Evaluate AI-enabled biosecurity research as part of a broader biorisk-governance system, not as a stand-alone software review. The reliable approach examines the work’s scientific value, the AI and biological activities involved, the research setting, biosafety, laboratory biosecurity, dual-use and information risks, applicable oversight, and whether safeguards are proportionate, assigned to accountable people, and measurable.

Artificial intelligence changes the risk picture because it can affect how biological information is generated, processed, shared, or acted on. It does not eliminate the need for context: the same model may present different risks depending on its capabilities, users, data, laboratory access, institutional controls, jurisdiction, and intended application. The workflow below turns that principle into a review that can support a funding decision, institutional approval, or continuing oversight.

What does a safety and reliability evaluation of AI-enabled biosecurity research include?

A complete evaluation connects four questions: why the work should be done, what the work and setting could enable, how harms would be prevented or contained, and how the decision will be checked over time. WHO’s global framework treats laboratory biosafety, laboratory biosecurity, and dual-use research oversight as related parts of biorisk governance, with responsibilities shared by researchers, institutions, funders, regulators, publishers, and other stakeholders across the research life cycle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Biosecurity is therefore one pillar rather than the whole review. A proposal can be physically safe in a laboratory yet create an information hazard, expose sensitive data, weaken access controls, or increase the ability of an unauthorized user to cause harm. Conversely, a model with dual-use potential may be manageable in a well-controlled setting and unacceptable where training, monitoring, or incident response is weak.

Use a consequence-driven perspective

WHO’s 2024 laboratory biosecurity guidance identifies artificial intelligence as an emerging technology relevant to biosecurity assessment. It calls for consequence-driven assessment across the life cycle of handling high-consequence biological material, technology, and information. In practice, reviewers should ask what could happen, how severe the outcome would be, how plausible the pathway is, and whether the setting can prevent, detect, respond to, and recover from an incident.

Keep safety and reliability distinct but connected

Safety concerns include accidental exposure, contamination, unsafe experimental decisions, and failures in laboratory practice. Reliability concerns whether the governance process works consistently: whether risk assumptions are documented, controls operate as intended, decisions are reproducible, and changes trigger a fresh review. A technically accurate model does not make an unreliable oversight process acceptable.

How should a review establish scientific purpose and value?

Begin by stating the research question, the expected scientific or public benefit, and the result that would justify proceeding. Funder guidance places risk review after scientific-merit assessment and recommends applying the detailed review to shortlisted proposals with significant value. A risk score is not a substitute for explaining why the work matters.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the decision the review must support

  • Funding decision: determine whether the expected benefit warrants support subject to specified conditions.
  • Institutional authorization: decide whether the organization can conduct the work safely and securely in its current setting.
  • Publication or release decision: determine whether the information, model, code, or data can be shared at the proposed level of detail.
  • Continuation decision: confirm that controls remain suitable as the project, model, personnel, or threat environment changes.

Describe benefits that can be tested

Write benefits as observable outcomes rather than broad promises. Examples include improving detection of a biological threat, reducing time needed to analyze surveillance data, or supporting a defined public-health capability. Identify who receives the benefit, on what time scale, and what evidence would show that the claimed value is being delivered. This makes it possible to compare benefit against residual risk without treating either side as a slogan.

What scope and context should the evaluation capture?

Record the AI system, the biological context, the activities proposed, the setting, and the portion of the life cycle under review. WHO guidance is intended to be adapted to national and institutional contexts, not applied as a one-size-fits-all checklist.

Describe the AI system at a useful level

  • State whether the system is a general model, a specialized biological model, an automated workflow, or a decision-support tool.
  • Identify the inputs, outputs, users, interfaces, connected tools, and permissions that matter to the risk decision.
  • Explain whether the system can generate, transform, rank, retrieve, or transmit biological information.
  • Record model version, data sources, update process, and any external services or repositories that are part of the workflow.

Keep descriptions high level when additional operational detail would itself create an information hazard. The purpose is to establish the risk-relevant capabilities and dependencies, not to publish a recipe for misuse.

Describe the biological and institutional setting

  • Identify the organisms, toxins, materials, data, or design activities involved, using the level of specificity required by the responsible oversight body.
  • List laboratory access arrangements, information-security controls, supervision, training, and incident-response capacity.
  • State the jurisdiction, applicable institutional policies, approvals, and reporting duties.
  • Clarify which activities are performed by the research team, contractors, cloud providers, collaborators, or downstream users.

Context determines exposure. A model evaluated only in a sandbox may have a different risk profile once connected to laboratory systems, shared with collaborators, or released publicly. The review should therefore cover the intended deployment path, not only the prototype.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which risk categories should reviewers assess?

Organize the assessment around accidental safety risks, security risks, deliberate misuse, and information hazards. For each category, describe plausible pathways, consequences, existing controls, residual risk, and the setting’s ability to detect and recover from failure.

Accidental safety risks

Consider whether model errors, automation, or overconfident recommendations could lead to unsafe handling, incorrect interpretation, contamination, or inappropriate experimental choices. Examine human review points, uncertainty communication, validation requirements, and stop conditions. A system that assists with analysis should not silently become an authority for actions that require qualified biological judgment.

Security risks

Review unauthorized access to models, data, credentials, laboratory systems, and outputs. Include account management, least-privilege permissions, logging, secure storage, backup, vulnerability handling, and the security of interfaces that connect AI services to biological workflows. Information security belongs in the biosecurity assessment because compromise can expose sensitive capabilities even when no physical material is moved.

Deliberate misuse and dual-use

Ask how a capable actor could repurpose the work, what assistance the system might provide, and whether the proposed release lowers barriers to harmful activity. Consider misuse by insiders, compromised accounts, external attackers, and downstream users who were not part of the original project. Dual-use review should cover the model, training data, software, documentation, demonstrations, and support materials—not only a final biological experiment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Information hazards

Information can be harmful because it is actionable, sensitive, or easy to combine with other resources. Review generated outputs, evaluation examples, prompts, model weights, code, metadata, and publication language. Decide what can be shared openly, what requires controlled access, and what should be withheld. Document the reason for each decision so that later reviewers can understand the boundary.

Capacity to prevent, detect, respond, and recover

A hazard is not fully evaluated until the setting’s capabilities are tested. Check whether monitoring would reveal misuse, whether responsible staff know how to escalate an incident, whether access can be suspended quickly, and whether the organization can investigate and restore operations. Weak response capacity may make an otherwise manageable risk unacceptable.

How can benefits and risks be reviewed together?

A recent scholarly proposal describes an upstream risk-benefit process for biological AI models: define a trigger for review, conduct parallel benefit and risk analyses, integrate the findings, and apply proportionate mitigation. The proposal is useful as a design option, but its full text was not available for verification in the source material, so it should not be treated as settled consensus.

Set a review trigger

Specify which capabilities or activities require formal review. Triggers might include access to high-consequence biological information, a model that materially increases design or optimization capability, connection to laboratory systems, public release, or a significant change in users or data. The trigger should be understandable to researchers and enforceable by the institution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run parallel analyses

Have qualified reviewers document expected benefits and plausible harms independently before negotiating a final judgment. Parallel work reduces the chance that enthusiasm about a promising application will minimize hazards, or that a worst-case scenario will obscure a valuable and controllable use.

Integrate and test proportionality

Compare the strength of the benefit evidence with the severity and plausibility of harms. Then ask whether controls reduce risk enough to justify proceeding and whether those controls impose reasonable burdens. Proportionality does not mean choosing the cheapest safeguard; it means matching safeguards to the consequences and uncertainty involved.

Which questions should you use to compare a governance framework?

Use the same axes for every checklist, policy, or proposal-review method. A framework that is detailed but out of scope for the technology can create false assurance.

Axis Questions for the reviewer
Scope Does it cover biosafety, biosecurity, dual-use, and information risks? Does it explicitly address AI-enabled work?
Context Does it consider the work, the setting, applicable rules, and institutional capacity?
Benefits and risks Does it examine scientific or public benefit alongside plausible harms?
Mitigation Are controls proportionate to identified risks and assigned to responsible people or bodies?
Governance Are responsibilities clear across research teams, institutions, funders, and relevant authorities?
Monitoring Can the institution identify gaps, track actions, and revisit the assessment?

Record evidence for each answer. If a framework is silent on a material question, treat that as a coverage gap requiring another policy, specialist review, or a decision to narrow the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should an institution choose and assign mitigations?

Translate each identified risk into a control, an owner, a deadline, and a verification method. WHO’s framework emphasizes shared responsibility across the research life cycle, so no single principal investigator can carry every obligation.

Match controls to the failure pathway

  • Access controls: restrict models, data, tools, and biological facilities to authorized users with reviewed permissions.
  • Human oversight: require qualified review before high-consequence decisions, external release, or changes to experimental plans.
  • Information controls: classify outputs, limit sensitive dissemination, and document publication or sharing decisions.
  • Technical safeguards: use logging, environment separation, secure interfaces, monitoring, and tested backup or shutdown procedures.
  • Procedural safeguards: require training, approval gates, incident reporting, and change-control records.
  • Scope reduction: narrow the model, data, user group, automation level, or release format when stronger controls are not feasible.

Assign responsibility explicitly

For every mitigation, name the person or body that implements it, the person who verifies it, and the authority that can pause or stop the work. Include responsibilities for collaborators, vendors, funders, and publishers where their decisions affect exposure. “The team will monitor risk” is not an auditable assignment unless the team, method, frequency, and escalation route are specified.

Define measurable checks

Examples include reviewing access lists at a stated interval, testing alerting and revocation, recording training completion, sampling logs, checking that sensitive outputs remain in approved repositories, and documenting incident exercises. A check should produce evidence that another reviewer can inspect.

How can BRIET and training support implementation?

WHO describes BRIET as a voluntary tool for identifying institutional strengths and gaps, prioritizing action, and monitoring progress. Its generated data remain stored locally, which can help an institution conduct a structured self-assessment without sending its internal results to a central service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use BRIET as a capacity tool, not a clearance certificate

  1. Assemble representatives from research, laboratory operations, information security, governance, and incident response.
  2. Complete the self-assessment using evidence rather than optimistic assumptions.
  3. Rank gaps by consequence, urgency, and feasibility of correction.
  4. Assign actions, owners, dates, and verification measures.
  5. Repeat the assessment after major changes and compare progress with the previous record.

Because BRIET is voluntary, completing it does not replace legal, regulatory, biosafety, biosecurity, or dual-use approvals. It is most useful when its findings are connected to an institutional action register.

Use training to build shared competence

WHO reported on 29 September 2026 that more than 1,000 learners had enrolled in its multilingual WHO Academy course supporting dual-use research governance and responsible innovation. Training can establish common vocabulary and escalation habits, but attendance alone does not demonstrate that a control works. Pair learning records with exercises, observed decisions, and periodic reassessment.

Which published frameworks cover AI-enabled biological design?

Check the scope statement before relying on any framework. The International Bio Funders’ Compact proposal-review guidance expressly excludes AI-enabled biological design, synthesis, or optimization that could lead to physical biological outputs; its page says a separate framework is forthcoming. It can inform proposal review within its stated boundary, but it is not complete coverage for those excluded activities.

What common review failures undermine safety and reliability?

Treating an AI assessment as a software checklist

Why it fails: it ignores biological consequences, laboratory practice, information hazards, and downstream users.

Fix: integrate AI controls with biosafety, laboratory biosecurity, dual-use oversight, and institutional incident response.

Using a framework outside its scope

Why it fails: a completed form can create false assurance when the framework excludes the relevant activity, such as AI-enabled design, synthesis, or optimization leading to physical outputs.

Fix: read the scope statement first, document exclusions, and add specialist review or a different framework where needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scoring risk without describing benefit

Why it fails: a number cannot show why the work should proceed or whether a mitigation burden is justified.

Fix: complete a clear scientific-merit and benefit analysis before integrating the risk decision.

Listing controls without owners

Why it fails: unassigned actions are easy to postpone and impossible to audit.

Fix: attach an owner, verifier, deadline, evidence, and stop authority to every material mitigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming approval is permanent

Why it fails: models, users, data, interfaces, and threats change after the initial decision.

Fix: define change triggers and review dates, and use monitoring results to revise the decision.

When should an AI-enabled biosecurity assessment be reopened?

Reopen it whenever a change could alter capability, exposure, consequence, or control effectiveness. Triggers include a new model or major update, new training or biological data, broader access, connection to laboratory or external systems, a new collaborator or jurisdiction, a proposed publication or public release, an incident or near miss, and credible new threat information.

Also revisit the assessment when evidence changes. A previously hypothetical misuse pathway may become practical because tools or data became widely available; a mitigation may become less effective because staffing, contracts, or infrastructure changed. Record what changed, which assumptions no longer hold, and whether the decision remains proportionate.

What should the final review record contain?

A concise decision record should let an independent reviewer reconstruct the reasoning without exposing unnecessary sensitive detail. Include:

  • the decision sought and the date, version, and scope reviewed;
  • the research purpose, expected benefit, and scientific-merit basis;
  • the AI system, biological context, users, data, interfaces, and lifecycle stages;
  • the applicable policies, approvals, jurisdiction, and framework scope checks;
  • risk pathways, consequence analysis, uncertainty, and institutional capacity findings;
  • benefit analysis and the integrated risk-benefit judgment;
  • mitigations, owners, verifiers, deadlines, evidence, and stop conditions;
  • information-sharing and publication decisions;
  • monitoring measures, reassessment triggers, and the next review date;
  • residual risk, conditions of approval, and any unresolved dissent.

This record supports accountability across the research life cycle and gives future reviewers a defensible starting point instead of forcing them to reconstruct decisions from email or memory.

Frequently Asked Questions

Can an AI model be low risk in one institution and high risk in another?

Yes. User permissions, connected systems, staff expertise, incident response, and physical or information-security controls can materially change exposure and consequences. The assessment should therefore describe the setting rather than assign a universal risk label to the model alone.

Does completing a self-assessment authorize the research?

No. A self-assessment can reveal gaps and track improvements, but authorization still depends on the institution’s biosafety, biosecurity, dual-use, information-security, legal, and regulatory responsibilities. Keep evidence of approvals separate from the self-assessment record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should reviewers handle uncertainty about a model’s capabilities?

Make the uncertainty explicit, identify what evidence would reduce it, and use conservative access or release controls while it remains unresolved. Reassess after capability testing, model updates, or new information about misuse pathways.

What is the safest way to publish results from dual-use AI research?

Separate findings needed for scientific reproducibility from details that would materially increase harmful capability. Use a documented release review, controlled access where appropriate, and a clear rationale for withholding or limiting sensitive outputs, code, data, or demonstrations.
