Estimate an AI GPU cluster as a complete facility, not as a pile of graphics cards. Start with a bill of materials and measured or vendor-supplied power at your real training and inference utilization; add CPUs, memory, storage, networking, power-conversion equipment, fans and pumps. Convert the resulting IT load to facility power with a range of PUE values, treat nearly all IT watts as heat, and size cooling for the design peak. Then divide IT power by the usable kilowatts per rack, add aisles, service clearances, electrical and mechanical rooms, structural capacity and expansion space. Published figures provide useful bounds—AI racks commonly exceed 50–100 kW, while some platform cabinets are rated 198–330 kW—but the selected server generation, topology, climate and redundancy determine the final design.

What exactly are you estimating?

A credible estimate has four linked outputs: IT electrical load, facility electrical load, heat rejection and physical capacity. The same GPU count can produce very different results when utilization, host CPUs, network fabric, cooling topology or redundancy changes.

  • IT power: electricity consumed by servers, GPUs, memory, storage, network devices and rack-level auxiliaries.
  • Facility power: IT power plus cooling, power distribution, UPS losses, lighting, controls and other building loads.
  • Heat rejection: the thermal load that the air or liquid system must remove at average, sustained and peak conditions.
  • Space and structure: rack positions, containment, service clearances, plant rooms, electrical rooms, network areas, staging and expansion space, including floor loading.

ASHRAE’s 2026 AI Data Center Energy Performance Framework describes AI facilities as demanding unprecedented power and cooling. Its planning ranges are deliberately broad because a final number cannot be separated from the hardware platform and site.

Describe utilization, not just capacity

Separate long training runs, short bursty jobs, inference serving, idle periods and maintenance. Capture expected utilization for GPUs, host CPUs and the network fabric, plus the duration of sustained peaks. A cluster that averages 60 percent utilization but repeatedly reaches a higher synchronized peak needs distribution and cooling sized for that peak.

List every electrical contributor

Your bill of materials should include:

  • GPU model, quantity per server and total quantity.
  • Host CPU model and socket count.
  • System memory quantity and type.
  • Local storage, storage controllers and any storage arrays.
  • Network switches, optical modules, NICs and fabric topology.
  • Rack power distribution units, busways and conversion equipment.
  • Server fans, pump assemblies and other auxiliaries.
  • Liquid-cooling distribution units (CDUs), manifolds, pumps and heat exchangers where applicable.

For each item, collect the nameplate limit and a measured or vendor-supplied typical draw at the intended workload. Keep average, sustained and peak values in separate columns; substituting a single “typical” number hides the conditions that drive breakers, generators and cooling.

Confirm the physical platform

Ask the server and platform vendors for rack-level power, cabinet dimensions, shipping weight, service clearances, liquid connections, allowable coolant temperatures and flow, and the location of CDUs. NVIDIA DSX documentation, for example, lists cabinet TDP examples from 198 kW to 330 kW and specifies a design flow of at least 1.5 LPM per kW for its thermal-cooling system. Those figures describe that platform’s design, not a universal AI-rack requirement.

How is IT power calculated?

Sum the power of all components for each operating case:

P_IT = Σ(P_GPU + P_CPU + P_memory + P_storage + P_network + P_auxiliaries)

Apply the equation to average, sustained and peak scenarios. GPU TDP alone is insufficient: host systems, high-speed switches, optical links, fans, pumps and conversion losses can materially change the rack total.

Build three load cases

Case What it represents Use in design
Average Expected long-run operating load across the schedule Energy, operating-cost and normal thermal analysis
Sustained Highest load likely to persist during a training or serving interval Continuous ratings for buses, breakers, CDUs and heat exchangers
Peak Short-duration maximum, including synchronized starts, failover or burst demand UPS, generator, switchgear, protection and design-peak cooling

Do not average away synchronized behavior. A job launcher that starts many nodes together can create a larger electrical and thermal step than a simple average utilization calculation suggests.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use an explicit worksheet

For each rack or server type, multiply quantity by the three component-power columns, then sum by rack and by room. Keep spare servers, spare switches and redundant pumps visible rather than silently folding them into an unexplained percentage. This makes later vendor changes auditable.

How do I convert IT power to facility power?

Apply power usage effectiveness (PUE) to each scenario:

P_facility = P_IT × PUE

Run sensitivity cases instead of selecting one optimistic value. Cooling topology, climate, redundancy, utilization and operating schedule all move PUE. ASHRAE reports that integrated liquid-cooled designs can achieve PUE near 1.10, compared with approximately 1.4–1.6 for traditional designs; these are published design-level comparisons, not guarantees for every site.

Example of the arithmetic

If an engineering scenario produces 1,000 kW of IT load, a PUE case of 1.10 implies about 1,100 kW of facility demand, while a 1.50 case implies about 1,500 kW. The 400 kW difference is facility overhead, not additional computing, and must be carried through utility, transformer, UPS and generator planning. Replace the illustrative 1,000 kW with your measured or vendor-supplied value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include electrical losses in the right place

UPS, transformers, switchgear, busways and rack PDUs contribute to facility demand. Model their efficiency at the expected loading point and under redundant operation. If a design has a second power path that is normally energized, include its losses; if equipment is offline until a failure, document that operating state separately.

How much heat will the cluster produce?

At steady state, nearly every watt consumed by IT becomes heat, so use:

Q_IT ≈ P_IT in kW thermal.

For a 1,000 kW IT load, plan to remove approximately 1,000 kW of IT heat continuously at that load. Add heat from cooling-plant motors, pumps, fans, power equipment and other facility systems in the integrated model. Size heat rejection for the design peak, not merely the average training load.

Document where heat is rejected—air-cooled condensers, dry coolers, cooling towers or another heat exchanger—and the outdoor design condition used. Water demand, water treatment and discharge constraints belong in the same model; no universal water-use number is defensible without the site climate, heat-rejection method and operating schedule.

Can AI racks run on air cooling, or is liquid cooling required?

Choose by rack density and site constraints, not by a blanket rule. Air cooling can remain practical for lower-density support equipment, while dense GPU racks often require direct-to-chip liquid cooling, rear-door heat exchangers or immersion.

Air cooling

Use air when rack heat, airflow and room distribution stay within the capability of the servers, containment and cooling units. Oracle’s 2026 capacity guidance uses 15 kW per rack for standard racks and 17 kW or more for specialty or GPU racks as early planning values, with at least 150 CFM per kW for airflow planning. Those values are not a final design rating.

At 17 kW, the 150 CFM-per-kW planning rule implies at least 2,550 CFM for a rack; at 30 kW it implies 4,500 CFM. Verify that fans, perforated tiles, ducts, containment and cooling units can deliver that flow without excessive recirculation or pressure drop.

Direct-to-chip liquid

Cold plates remove heat at the GPU and CPU, reducing the amount that must be moved through room air. The design must include CDUs, manifolds, pumps, heat exchangers, leak detection, coolant-quality control, isolation valves and maintenance access. Specify supply and return temperatures, allowable flow, pressure limits and connection standards with the equipment vendor; they are platform-specific.

NVIDIA DSX documentation gives a design flow of at least 1.5 LPM per kW and calls for N+1 CDU redundancy for that system. Use those values only when the installed platform follows the same requirements.

Rear-door heat exchangers and immersion

A rear-door exchanger can capture rack exhaust while leaving server internals largely air-cooled. Immersion places servers in a dielectric fluid and can support high density, but introduces fluid compatibility, tank service, handling and maintenance requirements. Compare either option with direct-to-chip against your water availability, technician practices, warranty terms and expansion plan.

Compare the options on more than heat capacity

Decision axis Air cooling Liquid or immersion
Suitable density Lower-density support racks and systems within airflow limits Dense GPU racks and platforms beyond practical room-air delivery
Primary distribution Room airflow, hot/cold aisles or containment CDUs, manifolds, pumps and heat exchangers, with residual air cooling
Planning metric At least 150 CFM per kW in Oracle’s early guidance Platform-specific coolant temperature and flow; NVIDIA DSX cites at least 1.5 LPM/kW
Maintenance focus Filters, fans, containment and airflow balance Leak detection, coolant quality, valves, hoses, pumps and CDU service
Published PUE context Traditional designs are approximately 1.4–1.6 in the ASHRAE comparison Integrated liquid-cooled designs can approach 1.10 in the ASHRAE comparison

The table compares planning characteristics, not guaranteed performance. Obtain a thermal design from the actual server, CDU and facility vendors.

How many racks do I need?

Use usable, not nameplate, rack capacity:

rack_count = ceil(P_IT / usable_kW_per_rack)

“Usable” means the continuous power you are willing to assign after respecting breaker limits, cooling limits, redundancy and service margin. It is not the maximum printed on a PDU.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Worked planning example

If a scenario has 240 kW of IT load and the design allows 30 usable kW per rack, the arithmetic gives ceil(240 / 30) = 8 racks. If a liquid-cooled platform permits 60 usable kW per rack under its validated design, the same load would occupy four racks. The second result does not automatically halve the building: CDUs, manifolds, larger power equipment, clearances and structural reinforcement still require space.

Reconcile published density ranges

The U.S. Department of Energy’s 2025 preliminary analysis reports AI-training centers exceeding 30 kW per rack, while edge and commercial sites are typically 4–6 kW per rack. ASHRAE’s 2026 framework notes that AI racks often exceed 50–100 kW. These ranges describe different facilities and should be treated as planning context, not interchangeable ratings.

Some integrated platforms are much denser. NVIDIA DSX cabinet examples span 198–330 kW of TDP. A cabinet-level design may therefore require a different power bus, liquid loop, structural assessment and fire strategy than a conventional 19-inch rack row.

How much floor space should I reserve?

Rack count is only the first line item. Lay out the actual footprints, then add the spaces needed to operate and expand the cluster.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compute-room allocation

  • Rack footprints and front and rear service clearances.
  • Hot/cold aisles or containment, with doors and maintenance paths.
  • Loading routes, staging and empty-rack storage.
  • Fire egress, fire detection and suppression clearances.
  • Structural reinforcement for concentrated cabinet and battery loads.

Support-room allocation

  • Electrical rooms for switchgear, transformers, UPS systems and distribution.
  • Mechanical galleries for CDUs, pumps, heat exchangers and water-treatment equipment.
  • Network rooms, meet-me space and fiber pathways.
  • Generator or other backup-power areas, fuel systems and maintenance access.
  • A reserved expansion block with pathways and connection points installed or stubbed out.

There is no defensible universal square-foot-per-GPU conversion. Two clusters with the same GPU count can differ sharply because one uses high-density liquid cabinets and the other uses lower-density air-cooled racks, and because electrical and mechanical plant may be inside or outside the data hall.

Check structural loading early

Obtain the concentrated and distributed floor loads for the selected rack, CDU, battery and transformer equipment. Confirm slab capacity, raised-floor ratings, seismic anchorage and the route from receiving to the final room. A rack that fits geometrically may still be impossible to place safely.

What electrical and utility capacity must the site provide?

Translate the facility-power scenarios into utility requirements, then check whether the site can deliver them on the required schedule.

Electrical checks

  • Available MW and MVA at the property and at the building service.
  • Substation, transformer and switchgear ratings, including future bays.
  • Voltage, short-circuit capacity, harmonics and power-factor requirements.
  • UPS topology, ride-through time, generator strategy and fuel autonomy.
  • Redundancy state: N, N+1 or 2N for each critical path.
  • Interconnection lead time, protection studies and utility upgrade obligations.

MW describes real power; MVA also reflects reactive current and determines the required capacity of much electrical equipment. Ask the electrical engineer to carry both through the one-line and utility application rather than converting one to the other with an unexplained assumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cooling and water checks

  • Outdoor design temperature and humidity for the selected heat-rejection equipment.
  • Available make-up water, treatment capacity, discharge limits and drought restrictions.
  • Space for dry coolers, cooling towers, pumps, heat exchangers and service lanes.
  • Coolant delivery, storage, filtration and leak-containment provisions for liquid racks.

ASHRAE advises prioritizing power availability and grid constraints early in site selection. A site that can house the racks but cannot obtain the required substation capacity or water service is not a feasible cluster site.

How should I model redundancy and expansion?

Model normal operation and every credible failure state. A design that meets the load only when all equipment is healthy may not meet its availability target.

Redundancy cases

  • Normal load with all cooling and electrical modules online.
  • One failed or isolated UPS, transformer, bus, pump or CDU where N+1 is specified.
  • Maintenance with a path intentionally offline.
  • Transfer or generator operation during a utility outage.

For liquid systems, include the specified CDU redundancy; NVIDIA DSX documentation uses N+1 as its design example. For electrical systems, define whether redundancy is capacity-only or physically independent 2N paths. The distinction changes room count, cable routes and facility losses.

Reserve for growth

State the initial deployment, the next phase and the ultimate build-out. Reserve utility capacity, cooling headers, network pathways, floor area and structural capacity for the growth plan. Building a small electrical service and relying on a later upgrade can create a longer schedule than the server procurement itself.

What should the integrated design model produce?

NVIDIA recommends modeling an AI data center as a complete AI factory: compute, networking, power delivery, cooling loops, building systems, operating schedule, climate and growth plan. A high-fidelity digital twin or equivalent engineering model should produce at least these outputs:

  • Average, sustained and peak IT kW by rack, row and room.
  • Facility MW for optimistic, expected and conservative PUE cases.
  • Heat rejection in kW thermal for normal, peak and failure conditions.
  • Rack density, cabinet TDP, airflow or coolant-flow requirements.
  • Water demand and treatment or discharge requirements where water systems are used.
  • Floor area, aisle and service clearances, structural loads and support-room sizes.
  • Electrical one-line capacity, voltage, harmonics, UPS and generator loading.
  • Redundancy behavior and the remaining capacity after a component failure.
  • Expansion paths and the utility, mechanical and network work needed for each phase.

Have the server, networking, cooling, electrical and construction vendors review the same model. Resolve differences in rack power, connection standards, flow, temperature and service clearance before equipment is ordered.

What common estimation mistakes cause failures?

Counting only GPU TDP

Fix: add CPUs, memory, storage, switches, NICs, fans, pumps, PDUs and conversion losses in the component worksheet.

Using one average number

Fix: maintain average, sustained and peak cases and test synchronized workload starts, failover and generator operation.

Applying PUE as a universal constant

Fix: run a sensitivity range. The ASHRAE comparison of approximately 1.4–1.6 traditional PUE versus near 1.10 for integrated liquid designs shows why topology and climate matter.

Assuming a rack rating is usable capacity

Fix: derate for continuous operation, breaker limits, cooling capability, redundancy and service margin before applying the rack-count equation.

Planning only the server room

Fix: draw electrical, mechanical, network, staging, fire-egress and expansion areas at the same time as the rack layout.

Choosing cooling before knowing density

Fix: compare air, rear-door, direct-to-chip and immersion after the actual cabinet TDP, residual air load, coolant requirements and site constraints are known.

Ignoring utility lead time

Fix: confirm interconnection, substation, transformer, switchgear, permitting and water-service schedules during site selection, not after the room is designed.

What is a practical planning sequence?

  1. Freeze assumptions: workload types, utilization waveform, GPU and server generation, network topology, deployment phases and availability target.
  2. Build the bill of materials: record nameplate, typical, sustained and peak power plus dimensions, weight, airflow or liquid interfaces.
  3. Calculate IT scenarios: sum every component by rack, row and room using P_IT.
  4. Apply PUE sensitivity: convert each IT case to facility kW and MW; document what drives each PUE value.
  5. Convert to heat: treat IT watts as approximately equal thermal kW and add facility losses for heat-rejection sizing.
  6. Choose a cooling topology: validate air delivery or liquid flow, temperatures, CDUs, leak controls and redundancy with the platform vendor.
  7. Set rack density: calculate rack count from usable kW per rack, then test cabinet TDP, airflow, coolant and structural limits.
  8. Lay out the building: include aisles, clearances, electrical and mechanical rooms, network and staging areas, fire egress and expansion.
  9. Validate the site: check MW/MVA, utility interconnection, transformers, voltage, harmonics, backup power, water, climate and permits.
  10. Review an integrated model: run normal, peak, maintenance and failure cases with all vendors before construction.

The deliverable is a scenario-based capacity package, not a single GPU-to-megawatt multiplier. Keep the assumptions versioned so a change in GPU, server, utilization or cooling method automatically updates power, heat and space.

Frequently Asked Questions

Is a PUE near 1.10 guaranteed for a liquid-cooled AI cluster?

No. ASHRAE cites near 1.10 for integrated liquid-cooled designs in its performance framework, while traditional designs are approximately 1.4–1.6 in the same comparison. Actual PUE depends on climate, redundancy, utilization, heat-rejection equipment and operating controls.

What is the difference between MW and MVA when I request utility service?

MW is real power consumed by the facility; MVA also accounts for reactive current and is commonly used to size transformers, generators and switchgear. Your electrical engineer should carry both through the utility application and one-line rather than treating them as interchangeable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I reserve space for a second cooling loop if the first phase is air-cooled?

Reserve pathways, structural capacity and plant-room space when later liquid conversion is plausible. Adding headers, electrical capacity and service access during the first build is usually less disruptive than retrofitting a live high-density hall, but the final choice depends on the platform roadmap and site constraints.

What information should I request from a GPU-platform vendor before signing off the design?

Request rack and cabinet TDP, average and peak power, dimensions and weight, service clearances, airflow or coolant supply and return limits, required flow, connection standards, CDU topology, leak-detection interfaces and failure behavior. Ask the vendor to review your integrated electrical, thermal and layout model, not just a rack data sheet.
