Estimate an AI data center in two stages: first calculate the electricity used by IT equipment, then add facility overhead with PUE; calculate onsite (direct) water from IT energy and site WUE, and calculate offsite (indirect) water with a location-specific grid water-intensity factor. Keep the four results separate: IT electricity, total-facility electricity, direct water, and indirect water. A defensible estimate states its boundary, year, geography, operating assumptions, and whether values are measured, modeled, or forecast. For example, 10,000 kWh of monthly IT energy at PUE 1.20 uses 12,000 kWh facility electricity; at WUE 0.30 L/kWh it consumes 3,000 L onsite water. A grid factor of 0.50 L/kWh adds 6,000 L of indirect water.
What exactly should an AI data-center estimate include?
Start by naming the accounting boundary. “AI data-center power” can mean accelerator electricity alone, all IT equipment in a rack, the entire building, or a multi-site fleet. Water can mean water consumed at the site, water consumed to generate purchased electricity, or both. These are different quantities and must not be blended.
- IT electricity: GPUs or other accelerators, CPUs, memory, storage, networking and their local power supplies.
- Total-facility electricity: IT electricity plus cooling, UPS losses, power conversion and distribution, fans, pumps, lighting, controls and other infrastructure.
- Direct (onsite) water: Water consumed inside the site, principally evaporation, blowdown and makeup water in cooling systems.
- Indirect (offsite) water: Water associated with generating the electricity the site buys from the grid. Report this separately from onsite WUE.
Also specify the period (hour, month, operating year), geography, facility type, and data status. A meter reading for a completed year is measured; a spreadsheet using nameplate ratings is modeled; a projection based on planned equipment is forecast. Never present a forecast as historical consumption.

Write a one-line scope statement before collecting numbers. A useful example is: “Calendar-year 2026, one building in Virginia, whole-facility electricity and onsite water, measured monthly where meters exist and modeled for the remaining months.”

Choose the physical boundary
- Rack: Useful for design choices, but it omits shared cooling and electrical losses unless those are allocated.
- Building: Includes the mechanical and electrical plant serving that building and is usually the cleanest metering boundary.
- Campus: Include shared chillers, substations, water treatment and tenant allocations; document the allocation method.
- Fleet: Sum sites only after normalizing periods, units, weather treatment and ownership boundaries.
Choose the time basis
Use hourly data when you need peak electrical demand or water-stress analysis, monthly data for operational reporting, and a full year for annual comparisons. Averages can conceal short hot-weather peaks, especially where evaporative cooling is used. State whether a month is a calendar month, a billing period or a 30-day normalization.
Separate operational and embodied impacts
The method below covers operational electricity and water. It does not include the water or energy embedded in manufacturing servers, constructing buildings, producing fuels or retiring equipment. Add a separate life-cycle study if those impacts are required.
How do I estimate the electricity used by AI IT equipment?
Build the IT load from equipment classes rather than multiplying a facility meter by a guessed AI share. For each class, multiply installed quantity by power, utilization and operating hours, treating standby and peak behavior explicitly.
Annual IT energy (kWh) = quantity × average operating power (kW) × utilization × operating hours
Use measured average power when available. If only a rated value exists, label the result as a model and apply a utilization assumption. A nameplate maximum is not an annual average: it is a ceiling used for circuit and cooling design.
Inventory the load
| IT class | Inputs to collect | Common modeling issue |
|---|---|---|
| GPU or other accelerator servers | Accelerator count, server count, measured rack power, workload utilization, idle and peak readings | Accelerator utilization may vary by training phase, batch size and memory demand. |
| CPU and general-purpose servers | Socket or server count, average package and chassis power, utilization profile | Control-plane and preprocessing nodes can remain powered while accelerators wait. |
| Storage | Drive or array count, controller power, active and idle hours, replication overhead | Capacity growth can raise energy even when compute demand is flat. |
| Networking | Switches, routers, optical modules and their measured draw | High-speed optics and fabric redundancy are easy to omit. |
| Power supplies and local distribution | Input and output readings, conversion efficiency, UPS topology | Include losses inside the IT boundary consistently; do not count them again in PUE. |
Treat utilization as a time series when possible
For a monthly estimate, calculate separate blocks for training, inference, development and idle capacity. Apply the number of hours each block actually runs instead of one annual utilization percentage. Include scheduled maintenance and failed or throttled hardware. If you only have an annual average, provide a low and high utilization case because energy is close to linear with runtime but not necessarily with throughput.
Account for standby and peaks
Record idle power for powered-on servers and the fraction of time they are available but not executing jobs. Keep peak demand separate from energy: a 30-minute peak affects electrical capacity and cooling design, while kWh determines annual consumption. Generator tests and battery charging belong in the facility electricity ledger when they draw site power; document fuel use separately if you are reporting emissions or source energy.
What is PUE, and how does it convert IT energy to facility power?
Power Usage Effectiveness (PUE) is the ratio of total data-center electricity to IT-equipment electricity. The EU definition is PUE = EDC/EIT. Therefore:

Total facility electricity (kWh) = IT electricity (kWh) × PUE
PUE captures cooling, UPS and transformer losses, power distribution, fans, pumps, lighting and other facility services. It does not describe whether the servers perform useful work, so pair it with utilization or energy per training run.
Use a measured PUE when the boundary supports it
Measure the facility intake and the IT output over the same interval and divide the totals. If some loads are shared with offices or other tenants, subtract or allocate them using a documented method. Do not combine a daily facility reading with a monthly IT estimate without aligning the periods.
Benchmark values and their limits
| Source and scope | PUE | How to interpret it |

| Lawrence Berkeley National Laboratory, modeled U.S. facilities serving AI equipment, 2024 estimate | 1.145 | National modeled average, not a default for an individual site. |
| Lawrence Berkeley National Laboratory, modeled U.S. facilities serving AI equipment, 2030 estimate | 1.136 | Forecast based on equipment shipments, energy models and cooling simulations. |
| Microsoft FY25 (July 2024–June 2025), globally, facilities fully owned and controlled and operational for 12 months | 1.17 | Corporate scope excludes sites not fully owned and controlled; it is not directly comparable to the national model. |
LBNL’s reference case estimates U.S. data centers could use 649 TWh in 2030, or 11.8% of total U.S. electricity, with a scenario range of 9.5% to 15.3%. Those are national projections, not a consumption allowance for your building.
How do I calculate direct onsite water consumption?
Water Usage Effectiveness (WUE) divides onsite water consumption by IT energy. The EU expression is WUE = WIN/EIT; regulatory reporting commonly expresses IT energy in MWh. In litre units:
Direct water (L) = IT energy (kWh) × site WUE (L/kWh)
Count water consumed, not every litre withdrawn. For a cooling tower, consumption generally includes evaporation and blowdown; makeup water is a withdrawal and may exceed consumption when water is discharged for treatment. Define which quantity your meter and report use.
Identify the cooling mode
- Evaporative cooling towers: Water use changes with outdoor temperature, humidity, heat load, cycles of concentration and blowdown control. Hot, dry hours can dominate an annual average.
- Air-cooled systems: Direct water can be near zero during normal operation, although humidification, treatment and maintenance may still consume water.
- Direct-liquid cooling: A closed loop can have low routine consumption, with periodic treatment or leak-replacement water. A heat-rejection system downstream may still evaporate water.
- Hybrid systems: Allocate water by operating mode; a single annual WUE can hide the shift between dry and evaporative operation.
Microsoft reports a global FY25 WUE of 0.27 L/kWh for datacenters it fully owns and controls that were operational for 12 months. Treat that as a bounded corporate benchmark, not a site default. A cool-climate air-cooled facility may be far lower, while a hot, humid site using evaporation may be higher.

How do I estimate indirect water from electricity generation?
Obtain a water-intensity factor for the electricity supply serving the site, expressed in litres per kWh. The factor must match the geography, grid mix, accounting year and whether it represents withdrawal or consumption. Multiply it by total facility electricity in most operational estimates, because the grid supplies IT and overhead power.
Indirect water (L) = total facility electricity (kWh) × grid water factor (L/kWh)
Keep this result in a separate line from direct WUE. Adding it silently to onsite water makes a facility look as if it consumed water at the cooling plant when the water was actually used at power stations. If a contract supplies a specific generator or renewable source, use that source-specific factor and explain the contractual and physical boundary.

How do I run low, base and high scenarios?
At minimum, vary utilization, PUE, site WUE, climate or cooling mode, and the grid-water factor. Keep the IT workload constant in the first pass so readers can see which infrastructure assumptions drive the range.
| Case | IT energy per month | PUE | Facility electricity | Site WUE | Direct water | Grid factor | Indirect water |
|---|---|---|---|---|---|---|---|
| Low infrastructure impact | 10,000 kWh | 1.10 | 11,000 kWh | 0.10 L/kWh | 1,000 L | 0.20 L/kWh | 2,200 L |
| Base illustration | 10,000 kWh | 1.20 | 12,000 kWh | 0.30 L/kWh | 3,000 L | 0.50 L/kWh | 6,000 L |
| High infrastructure impact | 10,000 kWh | 1.40 | 14,000 kWh | 0.70 L/kWh | 7,000 L | 0.90 L/kWh | 12,600 L |
The low and high rows are sensitivity illustrations, not measured benchmarks. Replace each assumption with a meter value or a geographically justified factor before publication. In the base illustration, the combined operational water estimate is 9,000 L, but the direct and indirect components remain 3,000 L and 6,000 L.
What is the complete calculation for a 10,000 kWh month?
- Set the boundary to one facility and one month, and confirm that 10,000 kWh is IT energy rather than the utility-bill total.
- Apply the assumed PUE of 1.20:
10,000 × 1.20 = 12,000 kWhtotal facility electricity. - Apply the site WUE of 0.30 L/kWh to IT energy:
10,000 × 0.30 = 3,000 Ldirect onsite water. - Apply the local grid factor of 0.50 L/kWh to facility electricity:
12,000 × 0.50 = 6,000 Lindirect water. - Report 12,000 kWh facility electricity, 3,000 L direct water and 6,000 L indirect water, with all three assumptions and their sources shown beside the values.
If your 10,000 kWh figure is already a whole-facility meter reading, do not multiply it by PUE again. Instead, divide by PUE to estimate IT energy, or report the meter total directly and use IT energy only for WUE denominators.
How can I build a repeatable measurement spreadsheet?

Which alternatives should I compare when planning an AI facility?
A meaningful comparison uses the same workload and reporting boundary across options. Compare at least these seven axes:
| Axis | Question to ask | Evidence quality to prefer |
|---|---|---|
| IT efficiency and utilization | How much useful training or inference work is delivered per kWh? | Telemetry from production jobs, not only accelerator nameplate power. |
| Cooling technology and climate | How often does the system use evaporation, mechanical refrigeration or dry cooling? | Hourly mode logs paired with weather data. |
| PUE | How much facility electricity supports each kWh of IT energy? | Aligned facility-intake and IT-output meters. |
| Direct WUE | How much onsite water is consumed per kWh of IT energy? | Water meters and a documented consumption-versus-withdrawal definition. |
| Indirect grid-water intensity | How water-intensive is the electricity supply? | Region- and year-specific consumption factors. |
| Reliability | Will a water-saving mode or high utilization threaten uptime? | Capacity, redundancy and incident records alongside efficiency figures. |
| Geography and boundary | Are sites, ownership and accounting periods genuinely comparable? | Matching scope statements and normalized periods. |
A design with a slightly higher PUE can still have lower total water impact if it avoids evaporative cooling in a water-stressed region. Conversely, a low direct WUE does not guarantee low total water impact when the electricity grid has a high water-intensity factor.

Symptom: Cooling and UPS losses appear twice, or not at all. Fix: Use PUE only as total facility electricity divided by IT electricity, and ensure the IT meter boundary is consistent.
Using a corporate WUE as a universal constant
Symptom: A global benchmark is applied to a different climate and cooling design. Fix: Measure site water or model each cooling mode and climate; present the benchmark only as context.
Mixing withdrawal and consumption
Symptom: Makeup-water invoices are compared with evaporation estimates as if they were the same. Fix: Label withdrawal, discharge and consumption separately, then state which one WUE uses.
Ignoring weather and hourly peaks
Symptom: An annual average looks acceptable while summer restrictions are exceeded. Fix: retain hourly or daily water and power profiles and report peak periods in addition to annual totals.

How should I report uncertainty and update the estimate?
Attach an uncertainty note to every major input. Measured facility electricity may be highly reliable while modeled accelerator utilization is uncertain; a precise-looking final number should not hide that imbalance. Give ranges when utilization, PUE, cooling mode or grid factors are uncertain, and identify which variable drives the spread.
Recalculate when accelerator generations, workload mix, cooling controls, electricity contracts or site geography changes. LBNL’s forecast methodology uses planned equipment shipments, per-device energy models and cooling simulations, so forecast years carry more uncertainty than historical meter data. Keep historical measurements locked and publish revisions as a new version rather than silently overwriting them.
What should a publication-ready result contain?
- A scope sentence naming the rack, building, campus or fleet; year; geography; and measured, modeled or forecast status.
- IT electricity, total facility electricity, direct water and indirect water as separate values.
- Formulas for IT energy, PUE, WUE and the grid-water calculation, with units.
- Cooling technology, climate treatment and whether water means consumption or withdrawal.
- Low, base and high assumptions for utilization, PUE, WUE and grid-water intensity.
- Meter coverage, allocation rules, outages, commissioning periods and known data gaps.
- A clear statement that operational figures exclude embodied energy and water unless a separate life-cycle boundary is added.
Frequently Asked Questions
Can I estimate an AI data center’s power from its utility bill alone?
A utility bill gives whole-facility electricity, not the IT denominator needed for PUE or WUE. You can report the bill total directly, but you need IT-side meters or a documented equipment model to separate compute energy from cooling and other overhead.

Include it only if your chosen WUE boundary defines all onsite water consumption that way, and disclose the choice. Many operational analyses isolate cooling-related consumption so that unrelated office uses do not distort comparisons; whichever boundary you choose, apply it consistently across sites.
How often should PUE and WUE be recalculated for a changing AI cluster?
Use continuous or monthly calculations for operations, then publish an annual value after a full weather cycle. Rebaseline after major accelerator deployments, cooling-control changes, expansions or a change in electricity supply, because a prior annual average may no longer represent the facility.
Do backup generators change the water and power calculation?
Electricity drawn to charge batteries or test generators belongs in the facility-energy ledger when it crosses the site boundary. Fuel burned onsite is a separate source-energy and emissions item; include generator cooling or water treatment only when those flows fall inside the stated water boundary.
Why can two sites with the same PUE have different total water impacts?
PUE measures electricity overhead only. Direct water depends on cooling technology and weather, while indirect water depends on the water intensity of the electricity supply, so identical PUE values do not imply identical water consumption.
