Evaluate a military AI system against a defined mission and operating envelope—not with a single accuracy score or a general claim that it is “safe.” Specify where it may operate, what decisions or actions it can influence, who remains responsible, and when it must defer or stop. Then test its data, model, software, interfaces, human controls, and operational performance under both expected and degraded conditions, and document the evidence and residual risks before fielding.

Assessment does not end at deployment. Systems need monitoring, incident response, regression testing, and renewed authorization when their data, software, mission, or environment changes. The Department of Defense’s Risk Management Framework applies across acquisition, development, operation, sustainment, and disposal; AI does not exempt a system from assessment and authorization.

What does it mean to evaluate a military AI system?

It means establishing whether a particular system is sufficiently secure, reliable, and controllable for a particular authorized use. The question is not whether AI is trustworthy in the abstract; it is whether the evidence supports its use in a stated set of conditions, with known limits and accountable human authority.

Military AI can support analysis, recommend decisions, or take actions. The consequences of failure depend on the mission and the degree of authority delegated to the system. A failure in a planning aid may mislead a staff member; a failure in an automated function may affect operations before an operator can intervene. Evaluation should therefore start with what the system can affect, not just its model architecture or benchmark score.

The DoD reliability principle calls for explicit, well-defined uses and for safety, security, and effectiveness to be tested and assured within those uses throughout the system’s lifecycle. In practice, a system assessed for one mission, environment, configuration, or level of human oversight should not be assumed suitable for another without evidence.

How should the authorized use and operating envelope be defined?

Write down the system’s intended role and boundaries before selecting tests. The operating envelope is the set of users, missions, conditions, interfaces, and configurations for which the system is expected and authorized to function.

Specify the mission and authority

Describe the task the AI supports and whether it provides information, makes recommendations, prioritizes options, or can initiate actions. Identify who may rely on its output, who may approve or override it, and who has authority to suspend use. Make clear what decisions remain with people and what actions the system is not permitted to take.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Describe the operating conditions

Record the relevant geography, environmental conditions, sensor inputs, communications assumptions, latency and resource constraints, and expected changes in operating conditions. Include the system’s interfaces with other software, hardware, data sources, and operators. State the classification level and information boundaries involved, including what data can enter, be retained, logged, or exported.

Define limits and hand-back conditions

Specify what the system should do when inputs are missing, contradictory, stale, or outside the conditions it was evaluated for. Define when it must abstain, request verification, fall back to a safer mode, hand control to an operator, or stop. Those conditions should be testable and visible to the people expected to respond; a requirement to “use human judgment” is not enough if the operator cannot understand the system’s status or intervene in time.

These boundaries become the basis for test scenarios, acceptance thresholds, operating procedures, and later re-authorization. If the mission changes or the system is used outside them, the original evidence may no longer support the use.

What security risks should the evaluation cover?

Build a threat and failure model around the complete system, not just the AI model. Consider how data, software, hardware, interfaces, operators, and dependencies could be compromised, misused, or fail—and map each risk to prevention, detection, response, recovery, and an accountable owner.

Risk area Questions to evaluate Evidence or control to examine
Data and model integrity Can training or operational data be poisoned, mislabeled, altered, or supplied from an untrusted source? Can an unauthorized change to model weights or configuration go unnoticed? Data provenance and access controls, labeling review, version control, change records, and reproducible build practices.
Software and supply chain Could a compromised or vulnerable component, update, or dependency alter system behavior or expose the system? Supply-chain review, dependency and vulnerability management, configuration control, and verification of approved builds.
Adversarial inputs How does the system behave when inputs are spoofed, manipulated, perturbed, malicious, or deliberately misleading? Scenario-based robustness testing, input validation, anomaly handling, and documented limits on affected conditions.
Unauthorized access Who can access the system, its data, its configuration, or its outputs? Can an attacker or unauthorized user change settings or issue commands? Identity and access controls, isolation, interface protections, audit records, and incident-response procedures.
Information exposure Could classified or otherwise sensitive information cross a boundary, persist longer than permitted, or be inferred from outputs? Classification-boundary checks, retention and logging rules, export controls, and evaluation of inference or reconstruction risks.
Interfaces and dependencies What happens when a connected sensor, service, communications link, or downstream system fails or provides inconsistent information? Systems-integration tests, interface assumptions, dependency failure scenarios, and safe behavior under loss of connection.
Misuse and loss of control Could a user apply the system beyond its authorized role, over-rely on its output, or be unable to stop or disengage it? Role-based authority, training, auditability, override and disengagement procedures, and tests of operator understanding.

A risk register should name the owner responsible for each risk and show what happens if a control fails. Listing a threat without a detection method, response path, recovery plan, or decision-maker leaves a critical gap in the assessment.

How do you evaluate reliability, not just accuracy?

Reliability is a system’s ability to perform its defined task consistently within its limits, communicate uncertainty, and fail safely when conditions exceed those limits. Accuracy on a benchmark is only one part of that judgment.

Validity and generalization

Test with data and scenarios representative of the authorized mission, and document where evaluation conditions differ from development conditions. A result from one dataset, geography, sensor configuration, or operating condition does not establish performance under all others. Record the limits explicitly so users and decision-makers can distinguish supported uses from extrapolation.

Robustness and graceful degradation

Assess behavior when the environment changes, sensors fail, communications degrade, data is missing, or inputs conflict. The key question is not only whether performance falls, but whether the system detects the problem, communicates it, and transitions to an acceptable mode instead of silently producing misleading output or continuing beyond its limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Uncertainty and calibration

Check whether confidence or uncertainty indicators correspond to actual reliability in the tested conditions. Evaluate whether the system can abstain, refer a case for human review, or signal that it lacks sufficient information. A confidence display that operators cannot interpret—or that does not track errors—can create false reassurance.

Human-machine interaction

Measure whether people can understand the system’s role, recognize when its output may be unreliable, and exercise their authority under realistic workload and time constraints. Assess automation bias, operator comprehension, workload, time to intervene, and the practicality of override or disengagement. Human oversight is meaningful only if the person has enough information, authority, and time to act.

Lifecycle stability

Track whether performance changes as data, software, configurations, or operating conditions change. Establish configuration control, drift monitoring, and regression testing. Updates can alter behavior; evidence for an earlier version should not automatically be treated as evidence for a materially changed system.

What tests should a military AI system pass?

Use layered testing because a model can perform well while its interfaces, human controls, cybersecurity, or operational use fail. The DoD Chief Digital and Artificial Intelligence Office identifies four complementary test-and-evaluation dimensions: model, human-systems integration, systems integration, and operational testing.

Test layer What it examines Questions to answer
Model T&E Data integrity, bias, robustness, and drift. Does the model behave within its documented limits on representative inputs? Does it detect uncertainty or unusual inputs, and how does it respond to changes in data?
Human-systems integration T&E Workload, understanding, and control. Can intended users interpret output, recognize failure or uncertainty, and intervene effectively under realistic conditions?
Systems-integration T&E Interfaces, dependencies, and interaction with the wider system. Do data and commands pass correctly? What happens when a connected component is delayed, unavailable, compromised, or inconsistent?
Operational T&E Mission performance in representative conditions. Does the configured system meet mission-specific requirements in the conditions and workflows for which it is proposed?

Tests should include expected operation and credible failure conditions. Depending on the system and mission, exercise distribution shift, sensor faults, missing or corrupted data, spoofing, input manipulation, cyberattack scenarios, communications loss, latency, resource exhaustion, and operator disagreement. For each scenario, define in advance what a safe and acceptable outcome looks like.

Capture more than whether the output was correct. Useful measures include detection time, recovery time, false positives and false negatives, confidence calibration, and the conditions under which the system hands control back. Report the test configuration, assumptions, limitations, and uncertainty alongside results. Do not treat an impressive laboratory result as proof of battlefield reliability: representative operational evaluation is needed to support claims about operational use.

How should an evaluation account for safety and broader impacts?

Consider the system’s social, technological, operational, political, economic, and sustainability consequences as part of the risk review. The DoD STOPEs toolkit directs reviewers to examine anomaly handling, continued function under change, safe degradation, resistance to adversarial activity, data validation, and operational authorization.

These questions connect technical behavior to the conditions in which people use the system. For example, reviewers should consider whether a change in environment or inputs is detectable, whether a degraded mode still supports the mission safely, and whether the required authorization applies to the exact use and configuration being assessed. Identify consequences that cannot be resolved through technical testing alone and assign them to an accountable decision-maker rather than treating them as model performance issues.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NIST’s trustworthiness framing also covers validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. Which dimensions are most consequential depends on the use, but an evaluation should state which it considered and how it treated material concerns.

How do you set pass criteria without inventing a universal score?

Set thresholds for the mission and authorized operating envelope; there is no universal pass percentage established by the guidance described here. A threshold should reflect the consequence of error, the task’s requirements, the conditions tested, and the system’s role in the decision or action.

For each requirement, define the measure, test conditions, acceptable range, and evidence needed to demonstrate it. Include criteria for safe failure and hand-back behavior, not only successful task completion. If a requirement cannot be evaluated with the available evidence, record that uncertainty rather than converting it into an assumed pass.

When comparing candidate systems, use the same mission scenarios, conditions, and thresholds. Compare effectiveness alongside cyber resilience, adversarial robustness, safe-failure behavior, uncertainty calibration, human control, traceability, interoperability, sustainment burden, and evidence quality. A single aggregate score can obscure a serious weakness in one dimension, so preserve the underlying results and trade-offs for authorization decisions.

What belongs in an assurance case?

An assurance case is a structured argument that a system is trustworthy enough to field for a defined range of operational contexts. It links the claim that fielding is justified to evidence, assumptions, limitations, mitigations, residual risks, and the authorization decision.

A usable assurance case should make it possible for a reviewer to trace each important claim to the evidence supporting it and see where that evidence does not apply. It should identify the system version and configuration, the use being authorized, tested conditions, unresolved issues, and the person or authority accepting residual risk. If a claim depends on assumptions about operators, data, communications, or other systems, state those assumptions rather than treating them as guaranteed facts.

DoD developmental test-and-evaluation guidance describes an assurance case as “a structured argument that a system is sufficiently trustworthy to permit fielding in a specific range of operational contexts.” The phrase “specific range” matters: an assurance case is not blanket approval for unspecified missions or future versions.

How should the system be monitored and re-authorized after fielding?

Continue evaluation during operation and sustainment. NIST recommends testing before deployment and regularly in operation, with attention to uncertainty, benchmarks, limitations, documentation, and independent review. Monitoring should cover changes that could invalidate the original safety or security argument.

Monitor operational signals

Define how to detect drift, data changes, cyber events, incidents, changes in mission conditions, and human-factors signals such as recurring operator confusion or difficulty intervening. Assign responsibility for reviewing these signals, documenting findings, and escalating concerns. Monitoring without a response owner does not control risk.

Set response triggers before deployment

Establish the conditions that require stopping use, rolling back an update, retraining, additional testing, or renewed authorization. These triggers should include relevant technical changes and changes to mission or operating conditions. The response should be practicable for the people who operate and sustain the system, including under degraded communications or other constraints in the authorized environment.

Reassess the evidence when the system changes

When software, model, data, interfaces, configuration, or intended use changes, determine which claims and tests are affected. Run regression tests and additional evaluation appropriate to the change; do not assume that a previously authorized version’s results transfer unchanged. Preserve a record of the change, its evaluation, and the authorization decision so operators know which configuration is approved.

How can teams make the evaluation practical?

Use a repeatable review process that produces actionable decisions rather than a large collection of disconnected test results. DIU worksheets operationalize planning, development, and deployment questions around data and model manipulation, monitoring, output verification, audit mechanisms, governance roles, and continuous evaluation.

  1. Write the use statement. Name the mission, users, authority, geography, conditions, system configuration, data boundaries, and prohibited or unsupported uses.
  2. Build the threat and failure model. Include data, model, software supply chain, access, adversarial inputs, information exposure, dependencies, drift, misuse, and human-control failures. Assign owners to risks.
  3. Turn risks into testable claims. For each important risk, specify the preventive control, how failure will be detected, the response and recovery path, and the evidence needed to show the control works.
  4. Plan layered tests. Cover the model, human-system interaction, system integration, and operational performance. Use representative scenarios and explicitly include degraded and adversarial conditions.
  5. Set mission-specific criteria. Agree on measures and acceptance thresholds before interpreting results. Include uncertainty, safe failure, hand-back, and limitations alongside task performance.
  6. Assemble the assurance case. Connect claims to test evidence, assumptions, limitations, mitigations, residual risks, and the authorization decision.
  7. Establish lifecycle controls. Define monitoring, incident handling, configuration and regression controls, stop and rollback triggers, and the conditions for re-authorization.

Keep a clear distinction between evidence and judgment. Test results inform whether requirements are met; authorization authorities decide whether remaining risk is acceptable for the defined use. That decision should be made with the limitations and conditions visible, not hidden behind a headline score.

What standards and governance should inform the review?

The DoD cybersecurity tailoring guide applies risk management across acquisition, development, use, sustainment, monitoring, and disposal, and states that AI systems remain subject to assessment and authorization under the DoD Risk Management Framework. NIST’s AI Risk Management Framework supplies a complementary view of trustworthiness and ongoing measurement. DIU worksheets offer practical questions for planning, development, and deployment.

NATO guidance likewise emphasizes explicit use cases and lifecycle testing and assurance, together with human responsibility and the ability to disengage systems that exhibit unintended behavior. These frameworks reinforce a common principle: a system’s authorization is bounded by its use, and human authority must be supported by real control and suitable evidence.

For a multinational or cross-organizational program, document which governance and authorization requirements apply to each participating organization and deployment context. Similar principles do not automatically mean that one organization’s test evidence or authorization satisfies another’s requirements.

Frequently Asked Questions

Who should approve the residual risk of a military AI system?

The responsible authorization authority should be identified in the program’s governance and risk process, with technical, operational, security, and legal advisers contributing within their roles. The evaluation should make clear which authority accepts each residual risk; a test team’s favorable result is evidence, not itself an authorization.

Can an AI system be considered reliable if it has never made an error in testing?

No finite set of tests can establish that a system will never fail, particularly when operational conditions can change. A zero-error result should be reported with the test scope, sample and scenario coverage, and uncertainty, rather than treated as proof of error-free operation.

Should an AI model be tested separately from the system it will operate in?

Model testing helps isolate data and model behavior, but it cannot establish that the integrated system is secure or usable. Interfaces, dependencies, operator workflows, and operational conditions require their own evidence as well.

What should operators be told about an AI system’s limits?

They need concise, operationally useful information about approved uses, unsupported conditions, signs of uncertainty or failure, and how to request verification or disengage the system. Training and interface design should make those limits actionable during the actual workflow, not leave them only in technical documentation.
