Evaluate confidential computing as a system of controls, not as a product label. Start by defining which parties must be excluded, then map every sensitive AI asset, verify the CPU and GPU trusted-execution and attestation chain, test the exact framework and region, and enforce policy-controlled key release. A confidential VM, container, bare-metal deployment, or GPU can reduce exposure to cloud operators, host administrators, or other tenants, but only within the boundary its threat model and measurements establish.
The practical test is whether an independent verifier can prove that an approved workload is running on approved firmware and hardware before releasing model or dataset secrets, and whether your operations, application security, privacy, and regulatory controls cover the risks left outside that proof.
What is confidential computing, and why does it matter for AI?
Confidential computing protects data and code while they are being processed. A hardware-backed trusted execution environment (TEE), secure boot, measured boot, and cryptographic attestation establish an execution boundary; a policy then decides whether that evidence is sufficient to release secrets. This extends the protection already provided by encryption at rest and in transit to data in active use.

NIST’s IR 8320E, published May 29, 2026, describes confidential computing as a way to address security and privacy concerns when sensitive workloads move to cloud infrastructure. ISO/IEC DIS 25093-1 similarly treats a secure environment, secure boot, and attestation as prerequisites. The Future of Privacy Forum’s July 2024 definition emphasizes isolation from the rest of the computer, including administrators with elevated privileges.

For AI, the distinction between “encrypted” and “confidential” is important. A storage system can encrypt a training corpus when it is idle, and TLS can protect a prompt on the network, yet the plaintext may still be visible to a host, hypervisor, driver, or service operator during training or inference. A TEE is intended to reduce that exposure. It does not, by itself, make a model safe, prevent an application from leaking data, or settle questions about lawful access and data residency.
Which AI assets should be protected?
Assess the entire lifecycle rather than treating the prompt as the only secret. Anthropic’s June 2025 Confidential Inference Systems paper distinguishes confidential data, such as user inputs and outputs, from confidential models, including weights and architecture. Guidance for confidential AI training also identifies private corpora, checkpoints, gradients, and model-development artifacts as sensitive.
- Data used for training: raw records, labels, feature stores, embeddings, vector indexes, and data-preparation outputs.
- Inference data: prompts, retrieved context, tool results, intermediate activations, generated outputs, and conversation history.
- Model intellectual property: architecture, weights, tokenizer files, fine-tuning adapters, checkpoints, optimizer state, and gradient updates.
- Operational metadata: evaluation sets, experiment traces, telemetry, debugging dumps, and logs that may reproduce inputs or reveal model behavior.
- Integrity and provenance evidence: build measurements, dataset versions, signing keys, and records linking an output to a model and policy.
For each asset, mark whether you need confidentiality, integrity, provenance, or all three. A confidential inference service may need to hide prompts from the provider while preserving an auditable record of which approved model answered. A training project may need to protect both a private corpus and the model weights produced from it. Different assets can therefore require different TEEs, keys, retention periods, and audit evidence.
How do I define the threat model and trust boundary?
Write down the parties from whom each asset must be protected before choosing a deployment. “The cloud” is not one threat actor, and a TEE does not automatically exclude every administrator or application.
List the parties you do not want to trust
- Cloud operators and hardware or hypervisor administrators.
- Administrators of the host, cluster, or orchestration platform.
- Other tenants that share physical infrastructure.
- A model owner, if the service must hide prompts or training records from the owner of the weights.
- A compromised application, driver, kernel component, or model-serving process.
- External attackers who gain control of an endpoint, credential, or network path.
For every deployment option, state which of these parties the TEE is intended to exclude and which remain inside the boundary. NVIDIA’s guidance notes that the deployment modality determines which infrastructure administrators are excluded; protecting data from the model owner requires an additional boundary. Anthropic separates service-provider guarantees, hardware isolation, attestation, and restricted operator access because they are different design requirements.
Record policy questions outside the hardware boundary
Confidential computing can reduce reliance on contractual trust, but it does not decide whether a provider must answer a lawful request, whether data may cross a border, or whether a dataset can be re-identified. Document jurisdiction, localization, cross-border transfer, retention, and law-enforcement response requirements alongside the technical threat model. If a regulator requires control of keys or evidence, assign that control to a named party rather than assuming the provider’s default arrangement satisfies it.

What is the difference between confidential bare metal, confidential VMs, and confidential containers?
These modalities use different isolation and operational boundaries. Choose according to the administrators you must exclude, the portability you need, and the maturity of the surrounding orchestration and upgrade process.

|---|---|---|---|
| Confidential Bare Metal (CBM) | Runs the workload on a dedicated confidential server, reducing dependence on a virtual-machine layer. It can suit organizations that need direct infrastructure control or strong model isolation. | Provides less portability and places more responsibility for provisioning, patching, observability, and recovery on the operator. | Who controls firmware and physical access? How are GPU evidence, updates, rollback, and decommissioning handled? |
| Confidential Virtual Machine (CVM) | Offers a broad starting point for lift-and-shift CPU workloads while using hardware-backed VM isolation. It is often the simplest way to test confidential services in a cloud environment. | Depends on the provider’s TEE, hypervisor integration, supported guest image, and attestation service. The remaining provider and guest administrators must be explicit in the threat model. | Which host parties are excluded? Which guest kernel, drivers, regions, and image versions are supported? Can an independent verifier obtain and check evidence? |
| Confidential Containers (CoCo) | Applies confidential isolation and policy at the workload or pod level, useful when teams need container portability and fine-grained placement rules. | Requires a mature confidential-container runtime, orchestrator integration, image-signing process, upgrades, and observability model. Compatibility varies more than for a conventional container. | How are images measured and updated? Can the orchestrator attest each workload? What happens to secrets during scheduling, scaling, and node replacement? |
Process, container, and VM isolation implemented only in software can be bypassed by a privileged kernel or driver. Anthropic’s architecture therefore treats hardware isolation as necessary for a strong provider-confidentiality claim. That does not make one modality universally superior: bare metal can reduce virtualization dependencies, CVMs can simplify adoption, and confidential containers can provide workload-level policy when the orchestration stack is ready.
What evidence should the hardware and attestation chain provide?
Require evidence that is specific enough for a policy decision, not a generic “confidential” badge. ISO/IEC DIS 25093-1 identifies secure boot and attestation as foundational. NVIDIA describes attestation as evidence for a trust decision, not a replacement for the policy that decides whether secrets may be released.
Check the platform measurements
- Secure and measured boot records for firmware, bootloader, hypervisor, guest components, and workload launch.
- CPU and GPU hardware identity, firmware and microcode versions, and reference measurements.
- Debug configuration, disabled or controlled maintenance paths, and documented side-channel mitigations.
- Workload identity, image or binary digest, configuration, and version information.
- A fresh nonce or equivalent freshness mechanism so an old, valid report cannot be replayed.
- Cryptographic signatures and a verifier whose operation and trust roots are independently reviewable.
Test the policy decision
Ask the provider to show how evidence is compared with approved measurements, firmware versions, workload identities, and revocation rules. The verifier should reject an unapproved image, a disallowed firmware level, an unknown accelerator, or stale evidence. Have a key-release test prove that no model or dataset credential is delivered before the checks pass. Store the attestation report with model, dataset, and build provenance so an auditor can reconstruct which environment processed an item.
How do I verify GPU and framework readiness?
GPU confidentiality is only as strong as the complete CPU-to-GPU path. Verify the exact accelerator model, firmware, driver, guest image, framework, serving engine, orchestrator, and attestation route for the region and service tier you will use.

Distinguish the accelerator trust designs
Some designs provide native confidential support in the accelerator, with GPU evidence joined to CPU and platform evidence. Others keep sensitive processing in a CPU enclave and use a protected bridge to an accelerator. NVIDIA and Anthropic describe these as distinct approaches with different trust and performance implications. Ask where plaintext inputs, weights, intermediate tensors, and outputs exist during transfers, which component attests the path, and what happens when a driver or firmware update changes a measurement.
Run representative compatibility tests
- Load the production model, tokenizer, adapters, and retrieval components rather than a toy model.
- Exercise the exact framework versions, custom kernels, quantization, batching, and distributed-training features.
- Test scaling, node replacement, checkpoint restore, and failure recovery while secrets remain protected.
- Measure latency, throughput, memory capacity, startup time, and cost under realistic prompt or training distributions.
- Confirm that logs, crash dumps, profiling tools, and support bundles do not export plaintext.
How should keys and secrets be released?
Keep decryption keys, model keys, and dataset credentials outside container images, guest disks, and source repositories. Release them only after an independent verifier confirms the approved platform and workload.
- Build and register measurements. Sign the image, model package, configuration, and approved firmware or driver versions. Record who can change each measurement.
- Collect fresh evidence. The running TEE presents signed CPU and, where applicable, GPU evidence with a nonce, workload identity, and boot-chain measurements.
- Evaluate policy. A verifier checks hardware identity, firmware and microcode levels, image or binary digest, region or sovereignty constraints, revocation status, and freshness.
- Release narrowly scoped secrets. A key broker returns only the model or dataset key needed for that workload, for a defined time and purpose. Do not place a master key in the image.
- Record provenance. Store the attestation evidence, policy version, model version, dataset version, and key-release event with the resulting job or inference record.
- Revoke and rotate. Define how a compromised measurement, firmware flaw, or withdrawn workload identity blocks future releases and rotates affected keys.
Separate ownership of build measurements, attestation policy, and key policy from day-to-day workload operators. This separation reduces the chance that one administrator can approve a modified image and obtain its secrets without review.

A TEE is deployed inside an operational system. Evaluate the controls that surround it from ingestion through retirement, not just the launch-time attestation.
- Patching and rollback: define maintenance windows, emergency updates, measurement changes, rollback approval, and evidence revalidation.
- Key lifecycle: rotate keys, revoke compromised workloads, and test recovery when a provider withdraws a firmware or accelerator version.
- Incident response: preserve enough attestation and provenance evidence to investigate without creating a new log of sensitive prompts or records.
- Support access: identify what provider personnel can inspect, what diagnostic artifacts are generated, and how access is approved and recorded.
- Residency and sovereignty: enforce region, cross-border, localization, and deletion requirements at ingestion, training, deployment, inference, monitoring, and retirement.
- Decommissioning: destroy keys, invalidate workload identities, remove checkpoints and temporary disks, and verify that backups follow the same policy.
Microsoft’s confidential-compute sovereignty guidance maps these controls across the AI lifecycle. The Future of Privacy Forum also notes that privacy questions such as re-identification, lawful access, and localization remain after TEE deployment.
What risks remain after deploying a TEE?
Confidential computing narrows a threat surface; it does not secure every component. Include residual risks in the acceptance decision and test them explicitly.

- Prompt injection, unsafe tool use, malicious model code, and vulnerable dependencies can operate inside a perfectly attested environment.
- A compromised client, endpoint, identity, or API can send secrets to an approved workload or expose the returned output.
- Side channels, traffic analysis, denial of service, resource exhaustion, and accelerator bugs may remain outside the stated guarantee.
- A permissive or incorrect attestation policy can release keys to an environment that technically attests but is not acceptable for the business use.
- Applications may write plaintext to logs, traces, crash dumps, caches, or telemetry that the TEE does not automatically protect.
- Regulatory obligations, data-subject rights, retention rules, and lawful-access processes are not replaced by hardware isolation.
Anthropic’s analysis separates systemic risks from risks introduced by the confidential-inference design and limits the scope of its guarantees. Your security review should make the same distinction: identify what the TEE proves, what the application must prove, and what governance must control.

How should I compare options before procurement?
Use a scored evidence matrix for each candidate architecture. A “yes” in a product brochure is not enough; require documentation, an attestation sample, a working key-release test, and a benchmark from your workload.
| Decision axis | Evidence to request |
|---|---|
| Threat actors excluded | Explicit mapping of cloud, host, tenant, model-owner, and application administrators to the TEE boundary. |
| CPU and GPU isolation | Architecture diagram and attestation evidence covering every component that handles plaintext. |
| Attestation quality | Signed reports, reference measurements, verifier independence, nonce handling, and revocation process. |
| Secret release and key ownership | Policy rules, broker configuration, key custody, rotation, and proof that secrets are withheld on failure. |
| Model and framework compatibility | Successful runs with production versions, custom operators, distributed jobs, and recovery workflows. |
| Performance and cost | Provider and customer benchmark results for representative models, prompt sizes, concurrency, and training stages. |
| Region and sovereignty | Current regional availability, data-processing locations, support-access controls, and deletion evidence. |
| Operations and incident response | Patching, rollback, outage, compromise, support, and decommissioning runbooks. |
| Auditability | Evidence package an auditor can independently verify, including policy versions and provenance records. |
No workload-independent cost, performance, adoption, or breach-rate figure is established by the cited material. Obtain current provider benchmarks and run your own tests before signing a contract. Treat preview hardware or a feature available in one region as a pilot constraint, not as a production guarantee.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When is each deployment approach a sensible starting point?
Choose a confidential VM for a broad first pilot
A CVM is usually the least disruptive starting point for CPU-heavy or lift-and-shift services. It is appropriate when the provider’s attestation and guest-image support are mature, the remaining host administrators fit your threat model, and your application can keep secrets behind a broker.
Choose confidential containers for workload-level policy
CoCo is attractive when teams need portability, per-workload measurements, and orchestrator-driven placement. Proceed only when image signing, scheduling, upgrades, scaling, and observability have been tested under the confidential runtime.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesChoose confidential bare metal when virtualization is a material dependency
CBM can reduce virtualization assumptions and give an organization more direct infrastructure control. The trade-off is greater responsibility for hardware lifecycle, firmware, capacity, recovery, and physical decommissioning.

Use confidential GPU inference when the added assurance justifies the complexity
GPU-backed confidentiality is most compelling when prompts, model intellectual property, or regulated records would cause material harm if exposed to infrastructure operators. Make the decision only after the full GPU path, framework, attestation, region, and operational controls pass testing.
How can I run a defensible evaluation pilot?
- Write the decision statement. Specify the data, model assets, jurisdictions, threat actors, retention period, and regulatory outcome the pilot must satisfy.
- Select two candidate modalities. Include the simplest architecture that could meet the boundary and a stronger alternative so portability and operational cost are visible.
- Build the measurement and policy package. Sign images and model artifacts, define approved firmware and driver versions, and assign independent owners for verifier and key policy.
- Exercise attestation failure. Change an image digest, firmware level, region, or nonce and confirm that the broker withholds every sensitive key.
- Run production-like workloads. Include training or fine-tuning, retrieval, inference, scaling, checkpoint restore, and ordinary support diagnostics.
- Inspect all outputs. Review logs, traces, crash dumps, metrics, temporary storage, network paths, and provider support artifacts for plaintext leakage.
- Measure operations. Record patch time, rollback behavior, key rotation, incident response, regional failover, and decommissioning evidence.
- Approve with residual risk. Document what the TEE proves, what application controls prove, unresolved assumptions, and the trigger for re-evaluation after hardware or software changes.
Are confidential GPUs enough assurance for regulated AI?
No. A confidential GPU can strengthen the hardware boundary for model weights and sensitive inputs, but regulated assurance also depends on attestation policy, key custody, workload security, endpoint controls, privacy engineering, residency, audit evidence, and incident response. Require the GPU, CPU, driver, firmware, framework, and orchestration components to appear in one verifiable chain, then demonstrate that secrets are released only to the approved configuration. Treat the result as one layer of a control system rather than a certification by itself.
What should the final evaluation report contain?
Give decision-makers a concise record that can survive a technical and regulatory review:
- Threat model and trust-boundary diagram naming excluded and remaining parties.
- Asset inventory covering prompts, outputs, data, weights, architecture, checkpoints, gradients, indexes, and logs.
- Chosen modality and rationale, with alternatives rejected for specific evidence-based reasons.
- Hardware, firmware, driver, framework, region, and attestation measurements.
- Verifier design, policy rules, key ownership, release logs, rotation, and revocation tests.
- Production-like compatibility, performance, cost, failure, and recovery results.
- Operational, sovereignty, privacy, application-security, and residual-risk controls.
- Re-evaluation triggers for firmware updates, accelerator changes, model changes, new jurisdictions, or altered threat actors.
The defensible conclusion is not simply that a workload is “confidential.” It is that a named policy accepted fresh evidence for a named workload, released narrowly scoped secrets, and operated within documented limits that your organization can monitor and audit.
Frequently Asked Questions
Can confidential computing protect prompts from the model provider?
It can reduce provider access when the provider is outside the TEE boundary and the key-release policy is independently enforced. Confirm that the serving process, accelerator path, logs, support tooling, and failure artifacts are all covered; a provider-controlled application or permissive policy can still expose prompts.
Do I need to rebuild an existing container image for a confidential deployment?
Usually you must at least measure and sign the image, remove embedded secrets, and validate its runtime, drivers, and startup behavior in the selected TEE. Custom kernels, device plugins, debugging tools, and image-update workflows may require changes even when the application code is unchanged.
Who should operate the remote-attestation verifier?
Place verifier operation and key-release policy with a party independent of routine workload deployment, such as a separate security team or an explicitly governed service. Independence matters because an operator who can alter measurements and approve releases can defeat the intended separation of duties.
What happens when a confidential-computing firmware update changes measurements?
The update should trigger a planned policy review, measurement registration, and compatibility test before keys are released to the new version. Keep rollback and revocation paths available, because accepting an unreviewed measurement can expand the trust boundary while rejecting every new measurement can interrupt service.
