify a regional or route-specific pattern.
- If the symptom persists, preserve the evidence for your ISP and Activision rather than repeatedly changing PC graphics settings.
When telemetry is clean but the image hitches
- Finish shader preloading at the main menu.
- Record your GPU model, driver version, game build, and when the problem began.
- Check current game and vendor guidance before updating or rolling back the driver.
- Run the appropriate launcher file-repair command.
- Close conflicting overlays and peripheral utilities, then test with overclocking and tuning disabled.
- Use a clean boot if the conflict is not identifiable.
- Re-test the same mode and map while watching frame pacing and network telemetry separately.
What to send support when local fixes fail
Escalate after the controlled Ethernet test, congestion test, shader completion, file repair, and driver checks produce no change. Include:
- platform and launcher;
- game version and graphics-driver version;
- mode, region, map, and whether every mode is affected;
- precise UTC or local timestamps;
- ping or latency readings and packet-loss indicators at the moment of each hitch;
- whether a direct Ethernet connection changed the result;
- which household traffic was stopped;
- router QoS state, if tested; and
- the outcome of shader preloading, file repair, conflict removal, and driver testing.
This evidence lets support distinguish a client rendering problem from a network path or regional service event. It also prevents a generic suggestion, such as lowering graphics settings, from being applied to a packet-loss problem.
