Short answer: Current evidence does not show that available AI tools can design a completely new virus capable of causing a pandemic. A generated sequence, a computer prediction, a synthesized organism, and a virus that spreads among people are different claims requiring different evidence. The National Academies’ 2025 review identifies inadequate data, incomplete biological models, and the continuing difficulty of physical production as major limits. Other assessments support monitoring and risk-based laboratory governance, not claims that an AI-created pandemic virus already exists.
This guide gives you a repeatable way to check headlines, videos, screenshots, and risk scores without overstating either the danger or the uncertainty.
What is the evidence-based verdict on AI-created virus claims?
The defensible verdict for most current claims is unsupported by present evidence or misleading because it turns a future possibility into a demonstrated capability. Artificial intelligence is already used in biological research, so the subject is not imaginary. The same broad capabilities can support drug discovery, biosurveillance, and medical countermeasures while also raising misuse concerns.
However, “AI can analyze biology” does not mean “AI can independently create and release a pandemic pathogen.” A serious fact-check follows the complete chain: what the software produced, whether anyone could physically make it, whether it functions as claimed, and whether it could transmit among people at meaningful scale.

“At present, no AI-enabled biological tools are capable of designing a completely new virus and are limited in modifying an existing infectious agent with the potential for epidemic- or pandemic-scale consequences,” says the National Academies’ 2025 capability review.
That statement describes available tools at the time of the review. It is not a guarantee that capabilities cannot improve, and it does not eliminate the need for oversight.
How do I freeze the exact claim before checking it?
Copy the precise headline, post, video transcript, or quoted sentence before searching for evidence. Small changes in verbs can turn one claim into another.
- Record the wording. Note whether it says an AI “created,” “designed,” “modified,” “could create,” or “will create” a virus. “Could” is a forecast; “created” is a claim about an event that supposedly happened.
- Capture context. Save the publication date, speaker, platform, linked paper, and any image or chart. Reposted clips often remove qualifications or use an old assessment as if it were new.
- Identify the subject. Is the claim about a general-purpose chatbot, a protein model, a sequence-design system, a laboratory automation platform, or an unnamed “AI”? Different systems have different outputs and safeguards.
- Write down the implied endpoint. The post may be asserting a computer-generated sequence, a synthesized molecule, an infected animal, human-to-human spread, or a pandemic. Do not let an unspecified word such as “virus” hide the endpoint.
Keep the original wording in your notes. Your final verdict should address that wording rather than a stronger or weaker version that is easier to debunk.
What can the AI system demonstrably do?
Start with an observable capability, not a dramatic interpretation. Ask what the system actually outputs and what was tested.
| Claimed capability | What would count as direct evidence | What it does not establish by itself |
|---|---|---|
| Text generation | A reproducible prompt, output, model version, and evaluation showing the system produced the text | That the instructions are biologically correct, novel, or executable |
| Sequence or protein design | Published methods, benchmark data, and a sequence or structure that meets stated design criteria | Successful synthesis, stability, infectivity, or transmission |
| Computer simulation or prediction | Validation against appropriate experimental data and clearly described uncertainty | That the simulated behavior occurs in a living organism |
| Physical synthesis | A documented synthesis route, laboratory controls, and an independently checkable product | That the product is a viable pathogen or can spread between people |
| Biological validation | Ethically approved experiments, controls, and results showing the claimed function | Population-level transmissibility or pandemic potential |
The National Academies review emphasizes that biological complexity and physical production remain barriers. A model can suggest a sequence while failing to account for folding, host interactions, toxicity, immune response, manufacturing errors, or other constraints. A plausible-looking output is therefore a lead for investigation, not proof of a working agent.

Can a generated sequence become a pandemic virus?
Not from the sequence alone. Pandemic relevance requires several additional links in the chain, each of which can fail.

Someone must obtain or synthesize the material under real laboratory conditions. That involves equipment, reagents, expertise, quality control, and containment. The existence of a digital design does not demonstrate that the design can be produced, assembled, or maintained.
Function in a biological system
The material must behave as predicted in the relevant cells or organisms. Computer scores and laboratory assays can disagree, and a result in one cell line or animal does not automatically transfer to humans.
Transmission among people
A pathogen that infects an experimental host may still fail to spread efficiently among humans. Fact-checkers should look for evidence about host range, dose, stability, route of exposure, duration of infectiousness, immune escape, and the conditions required for release and onward transmission.
Public-health impact
Even efficient transmission does not by itself specify the size or severity of an outbreak. Severity, population immunity, medical countermeasures, detection speed, and public-health response all affect consequences. A claim that jumps from “the model proposed a sequence” to “a pandemic is inevitable” skips every one of these tests.

| Source and date | What it supports | What it does not support |
|---|---|---|
| National Academies, 2025 | No available AI-enabled biological tool can currently design a completely new virus; limitations include insufficient datasets, incomplete biological modeling, and physical production. | A claim that an AI-created pandemic virus has already been made, or that future capability is impossible. |
| UK international scientific report | No strong evidence that current general-purpose AI systems provide a biological-weapons uplift; large-scale future threats remain difficult to assess and cannot be ruled out. | “AI is harmless” or “AI has already enabled a pandemic.” |
| WHO SAGO update, 2025 | The weight of available evidence suggests zoonotic spillover for SARS-CoV-2, either directly from bats or through an intermediate host. | Proof that an AI system created SARS-CoV-2, or a claim that every origin hypothesis has been conclusively resolved. |
| CDC Influenza Risk Assessment Tool (IRAT), 2025 | Expert assessment of potential emergence and public-health impact for specified novel influenza A viruses. | An immediate public emergency or a prediction that a pandemic will occur. |
| WHO public-health guidance, 2024 | Misinformation is false information shared without intent to mislead; disinformation is knowingly manipulated or spread to deceive. Both can damage trust and health decisions. | A conclusion about the motive of a specific poster without evidence of intent. |
Read the full passage, methods, date, and limitations of the original assessment whenever possible. A screenshot quoting one sentence is a lead to the source, not a substitute for it.
How should I separate present evidence from forecasts?
Use calibrated language that matches the evidence and the time horizon. A present-tense capability claim needs an observed demonstration; a forecast needs assumptions, scenarios, and uncertainty.
- Demonstrated: “The published experiment produced this measured result under these conditions.”
- Partly supported: “The system generated a candidate design, but synthesis or biological validation was not shown.”
- Unsupported: “No cited source demonstrates the claimed design, production, or transmission.”
- Forecast: “Experts identify a possible future risk, but its probability and timing are uncertain.”
The UK assessment’s combination of “no strong evidence” today and difficulty ruling out future threats is a model for careful wording. It supports “unproven but monitored,” not “impossible” and not “already happening.”
How do I test whether a claim is relevant to a pandemic?
Translate the claim into a set of biological and operational questions. A molecule, toxin, viral capsid, or bacterial sequence is not automatically a pandemic threat.
- What organism and host are involved? Identify the virus, strain or construct, host species, and tissue or cell type used.
- What function was measured? Distinguish binding, replication, toxicity, immune evasion, infection, and transmission. They are not interchangeable.
- What dose and route were required? An effect after an artificial high-dose exposure may not imply ordinary person-to-person spread.
- Was the result reproduced? Look for controls, repeated experiments, independent laboratories, and a method detailed enough to audit.
- What is the plausible route to people? Consider manufacturing, stability outside a host, release conditions, host range, and opportunities for onward transmission.
- What is the claimed time horizon? A current observation, a near-term forecast, and a speculative scenario require different evidence.
If the source cannot answer these questions, narrow the verdict. You can say that a design or prediction was reported while declining to call it a pandemic capability.
What does “moderate pandemic risk” mean in a risk assessment?
It does not mean there is a moderate chance of a pandemic happening now. In the CDC’s IRAT, experts assess specified novel influenza A viruses on two separate dimensions: potential emergence and potential public-health impact.

The CDC states that IRAT “does not assess the immediate risk to the public’s health, which is unchanged and remains low, and it does not predict future pandemics.” Therefore, a “moderate” category should be reported with the virus assessed, the assessment date, the two dimensions considered, and the tool’s time horizon.
| Phrase in a post | Safer interpretation |
|---|---|
| “IRAT says moderate pandemic risk” | An expert score about potential emergence and impact for a specified influenza virus, not a current outbreak probability. |
| “Moderate emergence” | A judgment about how plausible emergence may be under the assessment framework; it is not a forecast date. |
| “Moderate impact” | A judgment about possible public-health consequences if the virus emerged; it is not a count of expected cases or deaths. |
Never convert a category label into a percentage unless the tool explicitly provides a validated probability. The available data provides no basis for inventing one.
How should I fact-check claims that COVID-19 was AI-created?
First separate four different propositions: engineered in a laboratory, associated with a laboratory incident, released after a laboratory accident, and naturally spilled over from animals. “AI-created” is a further claim that requires evidence of an AI system’s role in design or modification.
WHO’s 2025 SAGO update says that “the weight of available evidence…suggests zoonotic spillover…either directly from bats or through an intermediate host.” The update also says, through Director-General Tedros Adhanom Ghebreyesus, that “all hypotheses must remain on the table, including zoonotic spillover and lab leak,” because important information remains unavailable.
Those statements are compatible with a qualified origin assessment; they are not evidence that an AI system designed SARS-CoV-2. A post asserting AI creation must identify the specific system, the alleged output, the chain from output to physical virus, and independent evidence connecting that chain to the outbreak. Without those links, the AI attribution is not established.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow can I recognize misinformation or disinformation in AI-virus posts?
WHO distinguishes misinformation—false information shared without intent to mislead—from disinformation, which is knowingly manipulated or spread to deceive. You often cannot infer intent from the content alone, so label the information problem separately from the person’s motive.

- Edited context: a clip removes “could” or “in theory” and presents it as “has.”
- Anonymous authority: “scientists say” replaces a named author, report, date, and method.
- Recycled evidence: an old study or risk score is presented as a current alert.
- Category inflation: a protein prediction becomes a “virus,” then a “pandemic.”
- False certainty: the post claims that one unresolved hypothesis has been proven.
- Institutional distrust bait: readers are urged to reject every official source rather than check a specific document.
WHO reports that health disinformation can erode trust, distort decisions, reduce vaccine uptake, and contribute to preventable mortality. A correction should therefore state the accurate evidence and explain the missing link, rather than merely repeat the sensational claim.
What should a complete fact-check verdict contain?
A useful verdict is short, specific, and transparent about what would change it.
- State the rating. Use “unsupported by current evidence,” “misleading,” or “partly supported,” rather than a dramatic binary label when the claim combines several propositions.
- Name the verified portion. For example, an AI system may generate a candidate sequence or assist biological research.
- Name the missing step. Identify whether synthesis, functional testing, transmission evidence, or a source connecting the design to an outbreak is absent.
- Identify the authoritative basis. Give the publisher, report title or tool, and publication year.
- Preserve uncertainty. Say when evidence is incomplete or when a statement is a forecast rather than an observation.
- Specify what would change the rating. That might be a reproducible method, independent laboratory confirmation, authenticated samples, or new epidemiological evidence.
For claims presenting competing sources or options, compare publisher accountability, publication date, directness of evidence, biological step tested, population or geography, risk definition, limitations, and independent replication. For risk tools, keep immediate risk, emergence potential, impact, and time horizon as separate fields.

What is a practical checklist for readers, editors, and reporters?
Use this checklist before sharing or publishing an AI-pandemic claim.
- Have I copied the exact wording and date?
- Do I know which AI system or biological tool is being discussed?
- Does the source show an output, a physical product, a biological effect, or human transmission?
- Have I checked the original report or paper rather than a screenshot?
- Are the methods, controls, limitations, and corrections visible?
- Am I separating current evidence from a future scenario?
- Does the claim distinguish emergence, impact, immediate risk, and pandemic prediction?
- For an origin claim, have I separated natural spillover, laboratory association, laboratory accident, engineering, and AI involvement?
- Am I attributing misinformation or disinformation only when intent is supported?
- Does my headline preserve the source’s uncertainty instead of turning a possibility into a fact?
This process keeps the conclusion proportionate: acknowledge genuine dual-use concerns and capability growth while refusing to treat a digital suggestion or an ambiguous risk label as proof of an AI-created pandemic virus.
Frequently Asked Questions
What evidence would independently confirm that an AI system designed a virus?
A credible case would need an authenticated record of the system and output, a reproducible design process, a clear chain to a physical construct, and independent biological testing. Evidence connecting that construct to an actual outbreak would be a separate requirement.
Can a benchmark showing that AI predicts viral proteins prove pandemic capability?
No. A benchmark can show performance on the measured prediction task, but it does not establish synthesis, infectivity, host range, or person-to-person transmission. The benchmark’s training data and evaluation conditions also determine how far its result can be generalized.
Recommended Free Tools
How should a headline quote a government risk score?
Include the assessed organism, tool name, assessment date, endpoint, and time horizon. Avoid replacing a category such as “moderate” with a percentage or with language implying that an emergency is underway.
What should I do when an official report says important information is missing?
Treat the missing information as part of the finding, not as permission to choose the most alarming explanation. State what is established, what remains unresolved, and which new records, samples, methods, or analyses could narrow the uncertainty.
