Estimate cloud cost and carbon together by measuring the same workload, region, time period and utilization assumptions. Start with a complete inventory of services and usage, price it in the relevant provider calculator, then reconcile the forecast with billing exports after deployment. For emissions, model energy for compute, storage, networking and memory, add data-center overhead (PUE), and multiply by a region- and time-matched grid-emissions factor. Report operational and embodied emissions separately, and show location-based and market-based results when both apply.

No provider exposes a universally comparable, directly metered electricity value for every customer workload. Shared hardware, idle capacity, cooling, networking, SKU allocation, changing prices and gaps in grid data create uncertainty. A useful estimate therefore states its boundary, assumptions and accounting basis instead of presenting a falsely precise single number.

What must be included in a cloud workload estimate?

Define the boundary before opening a calculator. A one-month estimate is common, but a daily, hourly or annual period can be more appropriate for bursty or seasonal systems. Use the same boundary for cost and carbon so that the results describe the same workload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set the time period and workload outcome

  • Period: specify the calendar month, billing cycle or measured run window, including the time zone.
  • Outcome: record the capacity or service level to be delivered, such as requests served, jobs completed, virtual-machine hours, or terabytes stored.
  • Utilization: capture average and peak CPU, memory, accelerator, database and network utilization. A machine running at 10% utilization has a different energy profile from one running at 70%, even if both are provisioned for the same capacity.
  • Regions: record the provider region and availability-zone assumptions. Region changes can alter both price and grid intensity.
  • Lifecycle: include development, test, staging, production, backups, replicas, disaster-recovery capacity and idle resources if they are part of the service you are evaluating.

Inventory every billable and energy-relevant component

List compute instances, containers, serverless invocations, managed databases, caches, queues, object and block storage, snapshots, backup copies, data transfer, load balancers, observability, IP addresses and support. For each item, record quantity, unit, runtime, storage growth, request volume, region and pricing model. A cost estimate that omits egress, support, snapshots or cross-region replication can be materially understated.

For carbon, the inventory should also identify memory and networking where the chosen method supports them. Cloud Carbon Footprint’s generic methodology covers compute, storage, networking and memory; it can add embodied emissions for compute when defensible allocation data exists.

How do I calculate cloud cost before deployment?

Use the provider’s calculator to price each service under explicit assumptions, then add billing adjustments that a calculator may not fully represent. The basic equation is:

Cost = sum of (quantity × applicable unit price), then apply tiers, discounts, commitments, credits, support and taxes according to the provider’s billing rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the estimate in a provider calculator

  1. Choose the products and region. Select the exact instance family, storage class, database edition, request type and transfer direction. “Compute” or “storage” as a generic label is not enough for a defensible estimate.
  2. Enter usage, not just capacity. Supply hours, invocations, requests, stored gigabytes, retrieval volume, input and output data transfer, and expected growth. For autoscaling systems, model minimum, average and peak capacity.
  3. Select the pricing basis. Identify on-demand, reserved, savings-plan, committed-use, spot or other discounted treatment. Note the term, payment schedule and utilization required to realize the discount.
  4. Add shared services. Include logging, monitoring, security scanning, support, control-plane charges, NAT or gateway services, inter-region traffic and backup storage.
  5. Save assumptions and the calculator date. Prices and product catalogs change. Keep the calculator output with a machine-readable inventory so another person can reproduce it.

What each major calculator contributes

Provider Useful inputs and capabilities Important qualification
AWS Workload scenarios, historical usage, discounts and commitment options can be modeled in the AWS Pricing Calculator. The result is an estimate; final billing depends on actual usage, applicable pricing rules, credits, taxes and support.
Azure The Azure pricing calculator applies region, product, consumption and pricing-plan inputs. Verify the selected region, plan and currency against the tenant’s agreement and invoice.
Google Cloud The Google Cloud Pricing Calculator estimates products from stated assumptions and can use linked contract prices. Contract rates, credits, taxes and service-specific billing details can differ from public list-price output.

Model price uncertainty instead of one point estimate

Produce at least three cost cases when utilization or demand is uncertain: a low case, an expected case and a high case. Vary the drivers that matter—runtime, requests, stored data, egress, and commitment utilization—rather than applying an arbitrary percentage to the total. Show recurring charges separately from one-time migration or setup costs.

How do I reconcile the forecast with the bill?

After deployment, compare the forecast with billing exports or invoices for the same period and account or subscription boundary. Reconciliation turns a planning model into a measured baseline.

  1. Freeze the comparison window. Use the provider’s billing period and document any partial month, delayed usage or invoice cut-off.
  2. Map forecast line items to billing dimensions. Match service, region, SKU, account/project, tags and cost center. Unmapped shared services are a common source of variance.
  3. Classify the price. Mark every figure as list, negotiated, discounted, reserved, committed-use or spot pricing. Record whether credits, taxes and support are included.
  4. Explain variance by driver. Separate volume variance from rate variance, new services, data-transfer surprises, idle capacity and commitment shortfalls.
  5. Update the baseline. Keep the original forecast, actual result and revised assumptions. Do not silently replace an estimate with an invoice number; they answer different questions.

Calculator outputs are not invoices. The calculator may not know your negotiated rates, account hierarchy, credits, taxes, support plan or actual tier progression, while an invoice reflects those billing rules for a specific period.

How is operational cloud carbon estimated?

Operational emissions represent the electricity-related emissions of running the workload during the chosen period. A generic structure documented by Cloud Carbon Footprint is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operational CO2e = usage × component energy coefficient × PUE × regional grid-emissions factor.

“Usage” must match the component coefficient: for example, compute hours for a compute coefficient, stored or processed data for a storage coefficient, and transferred data for a networking coefficient. PUE (power usage effectiveness) adds data-center overhead for cooling, power distribution and related facilities. The grid factor converts electricity to carbon dioxide equivalent (CO2e).

Keep units and time resolution consistent

  • Use a region- and time-matched grid factor. Do not multiply a single hour’s grid intensity by an annual workload total without documenting how the hourly values were aggregated.
  • Convert energy units explicitly, such as watt-hours to kilowatt-hours or megawatt-hours, before applying a grid factor.
  • Keep compute, storage, networking and memory components separate until the final sum. Their coefficients and allocation assumptions may differ.
  • Document whether the result is kilograms or metric tonnes of CO2e and whether the period is a month, year or measured run.

PUE values are methodology inputs, not universal guarantees

Cloud Carbon Footprint’s methodology page uses AWS PUE 1.135, Google Cloud PUE 1.1 and Azure PUE 1.185 (values identified as accessed in 2026). These are values used by that open methodology; they are not guarantees that every facility or workload operated at those figures. If a provider reports a different boundary or facility value, state which value you used and why.

AWS’s emissions-to-energy conversion

AWS documentation gives the relationship Energy consumption = location-based emissions ÷ grid emissions factor, with the required unit conversion. Its example says that 100 metric tonnes of CO2e at 500 kg CO2e per megawatt-hour implies 200 megawatt-hours. AWS labels this calculation informational and cautions: “The energy data calculated using this method is for informational purposes only. Do not use this information for optimization.” Treat the result as an accounting estimate, not a meter reading or an optimization control signal.

Should I use provider-reported carbon data or a generic model?

Prefer provider-reported data when it covers your account, services and period, but disclose its boundary and allocation method. A generic model is useful for services or providers without adequate reporting and for consistent scenario comparisons.

Google Cloud’s allocation approach

Google Cloud describes its platform as a shared computing platform. Its bottom-up carbon-footprint method allocates machine energy, cooling and other overhead, SKU activity and customer usage. Location-based factors can be hourly; where Electricity Maps data is unavailable, Google uses country-specific annual International Energy Agency factors. The hourly approach can reflect changes in grid intensity during the workload, while an annual country factor is a broader approximation.

AWS and Azure methodologies

AWS and Azure publish their own emissions methodologies. Read the stated system boundary before comparing a provider-reported number with a generic model: one result may include cooling and allocated facility overhead while another may report a narrower operational boundary. Record which services, regions, emissions scopes and allocation rules are included.

When a generic model is the practical choice

Use a documented model when provider data is unavailable, delayed, restricted to certain services, or inconsistent across clouds. Keep coefficients, PUE, grid source, utilization and embodied-emissions assumptions in the model so that a later provider report can be compared without changing the workload definition.

What is the difference between location-based and market-based emissions?

Location-based and market-based results answer different accounting questions and should be shown separately when both are relevant.

  • Location-based: reflects the average or time-specific grid emissions where electricity consumption occurs. Google’s method can use hourly grid intensity when data is available and country-specific annual IEA factors where it is not.
  • Market-based: reflects qualifying clean-energy purchases or contractual instruments under Greenhouse Gas Protocol rules. It describes the claims associated with purchased electricity, not necessarily the physical electrons serving the workload at every hour.

Label the method, factor source, period and geography beside each result. Never present a market-based figure as proof that the workload physically ran on zero-carbon electricity at every moment.

How should embodied carbon be handled?

Embodied emissions arise from manufacturing, transporting and retiring servers, networking equipment and facilities. They are separate from operational electricity emissions and require an allocation of lifecycle impact to the workload.

A defensible allocation states the equipment lifetime, expected utilization, hardware type or generation, facility boundary and the workload’s share of capacity. Cloud Carbon Footprint currently emphasizes compute for embodied emissions because public data for other usage types is limited. If you cannot support a storage or networking allocation, report operational results and clearly mark embodied emissions as not included rather than assigning a guessed percentage.

How do I compare AWS, Azure and Google Cloud fairly?

Compare scenarios that deliver the same outcome over the same period. A cheaper or lower-carbon result is not meaningful if it uses less capacity, a shorter runtime, a different availability target or a different accounting boundary.

Comparison field What to hold constant or disclose
Workload outcome Requests, jobs, records, transactions or other completed work; include latency and availability requirements.
Capacity and performance Instance or service type, vCPU, memory, accelerator, throughput, concurrency and observed utilization.
Period and region Same dates or a clearly stated normalization; provider region and availability-zone assumptions.
Pricing commitment On-demand, reserved, committed-use, savings-plan or spot treatment, including term and utilization.
Cost boundary Compute, storage, requests, transfer, support, taxes, credits and shared platform services.
Operational CO2e Energy coefficients, PUE, grid-factor source, time resolution and included services.
Embodied CO2e Included or excluded, allocation method, lifetime and utilization assumptions.
Accounting basis Location-based, market-based or both; provider-reported or modeled.

Run the same workload inventory through each provider calculator, then recalculate carbon with each provider’s reported data where available and with one consistent generic method for a like-for-like sensitivity check. Explain any difference caused by service architecture rather than treating a product name as an equivalent unit.

Which cloud region is cheapest and greenest?

There is no permanent universal winner. Prices, grid intensity, service availability, taxes, transfer paths and contractual rates vary by region and over time. Evaluate candidate regions with the same workload and the same performance and resilience requirements.

  1. List regions that meet data-residency, latency, service-availability and disaster-recovery constraints.
  2. Price each region using identical runtime, storage, request and transfer assumptions.
  3. Obtain or model region-specific grid factors for the same period. Prefer hourly factors for workloads whose timing is known.
  4. Check cross-region replication and egress. A region with lower local compute emissions can lose that advantage if the architecture adds substantial transfer or duplicate storage elsewhere.
  5. Present cost and carbon together, including uncertainty ranges or alternative grid-factor sources.

Choose a region only after confirming that the lower estimate does not violate legal, latency, reliability or data-residency requirements. A theoretical carbon advantage is not actionable if the required service or capacity is unavailable there.

How can I show uncertainty without inventing an error percentage?

Use a sensitivity table that changes one material assumption at a time and then a combined scenario. Do not claim a universal accuracy percentage: providers do not expose the same metering and allocation data, and uncertainty differs by workload.

Variable Low case Expected case High case
Runtime or demand Documented minimum or observed low period Forecast average Peak or growth scenario
Utilization Measured low utilization Expected steady state Capacity or saturation assumption
Data transfer Internal or minimal egress Forecast external traffic Peak egress or cross-region replication
Grid factor Lower documented factor for the period Best-supported factor Higher documented factor or data-gap fallback
Embodied allocation Excluded and labeled Defensible compute allocation Alternative lifetime/utilization allocation

For every case, preserve the workload outcome and change only the stated variable. This makes the result useful for decisions such as rightsizing, scheduling batch jobs, moving storage, or selecting a commitment without implying that the modeled range is a statistical confidence interval.

What are the most common estimation failures?

  • Missing transfer: include internet egress, inter-region traffic, replication and managed gateway paths.
  • Ignoring idle resources: count minimum autoscaling capacity, stopped-but-attached storage and forgotten test environments.
  • Mixing periods: do not apply an hourly emissions factor to annual usage without an aggregation method.
  • Comparing unlike boundaries: align provider-reported, modeled, operational and embodied components before ranking options.
  • Hiding commercial terms: record whether a price is list, negotiated, discounted, reserved, spot, credited or tax-inclusive.
  • Assuming PUE is a guarantee: treat published methodology values as inputs with a stated source and date.
  • Double-counting clean energy: show market-based claims separately from location-based physical-grid results.
  • Overstating embodied emissions: disclose allocation assumptions and omit unsupported components rather than using an unexplained percentage.
  • Relying on one month: include seasonality, growth and scheduled batch workloads when the decision is long term.

What should a production report contain?

A decision-ready report lets another analyst reproduce the result and see what could change it. Include:

  • workload purpose, outcome, period, accounts and regions;
  • service inventory with quantities, runtime, utilization and growth;
  • calculator outputs and the date and currency of each price;
  • billing reconciliation, including credits, taxes, support and commitments;
  • operational-energy equation, coefficients, PUE and grid-factor sources;
  • provider-reported results and stated boundaries, where available;
  • location-based and market-based emissions as separate lines;
  • embodied-emissions inclusion or exclusion and allocation assumptions;
  • sensitivity cases and known data gaps; and
  • the decision metric, such as monthly cost per million requests or kilograms of CO2e per completed job.

Cost per unit of useful work is often more informative than a monthly total. Pair it with latency, availability and capacity so an optimization does not simply shift emissions or cost to another service.

Frequently Asked Questions

How often should I refresh a cloud cost and carbon estimate?

Refresh it when architecture, region, pricing commitment, utilization or traffic changes, and at least for each billing cycle once the workload is live. Re-run a broader scenario when provider prices, grid-factor data or hardware generations change.

Do cloud credits reduce the workload’s carbon footprint?

Credits change the amount charged, not the electricity required to run the workload. Keep credits in the financial reconciliation while calculating emissions from actual or modeled resource use.

Should backups and disaster-recovery capacity be counted?

Yes, when they are provisioned or exercised as part of the service boundary. Report standby capacity and backup retention separately so readers can see the resilience cost rather than attributing it to normal request processing.

Can I compare a serverless workload with virtual machines using the same carbon formula?

You can compare them only after normalizing the completed work and using coefficients appropriate to each service’s usage metric. Serverless invocation duration, memory allocation and platform overhead may not map directly to a virtual-machine-hour coefficient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do when a provider has no region-specific emissions factor?

Use the best documented country or grid factor available, identify the geographic and time mismatch, and include that limitation in the sensitivity analysis. Do not present the fallback factor as a direct measurement of the workload’s electricity.
