The defensible way to estimate an AI server’s total cost is to start with a dated quote for the exact configuration, verify whether high-bandwidth memory (HBM) is already included, add networking, power, cooling, facility and installation costs, then annualize capital and operating expenses against the useful workload the system can actually deliver. A server’s sticker price is therefore only one input. Accelerator generation, HBM capacity and bandwidth, utilization under service-level limits, electricity, financing and replacement life can change cost per useful token, job or training run by multiples.

This guide gives a calculation structure you can use for one server, a rack, a cluster or a complete data center. It also shows how a 2026 Epoch AI 1-gigawatt scenario reaches billions of dollars, while explaining why that scenario cannot be reused as a per-server quote.

What belongs in an AI server total-cost estimate?

Total cost has four layers: the purchased compute system, supporting capital equipment, recurring operating expense and the cost of capital over the useful life of each asset. Define the boundary before collecting prices; otherwise a server estimate may silently omit the infrastructure that makes it usable.

Compute and server bill of materials

  • Accelerators, including their HBM packages or modules.
  • Host CPUs, system memory, storage, chassis and internal power supplies.
  • Network interface cards, DPUs, cables and any required top-of-rack hardware.
  • Rack integration, firmware, support and commissioning if included in the vendor quote.

Supporting capital

For a rack or facility boundary, add network fabric and optics, power distribution, electrical equipment, cooling, building and white space, installation or construction, and—where appropriate—land and utility works. Epoch AI’s methodology includes IT hardware, mechanical and electrical equipment, building shell and white space, construction labor and land.

Operating expense

Include electricity, demand charges, cooling water, maintenance and spares, network operations, software and support, labor, taxes and other site-specific costs. These expenses continue after the purchase order is paid, so excluding them can make an inefficient system look artificially cheap.

Useful output

Normalize the result to sustainable throughput: completed jobs, generated tokens, training runs, images or another workload unit. Peak theoretical FLOPS are not useful output if latency, memory or reliability limits prevent the service from sustaining them.

How do I define the workload and cost boundary?

Write a one-page scope statement before requesting quotes. It should identify what is being bought, what it must do, where it will run and over what time horizon.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose the physical boundary. State whether the estimate covers one server, a rack, a cluster or the supporting facility. If a vendor quote covers only the server, keep facility and utility items in separate lines rather than hiding them in a contingency.
  2. Describe the workload. Mark training, inference or both; model batch size and sequence length where relevant; and state target throughput, latency and uptime.
  3. Set the planning horizon. Record the expected commissioning date, analysis period and replacement schedule. IT equipment and facilities often have different lives.
  4. Define the service level. A system sized for a strict latency target may need more accelerators than one optimized for batch throughput. The Microsoft Research framework increases load until latency targets are exceeded, then uses sustainable throughput to determine required accelerator capacity.
  5. List exclusions. Explicitly identify whether software licenses, user terminals, building rent, taxes, backup systems or staffing are outside the estimate.

Every quote and model output should carry this scope statement. Two prices are not comparable when one includes a cooled rack and network fabric while the other covers only bare servers.

How much does HBM add to an AI server cost?

There is no universal HBM add-on price supported by the available evidence. HBM is configuration-specific and is commonly bundled into an accelerator or complete server price, so treat its generation, capacity and bandwidth as platform specifications unless the supplier separately itemizes it.

Check whether HBM is bundled

Ask the vendor or reseller for a line-item bill of materials. If the accelerator price already includes HBM, do not add a second “HBM module” line. The Semiconductor Industry Association’s example describes accelerator price as including HBM, illustrating how a separate line can double-count the same cost.

Record HBM as a technical requirement

Capture HBM generation, total capacity per accelerator, bandwidth, number of stacks or packages when provided, and any topology constraints. These values affect which models fit in memory and the throughput attainable at a given batch size, even when no standalone price is available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When HBM is separately itemized

If a quote identifies HBM separately, preserve the supplier’s currency, date, quantity, warranty and whether the amount is a one-time purchase or part of a platform bundle. Confirm that the accelerator, package and interposer are compatible; a memory price from another generation or package is not a valid substitute.

For depreciation, place bundled HBM in the accelerator or server asset. If separately purchased HBM has a different replacement cycle, model it as its own asset and state that assumption. The evidence does not establish a current standalone market price for an unspecified HBM configuration.

Which hardware details should I put on the quote request?

Request a dated quote for one exact build, not a generic “AI server.” Include enough detail that a second supplier would be pricing the same system.

Category Record on the quote Why it changes TCO
Accelerators Model, generation, count, interconnect and warranty Determines compute capacity, power, cooling and replacement value.
HBM Generation, capacity, bandwidth and whether bundled Controls memory-bound performance and prevents double-counting.
Host system CPU, system RAM, storage, chassis and power supplies Can limit data feeding, checkpointing or orchestration.
Networking NICs or DPUs, speed, optics, cables and switch ports Distributed training and high-throughput inference may require a fabric beyond the server.
Physical integration Rack units, rails, power distribution and cooling interface Determines rack density and facility upgrades.
Commercial terms Quote date, currency, delivery, support, taxes and payment schedule Allows escalation, financing and regional differences to be modeled honestly.

Do not transfer a price from one accelerator platform to another without checking compatible parts and the commercial basis. A system with the same accelerator count can require different host memory, networking, liquid cooling or power distribution.

What supporting capital costs must be added?

Add each infrastructure layer as a visible line item. The exact categories depend on whether you own a facility or rent capacity, but hiding them in a single “overhead” percentage makes comparisons difficult.

Networking and interconnect

Price switches, optics, cables, transceivers, NICs or DPUs, racks and spare ports. Include the topology needed for the stated training or inference workload, not just the number of servers.

Power and electrical distribution

Include busways, switchgear, transformers, UPS equipment, generators and installation when they are required for the boundary you selected. A server quote may include internal power supplies but not the upstream electrical capacity.

Cooling and white space

Account for air handlers, chillers, cooling distribution units, pumps, heat rejection, liquid-cooling loops and the floor or rack modifications they require. Cooling choice affects both capital cost and electricity consumption.

Building, installation and utilities

For a facility estimate, include building shell and white space, construction labor, commissioning, land and utility works. Epoch AI includes these categories in its methodology and cautions that server choice, negotiated purchase price, facility design and location change the result.

How do I estimate electricity and other operating expenses?

Calculate operating expense from the actual site and workload assumptions instead of scaling a published headline number blindly.

Electricity formula

Start with measured or specified IT load, then account for utilization, operating hours and facility overhead:

annual energy cost = IT load (kW) × utilization × hours per year × PUE × electricity tariff

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Add demand charges, taxes and time-of-use effects when the utility applies them. Use a separate water line when cooling consumes treated or make-up water.

Other recurring lines

  • Preventive maintenance, break/fix labor and spare parts.
  • Network operations and replacement optics.
  • Software, orchestration, monitoring and vendor support.
  • Site labor, security, insurance and applicable taxes.
  • Water, waste handling and other facility services.

Epoch AI’s stylized US model uses 8.34 cents per kilowatt-hour, PUE 1.14 and 71% utilization. Those are weighted 2024 US industrial-price and facility assumptions for that scenario, not a rate to apply to another country or site.

How do I annualize capital and calculate TCO?

Use an explicit asset life and financing assumption for every capital category, then add annual operating expense. Keep IT and facility lives separate.

Capital recovery method

For a discount rate r and asset life n years, convert a capital amount C into an equivalent annual cost with:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

annual capital cost = C × [r(1+r)^n / ((1+r)^n − 1)]

If the discount rate is zero, use C ÷ n. State whether the model includes residual value, inflation, financing fees, taxes or depreciation rather than mixing accounting depreciation with a financing calculation.

Combine the layers

  1. Annualize server and accelerator capital over the chosen IT life.
  2. Annualize network, electrical, cooling and facility capital over their respective lives.
  3. Add recurring energy, maintenance, labor, water, taxes, software and support.
  4. Divide the annual total by sustainable useful output at the stated utilization and service level.

For workload economics, a useful normalization is cost per output unit = annual TCO ÷ annual useful output. Report the output unit and the utilization used to obtain it; otherwise a peak-throughput comparison can be misleading.

What does a 1-gigawatt AI data-center example cost?

Epoch AI’s 2026 model illustrates the scale of a facility, not the price of a standalone server. It represents a stylized US hyperscaler data center using GB200 NVL72 systems and includes infrastructure beyond IT hardware.

Modeled item Value Qualification
Upfront capex $37.883 billion Illustrative 1 GW US hyperscaler scenario.
Servers $21.188 billion Part of the modeled upfront capex.
Facility $11.433 billion Building and facility systems in the scenario.
Network infrastructure $4.925 billion Fabric and related infrastructure.
Land $0.172 billion Scenario-specific land allowance.
Utility works $0.164 billion Scenario-specific utility allowance.
Annual operating expense $0.907 billion Includes energy, taxes, maintenance, labor and water.

The modeled annual operating expense comprises energy of $0.594 billion, taxes of $0.143 billion, maintenance of $0.120 billion, labor of $0.040 billion and water of $0.006 billion. These figures are outputs of the scenario and should not be divided by an arbitrary server count to create a per-server estimate.

Lifecycle sensitivity

With a five-year IT-equipment life and a fourteen-year facility life, Epoch AI reports annualized total cost of about $8.5 billion. Annualized servers account for about $5.021 billion, roughly 60% of the total. Holding the other assumptions in its model, shortening IT life to three years raises annual total cost to about $12 billion; extending IT life to seven years lowers it to about $7 billion.

The sensitivity demonstrates why a quote without a replacement and financing assumption is incomplete. It does not establish a universal annual cost for every AI server.

How does utilization affect cost per useful workload?

Utilization is the bridge between installed capacity and delivered service. A server can be powered on while producing little useful work because of queue gaps, data loading, synchronization, memory limits or latency constraints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Model sustainable throughput

Measure or estimate throughput while increasing load until the service-level target is reached. The Microsoft Research approach uses the sustainable throughput before latency targets are exceeded, then sizes accelerator capacity from that result.

Separate peak and committed capacity

Keep peak benchmark throughput, expected average throughput and committed service-level throughput in separate columns. Use committed throughput for cost-per-output decisions, and show a sensitivity range for lower utilization or bursty demand.

Include redundancy and headroom

If uptime requires spare servers, failover capacity or maintenance windows, include that capacity in the denominator and numerator. Otherwise the model charges for equipment that the useful-output calculation pretends does not exist.

How should I compare two AI server configurations?

Compare complete delivered systems and the workload they sustain, not accelerator prices alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Questions to answer
Acquisition Are quotes dated, in the same currency and based on equivalent support and delivery terms?
Compute and HBM How many accelerators are installed, and what HBM generation, capacity and bandwidth does each provide?
Networking Does each option include the NICs, DPUs, optics, cables and switch capacity required by the topology?
Power and cooling What is the measured or specified draw, and can the existing rack and cooling plant support it?
Performance What sustainable throughput is achieved at the target latency, batch size and model?
Operations What are maintenance, software, staffing, water and support costs?
Lifecycle What IT and facility lives, residual values and financing assumptions are used?
Output economics What is the cost per useful token, job, training run or other stated unit?

Use “not stated” rather than guessing when a supplier has not disclosed a value. A missing power, HBM or support figure is a reason to request clarification, not permission to substitute a number from another platform.

What are the most common estimation mistakes?

  • Double-counting HBM: adding a separate memory price to an accelerator quote that already includes it.
  • Using a generic server price: ignoring chassis, host memory, networking, cooling or support differences.
  • Scaling a facility benchmark: treating a 1 GW scenario as a per-server price.
  • Assuming peak utilization: dividing by theoretical throughput instead of sustainable service-level throughput.
  • Using one asset life: depreciating a facility and rapidly replaced accelerators over the same period.
  • Ignoring local energy economics: copying a US tariff, PUE or tax assumption into another region.
  • Mixing financial methods: comparing straight-line depreciation with a capital-recovery calculation without disclosure.
  • Omitting demand charges and maintenance: making operating expense look lower than the utility bill and support contract will be.

How can I build a repeatable AI-server TCO worksheet?

A repeatable worksheet makes each assumption auditable and lets you rerun the estimate when quotes or workloads change.

  1. Create an assumptions tab. Enter quote date, currency, region, electricity tariff, PUE, utilization, uptime, service-level target, discount rate and asset lives.
  2. Create a bill-of-materials tab. List every accelerator, HBM specification, host component, storage device, NIC, DPU, cable, switch and support line. Mark HBM as bundled or separately itemized.
  3. Create an infrastructure tab. Add power distribution, cooling, racks, facility, installation, land and utility works that belong to the selected boundary.
  4. Create an operating-cost tab. Calculate energy from IT load and PUE, then add maintenance, labor, water, taxes, software and network operations.
  5. Create a lifecycle tab. Apply the stated capital-recovery or depreciation method separately to IT, network, facility and other assets.
  6. Create a workload tab. Enter sustainable throughput at the service-level target, expected annual demand and any redundancy or headroom.
  7. Calculate normalized cost. Divide annualized TCO by useful annual output and show sensitivity to utilization, electricity price, IT life and quote changes.
  8. Version the result. Save the dated vendor quote and assumptions with the worksheet so a later revision can be compared line by line.

The Open Compute Project lists a liquid-cooled data-center TCO tool, revision 1.10, whose stated purpose is to model and compare power and cooling scenarios with capital- and operating-expense views. Such a tool can help structure scenarios, but it does not replace a configuration-specific quote or local utility and facility inputs.

Frequently Asked Questions

Can I estimate HBM cost from capacity alone?

No. Capacity does not identify the HBM generation, package, bandwidth, supply terms or whether the memory is already bundled with the accelerator. Request an itemized bill of materials and retain the vendor’s quote date before assigning a price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I compare servers by dollars per accelerator?

That metric can hide networking, cooling, host-memory and support differences. Compare complete delivered systems at a common sustainable workload and service-level target, then report cost per useful output.

What changes when I lease instead of buy an AI server?

Leasing changes the cash-flow and financing treatment, but it does not remove electricity, cooling, networking or staffing costs. Replace the capital-recovery calculation with the lease schedule and disclose deposits, residual obligations and included services.

How can I model a server that handles both training and inference?

Use separate workload scenarios with their own throughput, latency and utilization assumptions. Weight annual output by the expected time or demand split, and include any reconfiguration or reservation capacity needed to switch between them.

Is a published data-center benchmark suitable for a procurement budget?

It is useful for checking order of magnitude and testing sensitivities, not for setting a purchase price. Replace its hardware, regional power, facility, tax, financing and utilization assumptions with values from your project.
