An AI data center estimate is only credible when it shows its boundary, period, workload allocation, and electricity factor. Measure or model IT energy for accelerators, servers, storage, and networking; apply the site’s power usage effectiveness (PUE) to obtain total facility energy; multiply by a documented, site- and year-specific emissions factor; and report carbon usage effectiveness (CUE) as emissions per unit of IT energy. Keep embodied emissions from manufacturing and construction separate unless you are performing a full life-cycle assessment.
What does an AI data center energy and carbon estimate include?
The calculation has four linked layers: IT energy, facility overhead, operational emissions, and—only when requested—embodied emissions. Start by stating exactly what is inside the boundary and which period is covered. Then identify the energy used by AI training, inference, and non-AI workloads, convert IT energy to whole-facility energy with PUE, and apply an electricity-emissions factor that matches the site and reporting year.
A defensible result is reproducible. Another analyst should be able to substitute a different PUE, grid factor, or workload allocation and obtain a new result without guessing what you meant. Report energy in kilowatt-hours (kWh), emissions factors in kilograms of carbon-dioxide equivalent per kWh (kg CO2e/kWh), and totals in kilograms or metric tonnes CO2e.

Choose the accounting boundary
For an operational estimate, state whether you cover Scope 1 and Scope 2 energy only. Include grid electricity, purchased electricity, on-site fuel, purchased cooling or heat, and other energy sources that fall inside that boundary. If the data center shares cooling plants, substations, or buildings with other tenants, explain how the common overhead is assigned to the AI workload.

A life-cycle boundary is broader. It can include manufacturing of servers and accelerators, networking equipment, buildings, replacements, and end-of-life treatment. ISO/IEC 30134-8:2022 defines CUE for the use phase, so do not silently mix embodied impacts into a CUE value. Put embodied emissions in a separate line item and label the life-cycle method.
Pick a period that matches the data
Use a full year when possible. Annual totals reduce distortion from seasonal cooling, maintenance outages, and changing utilization. Monthly calculations are useful when you need to show seasonality or a new facility ramping up, but aggregate the same months for IT energy, PUE, and the emissions factor before publishing an annual result.
Separate AI workloads from everything else
Identify training, fine-tuning, evaluation, batch jobs, online inference, storage, networking, and reserved or idle capacity. A mixed-site total can be accurate for the facility yet misleading for an AI service if general-purpose compute is quietly assigned to AI. State whether shared overhead is allocated with measured workload energy, accelerator-hours, or another documented key.

Use the most direct measurement available, then fill gaps with a documented engineering model. Utility or sub-meter readings are stronger than equipment nameplate ratings because they capture actual utilization and power-conversion losses. Rack-level or device telemetry is the next-best input, provided its interval, calibration, and coverage are known.
Use utility and sub-meter data first
- Collect interval or monthly readings for the IT electrical panels that feed servers, accelerators, storage, and networking.
- Reconcile the meter totals with utility bills and the data-center monitoring system for the same dates.
- Record whether the readings are alternating-current input, direct-current output, or another point in the power chain. Do not add conversion losses twice.
- Tag each meter to an AI cluster, shared rack, or non-AI load so the allocation can be repeated.
If a meter covers both AI and non-AI equipment, use a secondary key such as measured device energy or accelerator-hours. Keep the unallocated remainder visible rather than forcing it into the AI total.
Model energy from power and operating time
When telemetry is incomplete, estimate each equipment class with:
Energy (kWh) = average input power (kW) × operating hours
For a device whose utilization changes materially, split the period into operating states:
Energy = Σ [power in state (kW) × hours in state]

Use measured average power where available. If you must start with a rated value, apply a utilization factor and disclose it; a nameplate maximum is not an annual average. Include host CPUs, memory, storage, network switches, and idle or reserved accelerators. State whether the measurement point includes power-supply and voltage-conversion losses.
Allocate shared IT energy to AI
For a shared cluster, choose one allocation key and keep it stable for the reporting period. Measured workload energy is preferable. Accelerator-hours can be practical when each job’s device time is known, but multiply hours by an appropriate measured power for the accelerator and its host rather than treating one accelerator-hour as a universal energy quantity. If storage and networking serve several workloads, allocate them with a documented share of data volume, traffic, or compute time, and show the choice.
IEEE P7100 is an active project intended to harmonize AI compute-energy and environmental-impact measurement and to separate AI-specific compute from general-purpose compute. Its project authorization was approved on June 6, 2024; because it is still developing, treat it as guidance rather than a finalized compliance standard.
How do I calculate facility energy with PUE?
Power usage effectiveness converts IT energy into the energy needed to run the whole facility:
PUE = E_facility ÷ E_IT
Rearranged for an estimate:
E_facility = E_IT × PUE
DOE defines PUE as the ratio of total annual energy to run the data-center facility to the total annual energy drawn by all IT equipment. Use a measured PUE for the same period as the IT data. If no measured value exists, publish the assumed PUE and a sensitivity range instead of presenting the assumption as a site fact.
| PUE reference | Value | Qualification |
|---|---|---|
| Average | 1.6 | Benchmark in the U.S. Department of Energy’s 2024 guide |
| Good | 1.4 | Benchmark in the U.S. Department of Energy’s 2024 guide |
| Better | 1.1 | Benchmark in the U.S. Department of Energy’s 2024 guide |
| Large data centers | 1.55 | Average reported by the Uptime Institute’s 2022 survey, as cited in the DOE guide |
For example, 10,000,000 kWh of annual IT energy at a PUE of 1.4 gives 14,000,000 kWh of facility energy. PUE measures supporting-infrastructure efficiency; it does not tell you whether servers are efficient, how productive a workload is, or how much useful inference a kilowatt-hour delivers.
How do I choose the electricity-emissions factor?
Select an emissions factor that matches the data center’s geography, grid or electricity supplier, reporting year, and accounting basis. Document the factor owner, publication year, units, and whether it is consumption-based, generation-based, market-based, or location-based. A supplier-specific contract and a regional grid average can produce different answers for the same physical electricity.
Keep average and marginal factors distinct
An average grid factor describes the emissions intensity of electricity supplied over a defined region and period. A marginal factor is intended for questions about the emissions associated with additional demand or a load shift. Do not combine a marginal factor with an average-factor claim; state which decision the factor supports.
Check the unit before multiplying
ITU-T methodology expresses the factor as EF = GHG emission factor [kg CO2e/kWh]. KAPSARC presents the equivalent structure as annual data-center energy multiplied by a grid-emissions factor. A factor quoted as tonnes per megawatt-hour must be converted consistently before use: 1 tCO2/MWh has the same numerical value as 1 kg CO2e/kWh.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat are the operational-emissions and CUE formulas?
Once facility energy and the emissions factor are aligned, calculate operational emissions as:
CO2e_operational = E_facility × EF
Carbon usage effectiveness normalizes those emissions to IT energy:
CUE = total CO2e ÷ E_IT
When electricity is the dominant energy source and the same boundary is used, CUE is approximately:
CUE ≈ PUE × EF
Worked example
Assume annual IT energy of 10,000,000 kWh, a measured or explicitly assumed PUE of 1.4, and an electricity factor of 0.40 kg CO2e/kWh. The arithmetic is:
| Quantity | Calculation | Result |
|---|---|---|
| Facility energy | 10,000,000 kWh × 1.4 | 14,000,000 kWh |
| Operational emissions | 14,000,000 kWh × 0.40 kg CO2e/kWh | 5,600,000 kg CO2e (5,600 metric tonnes) |
| CUE | 5,600,000 kg CO2e ÷ 10,000,000 kWh IT energy | 0.56 kg CO2e per IT kWh |
The 0.40 kg CO2e/kWh factor is illustrative. Replace it with the factor documented for the facility’s location, supplier arrangement, accounting basis, and reporting year.
How can I estimate emissions for AI training versus inference?
Calculate each workload from its own IT-energy total, then apply the same facility-overhead and electricity-factor treatment used for the site. Training is usually organized around finite runs; inference may operate continuously and change with request volume, latency targets, batching, and redundancy.
Training runs
- Define the run boundary, including data preparation, checkpointing, evaluation, failed or restarted jobs, and idle reservations that are held for the run.
- Capture accelerator-hours and host, memory, storage, and network energy for the run, preferably from telemetry.
- Assign a share of common cooling and electrical overhead using the measured PUE or a documented site allocation.
- Multiply the resulting facility energy by the selected emissions factor and report the run’s time period and model version.
Inference services
- Choose a service interval, such as a month or year, and count the active serving fleet, replicas, and standby capacity.
- Measure energy under the actual request mix, including batching, prefill, decoding, cache, monitoring, and storage traffic where those loads are inside the boundary.
- Report a total and, if useful, an intensity such as emissions per request or per generated token, while preserving the underlying kWh and assumptions.
- Recalculate when traffic, hardware, model size, or utilization changes; a one-time training estimate cannot stand in for ongoing inference.
Do not infer carbon directly from GPU-hours without a power measurement or a justified power model. The same accelerator-hour can have different energy use at different utilization levels and with different host, memory, networking, and cooling configurations.
How should I compare efficiency scenarios?
Compare alternatives on at least four separate axes: IT utilization and workload productivity, PUE, electricity carbon factor, and boundary or accounting treatment. A facility with a lower PUE can still have higher operational emissions if its electricity factor is much higher. Conversely, a low-carbon grid does not remove losses caused by inefficient cooling and electrical infrastructure.

Run a sensitivity analysis
Hold the measured IT load constant while varying one assumption at a time. Show the resulting facility energy, operational CO2e, and CUE for each PUE and emissions-factor case. Then run a combined best-case and worst-case range so readers can see whether the decision changes when uncertainty is included.
Keep scenario labels explicit: identify the PUE period, the electricity-factor vintage, the market or location basis, and whether renewable attributes are counted. Do not compare one scenario using a location-based factor with another using a market-based factor without explaining that the accounting basis changed.
Report additional resource indicators when material
The European Commission’s data-center reporting rules define PUE as E_DC ÷ E_IT and also track water usage effectiveness (WUE), energy reuse factor, and renewable energy factor. Include those indicators beside energy and carbon when water consumption, heat reuse, or renewable sourcing materially affects the decision; they complement CUE rather than replacing it.
Where do embodied emissions belong?
Operational CUE covers the use phase. A life-cycle assessment adds embodied emissions from servers, accelerators, networking equipment, buildings, and replacement cycles as separate categories. ITU-T L.1450 provides a footprint approach that combines embodied emissions with annual energy and an emissions factor, and describes a recommended case in which embodied emissions are not depreciated.

What should a reproducible report contain?
Publish a compact methods record alongside every estimate. It should let a reviewer rebuild the result from source readings and assumptions.
- Facility name or location at the level needed to identify the grid and supplier factor.
- Reporting period, time zone, meter interval, and whether the result is monthly or annual.
- Boundary description covering electricity, fuels, purchased cooling or heat, and shared infrastructure.
- IT-energy sources, meter points, telemetry coverage, rated-power models, utilization assumptions, and treatment of conversion losses.
- Workload split for training, inference, and non-AI loads, plus the allocation key for shared equipment.
- PUE value, measurement period, calculation point, or modeled range.
- Emissions-factor owner, publication year, units, geography, accounting basis, and renewable-attribute treatment.
- Equations, unit conversions, rounding rules, and the distinction between operational and embodied emissions.
- Uncertainty range and the variables that drive it, such as accelerator utilization, idle capacity, cooling load, seasonal PUE, grid factor, and shared-overhead allocation.
What commonly makes an AI data center estimate wrong?
Publishing a universal footprint
There is no single energy or carbon number for an AI data center. Hardware mix, utilization, cooling design, location, electricity procurement, and workload behavior can all change the result. Present a site- and workload-specific estimate or a clearly labeled range.
Using nameplate power as annual consumption
Rated power is a ceiling or design value, not proof of average draw. Replace it with meter or telemetry data when possible, or model operating states and disclose utilization.
Leaving idle and reserved capacity out
Accelerators held for failover, scheduling gaps, low-traffic inference, and partially loaded hosts still consume energy. Decide whether those loads belong to the service boundary and allocate them consistently.

Applying PUE from the wrong period
Cooling demand can vary with weather and utilization. Pair PUE with the same period as IT energy, or explain why a site-average value is being used and show the sensitivity.
Mixing incompatible emissions factors
A factor from another country, year, supplier, or accounting basis can make a precise-looking result invalid. Record the factor’s provenance and avoid switching between average and marginal factors without a stated purpose.
Counting renewable claims as zero electricity emissions
Renewable contracts or attributes affect market-based accounting, but they do not erase the physical energy consumed or the location-based grid impact. Report the chosen basis and, where relevant, show both results rather than silently substituting one for the other.

If a meter already includes conversion losses or cooling, do not add those losses again. Confirm the measurement point before applying PUE, and ensure shared cooling is not included both in an allocated IT total and in facility overhead.
How do I implement the calculation in a spreadsheet?
Use one row per period, workload, or meter so assumptions remain auditable. A minimal annual worksheet can follow this sequence:
- Enter IT energy in kWh for training, inference, and other workloads.
- Enter the allocation share for shared IT equipment and overhead, with a note describing the key.
- Enter measured PUE or a modeled value and calculate
E_facility = E_IT × PUE. - Enter the emissions factor in kg CO2e/kWh and calculate
CO2e_operational = E_facility × EF. - Calculate
CUE = total CO2e ÷ E_ITand verify that the numerator and denominator use the same boundary. - Add separate columns for embodied emissions, amortization or no-depreciation convention, and life-cycle totals only when that scope is intended.
- Duplicate the calculation for low, central, and high assumptions for PUE, utilization, and the electricity factor.
Keep the original meter readings, factor documentation, and allocation notes with the workbook. Round only the displayed result; retain full precision in intermediate calculations so a reviewer can reproduce the published figure.
What is the practical takeaway?
Measure IT energy as directly as possible, make AI workload allocation explicit, apply a period-matched PUE, and use an emissions factor whose geography, year, and accounting basis are documented. Report operational CO2e and CUE separately from embodied emissions, then show the uncertainty range driven by utilization, cooling, grid intensity, and shared infrastructure. That approach produces an estimate useful for engineering decisions without pretending that one number describes every AI data center.

Frequently Asked Questions
Can I convert GPU-hours directly into carbon emissions?
Not reliably. GPU-hours must be paired with measured or modeled input power, host and memory overhead, the facility’s allocated PUE, and a site-specific electricity factor before they can become CO2e.
Should I report location-based and market-based emissions separately?
When electricity procurement includes contractual renewable attributes or supplier-specific factors, reporting both can clarify the difference between the grid serving the facility and the accounting claims attached to purchased electricity. Label each result instead of averaging them together.
How do seasonal PUE changes affect an annual estimate?
Calculate monthly facility energy and IT energy when readings are available, derive each month’s PUE, and sum the monthly energy before calculating the annual CUE. This preserves the effect of hot or cold months better than applying one unweighted seasonal value.
How often should an AI data center footprint be recalculated?
Recalculate whenever workload mix, accelerator fleet, utilization, cooling operation, electricity procurement, or the published emissions factor changes materially. At minimum, align the update with the annual reporting period and retain prior assumptions for trend comparisons.
