Control a cloud-hosted AI agent as you would a privileged production service: give it a distinct identity, authorize every tool call, pass through the requesting user’s permissions, meter every workload, and apply explicit deletion rules to prompts, outputs, logs, memory, and traces. A centralized control plane should inventory each agent and enforce ownership, lifecycle, security, data governance, observability, cost, and emergency-intervention policies. Do not rely on a provider’s default retention or on a general-purpose agent having broad access to company data. Set local budgets and quotas, isolate sessions and secrets, automate purge or anonymization, and verify the exact model, feature, region, processor, and effective date in the provider’s terms before launch.

What does controlling a cloud-hosted AI agent actually involve?

It involves four controls that must work together:

  • Access: determine who may invoke the agent, what the agent may read or change, which tools it may call, and which downstream systems those tools may reach.
  • Cost: attribute usage to an owner or project, restrict expensive deployments, set budgets and quotas, and stop or approve work when limits are reached.
  • Retention: assign a time-to-live (TTL) and deletion method to every class of agent data rather than treating “the conversation” as one record.
  • Operations: observe behavior, preserve an audit trail, isolate sessions and credentials, and provide a tested intervention or shutdown path.

Cloud agents are difficult to govern with a single permission switch because an autonomous run can branch through multiple tools and systems. AWS Prescriptive Guidance describes the problem directly: “The autonomous nature of agents makes it difficult to predict all possible execution paths, requiring defense-in-depth controls that limit scope when agents behave unexpectedly.”

How do I create a central control plane for agents?

Start with one enforceable baseline rather than separate rules for each team or framework. Microsoft’s guidance calls for “a centralized and enforceable governance and security baseline for all AI agents that aligns with existing identity, data governance, and security practices.” The control plane can be implemented with existing identity, policy, logging, ticketing, and cloud-management systems, but it must have authority to block a deployment or revoke access.

Review the inventory when a model, tool, data source, region, owner, or retention rule changes. An unowned or untracked agent should be treated as an access and cost exception until it is brought under the baseline.

Make policy enforcement independent of the prompt

Instructions such as “do not access payroll data” are useful context but are not authorization. Enforce boundaries in the identity provider, tool gateway, data layer, network policy, and billing controls. The agent should receive only the tools and scopes that policy has already approved; a model-generated request must not be able to widen its own permissions.

How do I limit what a cloud AI agent can access?

Separate the three authentication relationships identified in AWS guidance: user-to-agent, agent-to-tool or resource, and tool-to-downstream system. Each relationship needs its own identity, authorization decision, and audit record.

Authenticate the user separately from the agent

Use federated user authentication for people and workloads that invoke the agent. Record the authenticated subject, tenant, role or attributes, consent where required, and the session identifier. Do not substitute a shared “AI user” for the person who initiated the request; a shared identity makes least-privilege enforcement and investigations much harder.

Give the agent a narrow workload identity

Use a managed identity or narrowly scoped role for the agent runtime. Scope permissions to specific actions and resources, such as reading one index or creating a draft in one system, instead of granting broad administrator or organization-wide data access. Separate development, test, and production identities and prevent a lower environment from using production secrets.

Put tools behind a gateway

A tool gateway should maintain a separate identity store for tools, validate the caller and requested operation, apply allowlists, redact or filter arguments, and issue short-lived credentials to the downstream system. The gateway is the right place to enforce limits such as read-only mode, approved destinations, maximum result size, and human approval for irreversible actions.

Use RBAC and ABAC deliberately

NIST Special Publication 800-210, published July 31, 2020 and updated on February 3, 2025, frames cloud authorization in role-based access control (RBAC) and attribute-based access control (ABAC) terms. RBAC is useful for stable job functions and operating roles. ABAC can add resource, tenant, geography, data-classification, time, device, or purpose attributes when a role alone is too broad. Document which model is authoritative for each resource and how conflicts are resolved.

Propagate the requesting user’s permissions

When an agent acts for a user, securely pass the user identity or a delegated token to the data service. The query or API must enforce that user’s permissions at the point where data is returned. Filtering a result after a broad query is unsafe: the agent may already have seen unauthorized records, and the event may be difficult to reconstruct. Test cross-tenant, disabled-account, expired-token, and permission-change cases.

Protect credentials and network paths

Keep API keys, database passwords, and signing material in a managed secrets service; never place them in prompts, source code, long-term memory, or logs. Restrict egress to approved endpoints, require TLS, and use separate network routes or accounts for sensitive systems. Rotate credentials and make revocation part of offboarding and incident response.

How can I stop an AI agent from running up cloud costs?

Cost control needs both preventive policy and real-time attribution. Microsoft recommends restricting deployment of cost-intensive resources and requiring tags that allocate spend across environments, departments, or projects. Add budgets, usage alerts, per-agent quotas, and approval gates in your own platform because the cited guidance does not prescribe universal dollar or token limits.

Block expensive configurations before deployment

Require an approved environment, region, model class, context limit, concurrency setting, and tool set in the deployment manifest. Deny unapproved GPU, large-memory, high-concurrency, or always-on resources through cloud policy. Make an exception carry an owner, expiry date, estimated monthly cost, and rollback plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make every unit of spend attributable

Require tags such as agent ID, owner, environment, department, project, and data classification. Propagate those tags to model calls, tool workers, storage, logs, queues, and network resources where the platform permits. A bill that shows only a shared account total cannot reveal which agent is looping or which team is consuming the budget.

Set local budgets and quotas

Define limits appropriate to your workload for token use, model calls, tool calls, runtime duration, concurrent sessions, storage, and egress. Use separate soft alerts and hard stops. A soft alert can page the owner or require approval; a hard stop should cancel new work while allowing a controlled cleanup. Keep quota counters outside the agent so a prompt cannot reset them.

Use approval gates for high-impact actions

Require human approval before purchases, mass messages, production changes, deletion, privilege changes, or large data exports. The approval record should include the requesting user, exact arguments, estimated cost, affected resources, and expiry. Do not treat a general “approved” flag as permanent authorization.

Detect loops and abnormal usage

Alert on repeated tool failures, rapidly increasing call frequency, unusual result sizes, long-running sessions, retries without progress, and spending that differs from the agent’s baseline. Provide an operator kill switch that revokes the agent identity, disables tool routes, and stops workers. Test the switch under load; a documented control that cannot stop queued or already-running work is incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long should hosted agents keep prompts, outputs, logs, and memory?

There is no single safe retention period. Define a separate TTL and deletion procedure for each data class, then automate purge, deletion, or anonymization. Microsoft explicitly recommends defined retention periods and automated purging or anonymization for logs, memory, and training data.

Data class Decisions the policy must specify Deletion or protection action
Prompts and user inputs Operational need, sensitivity, legal hold, and maximum TTL Purge or anonymize after the TTL; exclude secrets and unnecessary personal data at intake
Model outputs Whether the output is a business record, draft, or transient response Delete transient responses; apply records rules to outputs that become official records
Application and security logs Investigation, fraud, and compliance requirements Restrict access, protect integrity, and expire records on a documented schedule
Short-term session memory How long continuity is useful and which actor or tenant owns it Expire automatically and isolate by session and actor
Long-term memory What may be remembered, who may retrieve it, and how a user can delete it Use item-level deletion workflows, re-indexing or tombstones, and periodic verification
Traces and tool-call records Debugging value versus exposure of arguments, results, or credentials Redact secrets, restrict visibility, and apply a shorter TTL where possible
Training and evaluation data Consent, purpose, provenance, regional restrictions, and reuse rights Separate datasets from production memory and honor deletion or exclusion requests
Backups and replicas Backup retention, geographic copies, and restoration obligations Document when deleted data leaves backups and prevent restoration from reintroducing it

Design deletion as a workflow, not a database button

A deletion request should identify the person, tenant, session, and data classes involved; propagate to primary stores, indexes, caches, analytics, traces, and backups according to their schedules; and produce an auditable completion record. If immediate physical deletion is impossible, document the quarantine, access block, cryptographic erasure, or next-expiry control that applies. Test deletion with synthetic records and verify that retrieval, search, exports, and summaries no longer expose them.

Separate retention from access

Keeping data does not mean every operator or agent may read it. Encrypt stored data, separate key administration from application administration, and restrict retention stores to the teams and services that need them. A short TTL with unrestricted access is still a breach risk; a longer retention period with strong isolation may be required for a documented investigation.

Anthropic API and covered models

Anthropic states that conversation content is not retained by default in applicable arrangements, but retention differs by feature and deployment. Its 2026 documentation says covered models require 30-day retention under a policy effective June 9, 2026. Treat that as a dated, scope-specific requirement—not a universal rule for every Anthropic product or integration—and verify whether your model, account, and feature are covered.

Managed cloud deployments

When a model is accessed through Amazon Bedrock or Google Cloud, the cloud provider may be the data processor. Review that provider’s terms, regional processing, logging controls, support access, encryption options, and deletion behavior in addition to the model developer’s documentation. The organization operating the agent remains responsible for mapping those terms to its own notices, contracts, and retention schedule.

AWS short-term memory

AWS guidance for AgentCore states a maximum configurable short-term memory retention of up to 365 days. That is a service limit, not a recommendation that every session should be retained for a year. Select the shortest period that supports the use case and confirm which memory feature, region, and account configuration the limit applies to.

How should sessions, memory, and secrets be isolated?

Isolation prevents one user’s context, credentials, or retrieved data from leaking into another run and limits damage when an agent behaves unexpectedly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Session boundary: assign a unique session identifier and bind temporary files, tool results, caches, and memory to both the session and the authenticated actor.
  • Compute boundary: use dedicated microVMs or equivalent hardened workers where the platform supports them, and destroy or recycle them after the policy-defined lifetime.
  • Memory boundary: namespace short-term and long-term memory by tenant, actor, and purpose. Do not allow semantic search to bypass authorization filters.
  • Key boundary: use customer-managed KMS encryption where available, separate key administrators from agent operators, and rotate or revoke keys through a tested procedure.
  • Secret boundary: retrieve credentials just in time from a secrets manager, scope them to one tool operation, and prevent them from entering traces or model context.

AWS describes dedicated microVM session isolation, memory namespaces keyed by session and actor, customer-managed KMS encryption, and Secrets Manager for credentials. It also warns that long-term memory requires automated deletion workflows. Confirm which of these controls are included in your selected service rather than assuming that a similarly named feature has identical isolation.

How do I enforce these controls step by step?

  1. Classify the use case. Identify users, data classes, permitted actions, prohibited actions, regions, business owner, and whether the agent can make irreversible changes.
  2. Create the inventory record. Register the model, version, agent code, tools, data sources, identities, secrets, environments, retention classes, cost tags, and intervention path.
  3. Design the identity chain. Configure federated user authentication, a separate runtime identity, tool-gateway identities, and downstream credentials. Choose RBAC, ABAC, or a documented combination.
  4. Implement authorization at the data layer. Propagate the user identity or delegated token and test that every query enforces tenant and row or document permissions.
  5. Constrain tools and networks. Allowlist operations and destinations, set argument and result limits, require approval for high-impact actions, and block unapproved egress.
  6. Configure isolation and encryption. Bind memory and temporary storage to session and actor, protect secrets in a managed vault, select key ownership, and separate environments.
  7. Set retention schedules. Assign TTLs for prompts, outputs, logs, memory, traces, training data, and backups. Implement purge, anonymization, legal-hold, and user-deletion workflows.
  8. Attach cost controls. Require allocation tags, define local budgets and quotas, restrict expensive resources, and configure alerts, approval gates, and hard stops.
  9. Instrument and test. Log identity, policy decision, tool, resource, region, model, token or usage measure, cost allocation, and outcome without logging secrets. Test denial, expiration, deletion, quota, and kill-switch scenarios.
  10. Approve production release. Have security, privacy, finance, and the business owner sign off on the inventory, threat model, provider terms, retention schedule, and rollback plan.
  11. Reassess on change. Repeat the review for model upgrades, new tools, new regions, changed processors, expanded memory, materially different prompts, or a new pricing or retention policy.

How should I compare agent platforms or architectures?

Compare controls, not marketing labels. The following questions expose gaps that a feature checklist can miss.

Control area Questions to ask
Identity separation Are user, agent, tool, and downstream identities distinct, short-lived, and independently revocable?
RBAC and ABAC Can policies use roles plus tenant, resource, purpose, region, time, and data-classification attributes?
User-permission propagation Does the data service enforce the initiating user’s permissions, or does the agent query with a broad service account?
Tool and secret isolation Is there a separate tool gateway, argument allowlist, secrets manager, and redaction path?
Session and memory isolation Are compute, caches, indexes, and memory namespaced by session, actor, and tenant?
Cost attribution and guardrails Are tags, budgets, quotas, alerts, approvals, and emergency stops available at agent and environment level?
Retention and deletion Can you set separate TTLs and prove deletion across primary data, indexes, analytics, traces, and backups?
Data residency Which region processes prompts, stores memory, handles support access, and receives backups?
Encryption-key control Can your organization manage keys, rotation, revocation, and access logs?
Auditability Can security staff reconstruct the user, policy decision, model, tool arguments, downstream result, and cost of a run?
Security-operations integration Can events flow to the security operations center for alerting, correlation, investigation, and automated response?

What should I do when an agent exceeds its permissions or budget?

Use a staged incident procedure that preserves evidence while stopping further impact.

  1. Contain: revoke the runtime identity, disable tool routes, pause queues and scheduled triggers, and apply the hard cost stop.
  2. Preserve: retain the relevant audit events, policy decisions, model and code versions, session identifiers, and downstream changes while protecting sensitive content.
  3. Assess: determine which users, tenants, records, credentials, resources, and charges were affected. Check whether memory or traces copied the exposed data.
  4. Remediate: rotate secrets, remove unauthorized memory, correct policies, patch tools, and reverse or review downstream changes.
  5. Recover cautiously: restore the agent in a quarantined environment with reduced scopes, lower quotas, and enhanced observation before returning to normal operation.
  6. Learn: update the inventory, threat model, tests, provider assessment, and owner training. Record whether the failure came from identity, authorization, tool validation, isolation, retention, or billing controls.

What are the most common governance mistakes?

  • One broad service account: it defeats user-level authorization and makes attribution weak.
  • Prompt-only restrictions: model instructions cannot replace data-layer and tool-layer policy.
  • Shared memory: unscoped semantic indexes can return another tenant’s records even when the interface appears isolated.
  • Unbounded retries: a failed tool loop can multiply model, compute, and egress charges.
  • Missing tags: finance cannot allocate or investigate spend that was never labeled.
  • Assumed provider defaults: retention, processor status, regions, and model terms can differ by feature and date.
  • Logs containing secrets: verbose traces can turn an operational store into a credential leak.
  • Deletion without verification: removing a primary row does not necessarily remove indexes, caches, exports, or backups.
  • Untested shutdown: an emergency control that does not stop queued jobs or revoke credentials is not a reliable containment mechanism.

Which dates and limits should I verify before launch?

Fact Qualification
Up to 365 days Maximum configurable short-term memory retention stated in AWS guidance for AgentCore in 2026; it is not a recommended default.
30 days Retention required for covered models under Anthropic’s policy effective June 9, 2026; scope depends on model, feature, and arrangement.
July 31, 2020 Publication date of NIST SP 800-210, which records an update on February 3, 2025; use it as cloud access-control guidance, not as a provider-specific retention rule.

Recheck the exact model, feature, region, processor, account type, and effective date whenever a provider changes documentation or your architecture changes. A contractual term, product setting, or regional deployment can narrow or expand what the headline number means.

Frequently Asked Questions

Can an AI agent use my existing employee permissions automatically?

Only if the integration securely propagates the employee’s identity or delegated token and the destination system enforces that identity’s permissions. A shared service account or a prompt that names the employee is not equivalent to permission propagation.

What is the safest default for agent memory?

Use no long-term memory unless the use case requires it, keep short-term memory isolated to a session and actor, and assign the shortest practical TTL. If memory is enabled, provide item-level deletion and verify that search indexes and summaries honor the same authorization boundary.

Should prompts be included in security logs?

Log enough metadata to reconstruct authorization, tool use, model version, timing, and cost, but avoid copying full prompts by default. If content logging is necessary for a documented purpose, redact secrets and personal data, restrict access, and apply a separate short retention period.

Who is responsible for deleting data when a hosted model is accessed through another cloud provider?

Responsibility depends on the contract and deployment path. Determine whether the model developer or cloud provider is the data processor, then map each party’s deletion, backup, support-access, and regional-processing controls to your own user commitments.
