To compare cloud providers fairly, measure the same workload over the same period and in the same region, then report both location-based and market-based emissions. Match the system boundaries, allocation methods, grid factors, time resolution, water accounting and assurance behind each figure. Without those controls, a provider-wide total or “greenest cloud” ranking can be misleading: the providers may be measuring different things.
This approach helps answer practical questions such as “Which cloud provider is greener?” and “Which region has lower emissions?” with evidence tied to your own workload, rather than a headline number that may not apply to it.
Why can’t I use provider-wide totals to identify the greenest cloud?
A provider’s total emissions mostly describe the scale and boundaries of its business, not the impact of running your application there. A larger cloud may report more total emissions because it operates more infrastructure, while a smaller provider may use a narrower accounting boundary. Neither total establishes which provider would emit less for the same service.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Cloud emissions are also shared across facilities, hardware, services and customers. The way a provider allocates those emissions to a customer can matter as much as the underlying energy measurement. Even a well-documented number is not directly comparable with another provider’s figure until the workload, geography, reporting period and accounting rules line up.

There is therefore no defensible universal “greenest cloud” ranking from the information available here. The useful question is narrower: which provider and deployment produce lower emissions for a defined amount of work, under transparent and comparable accounting?
What should I hold constant in a cloud comparison?
Start by defining the work a system completes, then keep the workload and measurement conditions consistent. Otherwise a lower result could reflect less work, different utilization or a different region rather than a more climate-efficient provider.
Choose a functional unit
A functional unit is the amount of useful work to which emissions are normalized. Choose one that reflects how your system is used, such as kilograms of carbon-dioxide equivalent (kgCO2e) per 1,000 requests, per machine-hour at a stated utilization, per terabyte-month stored, or per completed analytics job. Report the period and region alongside the unit.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchUse the same definition for each candidate. For a request-serving application, for example, count equivalent requests and include the same supporting services in each comparison. For storage, compare the same volume held for the same duration. A provider’s total monthly emissions cannot answer these questions unless it can be connected to the same functional unit.
Match the workload and operating profile
Record the work performed, the software architecture, data volumes and utilization profile. Keep the observation period consistent, too. A comparison of one provider’s busy season against another provider’s quieter month is not an apples-to-apples result.
Architecture is part of the comparison, not background detail. If one option uses different compute, storage or service components, document those differences and make clear whether you are comparing equivalent outcomes or different designs. The goal is not to force identical architecture where that would change the result, but to explain what each option did to deliver the same service.

Keep geography and time in view
Grid carbon intensity varies by region and hour. Preserve the deployment region and the measurement period rather than reducing a location- and time-sensitive result to a global average. If a provider reports hourly location-based factors and another reports annual factors, that difference affects what the resulting figures can show.
What do location-based and market-based emissions tell me?
Report both views when comparing providers. Location-based emissions reflect the grid mix where the data center operates; market-based emissions incorporate qualifying contractual clean-energy purchases. They answer different questions and should not be collapsed into one number.
Location-based: impact associated with the local grid
A location-based result connects electricity use to the grid serving a data-center location. It helps describe emissions associated with that location’s physical electricity mix. It is not, by itself, a complete measure of a cloud service’s climate impact: the system boundary, allocation method and included emissions still matter.
Market-based: the effect of qualifying energy contracts
A market-based result reflects qualifying contractual clean-energy purchases under the provider’s accounting method. It describes a procurement-based accounting view; it does not mean the physical grid mix supplying a data center has changed. A lower market-based figure can therefore coexist with a higher location-based figure.
For an informed comparison, show both results in kgCO2e using the same functional unit, period and region. Label each view clearly, and identify the grid-factor approach and time resolution used. If a provider does not supply a comparable figure, mark that field as not stated rather than treating a missing value as zero.

How do provider boundaries change the result?
A system boundary defines which emissions sources and operations are counted. Before comparing figures, note whether they include provider-operated data centers alone or also cover edge locations, offices, warehouses, customer-premises deployments, equipment manufacturing, buildings, fuel and transmission losses, and end-of-life. Two reports with different boundaries can both be internally valid and still be unsuitable for a direct ranking.

AWS documents a boundary that includes AWS-operated infrastructure, market- and location-based Scope 2 emissions, selected fuel- and energy-related Scope 3 sources, and embodied emissions from IT hardware, buildings and non-IT equipment. It excludes AWS offices, warehouses, manufacturing facilities and customer-operated sites such as Outposts. Those inclusions and exclusions affect what an AWS result represents; comparisons should check whether the other provider’s numbers cover equivalent sources.
Google Cloud Carbon Footprint includes selected Scope 1, Scope 2 and Scope 3 sources. The available description does not establish that every source is the same as AWS’s, so do not assume the labels alone make the inventories equivalent. Ask for the exact included categories and exclusions relevant to your comparison.
How are shared cloud emissions allocated to a customer?
Providers must assign a share of facility energy and emissions to the machines and services used, then connect that share to products, projects, regions or customers. This allocation chain is essential: a facility’s measured energy does not automatically reveal the emissions attributable to one customer’s workload.
Google describes allocating measured and modeled energy from machines to internal services, SKUs, products, projects, regions and customers. When comparing that customer-specific result with another provider, check the other provider’s corresponding method. Does it use measured machine energy, modeled coefficients, usage volume, revenue, or another allocator? If the answer is not disclosed, the customer-level number has an important interpretive limitation.
Allocation also affects how confidently you can use the result to make design decisions. A change in a customer figure could arise from changes in workload energy, the way shared infrastructure is assigned, or both. Check whether the provider explains the allocation model and whether methodology changes can revise earlier figures.
How should I compare AWS, Google Cloud and Azure?
Compare the available methodology, not a single provider score. The information below shows what is established in the provider notes and the Cloud Carbon Footprint methodology page; “not stated” means the specific detail is not established by those sources, not that the provider necessarily lacks the capability.

The PUE figures in this table—AWS 1.135, Google Cloud 1.1 and Azure 1.185—are inputs used by the Cloud Carbon Footprint open methodology page, not a universal provider ranking or proof that one cloud service emits less for a given workload. That methodology cautions that providers use different methods, making precise comparison difficult. PUE alone also does not provide a workload-level carbon result: it describes facility overhead, while the grid mix, workload, allocation, boundaries and other emissions sources affect the climate impact.

The assurance statements apply to different kinds of reporting. AWS says its impact estimates use methodologies based on industry standards and independently verified by a third party. Google states that its customer-specific Carbon Footprint report has not been third-party verified or assured, while its company-wide inventory receives assurance. Do not treat those statements as equivalent assurances over equivalent figures.
How do I calculate or request a comparable cloud carbon footprint?
Use a short measurement plan before collecting provider numbers. It forces the most consequential assumptions into the open and makes gaps easier to identify.
- Define the outcome. Choose the functional unit that represents useful work, such as kgCO2e per 1,000 requests or per completed analytics job. Specify the service components that count toward that outcome.
- Fix the comparison conditions. Record workload, data volumes, utilization profile, software architecture, region and reporting period for every option. If a condition differs, note why and how it affects interpretation.
- Request both accounting views. Ask for location-based and market-based emissions per functional unit, with units and calculation period. Keep them as separate values.
- Request boundary and allocation details. Ask which Scope 1, 2 and 3 sources are included; whether embodied hardware and building emissions are counted; what locations or customer-premises deployments are excluded; and how shared infrastructure is allocated to your service or customer account.
- Record grid and efficiency metrics. Ask for the grid-factor source and whether it is hourly, monthly or annual. Capture PUE, CUE and WUE only with their definitions, reporting period and data sources; the Green Software Foundation specification recommends annual and monthly location-based intensity, market-based intensity, CUE and WUE with stated data sources.
- Document assurance and revisions. Record whether the customer-specific result is independently assured, what the assurance covers, and whether methodology or data-source changes can revise historical figures.
- Compare only like with like. Calculate or obtain emissions for the same functional unit, then display differences in boundary, allocation, factor resolution, assurance and uncertainty beside the result. Treat unreported fields as gaps, not favorable evidence.
If a provider supplies only a general footprint dashboard or provider-wide total, it may help with monitoring but is not enough to establish that its service is lower impact for your workload. Ask for customer- or service-specific figures and the methodology needed to interpret them. Where a comparable answer is unavailable, state the gap rather than filling it with another provider’s assumptions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do I interpret efficiency, water and uncertainty metrics?
Carbon emissions are central to a climate comparison, but efficiency and water metrics help explain operating conditions and expose trade-offs. They are not substitutes for a workload-normalized emissions result.
PUE is a facility measure, not a full cloud carbon score
Power Usage Effectiveness (PUE) indicates facility overhead relative to IT energy. The Green Software Foundation’s specification includes PUE alongside other measures, but a PUE value does not say how much useful work a service completed or what emissions its electricity caused. A workload-level comparison still needs the energy attributable to the work, a grid factor and a consistent boundary.

CUE and WUE add context
Carbon Usage Effectiveness (CUE) and Water Usage Effectiveness (WUE) can help describe carbon and water intensity. Ask how each metric is defined, what period and data sources it uses, and whether it is annual or monthly. The Green Software Foundation specification recommends annual and monthly location-based intensity, market-based intensity, CUE and WUE with stated data sources. A water metric is not itself a carbon metric, but it can make the environmental comparison more complete.
Distinguish uncertainty from an assured result
Allocation models, data sources and accounting boundaries introduce differences in what a customer-specific estimate represents. Assurance status tells you whether an independent party has verified a methodology or report; it does not erase differences between boundaries or make two provider outputs comparable by itself. Keep the assurance scope and known revision policy beside the result, especially when using figures for procurement or public reporting.
Which cloud region has the lowest emissions?
There is no permanently lowest-emission region established by a provider-wide label. Grid intensity changes by location and time, so the answer depends on the workload’s region, operating period and the factor resolution used for the calculation.
Compare regions using the same workload and emissions boundary. Preserve hourly or other available time detail instead of treating annual and hourly factors as interchangeable. Google’s approach illustrates why: it uses hourly grid factors for location-based reporting and annual factors for market-based calculations. Those two views therefore have different temporal resolution as well as different accounting meaning.
A region with a lower grid factor is not automatically the lower-impact option for your service if other conditions differ, such as workload allocation or included embodied emissions. Use region-level results as one component of the comparison, not as a standalone ranking.
Frequently Asked Questions
What should I ask a cloud provider if it only gives me a broad emissions total?
Ask whether it can provide service- or customer-specific figures tied to a defined workload, along with the allocation method and included emission sources. If it cannot, record that limitation in the comparison rather than dividing a provider-wide total by an assumed customer share.
Can I use a cloud carbon estimate in a corporate emissions disclosure?
First check that the estimate’s boundary and accounting view fit the disclosure method you are following, and retain the provider’s methodology, assurance scope and reporting period with the figure. A customer-specific estimate that is not assured should not be described as independently verified.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I compare cloud emissions every month or only once?
The comparison needs a consistent period, and it may need to be refreshed when workload, region, architecture or provider methodology changes. Keep prior periods and note revisions so a changed number is not mistaken for a change in operational performance.
Does buying renewable electricity mean a data center runs on a renewable physical grid?
Not necessarily. A market-based result can reflect qualifying contractual clean-energy purchases while the location-based result continues to reflect the local grid mix.
