Evaluate an AI system as one element of a documented mission safety case—not as a model that merely achieves a high test score. Start with mission hazards, safety requirements, operating limits and authority boundaries. Then prove, with controlled data and independent review, how the system behaves in nominal, off-nominal, adversarial, degraded and unfamiliar conditions; how uncertainty and faults are detected; how humans can take over; and how the mission recovers when the AI is wrong. NASA’s current handbook guidance says AI/ML is not recommended for safety-critical or other high-criticality applications, and that AI-generated or modified safety-critical code should not be used until certifiable evaluation methods exist. Advisory AI outputs must be independently validated by non-AI means.
The result should be an evidence package that links each requirement to a model version, dataset, test, anomaly, reviewer decision and residual-risk acceptance authority. There is no universal “AI reliability percentage” that certifies a spacecraft system; acceptance depends on the mission’s hazards, consequences and objective evidence.
What does it mean to evaluate AI for a safety-critical space mission?
Evaluation means demonstrating that the complete socio-technical system—AI, sensors, software, hardware, operators, communications and procedures—keeps identified hazards within accepted limits throughout the mission lifecycle. A model’s accuracy is only one input. The safety case must explain what can go wrong, how quickly the problem is detected, what prevents an unsafe command, and how the vehicle reaches a safe state.
Build traceability from the mission hazard log to safety requirements, architecture decisions, data and model versions, verification results, anomalies, waivers, corrective actions and the person or organization accepting residual risk. Treat every training run, preprocessing change, compiler, runtime library, hardware target and operating-environment assumption as configuration-controlled evidence.

Why a safety case is stricter than a benchmark
- Benchmarks measure typical performance. Safety cases address credible worst cases, including rare combinations of faults and unfamiliar inputs.
- Mission consequences are asymmetric. A missed thermal warning may be far more damaging than an unnecessary alert, so false negatives and false positives need separate limits.
- Space operations are constrained. Radiation effects, sensor degradation, communication delay, limited compute and long periods without ground contact must be represented in verification.
- Evidence must survive review. Results need reproducible configurations, independent checking and a clear risk-acceptance decision.
How should you classify the AI’s mission role and consequence of failure?
Record the AI’s authority before selecting tests. An advisory system recommends an action while a qualified human or deterministic function decides. A supervisory system selects modes or manages other automation within bounded rules. A directly controlling system issues commands that can alter vehicle state without an intervening human decision. Greater authority and greater consequence require stronger assurance, tighter operating envelopes and more conservative fallback behavior.
| Role | Typical authority | Evaluation emphasis |
|---|---|---|
| Advisory | Displays predictions, prioritizes alerts or proposes procedures; cannot command safety-critical actuators | Independent validation of outputs, calibrated uncertainty, alert interpretation, workload and procedures that prevent automation bias |
| Supervisory | Selects among approved modes or configures subordinate functions within explicit limits | Mode-transition correctness, boundary enforcement, timing, fault containment, human override and recovery demonstrations |
| Direct control | Generates or executes commands affecting propulsion, attitude, power, thermal control, life support or other high-consequence functions | Full hazard analysis, requirements-based and fault-injection testing, fail-safe behavior, independent V&V and a compelling justification for any autonomy |
For each role, document consequences for crew, vehicle, payload, ground personnel, the public and the environment. Include loss of mission, injury, contamination, collision, uncontrolled re-entry, data loss and inability to recover. A system that is advisory during routine operations may become supervisory during a communication outage; evaluate the highest authority it can assume, not only its nominal mode.
How do you write safety requirements that can actually be tested?
Convert broad goals such as “the AI must be reliable” into observable, bounded requirements. Each requirement should specify the input conditions, permitted output, timing, detection threshold, fallback mode and evidence needed for acceptance.
Requirements to include
- Prohibited actions: commands or recommendations the AI must never issue, such as firing a thruster outside an approved attitude and propellant envelope.
- Operating limits: sensor-quality ranges, illumination, temperature, radiation state, latency, bandwidth, processor load and mission phases in which the model is authorized.
- Detection and timing: maximum time to flag an unsafe condition, confidence or probability thresholds, and behavior when uncertainty is unavailable.
- Fallback modes: deterministic control, hold-last-safe-state, safe-hold, shutdown or transfer to human control, with entry and exit criteria.
- Human authority: who may override, how the command is authenticated, maximum takeover time and what happens if communications are delayed or contested.
- Update constraints: who can approve a model or data change, what re-verification is required and how rollback works.
A useful requirement has a form such as: “When sensor-quality flag Q is below threshold T during mission phase P, the AI shall not issue control command C; it shall declare an invalid-input state within D milliseconds and transfer to fallback F.” The thresholds, timing and fallback must be justified by hazard analysis and verified on representative hardware.
How should data, models and computing environments be controlled?
Configuration control is part of safety assurance. Freeze and identify the exact dataset partitions, labels, sampling rules, preprocessing, augmentation, model weights, hyperparameters, training code, compiler, runtime, hardware accelerator, operating system and environmental assumptions used for every result.

Check data before training and testing
- Measure whether data represent each mission phase, sensor mode, lighting condition, geometry, thermal state and communications state in the authorized envelope.
- Separate training, validation and test data by scenario and time where possible; prevent near-duplicate observations from leaking across splits.
- Record known blind spots, missing labels, synthetic-data assumptions and any human disagreement in annotations.
- Retain raw inputs, derived features and preprocessing outputs so an anomaly can be reproduced.
- Define out-of-distribution indicators and the action taken when they trigger: abstain, degrade to a deterministic function or request human review.
Any change to data, labels, preprocessing, model weights, toolchain or target hardware is a potential safety change. Re-enter verification when the change can alter behavior in the mission operating envelope.
What testing is required before deployment?
No single test is sufficient. Combine requirements-based checks, simulation, hardware-in-the-loop, stress and boundary testing, fault injection, adversarial evaluation, uncertainty and calibration analysis, distribution-shift testing and demonstrations of recovery. Tests should exercise both the AI and the surrounding monitors, interlocks and fallback controls.
| Test family | What to exercise | Evidence to retain |
|---|---|---|
| Nominal | Expected sensor quality, mission timelines and approved operating modes | Requirement pass/fail records, timing, resource use and repeatability |
| Off-nominal | Sensor dropouts, bias, noise, actuator degradation, thermal excursions, delayed or missing communications | Fault-injection setup, detection latency, declared state and safe response |
| Boundary and stress | Limits of attitude, power, processor load, memory, bandwidth, temperature and timing | Limit values, margin, saturation behavior and recovery results |
| Adversarial and cybersecurity | Manipulated or misleading inputs, spoofing, poisoning paths and malformed messages | Threat assumptions, attack success criteria, mitigations and retest results |
| Distribution shift | Conditions absent or rare in training, including new terrain, illumination, sensor aging or mission phases | Shift detector performance, uncertainty response and abstention behavior |
| Hardware-in-the-loop | Flight-representative processors, sensors, buses and actuator interfaces | Timing, numerical effects, resource limits and interface traces |
| Recovery and fail-safe | Model crash, watchdog timeout, invalid output, power cycling and human takeover | Transition timing, final state, command authority and operator confirmation |
Use scenario combinations rather than isolated faults when hazard analysis identifies common-cause risks. For example, test a degraded star tracker together with a communications delay and high processor load if that combination could prevent detection or takeover.
Which metrics show whether the AI is safe enough?
Report metrics by mission phase, environment and consequence class; aggregate averages can hide a dangerous tail. Pair every performance number with its test population, confidence interval or uncertainty statement, hardware and software configuration, and acceptance threshold.
- Detection latency: elapsed time from a hazardous condition to a declared fault, alert or safe-mode transition.
- False-alarm rate: unnecessary alerts or mode changes, separated by phase because nuisance alerts can overload operators.
- Missed-hazard rate: hazardous cases not detected within the required time; this is often more important than overall accuracy.
- Uncertainty quality: calibration, coverage of prediction intervals and frequency of abstention when the input is unfamiliar.
- Robustness: performance degradation under noise, sensor bias, timing variation, adversarial manipulation and distribution shift.
- Recoverability: probability or proportion of injected faults from which the system reaches an approved safe state within the required time.
- Human takeover: time to recognize the alert, understand the mode, issue an override and confirm vehicle response under realistic workload and communication delay.
- Resource margin: processor, memory, power, bandwidth and thermal headroom under worst-case scheduling.
Do not convert these metrics into a universal certification percentage. NASA’s published guidance does not provide a single pass rate or reliability number that applies to all space AI; the mission authority must set thresholds from hazard severity and operating requirements.

How do you test human interaction and authority boundaries?
Human factors are safety functions, not interface polish. Evaluate whether operators correctly interpret confidence, alerts, mode labels and recommended actions when several events occur at once. Test realistic workload, fatigue, training differences, communications delay and loss of contact.

- Present nominal and degraded scenarios without revealing the expected answer; measure detection, diagnosis and action times.
- Inject plausible but incorrect high-confidence recommendations to expose automation bias.
- Test mode transitions and ensure the display makes current authority, inhibited commands and fallback state unambiguous.
- Measure whether an operator can override within the requirement, including authentication and confirmation steps.
- Repeat with delayed, intermittent or one-way communications and verify that procedures remain safe.
- Record workload, near misses, misunderstood alerts and procedural changes; retest after any redesign.
For crewed missions, include training and fatigue assumptions in the safety case. For uncrewed vehicles, ground controllers still need takeover and recovery procedures that work when telemetry is sparse or delayed.
When is independent verification and validation required?
Independent verification and validation (IV&V) should begin early enough to influence architecture, not merely audit a finished model. NASA’s SWE-141 recommendation is to start as early as possible and, when there is no earlier key decision point, no later than the System Requirements Review. Independence means the reviewers can challenge requirements, test selection, results and risk claims without reporting solely to the development team.
What independent reviewers should examine
- Hazard analysis, assumptions, authority boundaries and completeness of safety requirements.
- Data provenance, representativeness, labeling quality, blind spots and separation of test evidence.
- Model and toolchain configuration, reproducibility and hardware-target effects.
- Test adequacy, oracle quality, coverage of off-nominal and adversarial conditions, and treatment of inconclusive results.
- Human-factors evidence, cybersecurity controls, fallback behavior and update or rollback procedures.
- Open findings, waivers, corrective actions and objective retest evidence.
NASA-STD-8739.8B, dated 8 September 2022 and active, defines a systematic software-assurance, software-safety and IV&V approach from conception through retirement. NASA’s Software Assurance and Software Safety program also covers hazard analysis, lifecycle assurance, independent assessments, security testing and IV&V for safety- and mission-critical software.
Which standards and guidance apply?
Use the standards required by the sponsoring agency, contract and mission classification; none replaces a mission-specific safety case.

How should two AI approaches be compared?
Compare approaches against the same hazards, operating envelope and evidence burden. A model that scores better on nominal data may still be less suitable if its uncertainty is poorly calibrated or its failures are difficult to detect.
| Comparison axis | Questions to ask |
|---|---|
| Consequence of failure | What hazards can each approach create, and how severe are the outcomes? |
| Authority | Does it advise, supervise or directly control, and can that authority expand during contingencies? |
| Coverage | Which mission phases, off-nominal combinations and sensor conditions are represented? |
| Uncertainty | Are confidence estimates calibrated, and does the system abstain when unfamiliar? |
| Robustness | How does performance change under distribution shift, noise, faults and adversarial inputs? |
| Detectability and recovery | Can monitors identify a bad output quickly, and is a safe fallback available? |
| Human override | Can operators understand and take control within the required time? |
| V&V independence | Can an independent team reproduce and challenge the evidence before design freeze? |
| Configuration and updates | Are data, weights, toolchains, hardware and rollback paths controlled? |
| Cybersecurity | What prevents poisoned data, spoofed inputs or unauthorized model changes? |
| Evidence completeness | Does the package support a clear residual-risk decision, including unresolved limits? |
What belongs in the final AI safety-case package?
Organize the package so a reviewer can trace a hazard to a decision without relying on undocumented expert knowledge.
- Mission description, operating envelope, architecture and authority boundaries.
- Hazard log, severity and likelihood rationale, controls and residual-risk statements.
- Requirements with verification methods, thresholds, timing and fallback criteria.
- Data dictionary, provenance, labels, preprocessing, representativeness analysis and blind-spot register.
- Model cards or equivalent configuration records covering weights, hyperparameters, toolchain, hardware and runtime.
- Test plans and raw results for nominal, off-nominal, boundary, stress, adversarial, degraded and out-of-distribution scenarios.
- Calibration, uncertainty, latency, false-alarm, missed-hazard, resource-margin and recovery analyses.
- Human-factors studies, procedures, training assumptions and takeover demonstrations.
- Independent V&V reports, findings, waivers, corrective actions and retest evidence.
- Cybersecurity assessment, access controls, signing and update or rollback procedures.
- Monitoring plan, anomaly reporting, drift thresholds and criteria for re-entering verification.
- Formal residual-risk acceptance naming the authority, assumptions, evidence limits and operational constraints.
How do you monitor an AI after launch?
Deployment is the start of operational assurance, not the end of verification. Monitor model drift, anomalies, false alarms, missed detections, cybersecurity events, resource use, communications conditions and every model or data change. Preserve telemetry and decision logs with synchronized time so an event can be reconstructed.
Define triggers for investigation and rollback before launch. A trigger may be a rise in missed hazards, repeated out-of-distribution declarations, a new sensor firmware version, a changed mission phase or a cybersecurity incident. Freeze the affected configuration, move to the approved fallback, notify the responsible authority and re-run the relevant verification before restoring autonomy.

Can AI safely control a spacecraft?
It can be considered only when the mission authority can demonstrate bounded authority, hazard controls, independent evidence, reliable detection of invalid behavior and a recovery path that works under realistic delays and faults. NASA’s current handbook position is notably conservative: AI/ML for safety-critical or other high-criticality applications is not recommended, and AI or generative AI should not generate or modify safety-critical code until proven, certifiable evaluation methods exist.
That guidance makes advisory uses easier to justify than direct control, but advisory outputs still require independent validation with non-AI means. For any proposed control function, the burden is to show why deterministic alternatives are insufficient, how the AI is constrained, and how residual risk is accepted by the authorized organization.
What commonly causes an evaluation to fail?
- Testing only average accuracy: rare missed hazards and tail behavior remain invisible.
- Unclear authority: operators do not know whether a recommendation can become a command during a mode change.
- Uncontrolled updates: a new label set, library or processor silently changes behavior.
- Unrealistic simulation: clean, independent faults do not represent coupled failures, timing or resource limits.
- Confidence mistaken for safety: an uncalibrated high score is treated as evidence that an input is familiar.
- Late IV&V: independent reviewers discover architectural problems after they can no longer be corrected economically.
- No operational rollback: the team has no tested way to disable the model when drift or an anomaly appears.
Correct these failures by returning to the hazard log and requirements, tightening the operating envelope, adding targeted tests and documenting the remaining evidence gap rather than averaging it away.

Frequently Asked Questions
How do you certify AI for space?
There is no single AI certificate or universal reliability threshold. Certification or mission acceptance comes from applying the program’s safety and software-assurance standards to a documented safety case, with requirements traceability, independent V&V and a named authority accepting residual risk.
What evidence should be shown at a design review?
Show the hazard-to-requirement trace, configuration baseline, representative test results, open anomalies, independent findings, fallback demonstrations and a clear list of assumptions and evidence limits. Reviewers should be able to reproduce key results on the target hardware or an equivalently justified environment.
How should an AI respond to an unfamiliar sensor input?
The requirement should define an out-of-distribution or invalid-input response before testing begins. Depending on the hazard, the safe response may be abstention, a deterministic fallback, safe-hold or a human alert; continuing with a high-confidence prediction is not an adequate default.
When must a model change trigger re-verification?
Re-verify whenever changed data, labels, preprocessing, weights, runtime, compiler, hardware, sensor firmware or mission context can alter behavior in the authorized envelope. Operational triggers such as drift, repeated anomalies or a cybersecurity event should also force a controlled rollback and review.
Does hardware-in-the-loop replace flight testing?
No. Hardware-in-the-loop exposes timing, interface and resource effects that software simulation can miss, but it is one layer of evidence. The safety case still needs requirements-based analysis, realistic fault and human-interaction tests, independent review and operational monitoring.
