Yes—but only if you evaluate AI spending as a portfolio of testable investment theses, not as one technology budget. For every use case, write down the business problem, current baseline, target outcome, owner, full cost, time horizon, adoption assumptions and risk limits. Then compare measured results with that pre-agreed case and scale, redirect or stop the work.
A realistic evaluation includes cash benefits, released capacity, quality and risk outcomes, and the costs of data, integration, training, governance and errors. It also keeps measuring after launch because usage, model quality and unit costs change. Early pilots are evidence about a thesis—not proof of return.
What does a credible AI investment case contain?
A credible case connects a specific operational change to a measurable business outcome. “Use generative AI to improve productivity” is too vague to approve or disprove; “reduce average claims-document review time from 24 minutes to 16 minutes without increasing error rates” is testable.

- Problem and beneficiary: Which customer, employee, process or asset is affected?
- Baseline: What is the current volume, cycle time, cost, quality level, loss rate or revenue?
- Mechanism: What will the AI system change in the workflow?
- Target: What measurable improvement is expected, by when and at what confidence level?
- Owner: Which business leader is accountable for adoption and outcomes, not merely delivery?
- Dependencies: What data, integrations, policy changes, staffing or process redesign must happen?
- Guardrails: What accuracy, safety, privacy, regulatory and reputational limits cannot be breached?
State the expected timing separately for implementation, first operational benefit and full run-rate benefit. A system can be technically live while its financial effect is still zero because employees have not changed their workflow.
Which costs should be included in AI ROI?
Use total cost of ownership rather than a license-price comparison. Include one-time and recurring costs, and show hard cash spending separately from softer investments so executives can see both the cash requirement and the organizational effort.
| Cost group | Examples to count | Typical accounting treatment |
|---|---|---|
| Technology | Model or software licenses, inference and cloud infrastructure, storage, networking, monitoring and backup | Usually recurring operating cost; some infrastructure may be capitalized |
| Data and integration | Data cleansing, labeling, permissions, retrieval systems, APIs, workflow integration and testing | Often a mix of project and recurring costs |
| Implementation labor | Internal engineering, product, analytics, legal, security and change teams; external specialists | Include loaded labor rates and time diverted from other priorities |
| Adoption and training | Training, communications, process redesign, supervision, incentive changes and support | Frequently omitted, although it determines whether value is realized |
| Governance and control | Risk assessments, audits, human review, privacy controls, testing, incident response and documentation | Recurring control cost plus launch work |
| Maintenance | Prompt or model updates, data refreshes, performance tuning, vendor changes and decommissioning | Run-rate cost that can rise as usage grows |
| Opportunity cost | Benefits forgone because staff, capital or engineering capacity was assigned to this use case | Show explicitly even when no invoice is paid |
PwC recommends including both “hard” and “soft” investments and benefits. Soft benefits such as faster decisions or employee capacity can be material, but label the measurement method and the conditions required to convert capacity into cash, avoided hiring or additional output.
What value categories should a company measure?
Use a common taxonomy so unrelated projects can be compared. Deloitte’s categories are broad enough for a portfolio and prevent every team from inventing its own definition of success.
| Value category | Questions to ask | Useful outcome measures |
|---|---|---|
| Revenue growth | Does AI win, retain or expand business? | Conversion, retention, average order value, sales-cycle duration, incremental gross margin |
| Cost and productivity | Does it reduce the resources needed for existing work? | Cost per transaction, handle time, cases per employee, overtime, contractor spend |
| Process and operational effectiveness | Does the process become faster, more reliable or less variable? | Cycle time, first-pass yield, backlog, service level, rework and defect rate |
| Decision and workforce effectiveness | Do people make better decisions or spend more time on high-value work? | Decision accuracy, escalation rate, time to insight, employee capacity released, adoption |
| Capital and asset efficiency | Does AI improve use of equipment, inventory or working capital? | Utilization, downtime, inventory turns, forecast error, capital avoided |
| Risk and resilience | Does it reduce the probability or impact of disruption? | Loss frequency, incident severity, control coverage, recovery time, compliance findings |
Do not force every benefit into revenue. A fraud-detection system may earn its return through avoided losses; a maintenance model may release capacity or defer capital expenditure. The financial translation should match how the business actually captures value.
How do you calculate ROI, payback and value at risk?
Start with simple measures, then add discounted cash flow or scenario analysis when the investment is large or long-lived. Use the same definitions across the portfolio.
Basic ROI
ROI = (realized benefits − total investment) ÷ total investment
“Realized” matters: an estimate of time saved is not a benefit until the organization converts it into additional output, avoided spend, reduced overtime, lower losses or another agreed outcome. State whether the calculation uses annual run-rate or benefits accumulated to date.
Payback period
Payback period = initial investment ÷ net monthly benefit

For uneven benefits, build a month-by-month cash-flow schedule and identify the first month in which cumulative net benefits become positive. Include ramp-up, seasonality, retraining and renewal costs rather than assuming full performance on day one.
NPV and IRR
For material programs, discount expected cash flows and include a terminal or decommissioning cost. Use ranges for uncertain adoption, model performance and demand. An internal rate of return is useful only when cash-flow assumptions are credible; a precise IRR built on speculative benefits creates false confidence.
Value at risk
Value at risk asks how much capital could be lost if the thesis fails, costs overrun or a control problem causes harm. Nuveen CFO Seun Salami told Deloitte that traditional ROI frameworks are increasingly inadequate for technology investments and that value at risk—the maximum potential loss of investment or capital—is more relevant. Set a loss ceiling before funding and include remediation, contractual exit costs and potential regulatory or customer impact where those can be reasonably bounded.
Illustrative calculation
Suppose a service operation spends $600,000 on implementation and incurs $240,000 in first-year run costs. It expects $1.2 million of validated first-year benefits after a six-month ramp. First-year net benefit is $360,000, so first-year ROI is 42.9% (($1.2m − $0.84m) ÷ $0.84m). If benefits arrive evenly after the ramp, the payback date will be later than the simple annual ratio suggests. This is an illustration of the method, not a benchmark for AI projects.
What is a realistic AI payback period?
Do not assume a sub-year payback simply because a pilot is inexpensive. Deloitte’s 2025 survey of 1,854 executives across Europe and the Middle East found that 62% reported satisfactory ROI for a typical AI use case within two to four years. Only 6% reported payback in under one year, and just 13% of the most successful projects saw returns within 12 months.
The same survey found that 85% had increased AI investment in the prior 12 months and 91% planned to increase it again. That spending momentum does not establish that any particular project will pay back. BCG’s March 2025 survey of more than 280 finance executives reported median AI ROI of 10%, below the 20% target many leaders seek; nearly one-third reported limited gains.

How should benefits be measured after launch?
Measurement starts before deployment. Capture a baseline, define the unit of analysis and decide how a comparison will be made. PwC advises continuous measurement because model performance can deteriorate, and recommends evaluating the whole AI portfolio rather than isolated demonstrations.
Choose a credible comparison
- Randomized rollout: Where ethical and operationally feasible, assign some eligible cases or teams to the old process and others to the AI-assisted process.
- Stepped rollout: Introduce the system in waves and compare later adopters with earlier adopters while controlling for seasonality.
- Matched comparison: Pair similar customers, cases, sites or employees when randomization is impossible.
- Before-and-after with controls: Compare the change with a relevant external or internal control; do not attribute every post-launch improvement to AI.
Record the comparison design and known confounders. A new pricing policy, staffing change or demand shock can move the same metric and should be separated from the AI effect.

Track a balanced scorecard
| Layer | Examples | Why it matters |
|---|---|---|
| Financial outcome | Incremental margin, avoided cost, loss reduction, cash released | Shows whether operational gains become economic value |
| Operational outcome | Cycle time, throughput, service level, backlog, rework | Shows the process change |
| Usage and adoption | Eligible users, active use, recommendation acceptance, override rate | Explains why an otherwise accurate system may have no impact |
| Quality and safety | Precision, recall, error severity, escalation, policy violations | Prevents harmful errors from being hidden by averages |
| Technical economics | Cost per transaction, latency, availability, token or compute use | Shows whether unit economics worsen with scale |
| Risk and drift | Data drift, performance drift, incidents, access exceptions | Detects when the original business case no longer holds |

Expected value is the value of a correctly adopted system minus the cost of errors, controls and operation. A useful planning expression is:
Expected net value = (eligible volume × adoption × benefit per adopted transaction) − (eligible volume × error probability × error cost) − operating costs
Use separate adoption assumptions for each user group. A tool that 80% of trained employees open but only 30% of recommendations accept has a different value case from one with 50% usage and 90% acceptance. Measure whether the system changes decisions or merely adds another screen.
Price errors by severity. Include refunds, rework, missed revenue, customer churn, legal exposure, safety consequences and the cost of human review. If the error cost is uncertain, model low, central and high cases and set a hard stop for unacceptable outcomes.

How do you set investment thresholds before deployment?
Thresholds turn a business case into a decision rule. Approvers should agree them before results arrive so enthusiasm, sunk-cost bias or a persuasive demo cannot rewrite success after the fact.
- Economic: Minimum NPV, ROI range or payback window; maximum value at risk and annual run-rate cost.
- Adoption: Minimum use by eligible roles, acceptance or completion rate, and training completion.
- Quality: Accuracy or task-success floor, error-severity ceiling and human-review coverage.
- Operational: Maximum latency, downtime, backlog or cost per transaction.
- Risk: Zero-tolerance events, privacy and security requirements, auditability and regulatory approval.
- Learning: Evidence required at each gate, such as a validated baseline, controlled test and production cohort.
Use ranges rather than a single forecast. Set a date for the next gate and specify what happens if a threshold is missed: remediate, narrow the scope, redesign the workflow or stop.
How should a company govern an AI portfolio?
Put each use case in a value register with one accountable business owner. A central team can provide standards and measurement support, but the business owner must own adoption, outcome realization and the decision to continue.
| Value-register field | What to record |
|---|---|
| Identity and strategic fit | Use-case name, business unit, sponsor, strategic objective and affected process |
| Case and economics | Baseline, target, benefit formula, full cost, assumptions, scenarios, payback and value-at-risk limit |
| Delivery status | Stage, milestones, dependencies, data readiness, integration progress and outstanding decisions |
| Adoption and outcomes | Eligible population, active use, acceptance, realized financial value, released capacity and quality results |
| Controls | Model version, monitoring owner, incidents, drift, audit evidence, privacy and security status |
| Decision history | Gate dates, threshold results, approved changes, funding and scale/redirect/stop decision |
Review the register on a regular cadence suited to risk: monthly for fast-changing production systems, and at least quarterly for the wider investment portfolio. Look at strategic alignment, cost, adoption, delivery progress, dependencies, realized outcomes and risk together. A project that meets an accuracy target but has no adoption should not receive automatic scale funding.

Should a company build, buy or use a hybrid AI capability?
There is no universal answer. Compare the options against the same value hypothesis and risk limits, including the cost of switching later.
| Decision axis | Build internally | Buy or vendor-led | Hybrid |
|---|---|---|---|
| Total cost of ownership | More internal engineering and maintenance; potentially lower marginal cost at high scale | Subscription, usage and integration fees; less initial staffing | Internal control over differentiating layers with purchased commodity components |
| Time to measurable value | Usually slower while data and platform capability are built | Often faster if workflows and data are ready | Intermediate; depends on the boundary between internal and external parts |
| Data and workflow fit | Can be tailored closely | May require process compromise or customization | Tailor the high-value layer while standardizing the rest |
| Accuracy and error control | Direct control of testing and tuning | Reliant on vendor documentation, configuration and roadmap | Shared responsibility must be written into operating procedures |
| Security, privacy and regulation | More direct control, but all controls are your responsibility | Contract, hosting and audit evidence become critical | Requires clear data boundaries and control ownership |
| Vendor dependence and reversibility | Lower vendor lock-in but higher talent dependence | Potential switching, data portability and price risk | Keep interfaces and data assets portable where possible |
| Scalability | Must fund capacity and operations | Can scale quickly, subject to quotas and price changes | Scale managed components while retaining strategic control |
Deloitte’s 2025 survey found 38% favored hybrid deployment, 32% relied more heavily on vendor-built solutions and about 24% planned to invest in internal build capabilities. Those are reported preferences, not proof that one model earns better returns. Test reversibility, portability and exit cost in the business case.
How can you tell whether a pilot is creating value or just activity?
Pilot completion is a delivery milestone, not ROI. Require evidence that the system worked in a representative workflow, users changed behavior and the benefit survived normal operating conditions.
Warning signs of false progress
- The demo uses curated data or unusually cooperative users.
- The team reports time saved but no work was removed, redeployed or converted into output.
- Usage is measured by log-ins while acceptance, override and outcome metrics are missing.
- Costs exclude data preparation, human review, monitoring and support.
- The baseline changed after launch, making the improvement impossible to verify.
- Average accuracy is reported without the cost and severity of errors.
- The project depends on a single enthusiastic champion and has no operating owner.
- Teams keep adding features instead of testing the original value hypothesis.
Deloitte reports that 84% of organizations investing in AI and generative AI say they are gaining ROI, while also citing an MIT finding that only 5% of generative-AI pilots deliver sustained value at scale. The contrast is a reminder to distinguish claimed or early ROI from durable production value.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →When should a company stop or redirect an AI pilot?
Stop when the pre-agreed loss, risk or outcome thresholds are breached and the cause is not plausibly fixable within the learning period. Redirect when the thesis may work but the delivery design, workflow or adoption assumption is wrong.
Stop criteria
- A safety, privacy, security or regulatory limit is breached without an acceptable mitigation.
- Controlled testing shows the benefit is below the minimum case after reasonable tuning.
- Error costs exceed the value of correct outputs.
- Adoption remains below the required level after training and workflow redesign.
- Unit cost rises with volume so scale would destroy the expected margin.
- Dependencies or vendor terms push value at risk above the approved ceiling.
Redirect criteria
- The model is useful, but the target workflow has too little volume.
- Users need recommendations, not full automation, or a different review step.
- Data quality is the bottleneck and a bounded remediation plan has a positive case.
- The value appears in a different segment, channel or risk tier than originally expected.
Record the decision and preserve reusable assets, but do not let sunk cost justify indefinite funding. A stopped pilot can be a successful investment decision when it prevents a larger loss.
What does enterprise-level evidence say about AI returns?
McKinsey reports an association between enterprise-wide AI adoption and nearly double profit margins plus more than five times higher three-year return on invested capital. The finding is correlational: it does not prove that AI alone caused the performance difference. More capable, better-managed companies may both adopt AI broadly and generate stronger returns.
Use such evidence to set strategic questions, not to assign a guaranteed uplift to your budget. Your own baseline, comparison design, adoption and risk-adjusted economics remain the approval evidence for a specific use case.
Do these 3 things before closing this tab:

- Total committed, spent and forecast run-rate cost, split into technology, people, data, controls and opportunity cost.
- Realized cash benefit, avoided cost, incremental margin and capacity released, with a note on how capacity was converted.
- Number of use cases by stage: discovery, controlled test, production, scale, redirect and stopped.
- Median and range of payback forecasts, plus value at risk and the amount currently exposed.
- Adoption, acceptance, quality, error severity, cost per transaction and model-drift indicators.
- Benefits at risk because of dependencies, vendor changes, data gaps or regulatory conditions.
- Next-gate decisions and the funding requested for each scale, redirect or stop recommendation.
Separate forecast value from realized value on every page. That single distinction prevents a large pipeline of ideas from being mistaken for a return.
How can a company implement this evaluation method in 90 days?
A short, staged setup is enough to replace anecdotal reporting with an operating system for decisions.
- Days 1–15 — inventory: List every AI use case, owner, stage, spend, vendor or internal team, affected process and claimed benefit. Remove duplicates and identify missing owners.
- Days 16–30 — standardize: Issue one value-hypothesis template, cost taxonomy, value taxonomy and threshold sheet. Require a baseline and a named comparison design for each material use case.
- Days 31–45 — size exposure: Recalculate total cost of ownership, error cost, adoption scenarios, payback range and value at risk. Flag cases that cannot produce an auditable baseline.
- Days 46–60 — instrument: Add usage, quality, unit-cost, drift and outcome logging to production systems. Define who can access the data and who signs off on exceptions.
- Days 61–75 — run gates: Review controlled-test results against thresholds. Scale proven cases, redesign fixable cases and stop cases that breach risk or economic limits.
- Days 76–90 — establish cadence: Publish the CFO and business-owner dashboard, schedule monthly operating reviews and quarterly portfolio reviews, and document decision rights for funding changes.
After the initial setup, update each case when model performance, usage, pricing, regulation or workflow conditions change. Continuous recalculation is part of the return discipline, not an optional reporting exercise.
Frequently Asked Questions
Can AI create a return without reducing headcount?
Yes. Returns can come from additional throughput, shorter sales cycles, higher conversion, fewer losses, improved asset utilization or avoided future hiring. The business case should state which mechanism turns released capacity into measurable economic value.
How do I value an AI benefit that is hard to monetize, such as better decisions?
Use a leading indicator first, then connect it to a downstream outcome through a comparison group or historical relationship. For example, measure decision accuracy and escalation rates, then estimate the associated change in losses, cycle time or customer retention; show the estimate as a range until validated.
What evidence should an AI vendor provide before procurement?
Ask for evaluation data that resembles your workflow, error definitions, performance by relevant segments, monitoring capabilities, service-level commitments, data-use terms and exit or portability provisions. Vendor benchmarks are inputs to your case, not substitutes for a controlled test on your data.
How often should an AI ROI calculation be refreshed?
Refresh it whenever usage, model version, pricing, data distribution, workflow or control requirements change materially. A monthly operating check and a quarterly portfolio reforecast are practical defaults, with faster review for high-risk systems.
Quick wins for a faster PC:
