Evaluate a cloud security vendor against your own use case, data sensitivity, obligations and risk tolerance—not against a certification badge. Start by defining the service and deployment model, map every shared-responsibility control, verify that independent assurance covers the exact service and locations, test the provider’s supply chain and resilience, negotiate practical contract protections, and assign ongoing monitoring. A vendor can have excellent credentials yet remain unsuitable if its report excludes the region you need, leaves critical controls to your team, or offers no workable exit. This checklist gives security and procurement teams a repeatable way to compare evidence, record residual risk and make an accountable decision.

What should a cloud vendor security checklist cover?

A defensible review covers seven connected questions: what you will use, what could go wrong, who operates each control, what evidence proves performance, how suppliers and dependencies are managed, what the contract guarantees, and how risk will be watched after deployment. Treat the checklist as a decision process rather than a questionnaire sent once to a sales contact.

  • Scope and risk: service model, data, jurisdictions, business impact and required confidence.
  • Shared responsibility: provider controls, customer controls, configuration boundaries and verification duties.
  • Assurance: independent reports, certifications, testing evidence, exceptions and remediation.
  • Control framework: a consistent set of questions that can be mapped to internal and sector requirements.
  • Supply chain: ownership, provenance, subcontractors, dependency resilience and foundational cyber practices.
  • Contract and lifecycle: incident cooperation, audit access, continuity, transition, data return and deletion.
  • Monitoring: change triggers, review cadence, accountable owners and documented residual risk.

How do I define the service and risk before contacting vendors?

Write a short use-case profile first. The UK National Cyber Security Centre says organizations should determine whether a provider is “secure enough” for their requirements; the answer depends on intended use, data sensitivity and the confidence you need. The same provider may be acceptable for a public marketing site and unacceptable for regulated records.

Describe the service boundary

  • Identify whether the purchase is infrastructure as a service, platform as a service, software as a service, a managed service, or a combination.
  • Record the exact products, modules, APIs, administrative consoles and support services in scope.
  • State the deployment model: single-tenant, multi-tenant, hybrid, private or public cloud, and any customer-managed components.
  • List integrations that can alter the risk, such as identity providers, logging platforms, endpoint tools, payment systems or data warehouses.

Classify information and business impact

  • List the data types to be stored, processed or transmitted, including credentials, personal data, intellectual property, payment data and operational telemetry.
  • Assign sensitivity and impact ratings for confidentiality, integrity and availability. Include consequences of prolonged outage, corrupted data or unauthorized disclosure.
  • Identify retention, deletion, residency, sovereignty and encryption requirements, including customer-managed key needs.
  • Document recovery objectives, critical operating windows and any sector or contractual obligations.

Set a proportionate assurance target

Decide what evidence is necessary before you request proposals. A low-impact service may need a current independent report and a completed questionnaire; a critical system may require detailed control testing, architecture review, penetration-test summaries, resilience evidence and negotiated audit rights. Record which gaps can be accepted with compensating controls and which are disqualifying.

How do I map cloud shared responsibility?

Obtain a service-specific responsibility matrix. General statements about “secure cloud infrastructure” do not tell you who configures identity, protects data, reviews logs or responds to an incident in the product you are buying. Australian Cyber Security Centre guidance says to assess cloud services against your own requirements and risk tolerance and to document shared responsibilities; moving to cloud does not remove the consumer’s obligation to manage its side.

Control area Questions for the provider Customer evidence to plan
Identity and access Which authentication methods, privileged-access controls, tenant isolation and administrator monitoring are supplied? Which settings must the customer enable? Role design, least-privilege approvals, multi-factor coverage, access reviews and emergency-account procedures.
Data protection Where is data encrypted in transit and at rest? Who controls keys, backups and deletion workflows? Key ownership, retention rules, backup configuration, restore tests and deletion verification.
Logging and detection Which events are generated, how long are they retained, and can they be exported to your monitoring system? Log forwarding, alert triage, time synchronization, retention settings and investigation procedures.
Vulnerability and change management How are infrastructure, application and dependency vulnerabilities prioritized and remediated? How are material changes announced? Customer patching, configuration baselines, change approvals and review of provider notices.
Incident response Who detects, contains, investigates and communicates an incident? What customer cooperation and evidence access are available? Contact roster, playbooks, notification decisions, forensic preservation and exercises.
Resilience What redundancy, backup isolation, recovery testing and regional failover apply to this service tier? Business-impact analysis, recovery tests, dependency mapping and continuity procedures.

For every row, name the control owner, implementation evidence, review frequency and escalation path. Have the provider acknowledge the matrix for the exact edition, region and features you will deploy.

What assurance evidence should I request and verify?

Ask for independent attestations or certifications that match the service, then read the underlying report. Canadian Centre for Cyber Security guidance describes confirming the required reports, checking scope and period, reviewing detailed evidence, assessing against your requirements and continuing to monitor. A logo or sales summary cannot establish those facts.

Check scope before relying on a report

  • Entity: confirm the legal entity and subsidiaries actually delivering your service.
  • Service and features: verify that the product, edition, APIs and support operations you will use are included.
  • Locations: check data centers, support centers, processing regions and disaster-recovery sites relevant to your deployment.
  • Control period: note the reporting dates, examination type and any gap between the period end and your contract start.
  • Exceptions: read qualifications, control deviations, customer responsibilities and management responses.
  • Remediation: request status, due dates and validation for material findings.

Map evidence to your obligations

Create a crosswalk from each internal requirement to the report control, test result or contractual commitment that supports it. A framework report may omit a sector rule, a residency condition or a customer-side configuration. Mark unsupported requirements explicitly, assign a compensating control or escalate the residual risk.

Distinguish assurance levels

Ask whether evidence is a self-assessment, an independent attestation, a certification audit or a technical test. Self-assessments can efficiently screen a large supplier pool, but they rely on the provider’s representations. Independent work provides a different level of confidence and should be weighed alongside scope, recency and findings rather than treated as an automatic pass.

How can CSA CCM and CAIQ make vendor comparisons consistent?

The Cloud Security Alliance Cloud Controls Matrix (CCM) is a cloud cybersecurity control framework; the Consensus Assessments Initiative Questionnaire (CAIQ) turns controls into yes/no assessment questions. The CCM v4.1 release page, published January 27, 2026, lists 207 controls across 17 security domains. Use that structure to collect comparable answers, then map it to your organization’s own requirements.

  1. Choose the CCM domains relevant to the service and risk profile rather than sending every question indiscriminately.
  2. Ask each vendor to answer the same CAIQ questions and attach policy excerpts, diagrams, test summaries or report references.
  3. Record whether each answer is provider-operated, customer-configured, inherited from another supplier or conditional on a paid tier.
  4. Validate important “yes” answers against independent evidence and the service-specific responsibility matrix.
  5. Score gaps by business impact and remediation effort; do not convert a questionnaire percentage into a security guarantee.

CSA’s STAR material distinguishes self-assessment from third-party certification or attestation. Treat a self-assessment as a screening input and ask what independent evidence supports the highest-risk answers.

What supply-chain questions belong in a cloud vendor review?

A provider’s security depends on owners, subcontractors, software components, connectivity and facilities outside its direct team. NIST SP 1326, finalized July 8, 2026, organizes due diligence into five components: Foreign Ownership, Control, or Influence (FOCI); Provenance; Resilience; Foundational Cyber Practices; and Supply Chain Tiers.

Ownership and influence

  • Who owns or controls the provider and its critical subsidiaries?
  • Could foreign ownership, legal authority or geopolitical events affect access, operations or data location?
  • Which entities can administer systems or receive sensitive information?

Provenance and dependencies

  • Where do software, hardware, models, data feeds and managed components originate?
  • Which subcontractors, fourth parties and open-source components are material to the service?
  • How are supplier changes, vulnerabilities and end-of-life events disclosed?

Resilience and foundational practices

  • What single points of failure exist in regions, networks, identity services or specialist staff?
  • How are backups isolated, recovery tested and capacity maintained during a supplier outage?
  • What baseline practices cover secure development, vulnerability management, privileged access, logging and incident response?

Supply-chain tiers

Request a dependency map proportionate to risk. You may not need every low-risk supplier, but you should understand the tiers supporting critical processing, how they are assessed and what happens when one fails or refuses your requirements.

Which contract terms protect security after selection?

Procurement is a whole-of-life activity. Australian Government Architecture guidance includes contract management, transition and exit, so negotiate operational protections before implementation rather than hoping to add them after an incident.

Term Minimum points to settle
Service and security scope Named products, regions, environments, control commitments and customer prerequisites.
Incident notification Trigger, clock, communication channel, required facts, updates, evidence preservation and cooperation duties.
Audit and evidence access Rights to receive current reports, summaries of tests, remediation status and targeted inquiries without unworkable restrictions.
Data handling Permitted processing, locations, encryption, retention, legal requests, segregation and deletion verification.
Subcontractors Notice of material changes, flow-down obligations, objection or termination options and responsibility for their acts.
Availability and continuity Service levels, maintenance notice, recovery commitments, credits or remedies, and access to continuity information.
Transition and exit Export formats, migration assistance, timing, support rates, continued access during transition, deletion certificates and post-termination costs.

Have legal, privacy, procurement, architecture, operations and incident-response owners review the same draft. A promise that cannot be measured, evidenced or enforced is not a reliable control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I compare two or more cloud vendors?

Use a weighted decision record rather than an unqualified score. Weight the criteria according to the use case; a critical regulated workload should give more weight to evidence scope, resilience and exit than to a minor feature difference.

What should the final approval and monitoring record contain?

Before approval, create one decision record that another reviewer can understand without attending the vendor meetings.

  • Service name, edition, deployment model, regions and intended data.
  • Business owner, security owner, procurement contact and accountable risk owner.
  • Requirements crosswalk, responsibility matrix and evidence inventory.
  • Material findings, exceptions, compensating controls and expiry dates.
  • Contract clauses relied upon and dependencies that could change the decision.
  • Residual-risk statement, approval authority and conditions for go-live.
  • Reassessment triggers, review dates and evidence-refresh responsibilities.

Monitor for change

Set review points for report renewal, major architecture or ownership changes, new subprocessors, incidents, material control findings, region changes, service-tier changes and missed recovery objectives. Track provider notices and your own configuration drift. The Australian and Canadian guidance both treat assessment as continuing after adoption, not as a one-time procurement gate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Escalate when assumptions break

Pause new data or reduce exposure when a provider cannot supply required evidence, changes a critical dependency without adequate notice, misses contractual recovery commitments or leaves a high-impact finding unresolved. Record the decision to accept, remediate, replace or exit, with a deadline and accountable executive.

What are the most common evaluation mistakes?

  • Certification worship: accepting a badge without checking service scope, region, period or exceptions.
  • Generic responsibility language: assuming the provider configures controls that remain with your administrators.
  • Questionnaire-only procurement: scoring yes/no answers without evidence or independent validation.
  • Ignoring dependencies: reviewing the prime contractor while overlooking identity, network, support or software suppliers.
  • Leaving exit until termination: discovering late that data exports, keys, logs or migration support are unavailable.
  • No owner for residual risk: allowing unresolved gaps to become everyone’s responsibility and no one’s decision.
  • Static approval: failing to define what provider, service or threat changes trigger reassessment.

How do I turn this checklist into a practical procurement workflow?

  1. Frame the use case: classify data, impact, jurisdictions, deployment model and required assurance.
  2. Issue a consistent evidence request: responsibility matrix, relevant reports, scope statements, findings, dependency information and draft terms.
  3. Validate high-risk claims: interview control owners, inspect evidence, test customer responsibilities and involve privacy and legal reviewers.
  4. Score and challenge: compare vendors on the same axes, investigate outliers and price the operational work your team must perform.
  5. Negotiate protections: settle incident, audit, subcontractor, resilience, data-handling and exit terms before approval.
  6. Record the decision: document gaps, compensating controls, residual risk, approvals and reassessment triggers.
  7. Operate the control: monitor reports, changes, incidents, supplier events and your own configuration throughout the contract.

What is the bottom-line test for a cloud security vendor?

Select the vendor whose evidence and operating model fit the actual workload, not the vendor with the longest certificate list. Approval is defensible when you can show what is protected, who is responsible, which independent evidence covers it, what remains unresolved, how the contract limits exposure and who will revisit the decision when conditions change.

Frequently Asked Questions

How often should a cloud vendor security assessment be refreshed?

Set a baseline review at least for each assurance-report renewal and add event-driven reviews for incidents, ownership changes, new subprocessors, major architecture changes or a move to another region. The exact interval should follow data sensitivity, service criticality and your regulatory obligations rather than a universal calendar.

What if a provider refuses to share its full audit report?

Ask for an auditor-issued bridge letter, scope statement, control matrix, exception summary and a supervised review under confidentiality terms. If those alternatives cannot demonstrate coverage of your critical requirements, treat the missing evidence as residual risk and consider a compensating control or a different supplier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a small security team use CAIQ without completing all 207 CCM controls?

Yes. Select domains and questions tied to the service and impact level, then document why excluded areas are irrelevant or covered elsewhere. A focused, evidenced assessment is more useful than an incomplete questionnaire sent without ownership or follow-up.

Who should accept residual risk when a cloud control remains with the customer?

The accountable business or risk executive for the workload should accept it, with security documenting the exposure and the control owner confirming an operating plan. Procurement or the vendor cannot accept a risk that belongs to your organization.
