There is no universally best data center provider. The right choice is the facility and contract that meet your workload’s resilience, latency, power, security, support, growth and exit requirements at an acceptable total cost. Compare candidates with the same weighted scorecard, and treat portfolio-wide or verbal claims as unconfirmed until they are backed by facility-specific evidence or written into the agreement.

This guide shows how to build that scorecard, distinguish managed hosting from colocation, test uptime and Tier claims, normalize pricing, and document the evidence needed for a defensible decision.

How do I define requirements before comparing providers?

Start with the consequences of failure, not with facility marketing. A small internal application may tolerate hours of downtime, while a transaction system may require a second site and near-continuous operation. Record the requirements for every system and its dependencies before requesting quotes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Requirement What to record Why it changes the decision
Workload and dependencies Applications, databases, storage, identity, DNS, backups and external services A facility cannot protect an application whose critical dependency remains in one location.
Failure impact Revenue, safety, legal, customer and operational effects of an outage Higher impact justifies stronger redundancy, geographic separation and contractual remedies.
Recovery objectives Recovery-time objective (RTO) and recovery-point objective (RPO) These determine whether local redundancy is enough or a separate disaster-recovery site is required.
Data sensitivity Personal, financial, health, confidential or regulated data It determines physical controls, audit evidence, encryption responsibilities and residency constraints.
Capacity Rack count, usable kilowatts, peak draw, rack density, weight and cooling needs A provider can have empty cabinets but no electrical or thermal capacity for your equipment.
Network and geography User locations, latency targets, carriers, cloud dependencies and required regions Distance, route diversity and interconnection options affect performance and resilience.
Operations Coverage hours, remote-hands tasks, deployment dates and escalation needs Support boundaries determine who restores service during an incident.
Commercial limits Budget, contract term, expansion date, minimums and exit requirements The cheapest monthly quote can become expensive after installation, power, cross-connect and termination charges.

Turn this brief into pass/fail requirements and weighted criteria. Mark a requirement as mandatory when failing it would breach a law, recovery objective, latency target or internal policy.

What should a provider comparison scorecard contain?

Use one worksheet for every candidate and every facility under consideration. A useful row contains the requirement, priority, provider response, evidence document, facility and service scope, evidence date, status and follow-up owner.

  • Documented: supported by a current contract clause, audit report, certification, engineering document or facility-specific procedure.
  • Confirmed verbally: stated by a sales or technical representative but not yet supported in writing.
  • Unclear: the answer is incomplete, uses undefined terms or applies only to another site or service.
  • Not met: the provider cannot satisfy the requirement.

Assign weights according to business impact. For a latency-sensitive service, location and network may outweigh a small price difference. For a regulated workload, scoped compliance evidence and customer responsibilities may be non-negotiable. Do not allow an attractive brand reputation or headline score to compensate for a failed mandatory requirement.

How should I compare power, cooling and physical resilience?

Ask for the exact topology serving the proposed room, not a generic description of the provider’s portfolio. Confirm how utility feeds, generators, uninterruptible power systems, distribution paths, cooling systems and maintenance procedures behave during component failure and planned work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to ask about resilience

  • Which power and cooling components are redundant, and at what level?
  • Are distribution paths independent all the way to the cabinet or only upstream?
  • What happens during maintenance, utility loss, generator testing and a failed component?
  • What is the facility’s incident history, and how are corrective actions tracked?
  • Does the evidence cover the designed system, the constructed facility, current operations and the exact service being purchased?
  • What load, density and temperature assumptions apply to your cabinet?

Request committed usable power rather than a nameplate figure. Clarify whether the number is per cabinet, circuit or room; whether it is measured at the equipment plug; and whether it is an allocation, a guaranteed amount or capacity that still requires an upgrade. Ask for the delivery date and location of any future capacity.

How important are uptime SLAs and Tier ratings?

They matter, but neither is a guarantee of end-to-end application availability. A Tier or similar certification describes specified infrastructure or operating capabilities. Confirm the certification milestone, exact facility, covered service and validity period; a label for one building does not automatically apply to another.

Read the service-level agreement (SLA) definition carefully. Determine what counts as downtime, how measurement is taken, which maintenance windows and force-majeure events are excluded, how incidents must be reported and what remedy is available. A service credit may be the only remedy and may be capped, so compare the remedy with the financial impact of an outage.

Microsoft’s current datacenter documentation describes availability zones as physically separate locations with independent power, cooling and networking, and states 99.999% availability for its datacenters. That figure is Microsoft’s documentation for its own service and must not be transferred to another provider. Geographic separation is useful only when sites also have independent power, cooling and network paths.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do location and connectivity affect the decision?

Compare measured or contractually defined latency to users, applications, cloud regions, payment systems and backup locations. A nearby facility can reduce latency but may share the same floodplain, utility grid or disaster exposure as your primary site.

Connectivity checks

  • List the carriers available in the specific building and the lead time for each circuit.
  • Verify route diversity; two circuits that enter through the same duct or meet at the same upstream exchange are not fully independent.
  • Confirm cross-connect pricing, installation time, demarcation points and cancellation terms.
  • Check cloud on-ramps, internet exchanges and private interconnection options required by your architecture.
  • Ask whether provider-owned networking is mandatory or whether you can contract directly with carriers.
  • Document data-residency, sovereignty and regional transfer requirements.

For disaster recovery, evaluate a geographically separate site rather than simply another room in the same building. Microsoft describes built-in fault tolerance across geographies through dedicated, high-capacity networking; the design principle is useful, but the actual separation and network independence must be verified for your selected facilities.

Provider footprint figures also require dates. For example, Equinix reported more than 240 interconnected IBX data centers across 71 metros in 2020. That is a dated, provider-reported figure, not proof of current availability, capacity or service in your target metro.

How do I verify security and compliance claims?

Request current, independently produced reports or certifications and read their scope. A compliance logo without the underlying report, dates, exceptions and customer responsibilities is not sufficient evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Physical and procedural controls to verify

  • Identity verification, visitor registration, escort rules and badge revocation.
  • Mantrap or other entry controls, camera coverage, retention periods and alarm response.
  • Separation of customer areas, cage or cabinet controls and access logging.
  • Incident notification times, evidence preservation and cooperation during investigations.
  • Background-check and training requirements for staff and contractors.
  • Media handling, destruction and customer-owned encryption responsibilities.

For each report, record the issuing organization, audit period, facility and service scope, exceptions, remediation status and expiration or renewal date. Establish which controls belong to the provider and which remain your responsibility under the shared-responsibility model.

What operations and support should a colocation or hosting provider offer?

Compare the people and processes that operate the site, not only the equipment. Confirm staffing at night, on weekends and during holidays; escalation paths; maintenance notices; change approval; monitoring; and the boundaries of remote hands.

Questions about day-to-day support

  • Is an engineer physically present 24/7, or is an on-call technician dispatched?
  • What remote-hands tasks are included, and what are the hourly rates, minimums and approval rules?
  • What are the response and restoration targets for power, cooling, network and access incidents?
  • How are planned maintenance, emergency changes and customer notifications handled?
  • What deployment lead time applies to cabinets, circuits, cross-connects and managed servers?
  • Can the provider supply references for workloads with similar density, compliance and recovery requirements?

Put response expectations, escalation contacts, maintenance windows, remote-hands pricing and customer/provider responsibilities in the contract. A sales commitment that is absent from the agreement is difficult to enforce during an outage.

What is the difference between hosting and colocation?

Colocation puts your servers in the provider’s cabinet or rack while the provider supplies facility power, cooling, physical security and connectivity. Managed hosting generally means the provider owns and manages the servers and related operations. The distinction changes control, capital cost, staffing and the way you scale.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Dimension Colocation Managed hosting
Hardware ownership You purchase, own and replace the equipment. The provider usually owns or supplies the servers.
Control Greater control over hardware, hypervisors, firmware and custom configurations. Less hardware control, with management handled under the service design.
Upfront cost Higher initial spending for servers, spares, shipping and deployment. Lower hardware capital requirement, but recurring managed-service charges.
Operational work Your team manages hardware unless remote hands or a managed layer is purchased. The provider handles agreed monitoring, maintenance and replacement tasks.
Scaling Expansion depends on purchasing equipment and available rack power and cooling. Scaling may be faster within the provider’s supported configurations, subject to capacity and contract limits.
Exit You can retrieve your equipment, but must plan shipping, replacement facilities and circuit migration. You need a data, configuration and workload migration plan before termination.

Choose colocation when hardware control, specialized equipment or a long asset life outweighs the capital and operational burden. Choose managed hosting when predictable service operations and reduced hardware responsibility matter more than physical control. Hybrid designs are common: colocated specialized appliances alongside managed compute or cloud connectivity.

How do I compare data center pricing and contracts?

Normalize every quote into a total-cost model for the full commitment term. Compare the draft agreement and rate card, not a marketing estimate.

Cost or term What to normalize
Recurring space Cabinet, cage, rack-unit or suite charges; included services and term-based discounts.
Power Metered versus committed billing, circuit charges, demand rules, overage rates and upgrade fees.
Connectivity Internet, private circuits, cross-connect installation, monthly ports and carrier pass-through charges.
One-time work Installation, migration, staging, smart-hands, shipping and acceptance fees.
Commercial commitments Minimum power or bandwidth, deposits, credit requirements, annual escalators and renewal pricing.
Service remedies SLA credits, claim deadlines, caps and whether credits are the exclusive remedy.
Flexibility Expansion pricing, contraction rights, termination charges, relocation options and assignment rules.
Exit assistance Notice period, equipment removal rules, data export, circuit cancellation and migration support.

Model at least three scenarios: expected use, peak use and delayed expansion. Include the cost of a second site, spare equipment, cross-connects and staff time when the recovery design requires them. Ask the provider to identify every assumption behind the quote and to state which prices are promotional or nonrecurring.

  1. Write the workload brief. Record systems, dependencies, RTO, RPO, data sensitivity, rack and power needs, density, geography, latency, carriers, cloud links, support hours, budget, term, expansion date and exit plan.
  2. Set mandatory gates. Reject a site that cannot meet residency, latency, usable-power, recovery or compliance requirements, even if its price is attractive.
  3. Issue a detailed request. Ask for facility-specific topology, capacity, incident history, certifications, SLA language, rate cards, lead times and contract templates.
  4. Inspect and validate. Tour the proposed room, verify cabinet locations and cable routes, and ask technical staff to explain maintenance and failover procedures.
  5. Score evidence. Apply the same weights to resilience, location, capacity, connectivity, security, operations, growth and commercial terms. Keep unsupported statements open.
  6. Run failure and growth scenarios. Ask what happens during utility loss, cooling failure, carrier outage, maintenance, a sudden density increase and a delayed expansion.
  7. Negotiate the agreement. Insert the facility address, service scope, committed power, support levels, notification duties, SLA definitions, remedies, audit rights, pricing protections and exit assistance.
  8. Approve with a risk register. Assign an owner and mitigation for every remaining uncertainty, with a date for obtaining the missing evidence.

What equipment should I prepare for a colocation deployment?

A 19-inch server rack cabinet and rack power distribution unit (PDU) can support planning for rack-mounted equipment, but facility rules determine whether a particular product is acceptable. Confirm cabinet depth, rack units, weight rating, plug type, voltage, airflow direction, noise, shipping method and the provider’s receiving and installation procedures before buying.

A customer PDU does not replace facility power redundancy. The provider’s approved circuits, distribution design and breaker limits still govern the deployment. Obtain written approval for nonstandard equipment, batteries, high-density systems and any device that affects airflow or fire-safety requirements.

What common comparison mistakes lead to bad decisions?

Choosing a headline Tier or uptime number

Fix it by asking what was certified, when, for which building and service, and what the SLA actually measures and remedies.

Assuming portfolio claims apply to your room

Fix it by requiring the facility address, service scope, current capacity statement and evidence date in the proposal and contract.

Which provider should I select?

Select the candidate that passes every mandatory gate and has the strongest documented fit for your workload, not the one with the most impressive general reputation. A defensible decision shows the facility-specific evidence, weighted trade-offs, contract protections and mitigation plan for every unresolved risk.

Frequently Asked Questions

Can I use one data center for production and disaster recovery?

You can, but a second room in the same building may share utility, cooling, network or regional hazards with production. Test whether the separation meets your RTO and RPO, and use an independently powered and networked site when a regional event must be tolerated.

How often should a provider’s compliance evidence be renewed?

Use the report or certificate’s stated validity and audit period, then set an internal reminder before expiration. Require notification of material scope changes, exceptions or control failures during the contract term.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I measure after deployment?

Track delivered power, temperature and humidity, circuit utilization, latency, packet loss, incident response, maintenance notices, cross-connect delivery and SLA events. Baselines from the first operating period make later capacity and renewal decisions more objective.

Is a lower-commitment contract always safer for a first deployment?

A short term can reduce lock-in, but it may carry higher rates, limited expansion rights or insufficient time to recover installation costs. Compare the full-term cost, termination liability and migration effort rather than term length alone.
