AI infrastructure is expanding at a pace that resembles past technology booms, but the available evidence does not show that it is simply another dot-com bubble or definitively larger than the telecom buildout. The answer changes with the denominator and the assets counted. The strongest like-for-like historical comparison from the Federal Reserve Bank of St. Louis measures contributions to real GDP growth: information-processing equipment contributed 0.58 percentage points in 2000 versus 0.42 percentage points in the first nine months of 2025, while software contributed 0.11 versus 0.35 points. R&D contributed 0.12 versus 0.13 points. Data-center construction added 0.07 points in 2025, but the series has no 2000 entry.

Those national-account figures are different from the capital spending of a handful of hyperscalers, venture investment, or forecasts for the global data-center market. A sound comparison therefore separates economic weight, asset mix, concentration, demand, expected productivity and physical constraints instead of using one large capex number as proof of either a bubble or a guaranteed payoff.

What is the right way to compare AI infrastructure with earlier technology booms?

Start by defining the unit of comparison before collecting numbers. “AI infrastructure” can mean servers and accelerators, data-center buildings, networking, software, research, electricity equipment or all of those together. The dot-com and telecom episodes also involved different mixtures of fiber, switches, computers, software, office construction and spectrum. A total that combines unlike assets can create a dramatic but misleading headline.

Use five checks for every figure:

  • Denominator: express the amount relative to GDP, company revenue, or another clearly stated base.
  • Accounting basis: identify whether the value is nominal spending, real investment, a contribution to GDP growth, venture funding, an estimate or a forecast.
  • Asset boundary: separate equipment, software, R&D, buildings, networks and power systems.
  • Sample: distinguish economy-wide data from a selected group of large technology companies.
  • Outcome: ask whether capacity is contracted, operating, generating revenue and producing measurable productivity gains.

This approach prevents a company sample from being presented as the national economy and prevents a forecast from being treated as an observed result.

What does the Federal Reserve’s GDP comparison actually show?

The Federal Reserve Bank of St. Louis compares annualized contributions to real GDP growth, not total dollars invested. Its 2000 column averages four quarters; its 2025 column averages the first three quarters. The values therefore indicate how much each investment category added to the growth rate in those periods.

Investment category 2000 contribution to real GDP growth First nine months of 2025 contribution How to read it
Information-processing equipment 0.58 percentage points 0.42 percentage points Equipment made a large contribution in both periods, with the 2025 contribution lower than in 2000.
Software 0.11 percentage points 0.35 percentage points Software’s measured contribution was substantially larger in the 2025 period.
Research and development 0.12 percentage points 0.13 percentage points R&D contributions were similar in the two comparisons.
Data-center construction Series begins in 2014; no 2000 comparator 0.07 percentage points The 2025 estimate includes an imputed September value based on July and August spending.

The table supports a mixed conclusion. AI-era investment is not uniformly exceeding the 2000 boom in every category: information-processing equipment contributed less in the first nine months of 2025 than in 2000. Software contributed more, and R&D was nearly unchanged. Data centers are visible in the recent period but cannot be used to create a direct 2000-versus-2025 construction comparison because the historical series did not exist then.

These are annualized contributions to a growth rate. They are not the amount spent on AI, not the market value of data centers and not a measure of whether each dollar earned a good return. A contribution can rise because investment grows, because prices or composition change, or because the economy’s other components weaken; it should not be read as a standalone profitability test.

How large is hyperscaler spending compared with the economy?

Firm-level capital expenditure provides a second lens, but it must remain separate from national-account categories. The Federal Reserve Board’s accessible-data series follows Amazon, Google, Meta, Microsoft and Oracle. Their combined capex was $131 billion in the fourth quarter of 2025 and $412 billion for the full year, equivalent to about 1.31% of U.S. GDP. This is a five-company sample, not an AI-only total and not all U.S. investment.

The concentration is also apparent in the European Investment Bank’s selected-firm estimate. For a group of the top 12 U.S. AI-related companies, average annual investment reached $275 billion in the first three quarters of 2025, compared with less than $85 billion in 2018–2020. The EIB says the top four firms accounted for more than $250 billion during the 2025 period. Its selection and time windows differ from the Federal Reserve Board’s five-company series, so the numbers should not be added together or treated as interchangeable.

Measure Value Scope and status
Hyperscaler capex, Q4 2025 $131 billion Amazon, Google, Meta, Microsoft and Oracle; Federal Reserve Board accessible-data series.
Hyperscaler capex, full-year 2025 $412 billion, about 1.31% of U.S. GDP The same five-company sample; firm-level spending, not a national-account AI total.
Selected top 12 U.S. AI-related firms, first three quarters of 2025 $275 billion average annual investment European Investment Bank estimate for a selected group; not directly comparable with the five-company Fed sample.
Top four in the EIB group, first three quarters of 2025 More than $250 billion Shows concentration within the selected EIB firms.
Largest technology companies’ capex, 2025 More than USD 400 billion International Energy Agency statement; the 2026 increase is an expectation, not an observed result.

The difference between these measures is informative rather than a contradiction. A small number of companies can drive a large investment wave while the national contribution remains distributed across software, equipment, R&D and other sectors. Conversely, a national category can include investment unrelated to AI. Always state both the sample and the accounting boundary.

What do global forecasts add, and why should they not be mixed with U.S. capex?

Forecasts describe a possible market path, not completed construction or realized demand. The International Energy Agency says major technology companies’ capex exceeded USD 400 billion in 2025 and expects it to rise by another 75% in 2026. The IEA also cautions that not all planned projects will come to fruition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gartner’s July 2026 forecast estimates worldwide data-center-systems spending at USD 822 billion for 2026. That category covers a global market and uses a different method and boundary from the IEA’s major-technology-company capex and the Federal Reserve Board’s five U.S. firms. None of the three figures is a substitute for the others.

Gartner Distinguished Vice President Analyst John-David Lovelock characterized the effort as “the largest infrastructure project ever attempted by humanity.” That is an analyst characterization in Gartner’s July 27, 2026 press release, not a measured historical ranking. It can describe the ambition of the buildout, but it does not establish that the project is larger than every previous infrastructure cycle under a common definition.

Is the AI buildout bigger than the dot-com or telecom boom?

No single statistic in the available evidence can answer that question. The St. Louis Fed comparison shows that the mix differs: 2000 had a larger information-processing-equipment contribution, while the first nine months of 2025 had a larger software contribution and a separately measured data-center contribution. The comparison does not include a directly comparable 2000 data-center-construction series.

Telecom investment also cannot be represented by one number. A credible comparison would need to align fiber and wireless construction, switching equipment, network software, spectrum-related spending, financing and the amount of capacity eventually used. The current evidence does not provide a harmonized utilization or productivity series for those historical sectors alongside AI infrastructure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The defensible conclusion is narrower: AI infrastructure is an exceptionally rapid and concentrated buildout, with large software and equipment contributions and unprecedented-looking corporate spending in recent periods. The evidence does not establish that it is economically equivalent to the telecom boom, larger on every measure, or destined to repeat the dot-com cycle.

What is being built, and why does composition matter?

Separate the physical and intangible layers because they have different depreciation schedules, bottlenecks and revenue models.

Compute and information-processing equipment

Servers, accelerators, storage and related equipment appear in the information-processing-equipment category used by the St. Louis Fed. Their contribution was 0.58 percentage points in 2000 and 0.42 points in the first nine months of 2025. A comparison based only on accelerator purchases would omit software, buildings, power and research.

Software

Software contributed 0.11 percentage points in 2000 and 0.35 points in the first nine months of 2025 in the St. Louis Fed’s calculation. Software can scale across many customers without the same physical footprint as a data center, so its economic contribution need not track construction spending one-for-one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Research and development

R&D contributed 0.12 percentage points in 2000 and 0.13 points in the 2025 comparison. Treating R&D as ordinary equipment spending would hide a major part of model development and engineering investment.

Data-center construction

Data-center construction contributed 0.07 percentage points in the first nine months of 2025. The St. Louis Fed’s construction series starts in 2014, and the September 2025 value was imputed from July and August spending. That limitation is why a direct 2000 construction comparison would be misleading.

Networks and power infrastructure

Networking, substations, transmission upgrades, cooling systems and other electrical equipment can be essential to an AI site without appearing in a narrow “AI capex” label. The International Energy Agency identifies electricity prices, emissions, water, grid capacity and electrical-equipment supply chains as constraints. A project pipeline that counts servers but not interconnection and power delivery will overstate deployable capacity.

How concentrated is the investment?

Concentration is one of the clearest differences between a company-capex lens and an economy-wide lens. The Federal Reserve Board’s $412 billion 2025 figure comes from five companies. The EIB’s selected-firm analysis says the top four represented more than $250 billion of its first-three-quarter 2025 investment estimate. This means a small group of balance sheets can determine the timing of much of the buildout.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Concentration has two implications. First, aggregate plans can change quickly if a few firms alter procurement, financing or deployment schedules. Second, high spending by market leaders does not prove that smaller firms, households or public-sector users have adopted the resulting capacity. A comparison should report who is paying, who owns the assets and who is expected to use them.

The OECD’s “IT infrastructure and hosting” category is a broad proxy rather than a pure measure of data centers or compute providers. It may include AI model developers as well as infrastructure companies. Use that classification to discuss the breadth of financing, not to claim that every dollar went to physical AI capacity.

What demand and utilization tests should a comparison include?

Investment totals answer how much was committed, not whether the capacity is needed. For each boom, examine:

  • Contracted demand: whether capacity is backed by signed customer commitments rather than internal plans.
  • Operating utilization: whether installed systems run at useful levels after accounting for maintenance, networking and power limits.
  • Revenue conversion: whether deployed capacity produces recurring revenue or only raises capital spending.
  • Timing: whether equipment arrives before applications and customers are ready.
  • Substitution: whether more efficient models or software reduce the amount of hardware needed for a given workload.

The evidence summarized here does not supply one historical utilization series that spans AI, dot-com and telecom infrastructure. That absence matters: without a consistent demand measure, a large pipeline can indicate either strong expected demand or capacity that has not yet found a profitable use.

How should productivity and returns be evaluated?

Use realized output or productivity relative to capital deployed, and keep forecasts separate from outcomes. The EIB explicitly raises whether the scale of investment will produce proportional productivity gains; its figures do not settle that question.

A practical scorecard tracks revenue and gross profit attributable to new capacity, output per worker in adopting industries, delivery times, error rates and the useful life of equipment. Compare those outcomes with depreciation, financing costs, electricity, cooling, maintenance and the opportunity cost of grid capacity. GDP contributions can show that investment supported growth, but they do not by themselves show that the investment earned an attractive private return.

Do not infer a bubble solely from rapid spending. Overinvestment requires evidence that capacity exceeds sustainable demand or that expected returns fail to cover costs. Conversely, strong demand forecasts do not prove that every announced project will be profitable.

Which physical constraints can change the comparison?

The IEA highlights five constraints that can turn a financial pipeline into a slower physical buildout:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Electricity prices: higher operating costs can change which sites and workloads are viable.
  • Grid capacity and interconnection: a facility may be announced years before transmission and distribution upgrades are ready.
  • Electrical-equipment supply chains: transformers, switchgear and other components can delay completion.
  • Water: cooling requirements can create local permitting and resource conflicts.
  • Emissions: generation choices and backup systems affect environmental limits and operating approvals.

These constraints also complicate historical comparisons. A telecom boom may have used a different mix of right-of-way, construction and network assets, while AI sites depend heavily on electricity and cooling at concentrated locations. Compare the bottlenecks, not just the dollar totals.

How can you build a defensible comparison step by step?

  1. Write the question precisely. Decide whether you are comparing GDP impact, corporate capex, total infrastructure spending, venture funding, market size or realized productivity.
  2. Set the periods. Label full-year, quarterly, first-three-quarter and annualized figures. Do not compare a partial year with a full year without saying so.
  3. Normalize the denominator. Use GDP for economy-wide weight, revenue for a company, and a clearly defined market total for forecasts. Keep nominal and real dollars distinct.
  4. Map the assets. Put equipment, software, R&D, data-center construction, networks and power in separate lines.
  5. Identify the sample. Name every company group and state whether it is selected, global, U.S.-only or economy-wide.
  6. Mark the evidence type. Label observed results, estimates and forecasts in the table and prose.
  7. Test utilization and demand. Look for contracts, operating workloads, revenue and customer adoption rather than relying on announced capacity.
  8. Calculate the return test. Compare output or productivity gains with capital, operating, financing and infrastructure costs.
  9. Stress-test constraints. Check electricity, grid interconnection, equipment supply, water, emissions and permitting before treating a pipeline as completed capacity.
  10. State what remains unknown. If a historical series begins later, a sample differs or utilization is unavailable, narrow the conclusion instead of filling the gap with an assumption.

What would justify calling the buildout a bubble?

A bubble argument needs more than a record capex figure. It should show a denominator, a defined asset category, concentrated financing, weak or falling utilization, customer demand that fails to materialize, and returns that do not cover the cost of capital. The current evidence establishes rapid spending and concentration, while leaving the proportional productivity payoff and a harmonized utilization history unresolved.

Likewise, calling the buildout “unprecedented” requires a common metric across episodes. Gartner’s description conveys scale, but the St. Louis Fed’s category data show that the AI-era pattern is mixed rather than uniformly larger than 2000. Use the stronger, narrower claim: the buildout is unusually rapid, software-heavy and concentrated, and its ultimate economic return is still being tested.

What should readers monitor next?

Future comparisons will become more informative when they add a consistent data-center construction history, utilization measures and realized productivity. Watch whether announced projects reach commercial operation, whether grid and equipment constraints delay them, and whether revenue growth keeps pace with capital deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also watch the composition of spending. A shift from equipment toward software or R&D changes the economic interpretation even if total capex rises. A fall in information-processing-equipment contributions alongside rising software contributions would not necessarily mean weaker AI activity; it could indicate a different stage of the investment cycle.

The best comparison therefore remains a dashboard, not a single ranking: GDP contributions for economic weight, firm capex for concentration, asset categories for composition, demand and utilization for deployment, productivity for payoff, and energy and supply-chain data for physical feasibility.

What is the calibrated conclusion?

The evidence supports a large and fast AI infrastructure buildout, but not a simple verdict that it is the next dot-com crash or a repeat of the telecom boom. In the St. Louis Fed’s comparable GDP-growth measure, 2000 led information-processing equipment, while the first nine months of 2025 led software and included a measurable data-center contribution. Separately, five large technology companies spent $412 billion in 2025, and selected-firm estimates show extreme concentration; those figures describe a different layer of the economy.

Because forecasts, company samples, national accounts and broad OECD financing categories have different boundaries, they must remain labeled and separate. The decisive tests are whether capacity is used, whether customers and revenue support it, whether productivity gains are proportional to capital deployed, and whether electricity, grid, water, emissions and equipment constraints allow the planned buildout to operate. Until those tests are observed across a comparable historical dataset, “exceptionally rapid and concentrated” is more accurate than either “certain bubble” or “unprecedented success.”

Frequently Asked Questions

Why do AI infrastructure estimates differ so much from one another?

They count different things. A five-company capex series, a selected-firm investment estimate, a global data-center-systems forecast and a national-account contribution can all be accurate within their own boundaries while producing very different totals. Check the publisher, geography, period, sample and asset definition before comparing them.

Can venture-capital funding be added to hyperscaler capex?

No. Venture funding measures financing raised by companies, while capex records spending on assets such as equipment and facilities. The OECD’s broad “IT infrastructure and hosting” classification can include model developers, so it should be treated as a proxy for a wider investment ecosystem rather than added directly to physical-infrastructure spending.

Does the IEA’s 75% increase mean AI infrastructure spending will actually rise that much?

No. The 75% figure is an expectation for 2026 based on the IEA’s outlook for major technology companies. The agency also notes that some planned projects may not be completed, so realized spending could differ from the projection.

What is the most useful denominator for a company-level comparison?

Use the company’s revenue, operating cash flow or balance-sheet capacity alongside capex, and state the period. Comparing a firm’s dollars directly with U.S. GDP can show macroeconomic scale, but it does not show whether the company can finance the spending or earn an adequate return.
