Do you have the right AI skills? You are ready to start only when every critical responsibility in the project lifecycle has a named owner, credible evidence of competence, and either backup coverage or a documented way to reduce the risk. Check more than model-building ability: product and domain knowledge, user research, data engineering, evaluation, software delivery, deployment, security, privacy, ethics, and operational accountability all affect whether an AI system is useful and safe.

A small team can combine several roles. It should not leave any responsibility implicit. Use the process below to turn your project idea into a responsibility map, test evidence rather than job titles, expose data and governance gaps, and decide whether to train, hire, bring in a specialist, partner, or narrow the scope before committing money and people.

What does an AI team’s skill mix include?

Skill mix is the combination of capabilities needed to move from a problem statement to a maintained service. It is not a head-count target and it is not a list of fashionable titles. One person may cover multiple areas, while a single capability may require several people at different stages.

Google’s machine-learning role guidance describes product managers, engineering managers, data scientists, ML engineers, data engineers, and DevOps engineers, while noting that smaller teams often combine roles. UK guidance similarly calls for a multidisciplinary team with diverse roles and skills to reduce bias and improve accuracy. The practical test is coverage: can someone make and defend each important decision, and can someone else check or operate the result?

How do you define the work before evaluating people?

Evaluate the work first. Otherwise, you may hire impressive specialists for a problem that does not need AI, lacks usable data, or cannot be integrated into the workflow where value is expected.

  1. State the user outcome in plain language. Describe who needs what changed, how the current process works, and what a successful result looks like. Avoid starting with “build a model.”
  2. Confirm that AI is appropriate. Compare an AI approach with rules, search, process redesign, or better reporting. Record why uncertainty, automation, prediction, generation, or classification is needed.
  3. Map the service or workflow. Identify inputs, decisions, handoffs, human approvals, downstream systems, affected people, and what happens when the system is unavailable or wrong.
  4. List constraints. Include response time, accuracy expectations, legal permissions, security boundaries, budget, staffing capacity, language or accessibility needs, and the consequences of an incorrect output.
  5. Write acceptance questions. Specify how usefulness, safety, fairness, reliability, and operational cost will be evaluated. A team cannot demonstrate a missing skill if success has not been defined.

The UK Data and AI Ethics Framework recommends writing objectives in non-technical terms and involving diverse stakeholders in design and testing. Those steps reveal capabilities that a purely technical brief often misses.

Which responsibilities must your team cover?

Use this map as a starting point. Mark a responsibility “not needed” only after recording why it does not apply to this project.

Responsibility What the owner must deliver Evidence to request Typical failure if uncovered
Product and delivery Problem definition, requirements, priorities, decisions, scope and acceptance criteria Product brief, roadmap, decision log, shipped service A technically impressive system that solves the wrong problem
Domain and user understanding Workflow knowledge, affected-user needs, usability checks and validation of usefulness Interview synthesis, workflow map, pilot feedback, domain references Outputs that are unusable, unsafe or rejected by the people expected to use them
Data architecture and engineering Data access, provenance, pipelines, quality checks, privacy controls and update process Schema, lineage diagram, data-quality procedure, access review Unreliable, inaccessible or non-compliant training and production data
Data science and evaluation Baselines, features or prompts, experiments, statistical reasoning, metrics, uncertainty and interpretation Evaluation plan, experiment record, error analysis, reproducible notebook or report Claims based on a convenient metric or a model that fails on real cases
Software and ML engineering Reproducible code, integration, testing, model or prompt serving, scaling and maintainability Repository, tests, architecture decision, deployment artifact, code review A prototype that cannot be integrated, reproduced or safely changed
Deployment and operations Automation, monitoring, alerting, rollback, capacity, cost and incident response Pipeline, dashboard, runbook, alert history, post-incident review Silent quality drift, outages, runaway spend or no recovery path
Security, privacy, ethics and legal Permissions, threat model, data minimization, impact assessment, fairness, explainability and human control Risk assessment, threat model, privacy review, mitigation record Unauthorized disclosure, discriminatory outcomes or an unlawful deployment
Accountability and governance Named system owner, change authority, independent challenge, escalation and decommissioning plan RACI-style matrix, approval record, escalation contacts, retirement criteria No one can stop, correct or retire a harmful system

Product and delivery

The product owner translates an organizational goal into a bounded service and makes trade-offs when quality, speed, cost and risk conflict. Look for evidence of prioritization and stakeholder decisions, not only a backlog of technical tasks.

Domain and user research

A domain specialist understands exceptions, terminology, incentives and the cost of errors. User researchers or service designers test whether the output fits the real workflow. Include people who may be affected even if they are not the direct customer; their perspective often exposes inaccessible or discriminatory assumptions.

Data architecture and engineering

This capability covers how data is obtained, joined, transformed, versioned, secured and refreshed. The owner should be able to explain provenance and permissions for every important field or document set, and what happens when an upstream source changes.

Data science and evaluation

The data scientist or equivalent must establish a non-AI baseline, choose metrics that reflect the user outcome, design representative tests, analyze errors and communicate uncertainty. For generative systems, that includes task-specific quality checks, refusal and hallucination tests, retrieval evaluation where applicable, and human review criteria.

Software and ML engineering

ML engineering turns an experiment into a dependable component. Ask how code, data, model or prompt versions are tracked; how tests run in continuous integration; how interfaces are protected from malformed or adversarial input; and how a change is rolled back.

Deployment and operations

Operations ownership starts before launch. The team needs service-level expectations, telemetry, alert thresholds, capacity planning, cost controls, on-call coverage and a practiced incident path. Monitoring only uptime is insufficient: watch data quality, latency, output quality, drift, abuse signals and human override rates.

Security, privacy, ethics and legal

These are active engineering and governance responsibilities, not a final approval checkbox. The owner should identify sensitive data, access boundaries, threat scenarios, retention rules, affected groups, explainability needs and points where a person must remain in control.

How do you build a responsibility matrix?

Create one row for every capability and decision that could block safe delivery. A blank cell is a risk signal, not an invitation to assume that “the team” will handle it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Capability Needed? Named owner Evidence Depth needed Backup Gap action Decision date
Problem and product framing
Domain and user research
Data access, quality and governance
Modeling and evaluation
Software and ML engineering
Deployment, monitoring and operations
Security, privacy, ethics and legal review
Accountability and incident response

For each row, record the person who is answerable for the outcome, the people who contribute, and the person who can approve or stop a release. Revisit the matrix when the project moves from discovery to prototype, pilot, production and live operation; ownership often changes at those transitions.

How should you score skills and evidence?

Score evidence, not titles or years of experience. Ask every candidate or internal owner to show work that resembles the proposed project.

Score Meaning Acceptable evidence
0 — absent No owner or no credible ability Unanswered questions, reliance on another team with no commitment
1 — literacy Can participate and recognize issues, but needs close specialist support Completed training, reviewed plans, supervised contribution
2 — independent Can deliver the responsibility for a normal project and explain trade-offs Shipped component, evaluation report, data-quality process, tested runbook
3 — deep or critical Can design the approach, handle unusual failures and coach others Production ownership, incident review, complex audit or domain-critical delivery

Set the required depth per row. A low-risk adoption project may need broad literacy and a few independent specialists. A bespoke, regulated or safety-critical system needs deeper expertise in evaluation, security, privacy, operations and domain impact. SFIA’s skills framework uses the same basic questions: which skills matter, what level is required, where are the gaps, and should they be closed through training, hiring or outsourcing?

Evidence prompts for an interview or review

  • “Show a system you shipped. What changed between prototype and production?”
  • “Show an evaluation plan and an example of an error that changed your design.”
  • “How did you detect a data-quality problem, and who decided whether to proceed?”
  • “Show a monitoring dashboard or runbook. What alert would wake you at night?”
  • “Describe an incident, rollback or model change. What did you document afterward?”
  • “Which users or groups challenged your assumptions, and what did you change?”
  • “What work could you not do alone, and who would provide the review?”

References should confirm the person’s actual responsibility, not merely their participation. A slide deck about an AI system is weaker evidence than a reproducible evaluation, an access-control review, a production change record or a post-incident analysis.

How do you assess data and platform readiness?

Data readiness is a team capability as much as a technical condition. Microsoft’s readiness guidance emphasizes assessing skills and data before committing resources; UK guidance warns that error-strewn or unrepresentative data can produce poor or biased results.

  • Accuracy: Are values correct against a trusted reference?
  • Completeness: Which fields, cases or populations are missing?
  • Uniqueness: Are duplicate records distorting counts or labels?
  • Timeliness: How quickly do updates arrive, and is that fast enough for the decision?
  • Validity and consistency: Do formats, definitions and units remain stable across sources?
  • Relevance and sufficiency: Does the data represent the task and contain enough examples of important cases?
  • Representativeness: Who is under-represented, excluded or measured differently?
  • Provenance and rights: Can the team prove where data came from and that it may be used this way?
  • Security: Are access, encryption, retention, secrets and environment separation designed?
  • Update and change control: Who notices a schema change, stale source or broken pipeline?

Ask the data owner to demonstrate a quality check and trace one production output back to its source. If the team cannot connect data to the service, secure it and maintain it, a more sophisticated model will not fix the readiness gap.

How do you test governance and accountability?

Write down the people who own the system, maintain it, can change code or models, test it, monitor it, approve access and handle escalation. The UK ethics and AI project-management guidance calls for meaningful human control, feedback, evaluation, improvement and a plan for decommissioning.

Questions that expose missing accountability

  • Who can stop the system immediately, and what conditions trigger that action?
  • Who approves a new model, prompt, data source or threshold?
  • Who investigates a complaint or suspected discriminatory outcome?
  • Who verifies that monitoring still measures the risks after a workflow changes?
  • Who communicates an incident to users, customers, regulators or executives?
  • What is the retirement condition, and how will records and user access be handled?

Require an independent challenge for high-impact decisions. Independence does not always mean a separate department; it means the person checking assumptions has enough authority and distance to disagree with the builder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do you find single points of failure?

For every critical row in the matrix, name a backup who has access, context and enough skill to act. A nominal substitute who cannot deploy, inspect data or contact stakeholders is not real coverage.

  • Identify knowledge held by one person, including undocumented vendor settings and credentials.
  • Check coverage during leave, turnover, incident response and after launch, not only during development.
  • Document how responsibilities move from discovery to pilot, production and support.
  • Run a handover or tabletop exercise so the backup can perform a realistic task.
  • Include diverse domain and technical viewpoints; the UK AI Playbook highlights their value in detecting bias and discrimination risks.

Capacity matters too. A team may have every skill on paper but no time for evaluation, monitoring, user support or incident response once the system is live.

Should you train, hire, outsource or partner?

Choose the gap-closing action per capability, not as a single decision for the whole project.

Option Use it when Trade-offs to check
Train existing staff The gap is repeatable, the project has time, and internal context is valuable Training does not replace supervised practice, independent review or scarce specialist depth
Hire The capability is strategic, recurring and must remain inside the organization Recruiting time, onboarding, retention and the need for complementary roles
Specialist partner A capability is rare, urgent or needed for a defined assessment, migration or audit Handover, data access, vendor dependency, confidentiality and who operates the result afterward
Broaden an internal partnership Another team already owns the platform, security, legal or domain capability Shared priorities, service levels, decision rights and genuine capacity
Narrow the scope A critical gap cannot be closed safely within the project’s constraints Reduced user value may be preferable to an uncontrolled high-impact deployment

The Australian National AI Centre’s readiness activity is useful for a structured conversation about training needs, confidence, communication, oversight and team culture. Record a decision date and an exit condition for each amber or red gap.

How do you compare two plausible AI teams?

Use the same evidence requests and score both teams against the project’s hardest risks. A polished demo should not outweigh weak data access or absent operations coverage.

Comparison axis What to examine
Lifecycle coverage Discovery, data preparation, build, evaluation, deployment, monitoring, incidents and retirement
Depth at the hardest technical point For example, retrieval quality, forecasting, computer vision, safety testing or secure integration
Data competence Access rights, quality, lineage, representativeness, privacy and update controls
Domain and user understanding Workflow knowledge, affected-user participation and evidence of changing the design from feedback
Production record Testing, releases, observability, rollback, cost management and incident response
Evaluation independence Ability and authority to challenge the builder’s assumptions and metrics
Ownership and communication Clear decisions, documentation, escalation and handover arrangements
Diversity of perspectives Different technical, domain and lived viewpoints relevant to potential harm
Resilience and capacity Backups, availability after launch and realistic support workload
Cost and time to close gaps What must be added before the next gate, and what remains a dependency

Do not collapse these axes into a single average if one capability is safety-critical. A team with a lower overall score may be the safer choice if it has strong ownership and evidence in the project’s highest-consequence area.

What does “ready to start” look like?

Starting does not mean every skill is perfect. It means unresolved risks are visible, owned and bounded.

  • Every critical responsibility has a named owner.
  • Each owner has evidence matched to the required depth.
  • Data access, provenance, quality, representativeness and permissions have been checked.
  • Evaluation includes a baseline, realistic cases, error analysis and uncertainty.
  • Security, privacy, ethics and legal reviews have an accountable path.
  • Deployment, monitoring, rollback, cost control and incident response are assigned before launch.
  • Human control, feedback, escalation and decommissioning are defined.
  • Critical responsibilities have a capable backup or an explicit mitigation.
  • Every amber or red gap has an action, owner, decision date and scope limit.
  • The team has enough capacity after launch, not just during the build.

Conversely, pause or narrow the project when a critical row has no owner, data rights are uncertain, evaluation cannot be independent, or nobody is accountable for live operation. No authoritative framework establishes a universal staffing ratio or success percentage. UK guidance says that having at least two data scientists can help collaboration and validation, but that is practical guidance, not a rule that applies to every project.

What common mistakes undermine a skill-mix review?

Hiring for titles instead of outcomes

A “senior AI engineer” title does not prove experience with your data, users or operating constraints. Require artifacts and references tied to the responsibility you need.

Stopping at the prototype

Notebook competence cannot substitute for secure integration, monitoring, on-call coverage and a rollback path. Add production and support rows to the matrix before approving a pilot.

Assuming data is someone else’s problem

Without lineage, quality checks and permissions, modeling effort can create a convincing result that cannot be used. Make the data owner a named participant from the beginning.

Using one metric as proof

Aggregate accuracy can hide subgroup failures, calibration problems, unacceptable latency or a workflow that users do not trust. Pair technical metrics with outcome, safety and operational measures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving ethics and security until approval

Late findings can force a redesign because the system architecture, data collection or user interface already embeds risky assumptions. Include review and mitigation work in the initial plan.

Ignoring handovers and turnover

Document decisions, access, assumptions and runbooks while the context is fresh. Test that a backup can perform the task rather than merely listing a name.

How can you run the evaluation as a practical review?

  1. Hold a problem-and-workshop session. Produce the plain-language outcome, workflow map, constraints and affected-user list.
  2. Draft the responsibility matrix. Include lifecycle, governance and operations rows, then mark the required depth for each.
  3. Collect evidence. Review shipped systems, evaluation documents, data procedures, code, dashboards, incident records and references.
  4. Interview owners and challengers. Ask them to explain trade-offs, uncertainty, failure handling and what they would refuse to automate.
  5. Inspect data and platform access. Trace representative records, test permissions and identify update or integration dependencies.
  6. Run a risk and accountability review. Name approval, escalation, human-control and retirement decisions.
  7. Score coverage and resilience. Mark absent, shallow, independent or deep capability; test backups and capacity.
  8. Choose gap actions. Assign training, hiring, partnership, specialist support or scope reduction with a date and exit condition.
  9. Approve a gated start. Begin only with a written record of owners, evidence, unresolved risks and the next decision point.

Frequently Asked Questions

How many people should be on an AI project team?

There is no validated universal ratio. Size the team from the responsibilities and required depth: one person may combine roles in a low-risk project, while high-impact work may need separate builders, evaluators, domain reviewers and operations coverage.

What should I ask an AI consultancy before signing a statement of work?

Ask who owns data permissions, evaluation, security review, production operation and incident response after handover. Require named personnel, example deliverables, access and exit terms, documentation obligations, and a plan for replacing a team member.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

How can a nontechnical executive judge whether an evaluation is credible?

Ask what baseline the system beats, which users and failure cases were included, how uncertainty is reported, and who independently checked the results. A credible evaluation can explain what the metric does not measure and what evidence would cause the team to stop.

When is an AI project too risky to start with the current team?

Pause when no one can own a high-consequence decision, data rights or representativeness are unknown, or the team cannot monitor and reverse behavior in production. Reduce the scope to a lower-impact use case only if the remaining risks are measurable and controlled.
