Evaluate an enterprise AI platform as a governed operating environment, not merely as a model catalog. Use the voluntary NIST AI Risk Management Framework (AI RMF) as the evaluation spine, map its requirements to ISO/IEC 42001 and your existing security controls, then verify the vendor’s implemented controls and evidence in a pilot. Score security, governance, deployment boundaries, operational behavior, portability, and five-year total cost under low, expected, and peak use. A production decision should follow only after representative-data tests demonstrate policy enforcement, logging, incident workflows, resilience, and transparent cost telemetry.
What exactly are you evaluating when you buy an enterprise AI platform?
An enterprise AI platform usually combines model access with identity, data connectors, orchestration, monitoring, policy enforcement, and billing. The evaluation target is therefore the complete control plane around AI systems: who can use which model, what data and tools it can reach, how behavior is monitored, how changes are approved, and how the organization can prove compliance later.
Separate the platform from the underlying models. A platform may route requests among several providers, host models in different regions, or add retrieval and agent capabilities. Each boundary changes the threat model, contractual responsibility, latency, and cost. Record the exact services, editions, regions, model families, connectors, and optional modules in scope before comparing candidates.
- Security: Prevent unauthorized access, data exposure, unsafe tool use, abuse, and supply-chain compromise.
- Governance: Assign owners, classify risk, approve use cases, control changes, preserve evidence, and manage incidents.
- Operations: Provide reliable service, detection, response, recovery, and measurable service objectives.
- Economics: Expose usage by team, model, application, and environment, including implementation and exit costs.
- Portability: Keep prompts, evaluations, policies, logs, and application interfaces usable if a model or provider changes.
Do not treat a framework logo or a single certificate as proof that these capabilities are enabled for your tenant. Ask for demonstrations, scope statements, and exportable records.

How should NIST AI RMF and ISO/IEC 42001 shape the scorecard?
NIST describes the AI RMF as voluntary and intended for developers, users, and evaluators of AI systems across sectors and organization sizes. Its trustworthiness characteristics include security, resilience, accountability, transparency, privacy, and fairness. AI RMF 1.0 was released on January 26, 2023; NIST’s generative-AI profile, NIST-AI-600-1, was released on July 26, 2024, and the framework remains subject to revision activity.
Use the RMF’s four functions to organize evidence rather than scoring a vendor’s marketing claims:
| RMF function | Questions for procurement | Evidence to request |
|---|---|---|
| Govern | Who owns each AI system and policy? Which approvals, roles, and escalation paths are mandatory? | Policy versions, responsibility assignments, approval records, incident procedures, and training records. |
| Map | What is the intended use, affected population, data flow, model dependency, and foreseeable misuse? | System and vendor inventory, data-flow diagrams, impact assessments, risk classifications, and use-case documentation. |
| Measure | How are quality, security, fairness, privacy, and reliability tested before and after release? | Evaluation plans, test datasets, red-team results, monitoring thresholds, validation reports, and known limitations. |
| Manage | How are risks treated, exceptions approved, incidents handled, and controls re-tested after change? | Risk registers, corrective actions, exception approvals, incident tickets, change records, and retest results. |
Map these outcomes to ISO/IEC 42001 or to your existing information-security, privacy, and safety controls. NIST’s 2024 crosswalk specifically connects regular safety evaluation, event logging, monitoring, verification and validation, technical documentation, and risk assessment. A useful scorecard gives credit for an implemented workflow and retained evidence, not for a statement that the platform “supports” a standard.
Document the legal status clearly: NIST says organizations are not required to use the AI RMF because it is voluntary. Voluntary adoption does not remove obligations arising from privacy, sector, employment, safety, records, or emerging AI laws. Use the framework to structure control coverage, then have legal and compliance owners map it to applicable duties.
Which security controls should an enterprise AI platform prove?
Require a control-by-control demonstration in your tenant or a detailed evidence package. The following areas cover the failure modes most likely to create material risk.
Identity, access, and tenant isolation
- Confirm SSO and MFA support, directory synchronization, and conditional-access integration.
- Test role separation for administrators, developers, reviewers, operators, and auditors. Verify least-privilege defaults and separate service identities for automation.
- Attempt a privileged action with an unapproved account and confirm that approval, dual control, or a documented break-glass process is enforced.
- Verify tenant isolation, project and environment boundaries, API-key scoping, secret rotation, and immediate deprovisioning.
Data protection and boundaries
- Check encryption in transit and at rest, key-management architecture, and customer-managed keys where your policy requires them.
- Obtain written retention, deletion, backup, and legal-hold behavior for prompts, outputs, files, embeddings, telemetry, and support data.
- Clarify whether customer content is used for model training, under which product terms, and how an opt-out is enforced technically.
- Confirm data-residency regions, cross-border transfers, private networking options, connector allowlists, and whether support personnel can access content.
- Trace a sample document from ingestion to retrieval, model invocation, cache, log, backup, and deletion so that no secondary copy is overlooked.
Application, model, and agent security
- Run prompt-injection and jailbreak tests against your applications, including indirect instructions embedded in retrieved documents.
- Test sensitive-data detection and redaction for credentials, personal data, regulated records, and proprietary source code. Record false positives as well as misses.
- Constrain tools and agents with explicit allowlists, parameter validation, network egress controls, approval steps, and spend or action limits.
- Ask how model versions, open-source components, weights, plugins, and connectors are inventoried, signed, scanned, and changed through a supply-chain process.
- Review abuse monitoring, vulnerability-disclosure channels, red-team methodology, and the process for disabling a compromised model or connector.
Independent assurance and contract protections
Request SOC 2 reports or ISO certificates with the exact service scope, audit period, geographic coverage, and exceptions. A trust-center listing is only a starting point: for example, published materials from major providers describe SOC 2 Type 2, ISO 27001-family, ISO 42001, HIPAA, or FedRAMP High coverage only for specified products and services. Match the listed scope to the API, region, model, and features you will actually buy.

- Obtain subprocessor lists, change-notification terms, penetration-test summaries, and remediation commitments.
- Check incident-notification deadlines, cooperation duties, customer-forensics rights, and data-return or deletion language at termination.
- Record every exception, compensating control, and customer responsibility in the contract and risk register.
Operational resilience
- Verify immutable or tamper-evident audit logs, synchronized timestamps, administrator-event coverage, retention settings, and export formats.
- Inspect monitoring, alert routing, health checks, rate limits, quotas, backup frequency, recovery objectives, and tested restoration evidence.
- Ask for service-level objectives rather than a generic uptime promise, and test degraded-mode behavior when a model, region, connector, or quota fails.
- Run an incident exercise that covers credential theft, prompt injection, data leakage, and an incorrect high-impact output.
What governance workflows should the platform demonstrate?
Governance is credible only when a reviewer can follow a record from intake through retirement. Require the vendor to perform each workflow during the pilot and export the resulting evidence.
Inventory and ownership
Create an inventory entry for every AI system, model, provider, connector, dataset, and production environment. Each record should name a business owner, technical owner, risk owner, intended use, affected users, region, dependencies, and review date. Test whether discovery covers shadow applications and whether duplicate or retired assets can be marked accurately.
Risk classification and approval gates
Define risk tiers with different evidence and approval requirements. A low-impact internal summarizer may need a data review and owner sign-off; a system influencing eligibility, safety, employment, or regulated decisions needs documented impact assessment, testing, human oversight, and senior approval. Confirm that the platform blocks deployment when mandatory gates are incomplete rather than merely displaying a checklist.
Policy and change control
Version policies for data handling, model selection, prompt libraries, tool permissions, and human review. Test whether an approver can see the exact diff, affected systems, test results, and rollback plan. Require re-evaluation after a material model, policy, connector, prompt, or routing change; do not rely on a one-time certification.
Human oversight and incident management
Specify when a person must review an output, approve an external action, or override an automated decision. The workflow should capture the reviewer, evidence considered, decision, and timestamp. Simulate an incident and verify assignment, severity, containment, notification, root-cause analysis, corrective action, and closure.
Evaluation records and evidence export
Store test datasets, metrics, limitations, model cards or technical documentation, red-team findings, and release decisions with immutable timestamps. Export records in machine-readable form so they can be supplied to auditors or migrated if you leave the platform. Ask whether exports include deleted or archived assets and whether access to evidence is itself logged.

How do deployment, residency, portability, and operations differ between platforms?
Compare these dimensions explicitly; a platform that is strong in one can be unsuitable because of a boundary elsewhere.
| Comparison axis | Verification questions | Why it changes the decision |
|---|---|---|
| Security depth and evidence | Which controls are enforced, independently tested, and in scope for the purchased service? | Reduces the gap between a claim and a control your auditors can rely on. |
| Governance and auditability | Can inventory, approvals, evaluations, incidents, and policy versions be demonstrated and exported? | Determines whether oversight scales beyond a spreadsheet. |
| Deployment and isolation | Are single-tenant, private-network, regional, on-premises, or dedicated options available, and what features do they exclude? | Sets data-residency, latency, and regulatory feasibility. |
| Model and provider portability | Can prompts, evaluations, policies, embeddings, logs, and application calls move to another model or provider? | Limits lock-in and protects continuity when quality, price, or terms change. |
| Observability and reliability | Are traces, token counts, latency, errors, quotas, alerts, and recovery tests visible per environment? | Enables service management and accurate cost allocation. |
| Integration and migration effort | What identity, networking, data, API, workflow, and staff changes are required? | Implementation labor often exceeds the first subscription invoice. |
| Total cost under realistic usage | What is charged for platform seats, tokens, storage, transfers, modules, support, and evidence retention? | Prevents an apparently cheap pilot from becoming an expensive production dependency. |
Weight the axes according to regulatory exposure and business criticality. A safety-sensitive workload may assign more weight to independent assurance and human oversight; a high-volume internal assistant may emphasize telemetry, routing, and unit economics.
How do you calculate the five-year total cost of an enterprise AI platform?
Build a scenario model rather than multiplying a quoted monthly fee by 60. Calculate low, expected, and peak usage, and show which assumptions drive the result.
| Cost category | Include these items |
|---|---|
| Platform subscription or license | Base tenancy, seats, environments, minimum commits, and annual increases. |
| Model inference | Input and output tokens, image or audio units, fine-tuning, batch jobs, and fallback models. |
| Storage and transfer | Documents, embeddings, vector indexes, backups, egress, and cross-region traffic. |
| Security and governance | Guardrails, DLP, key management, SIEM integration, policy engines, evidence retention, and audit modules. |
| Implementation and integration | Architecture, connectors, data preparation, application changes, testing, migration, and project management. |
| Identity and networking | Directory, private links, gateways, proxies, firewalls, and regional deployments. |
| Support and assurance | Support tiers, professional services, audits, penetration tests, legal review, and compliance preparation. |
| People and training | Platform administrators, security engineers, evaluators, reviewers, training, and ongoing operations. |
| Switching or exit | Data export, re-indexing, prompt and policy conversion, replacement integration, dual running, and termination fees. |
For each scenario, model requests per application and environment, average input and output size, peak concurrency, retention period, cache hit rate, routing mix, and failure retries. Include rate limits, budget alerts, caching, and cross-provider routing because they change both capacity and spend. Add the cost of retaining audit evidence; disabling logs to save money can create a larger compliance and incident cost.
Require transparent telemetry by team, model, application, and environment. Reconcile the vendor’s invoice with your own request and token counts, then test whether a malformed request, retry storm, or runaway agent is stopped by quota and budget controls. Record one-time and recurring costs separately so a low first-year implementation bill is not mistaken for a low five-year cost.
How should you run a production-readiness pilot?
Use representative but controlled data and define acceptance criteria before the pilot starts. Never upload unrestricted production records merely to make a demonstration realistic.

- Inject operational failures. Trigger quota exhaustion, elevated latency, connector failure, regional unavailability, malformed responses, and model-rate limits. Measure alerting, fallback, recovery, and user messaging.
- Check residency and routing. Confirm that requests, logs, backups, and support access stay within approved regions and that routing rules remain effective during failover.
- Measure portability. Export prompts, evaluations, policies, embeddings, logs, and application calls; then run a representative workload on a second model or provider where feasible.
- Reconcile cost telemetry. Compare platform reports with gateway logs and invoices by team, model, application, and environment. Test budget alerts, caching, routing, and runaway-use controls.
- Make the acceptance decision. Record passed tests, residual risks, compensating controls, owners, due dates, and the explicit production decision. Schedule re-tests after every material model, policy, or connector change.
How do you turn evidence into a defensible decision?
Use a weighted scorecard with a hard-fail gate. Score each control on implementation, independent evidence, test result, and operational ownership; do not average away a critical failure.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Hard fails: no acceptable data-use terms, inability to enforce required residency, unbounded privileged actions, missing audit records, or a failed critical incident test.
- Strong evidence: control demonstrated in the pilot, corroborated by a current report or certificate, with an owner and exportable record.
- Conditional evidence: roadmap commitment, compensating manual control, or a feature available only in a different edition or region. Put an expiry date and owner on the condition.
- Unknown: vendor cannot provide scope, test results, or reproducible behavior. Treat unknown as risk, not as a passing score.
Keep a decision record that states the selected scenario, rejected alternatives, assumptions, residual risks, contract conditions, and review date. Recalculate the score and five-year cost when usage, model mix, regulation, or deployment geography changes.
What should you ask for in the vendor trust center and contract?
Request a dated evidence pack tied to the exact services you will operate. Verify every document’s scope instead of accepting a generic trust-center badge.
| Artifact | Verification points |
|---|---|
| SOC 2 report or ISO certificate | Service and product scope, audit period, locations, control exceptions, and complementary customer controls. |
| Subprocessor register | Provider, processing purpose, region, notification period, and objection or termination rights. |
| Data-processing and AI-use terms | Training use, retention, deletion, content ownership, support access, legal requests, and cross-border transfer. |
| Security testing summary | Penetration-test period, red-team scope, vulnerability severity, remediation status, and disclosure process. |
| Resilience documentation | Service objectives, recovery targets, backup testing, regional failover, rate limits, and incident communications. |
| Technical and model documentation | Model versions, limitations, evaluation methods, known failure modes, update notice, and deprecation policy. |
| Operational exports | Log schema, retention, evidence integrity, API access, bulk export, and deletion or archive behavior. |
Check product-specific claims carefully. Published trust materials from Anthropic describe SOC 2 Type 2, ISO 27001, ISO 42001, HIPAA, and FedRAMP High scopes for specified services; OpenAI’s trust portal describes SOC 2 Type 2 and ISO 27001, 27017, 27018, and 27701 coverage for specified business products and API services. Those statements do not automatically cover every model, region, connector, or enterprise edition.
What are the most common evaluation mistakes?
Choosing a model before defining controls
Starting with output quality can lock the organization into a design that cannot meet residency, logging, or approval requirements. Define non-negotiable controls and data boundaries first, then compare quality within the feasible set.

Ignoring non-model components
Retrieval stores, connectors, agent tools, gateways, caches, logs, and support channels can expose more data than the model call. Include them in threat models, inventory, retention testing, and contracts.
Underestimating operational and exit costs
Integration, evaluation, reviewer time, evidence retention, and migration can dominate token charges. Model five years, peak demand, dual running, and a provider switch before approving a commit.
Failing to retest after change
Model updates, policy edits, new connectors, and routing changes can invalidate previous results. Set change thresholds that trigger evaluation, approval, and evidence capture automatically.

Is the NIST AI RMF legally mandatory for companies?
No. NIST describes the AI RMF as voluntary, so it does not itself create a legal duty. Organizations still need to meet applicable privacy, sector, employment, safety, records, and AI regulations, using the RMF as a practical way to organize those obligations.
Should a small company use the same enterprise AI scorecard?
Use the same control categories, but scale the evidence and testing to the impact of each use case. A low-risk internal assistant may need fewer approval layers than a system affecting customers or regulated decisions, while identity, data-use, logging, and incident basics remain necessary.
How often should an AI platform evaluation be repeated?
Repeat the relevant tests after a material model, policy, connector, routing, region, or contract change. Set a periodic review as well, because certificates, subprocessors, service terms, and usage patterns can change without a software release.
What is the fastest way to detect hidden AI spending?
Require request and token telemetry broken down by team, model, application, and environment, then reconcile it with gateway logs and invoices. Add quotas, budget alerts, caching, and routing rules before broad deployment so retries and autonomous tool loops cannot grow unnoticed.
