There is no universal price for running an AI model. A defensible estimate starts by defining the workload (training, fine-tuning, batch inference, or online inference), selecting the hardware and runtime, measuring or estimating IT power, applying the facility’s power-usage effectiveness (PUE), and then using the actual electricity tariff. Keep the result in three separate figures: IT and facility energy in kilowatt-hours, the electricity bill, and total cost of ownership (hardware, facilities, people and other operating costs).
For a first pass, calculate IT kWh = devices × average device kW × hours × utilization, then facility kWh = IT kWh × PUE and electricity cost = facility kWh × tariff. The worked example below produces about 1,723.6 facility kWh and $140.15 of electricity under explicitly stated assumptions; your telemetry, PUE, location and contract can produce a very different result.
What exactly are you trying to cost?
Write the accounting boundary before collecting numbers. “Running an AI model” could mean one training run, a fine-tuning job, a day’s online service, a batch of inference requests, or the model’s entire operating life. It could cover only equipment at the IT plug or the whole data center, including cooling and power distribution.
Choose the workload boundary
- Training: include every accelerator, host, checkpoint, evaluation and failed or restarted run that belongs to the training job.
- Fine-tuning: define whether the estimate covers one experiment, a complete sweep of hyperparameters, or the production fine-tuning pipeline.
- Batch inference: specify the batch size, number of items or tokens, and the period over which jobs run.
- Online inference: state the request volume, latency target, replicas kept warm, peak capacity and idle time. A server that waits for traffic still consumes power.
Also decide whether you need one run, one day, one month or the full model life cycle. State whether figures are measured, modeled or quoted by a cloud provider; mixing those categories creates false precision.

How do you calculate the electricity used by an AI workload?
Use a bottom-up calculation: count the devices, determine their average power while doing the work, multiply by elapsed time and adjust for effective utilization. The transparent first-pass equations are:
IT energy (kWh) = number of devices × average device power (kW) × elapsed hours × utilization adjustment
Facility energy (kWh) = IT energy × PUE
Electricity cost = facility energy × tariff ($/kWh)
The utilization factor should represent the fraction of the period during which the rated or measured power is actually drawn for useful work. If your power measurement already averages real workload behavior, do not multiply by utilization again.
Collect these inputs
| Input | What to record | Why it matters |
|---|---|---|
| Accelerators and servers | Count, model, host configuration and whether CPUs, memory and networking are included | Different devices and host systems have different power and throughput. |
| Average power | Telemetry in watts or a documented estimate from rated power, idle draw and utilization | Nameplate power is not the same as workload power. |
| Runtime | Wall-clock hours, including data loading, checkpointing and queue or warm-up periods that consume power | Elapsed time determines energy even when utilization is uneven. |
| Utilization | Measured duty cycle or an explicitly justified assumption | Low utilization can dominate online-service energy. |
| PUE | Measured site or cloud-region value, with the measurement boundary | It converts IT-plug energy into whole-facility energy. |
| Tariff | Actual $/kWh plus demand, time-of-use, tax or contract terms | The headline energy rate may not equal the amount paid. |
What is PUE, and how much does cooling add?
Power usage effectiveness is the ratio of total facility electricity to IT electricity measured at the plug. In the words used in Lawrence Berkeley National Laboratory’s methodology, “PUE is defined as the total electricity use of the facility divided by the IT electricity use of the facility measured at the plug.” A PUE of 1.145 means every 1 kWh delivered to IT corresponds to 1.145 kWh at the facility boundary; the 0.145 kWh difference covers cooling, fans, pumps, power distribution and related infrastructure.
Use a measured, contemporaneous site PUE whenever possible. If it is unavailable, publish the assumption and show sensitivity cases such as 1.10, 1.15 and 1.30. Climate, redundancy, cooling architecture and liquid-cooling deployment can move overhead substantially. Do not apply PUE to a utility-meter reading that already includes the facility: PUE is for converting an IT-side measurement to a whole-facility measurement.

LBNL’s 2025 analysis models average PUE for facilities serving AI equipment at 1.145 in 2024 and 1.136 in 2030. Those are modeled averages, not a guarantee for an individual building or cloud region.

Use the tariff for the actual data-center location or the rate embedded in the cloud contract. Include demand charges, time-of-use rates, taxes, transmission fees and renewable-power arrangements when they affect the effective price. If a contract supplies a blended rate, document what it includes.
The U.S. Energy Information Administration reports a 2024 U.S. average industrial electricity price of 8.13 cents per kWh ($0.0813/kWh). Treat that figure as a benchmark, not as a universal AI-data-center rate: a particular site may pay more or less because of geography, load shape, wholesale arrangements or demand charges.
Can you show a complete electricity-cost calculation?
Consider an illustrative workload with 256 accelerators. Each averages 0.7 kW, the job runs for 12 hours, and effective utilization is 70%.
- Compute IT energy:
256 × 0.7 kW × 12 h × 0.70 = 1,505.3 kWh. - Apply PUE 1.145:
1,505.3 × 1.145 ≈ 1,723.6 kWhat the facility boundary. - Apply the EIA benchmark tariff:
1,723.6 × $0.0813 ≈ $140.15.
This is a generic illustration, not a measured claim or a quote for any provider. Replace every assumption with node telemetry, the site’s PUE and the applicable tariff before using it for a budget or emissions inventory.

Turn the point estimate into a range
Publish low, central and high cases by varying the inputs that are genuinely uncertain: average power, utilization, runtime, PUE and tariff. Keep each scenario’s assumptions beside its result. A range is more honest than reporting cents or watt-hours that the measurement cannot support.

How is a cloud bill different from physical electricity cost?
A cloud invoice is not calculated by multiplying a provider’s GPU-hour price by guessed wattage. For a billing estimate, use the provider’s actual GPU-hour or instance-hour rate, storage, network transfer, software and support charges, and any reservation, commitment or spot pricing terms. Add the hours for every instance, including hosts that remain provisioned for availability.
Keep that commercial calculation separate from the physical-energy estimate. The energy method helps with sustainability and engineering decisions; the invoice method tells you what the organization pays. A provider’s price can include hardware depreciation, staff, facilities and margin, while a physical estimate can omit those items entirely.
How can you measure power accurately?
Prefer telemetry at the node, rack or facility. Record exactly where each reading is taken: direct-current power at the device, alternating-current rack power, or utility-meter power. Apply PUE only when the starting point is IT-side.
Improve measurement quality
- Log accelerator, CPU, memory and host power over the entire job, not just a short peak sample.
- Capture batch size, sequence length, input and output tokens, data-loader activity, checkpointing and network transfers; each can change energy.
- Record power caps, clock settings, thermal throttling and cooling mode.
- Synchronize power and workload timestamps so idle queue time is not mistaken for useful compute.
- Repeat representative runs and report mean, spread and the hardware and software configuration.
Rated or maximum GPU power is only a starting point. LBNL’s method separates rated power, maximum power, server utilization and idle power, and its benchmarking program measures training and inference across hardware configurations, power caps and cooling systems. A generic household watt meter is not an appropriate instrument for a hosted AI workload.
What belongs in the full data-center cost?
Electricity is one operating-cost line, not the total cost of running a model. For a total-cost-of-ownership estimate, add the resources that make the workload possible:
- Accelerator and server purchase, rental or depreciation.
- Networking equipment, interconnects and data-transfer charges.
- Storage for datasets, checkpoints, logs and backups.
- Software licenses, orchestration and observability.
- Operations, engineering, facilities and support labor.
- Maintenance, spares, warranty and hardware replacement.
- Land, building, power-delivery and cooling-plant costs.
- Backup generation, financing and the effect of expected utilization on all fixed assets.
Epoch AI’s stylized 1-GW model makes energy cost a function of electricity price, IT capacity, PUE and utilization, then adds maintenance, labor and other ownership costs. Use that structure rather than treating a low electricity rate as proof that a deployment is inexpensive.

Keep three outputs separate
| Output | Unit | Includes |
|---|---|---|
| Energy | IT kWh and whole-facility kWh | Physical electricity consumed under the stated boundary. |
| Electricity cost | Dollars | Facility energy multiplied by the applicable tariff and related electricity charges. |
| Total cost of ownership | Dollars | Electricity plus hardware, facilities, networking, storage, labor, maintenance and capital costs. |
How should two models or deployments be compared?
Compare useful work, not just the wattage of a device or the price of an instance. For each candidate, report the same workload and boundary using:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Energy per training run.
- Energy per million inference tokens (or another clearly defined unit of useful output).
- Dollars per run and dollars per million tokens.
- Useful throughput and latency at the target quality.
- Average and peak utilization.
- PUE and carbon intensity for the relevant location and time.
- Total cost of ownership over the planned service life.
A site with lower PUE can still cost more if its hardware delivers less useful work per watt, has poorer utilization or requires more replicas to meet latency targets.
What scale does AI-related data-center demand represent?
The Congressional Research Service reports that U.S. data centers used approximately 176 TWh in 2023, about 4.4% of U.S. electricity use. LBNL’s 2025 reference case estimates 649 TWh in 2030, with compounded-uncertainty scenarios ranging from 521 to 843 TWh in 2030. These are sector-level modeled estimates, not the consumption of one model or one company, and they should not be substituted for site telemetry.
LBNL describes its estimates as coming from a bottom-up energy-use model that characterizes servers, storage and networking, applies rated-power, utilization and idle-power assumptions, sums annual IT electricity and multiplies by modeled PUE. That approach explains why transparent inputs matter more than a single headline number.

Applying PUE twice, or not at all
Check the meter boundary. IT-side readings need PUE; utility-meter readings already include facility overhead. Write the boundary next to every number.

Frequently Asked Questions
How do I express energy efficiency for an AI model independent of its hardware size?
Normalize energy to useful output, such as kWh per million generated tokens, kWh per completed image, or kWh per training sample. State quality, batch size, sequence length and latency constraints with the denominator so a lower number does not hide lower-quality or incomplete work.
Should failed or repeated training runs be included in the estimate?
Include them when the question is the energy or cost of producing the final model, because the facility consumed that electricity. For a theoretical algorithm comparison, report failed-run energy separately and explain the exclusion.
How do demand charges change a monthly data-center bill?
A tariff can charge for the highest power level reached during a billing period in addition to energy consumed. A short, high-power training run may therefore raise the bill more than a kWh-only calculation suggests; obtain the site’s demand-rate schedule or contract terms.
How can I convert electricity use into emissions?
Multiply facility kWh by a location- and time-specific emissions factor, and document whether it is a grid-average, supplier-specific or market-based factor. Renewable-energy certificates or contracts change accounting treatment but do not change the physical kWh consumed.
