If you and a friend are choosing where to start, coordinate the world selection before you begin; simply being on different platforms does not prevent you from playing together, but being on different worlds does.

How do you take an Android account to the PC client?
You can start on Android and later log into that account through the official PC game client. Is the Android version identical to the PC interface?
