Estimate an agent run as the sum of every model call, not as the token count of its final reply. Count uncached input, cached input, output, cache writes and, where reported, reasoning tokens for each call; apply the current rate for the selected model; then add tool, search, runtime and other billable charges. To control spend, instrument usage per run, cap turns and calls, enforce a monetary budget before each request, and reforecast from representative production traffic.
A short visible answer can hide long instructions, conversation history, tool schemas, tool results, retries, handoffs and internal reasoning. The practical workflow is therefore: estimate before execution, measure the complete run afterward, reconcile telemetry with the provider bill, and stop or degrade gracefully when the next request cannot fit the run budget.
What makes an AI agent cost more than a normal prompt?
A conventional request is often described as one input followed by one output. An agent is usually a loop of model invocations. A model may decide to call a tool, receive the tool result, reconsider the task, hand work to another agent, retry a failed request or continue for several turns. Every invocation can carry instructions and context again.

OpenAI’s documentation summarizes the distinction plainly: “A token count is not the same as a word count.” A run-level estimate must model the whole sequence and the rates that apply to each token category.
Token categories to track
- Input tokens: all material sent to a model, including instructions, user content, context, tool definitions and tool results.
- Cached input tokens: eligible input reused through a matching prompt prefix. They remain billable, usually at a different rate, and a retained session does not guarantee a cache hit.
- Output tokens: generated content, including visible text, tool-call arguments and formatting.
- Reasoning tokens: internal generated tokens that may not be shown to the user. Official guidance counts them as output usage and billing when the model reports them.
- Cache-write tokens: tokens written to a provider’s prompt cache when that category is priced separately.
How do I calculate the cost of one agent task?
List every model call in the run, split its usage into the categories exposed by the provider, multiply by the matching model rates, and add non-token charges. A general calculation is:
estimated task cost = Σ over model calls [
(uncached input tokens × input rate
+ cached input tokens × cached-input rate
+ output tokens × output rate
+ cache-write tokens × cache-write rate)
/ 1,000,000
] + other billable charges
Rates on API pricing pages are normally quoted per one million tokens and vary by model and processing tier. Use the rate card for the exact model, endpoint, region and tier that will run the task. Prices and cache rules can change, so store the pricing version or retrieval date with your estimate.
Worked structure with illustrative usage
Suppose a task makes four calls. Call 1 sends 18,000 uncached input tokens and produces 2,000 output tokens. Call 2 sends 6,000 uncached and 12,000 cached input tokens and produces 1,500 output tokens. Call 3 sends 9,000 uncached input tokens and produces 3,000 output tokens, including reasoning. Call 4 sends 4,000 uncached input tokens and produces a 500-token tool call. These token counts are an illustration of the accounting method, not a benchmark.
| Call | Uncached input | Cached input | Output | What to include |
|---|---|---|---|---|
| 1 | 18,000 | 0 | 2,000 | Instructions, user request and first decision |
| 2 | 6,000 | 12,000 | 1,500 | Tool result and follow-up decision |
| 3 | 9,000 | 0 | 3,000 | Reasoning plus visible response |
| 4 | 4,000 | 0 | 500 | Final tool-call arguments |
Apply the selected model’s input, cached-input and output rates to the columns, divide each product by 1,000,000, and add any cache-write, hosted-tool, search or runtime fees. If a usage record reports total input that already includes cached tokens, split the total into cached and uncached portions before applying rates; counting the cached portion again at the full input rate overstates the bill.
What if the provider does not expose every category?
Label the result as an estimate. Some telemetry surfaces omit cache writes, reasoning details or tool-specific charges. Keep the token estimate separate from charges that are unknown, then reconcile the completed run against the provider invoice or usage export. Do not silently treat an unavailable field as zero.
How can I count tokens before running an agent?
Use a tokenizer for the exact model or encoding when you need an early estimate, and use a provider’s input-token counting endpoint when it supports the request format. A plain-text count is useful for rough planning but can omit message boundaries, tool definitions, schemas, images, files and other serialization overhead.

Fast English heuristics
OpenAI Help Center guidance gives two rough English rules: one token is approximately four characters, and one token is approximately three-quarters of a word. Both are estimates, not conversion formulas. Tokenization changes with language, spelling, capitalization, spaces, punctuation and the model’s encoding, so use them only to size an experiment or catch an obviously oversized prompt.
What an input-counting endpoint can and cannot tell you
For supported Responses inputs, an official counting endpoint can account for structured inputs such as files and images more faithfully than a local text tokenizer. It still predicts input only. It cannot know how many output or reasoning tokens the model will generate, whether the agent will retry, or how many tools and handoffs will occur later.
- Build the request exactly as the agent will send it, including system and developer instructions, conversation history, tool schemas and retrieved context.
- Submit that structured input to the model-specific tokenizer or supported counting endpoint.
- Record the resulting input total and split any known cached prefix from the uncached remainder.
- Set an output ceiling for the request and estimate a high, typical and low case rather than one number.
- Multiply each case by current rates, then add likely additional calls and non-token charges.
Why did my agent use more tokens than its final answer?
The final answer excludes most of the material that drove the run. Repeated instructions and history may be sent on every turn; tool schemas and results can be large; a model can emit lengthy tool arguments; failed calls can be retried; and internal reasoning can count as output even when it is not displayed.
- Repeated context: a long transcript or document may be serialized into several requests.
- Tool overhead: function definitions, parameter schemas and returned records are input tokens.
- Control flow: planning, verification, handoffs and retries add calls.
- Hidden generation: reasoning tokens increase output usage without increasing visible prose.
- Formatting: JSON, XML and verbose field names consume tokens even when the semantic answer is short.
Inspect request-level usage rather than counting words in the displayed response. Compare the number of calls, input and output totals, cached portions, reasoning counts, retries and handoffs with your expected path.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow do I measure the actual cost of an agent run?
Instrument both the run and every request. The Agents SDK aggregates usage across calls, including calls that produce tool calls or handoffs, and exposes request-level entries with cached and reasoning details where available. Its documentation states: “The Agents SDK automatically tracks token usage for every run.”
Minimum fields to record
- Run identifier, user or tenant identifier and task type.
- Model, endpoint, region and processing tier.
- Turn and request number, including parent and subagent attribution.
- Input, uncached input, cached input, cache writes, output and reasoning counts.
- Retries, timeouts, tool calls, handoffs and whether a response was truncated.
- Rate-card or pricing-version identifier used for the cost calculation.
- Estimated cost, settled cost and any non-token charges.
Observability data can be best-effort, arrive after the run, or remain null when usage is unknown. It can change as accounting completes and is not necessarily the final bill. Reconcile sampled runs with provider billing data, and mark provisional records so finance reports do not present them as settled charges.
Run-level versus request-level accounting
Use request records to diagnose a spike and run aggregation to enforce a task budget. A request-level log can show that the third turn carried an unexpectedly large tool result; the run total tells you whether the completed task stayed within its allowance. Preserve both views instead of retaining only a daily aggregate.

How do I set a hard spending limit for one run?
Combine a maximum turn or call count with a monetary reservation before each model request. A turn cap limits loop length, but it does not guarantee a dollar limit because one request can have a large context or output.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Set the run’s remaining budget in the currency used by your billing system.
- Before a request, count its input and calculate the maximum permitted response cost using the configured output ceiling. Include cache-write and known tool charges.
- Reserve that maximum amount atomically so concurrent requests cannot overspend the same run.
- If the reservation does not fit, stop, ask for approval, switch to a permitted fallback, or return a partial result according to your product policy.
- After the response, read actual usage, settle the actual cost and release the unused reservation.
- Log the decision and remaining balance so operators can explain why the agent stopped.
An OpenAI cookbook controller published August 17, 2026 demonstrates this reserve-then-settle pattern. Its values are illustrative and its budget excludes hosted tools and other charges, so adapt the design to your endpoint and include every billable category you use.
What should happen when the limit is reached?
- Stop safely: save the work state and explain that the run reached its limit.
- Degrade: return a partial answer, omit optional enrichment or use a smaller approved model.
- Request approval: show the estimated additional cost before continuing.
- Retry later: queue asynchronous work only when the product can tolerate delay and the budget is still available.
How do I cap runaway loops and retries?
Use the SDK’s maximum-turn setting or an equivalent application-level call counter, and define the recovery path. In the Agents SDK, a turn is one AI invocation, including tool calls that may occur; exceeding max_turns raises an exception unless your application handles it.
Controls worth combining
- Maximum turns per run.
- Maximum total model calls, including retries and handoffs.
- Per-request input and output token ceilings.
- Maximum tool-result size and document-retrieval count.
- Retry limits with exponential backoff and a separate retry budget.
- Deadline or wall-clock timeout.
- Per-tenant and per-day spend quotas.
Keep the limits independent. A run can stay under ten turns yet exceed its budget through one huge context; conversely, a low-token model can make many cheap calls and consume excessive latency or tool fees.
How can I reduce token costs without damaging quality?
Optimize the cost of a successful task, not the price of one input token. OpenAI’s cost guidance recommends reducing unnecessary requests, minimizing tokens and output length, and choosing a smaller model when it maintains the required accuracy. Batch and Flex processing can be cost options for suitable asynchronous workloads.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Reduce avoidable input
- Remove irrelevant history instead of attaching the entire transcript.
- Summarize stable context once, while preserving details required for correctness.
- Trim duplicate instructions and redundant tool descriptions.
- Limit retrieval to documents relevant to the current decision.
- Constrain tool results to the fields the next step actually needs.
Use caching deliberately
Keep stable instructions and schemas in a consistent prefix when the provider’s cache rules make that eligible. Caching is conditional, cache hits are not guaranteed, and cached tokens still incur a charge. Measure hit rates and compare the cached-input rate plus any cache-write cost with the uncached alternative.
Control output and call structure
- Request concise formats and set a realistic maximum output.
- Combine steps only when doing so does not reduce reliability or make retries more expensive.
- Skip verification calls for low-risk tasks, but retain them where an error would cost more than the extra tokens.
- Route simple subtasks to a smaller model only after representative quality testing.
How do I choose the least expensive model that still works?
Compare cost per successfully completed task, not the lowest advertised input rate. A model with a cheap input category can become more expensive if it needs more turns, produces longer outputs, retries often or fails the quality bar.

Start with observed usage per completed task, then multiply by the workload you expect. A practical forecast is:
Free tools Windows power users keep installed
One-click scans. No signup required.
period cost = users × tasks per user × calls per task
× category-specific tokens per call
× current category rate
+ non-token charges
Build low, expected and high scenarios using the distribution of real runs. Account for retries, handoffs, subagents, data volume, tool calls and seasonal traffic. Recalculate when model rates, cache eligibility, context limits or product behavior changes.
Forecasting checklist
- Sample real tasks from each major workflow, customer tier and language.
- Measure median, upper-percentile and maximum plausible token use.
- Separate uncached, cached, output and reasoning categories.
- Apply the current rate for each model and processing tier.
- Add search, hosted-tool, runtime, storage and other service charges.
- Include a safety margin for incomplete telemetry and workload growth.
- Review usage dashboards and account notification thresholds, but keep an application-level hard stop.
What are the most common estimation and control mistakes?
Using word count as the bill
Words are only a rough proxy for English text and ignore structured messages, schemas, files, images and hidden reasoning. Use model-aware counting and real usage records.
Counting cached input twice
If total input already includes cached tokens, split the total before applying rates. Do not charge the cached portion once as ordinary input and again as cached input.
Budgeting only the visible answer
Reserve for the maximum allowed output and account for reasoning and tool-call arguments. A concise final paragraph does not prove the run was inexpensive.
Treating a turn cap as a dollar cap
Turn limits constrain loop length, not request size or non-token fees. Pair them with token ceilings and a monetary reservation.

Trusting provisional telemetry
Usage can be delayed or unknown. Mark estimates, reconcile them with billing, and avoid declaring a final cost until accounting is complete.
Optimizing the wrong rate
The lowest input price may produce a higher total cost per successful task. Include call count, output length, quality failures, retries and latency in the decision.
What should a production control policy contain?
Write the policy so an operator can implement it without guessing:
- A model allow-list and the pricing version used for estimates.
- Per-request input and output ceilings.
- Per-run turn, call, time and monetary limits.
- Rules for retries, handoffs, subagents and tool charges.
- The fallback behavior when a reservation fails.
- Logging fields, retention and reconciliation with provider billing.
- Alerts for unusual token growth, cache misses and budget denials.
- A review schedule for rates, model changes and observed workload.
Account-level notifications are useful for awareness, but they are not a substitute for an in-application stop. The application is the only place that knows the run’s remaining budget, pending requests and business policy.
Frequently Asked Questions
Can I estimate an agent’s cost from the number of words in its answer?
No. Word count ignores repeated prompts, tool schemas, retrieved data, formatting, retries and internal reasoning. Use it only as a rough English-size signal, then rely on model-specific token counts and post-run usage.
Do cached tokens make an agent free?
No. Cached input is usually billed at a different rate, and cache writes may also be charged. Eligibility and hit behavior depend on the provider, model and prompt prefix, so measure actual hit rates.
What is a safe way to handle a budget denial mid-run?
Persist the agent state, return a clearly labeled partial result or request approval, and record the denied request and remaining balance. Do not silently retry with an unapproved model or unlimited output.
How often should token-cost forecasts be updated?
Revisit them whenever you change models, prompts, tools, traffic assumptions or processing tiers, and whenever the provider changes rates or cache rules. In production, compare forecasts with settled billing on a regular reporting cycle.
