There is no single form that corrects every New York City record. Identify which record is wrong and which agency maintains it: a deed or City Register index, a property-tax billing record, voter registration, or a birth or marriage certificate each has a separate process. Use the guide below to find the right route before submitting documents.

Start by identifying the record that contains the error

Check the document, notice, account, or online record where you saw the wrong address. The agency named on it is usually the best starting point. A correction to a recorded deed is not the same as an update to where property-tax bills are sent, and neither automatically changes voter or vital records.

  • Property deed, recorded document, or index: use the property-record route for the borough where the property is located.
  • Property-tax billing address: request an account update; if the underlying deed or property record is wrong, address that record separately.
  • Voter registration: update the address with the Board of Elections.
  • Birth or marriage certificate: use the relevant vital-record correction or amendment process.

This guide covers common records addressed by NYC agency guidance, not every database maintained by every city department. For another record, identify the issuing agency on the record and ask it for its correction procedure.

Correct a property deed, recorded document, or index

Choose the route by borough and record date

For property in the Bronx, Brooklyn, Manhattan, or Queens, NYC311 directs users to ACRIS for property-record services. Staten Island property records go through the Richmond County Clerk instead. For documents registered on or after January 1, 1966, NYC311 says corrections or updates may be handled online or in person; older records have an in-person process. See NYC311’s property-record guidance for current instructions and locations.

NYC311 advises people seeking a correction to bring supporting documents and a copy of the deed. Confirm what is required for the specific record and correction before going in or filing online.

Distinguish an index error from an error in the document

A City Register index can be wrong even when the recorded document itself is correct. The Department of Finance’s index correction form addresses issues such as a document indexed under the wrong block and lot, or a misspelled name on cover pages when the original document has the correct name. Adding or changing a name that does not appear in the original document is a different matter; an index correction is not a substitute for correcting the underlying legal document.

Update a property-tax billing address

NYC311 says property-tax bill names and addresses match the deed and other records. An owner may request an account update, but if the deed or underlying property record is incorrect, correct that record through the property-record process as well. The City’s Property Information Update Form provides for correcting the address associated with a BBL (borough, block, and lot).

The form requires an owner certification and warns that false statements can lead the Department of Finance to decline the requested change while the applicant remains liable for notices and applicable taxes. Submit accurate information and supporting documents, and use the form for the specific issue rather than assuming an account update changes a deed or other city record. General tax-account instructions are on NYC311’s property-tax page.

Change the address on voter registration

New York State law requires registered voters to notify the Board of Elections within 15 days after changing address, according to NYC311’s voter-registration guidance. The address on registration determines the polling place and which contests a voter is eligible to participate in.

NYC311 lists online, mail, and in-person update options. The online portal depends on whether the NYC resident has a valid New York State DMV number or ID, so follow the portal choice and instructions on the current NYC311 page rather than using a route intended for a different applicant.

Correct a New York City birth certificate

An adult may request a correction to their own certificate; a parent or legal guardian may request one for a child under 18. NYC311 says requests are made by mail or by appointment in person, and that online correction requests are not available. Review the current birth-certificate correction instructions for the application and evidence required for the particular change.

NYC311 lists a usual nonrefundable processing fee of $40 for most correction orders and a 12-week processing estimate; delivery can take additional time. These are agency-published figures, not guaranteed completion dates, so check the current instructions before filing.

Amend a New York City marriage record

NYC311 says an amendment application may be started online or sent by mail. Starting online does not complete the amendment: the applicant must mail the confirmation number, payment, identification, and any additional required documents. The online application expires after 21 days. Consult NYC311’s marriage-record amendment instructions for the current application and evidence list.

The page lists a $10 fee and an estimated six to eight weeks for amendment processing. Those are published agency figures and may change; verify them and the mailing requirements before submitting an application.

Check historical-record limits before applying

According to the NYC Records FAQ, birth records before 1910, death records before 1951, and marriage records before 1950 cannot be corrected or amended. For these historical records, NYC311 describes ordering records and no-amendment or correction letters through the Municipal Archives. Check the NYC Records historical-records information and NYC311’s historical-record guidance to determine what is available for the record you need.

Prepare the application for the specific correction

  1. Locate the record and owning agency. Note the exact record type, borough or jurisdiction where relevant, and the address or other detail that is incorrect.
  2. Determine what needs changing. Decide whether the error is in an underlying document, an index, a billing or contact record, or a vital or voter record. These are distinct corrections.
  3. Check eligibility and evidence requirements. Confirm who may apply, which form to use, what supporting documents are accepted, and whether originals, copies, an appointment, or mailed materials are required.
  4. Verify current filing details. Review the agency’s linked instructions immediately before applying for available submission methods, fees, processing estimates, and any deadline.
  5. Keep a copy of what you submit. Retain the application and supporting-document details so you can respond if the agency requests more information or you need to follow up.
