To limit large-scale model extraction through an API, combine identity-aware access controls, workload-based request and resource limits, query-pattern monitoring, and a measured incident response. A caller does not need access to your model files or weights to learn from its input-output behavior: systematic queries and collected responses can be used to train a surrogate. No single rate cap or detector guarantees prevention, so tune controls to legitimate use and treat suspicious traffic as a reason to investigate—not proof of theft.

What model extraction through an API means

Model extraction, also called model stealing, is an attempt to approximate a target model’s behavior by querying an exposed interface and training a surrogate on the returned responses. The interface may be a black box: the caller can learn from inputs and outputs without reading model files or weights. This is distinct from directly stealing those files. It is also different from extracting personal training records, although privacy risks can overlap.

The operational challenge is that legitimate use can look unusual. Batch jobs, automated clients, testing, and other valid workloads may create high volumes or atypical query sequences. Volume alone is not evidence of extraction; assess activity against the caller’s declared purpose, expected workload, identity, and other available telemetry.

Build layered controls around the inference API

Use controls at different points in the access lifecycle. NIST’s SP 800-228 API protection guidance, updated March 13, 2026, describes incremental, risk-based protections for pre-runtime and runtime stages. It does not prescribe a model-extraction detector or a universal safe request threshold. OWASP likewise recommends identity controls, rate limiting, abuse detection, and tenant-scoped resource limits in its Secure AI/ML Model Ops Cheat Sheet.

Control Where it helps Limitation
Authentication and authorization Establishes who may access which inference resources. Identifies access boundaries, not extraction behavior by itself.
Request and resource limits Constrains request volume, tokens, concurrency, or spend. Limits must fit legitimate workloads; a cap alone is not an extraction detector.
Query-pattern and abuse monitoring Surfaces unusual activity for review. Legitimate workloads can also look unusual, and research results are scoped to evaluated settings.
Output minimization Reduces unnecessary information exposed in each response. Does not prevent learning from the information that remains available.
Watermarking May help identify a derived model later. Is not a substitute for access controls or monitoring; universal robustness is not established.

1. Tie access to an accountable identity

Require authentication and authorization for inference access where your deployment model allows it. Associate each request with a meaningful principal or tenant so policies, usage records, and investigations can be scoped to a caller rather than an anonymous endpoint. Protect API credentials and review access to both current and legacy endpoints. OWASP identifies authentication, authorization, input validation, and monitoring as inference API security measures.

2. Set workload-aware request and resource limits

Apply limits at an appropriate tenant or principal scope for requests, tokens, concurrency, and spend. Consider aggregate controls as well, so individually compliant callers cannot collectively exceed system protection needs. Set thresholds using legitimate product usage, the model interface, business requirements, and residual risk; review and adjust them as workloads change.

There is no universal extraction-safe requests-per-minute number in the guidance cited here. Rate limits can increase the effort, time, or resources required for an attack and create an opportunity to detect and respond to it, but they do not establish that extraction is impossible.

3. Monitor behavior, not just request totals

Retain enough API telemetry to review request volume and query sequences by authorized principal or tenant. Use pattern analysis alongside other abuse signals, such as bot detection or anomaly scoring, as OWASP recommends. A generic rate cap tells you that a caller crossed a volume threshold; it does not tell you why the caller made those requests.

Examples worth reviewing—not universal signatures—include a sequence of queries that appears designed to systematically sample a model’s behavior, repeated probing that departs from the principal’s normal use, or concentrated request patterns inconsistent with the declared workload. Compare any such activity with known batch jobs, test runs, and automation before drawing conclusions.

4. Minimize response information

Return only the output detail the application needs. Reducing unnecessary response information limits what is exposed per call, but it is a supporting measure rather than a standalone defense: callers can still learn from the outputs that remain. The OWASP inference API guidance supports limiting information exposure as part of a layered approach; it does not establish that removing any particular field prevents extraction.

5. Consider watermarking as a complement

OWASP’s LLM10: Model Theft includes watermarking in a model-theft mitigation lifecycle. A watermark may help identify a derived model after access has occurred, but it does not replace identity controls, query monitoring, or incident response. The cited guidance does not establish that one watermarking scheme is robust against removal, copying, or false attribution across all model types.

Investigate alerts proportionately

Unusual query behavior should trigger a review, not an automatic conclusion that a model was stolen. OWASP calls for monitoring and audit, while NIST frames API protections as risk-based. The cited guidance does not define a universal automatic-block threshold.

  1. Validate the alert. Check which principal or tenant generated the activity, the time window, affected endpoint, request pattern, and whether a known job or test explains it.
  2. Review the surrounding telemetry. Examine relevant request and query sequences alongside available identity, usage, and abuse-detection signals. Preserve records needed for the organization’s security or API incident process.
  3. Choose a proportionate response. Depending on the evidence and potential impact, investigate further, contact the account owner, tighten a scoped limit, or restrict access under your incident procedures. Avoid treating an anomaly score or high volume alone as proof.
  4. Reassess controls afterward. Determine whether the activity exposed a policy gap or whether the alert reflected legitimate use, then tune controls and monitoring accordingly.

What extraction research can—and cannot—tell operators

PRADA is a research example of query-pattern detection: it analyzes distributions of successive API queries. Its authors report 100% detection and no false positives against the prior extraction attacks included in their evaluation, and the paper discusses an evasion strategy. Those are findings within that study’s attacks and datasets, not a production guarantee for every model, modality, user population, or deployment. NIST states in SP 800-228: “Hence, a secure deployment of APIs is critical for overall enterprise security.” That supports treating API protection as part of broader enterprise security; it should not be read as a claim that NIST specifies an extraction-specific detector.
