To find which AI accelerator is most efficient, run the same workload on each option and divide its achieved throughput by measured energy or power. For example, compare sustained tokens per second at the same latency target—not advertised peak FLOP/s divided by a power rating. The result is meaningful only when the model, precision, quality target, batch or concurrency, software, and measurement boundary are also comparable.

What does performance per watt mean for an AI accelerator?

Performance per watt describes how much useful work a system delivers for the power it consumes. For an AI workload, useful work might be tokens generated, samples processed, or inferences completed. A practical steady-state metric is throughput divided by average power:

Throughput per watt = achieved work per second ÷ measured watts.

Because one watt is one joule per second, the same result can be expressed as energy per unit of work:

Energy per unit = measured joules ÷ completed work.

That gives measures such as tokens per joule or joules per inference. Higher throughput per watt and lower joules per unit both indicate greater efficiency for the tested conditions. They do not establish that one accelerator is universally more efficient: changing the model, precision, latency requirement, batch size, software, or system boundary can change the result.

Why peak FLOP/s per watt is only a first screen

Peak arithmetic performance divided by a power figure can help screen architectures, but it is not an end-to-end workload result. A model may not keep the arithmetic units busy; memory traffic, communication, software, and the power used by the rest of the server all affect useful output per joule.

Harvard Edge’s 2026 educational table lists dense-FP16 arithmetic ceilings of 0.42 TFLOP/s/W for V100, 0.78 for A100, 1.41 for H100, and 2.25 for B200. These are peak ceilings—not measured training throughput or facility energy. Harvard Edge cautions that utilization, memory stalls, communication, and non-accelerator power must be included in a real deployment decision.

How should I define a fair comparison?

Fix the workload and the conditions that determine whether its output is useful before testing hardware. If two systems process different models or meet different service requirements, their efficiency figures do not answer the same question.

Hold the workload constant

Record the model architecture and size, precision, dataset or input set, quality target, batch size or inference concurrency, and software versions. Use the same settings on every accelerator when supported. If a system requires different settings to run the workload, disclose the difference rather than presenting the results as directly equivalent.

Separate training from inference. Training measures useful work during model optimization; inference measures serving a trained model. The relevant throughput and constraints differ, so results from the two scenarios should not be combined into one ranking.

Set a service target for inference

For inference, define the required latency before measuring throughput. A high-throughput result that misses the service’s latency requirement is not a valid winner for that deployment. For an LLM, report the tail-latency target—such as a P99 limit—and measure time to first token and inter-token latency as well as sustained throughput.

Google Cloud’s guidance recommends tokens per second per chip for training comparisons and sustained tokens per second at the service-level objective for inference. State whether throughput is per chip, per server, or for the whole tested cluster.

Choose the quality target and verify it

Efficiency is meaningful only if the outputs meet the same acceptable quality. A lower-precision or otherwise altered run should not be treated as an equivalent result unless it satisfies the stated quality target. Record the target and how the benchmark evaluates it; do not compare a quality-qualified run with one that has no comparable quality condition.

Why does memory behavior change the result?

AI workloads can be limited by either the rate of computation or the rate at which data reaches the compute units. Roofline analysis helps identify which limit matters: operational intensity is the amount of compute work performed per byte fetched. A workload with low operational intensity is more likely to be memory-bound; one with enough data reuse may be compute-bound.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Memory-bound work

When memory bandwidth is the bottleneck, adding peak arithmetic capacity may not increase the amount of useful work completed. Element-wise operations, layer normalization, and autoregressive batch-one decoding are commonly memory-bound. In LLM decoding, the accelerator may spend significant time moving model data rather than performing arithmetic, so a peak compute advantage can fail to translate into better tokens per joule.

Compute-bound work

GEMMs and large-batch convolutions are commonly more compute-bound. These workloads may make better use of a higher arithmetic ceiling, though actual performance still depends on the model, implementation, and hardware utilization. Roofline analysis is a way to explain why a result behaves as it does—not a substitute for measuring the target workload.

Check capacity, bandwidth, and communication together

Memory capacity determines whether the model and its working data fit the intended configuration; bandwidth affects how quickly data can be supplied. Interconnect matters when work or data must move among accelerators. Record all three when comparing systems, particularly when the production workload spans multiple chips. A high single-chip peak does not guarantee an efficient cluster if memory stalls or communication overhead dominate.

How do I measure power and calculate the result?

Measure the same system boundary for every option. For a deployment-level comparison, include the complete server and measure AC power at the wall during the benchmark. Then pair that power or energy reading with the throughput achieved by the same run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write down the boundary. State whether the measurement includes the accelerator, host CPUs, memory, networking, storage, and cooling. For a whole-server comparison, use the same boundary for every system.
  2. Run the fixed benchmark. Use the same model, precision, inputs, quality target, workload scenario, and latency requirement. Record relevant software versions and the tested batch or concurrency.
  3. Measure power during the measured work. Use measured system power or energy rather than substituting a component rating. Pair the power interval with the benchmark’s completed work over that interval.
  4. Calculate and label the metric. Divide throughput by average watts for work per second per watt, or divide measured joules by completed work for energy per unit. Identify whether the result is per chip, per server, or per cluster.
  5. Report the conditions with the result. Include the model, precision, quality target, latency, batch or concurrency, software, system boundary, and benchmark scenario so readers can interpret the number.

Do not compare chip-only TDP for one accelerator with full-server wall power for another. TDP, power-supply ratings, and similar specifications are not interchangeable with measured system power. MLCommons explicitly says that measured system power under its MLPerf Power methodology is the sanctioned power metric for portraying or comparing MLPerf results.

What do MLPerf power results tell me?

MLPerf provides a useful framework for comparing results only when you read the benchmark scenario and power measurement together. MLCommons defines closed and open divisions, availability categories, benchmark scenarios, and quality targets. Its datacenter results report system power for server and offline scenarios, or energy per stream for single-stream and multi-stream scenarios.

MLCommons describes the average AC power measurement as taken at the wall for the full system and valid only for the accompanying benchmark. Its MLPerf Results Messaging Guidelines state: “System power measured using the MLPerf Power methodology is the only MLCommons officially-sanctioned power metric to be used for the purposes of portraying MLPerf results and/or making comparisons.” The guidelines also prohibit public MLPerf comparisons based on normalized or derived metrics using TDP, rated power, or power-supply ratings.

That scope matters: an MLPerf result characterizes its accompanying benchmark configuration, not every model, latency target, or production deployment. Use it as evidence for the stated scenario, then test the workload you actually intend to run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I compare training and inference?

Use a metric that reflects the work and constraints of each scenario. A training figure should describe training throughput under fixed conditions; an inference figure should describe serving throughput while meeting its latency target.

Scenario Useful primary metric Conditions to disclose
Training Tokens per second per chip, or samples per second per system; pair with measured power or energy to calculate work per joule. Model, precision, dataset, quality target, software, chip count, and whether the result is per chip or system-wide.
Inference Sustained tokens per second at the required latency target, or inferences per second at the stated service level; pair with measured power or energy. Model, precision, input and output workload, concurrency, P99 target, time to first token, inter-token latency, and measurement boundary.

For LLM serving, prefill and decode behavior should not be collapsed into an unexplained average if they affect the service target differently. Report the benchmark conditions clearly enough that someone can tell whether the result represents the same serving problem they need to solve.

How do I compare a single accelerator with a multi-chip system?

Measure both the single-chip result and the intended multi-chip configuration. Scaling can increase aggregate throughput, but interconnect traffic, synchronization, memory behavior, and utilization can also reduce efficiency. A result from one chip should not be presented as evidence of performance per watt at a larger cluster size.

For a scale-out comparison, disclose the number of accelerators, server configuration, interconnect and relevant communication conditions, and whether the reported throughput is total or per chip. Calculate efficiency from the power measurement for that same configuration. A high peak number can lose at cluster scale when communication or memory stalls limit the extra useful work.

How do I turn efficiency into a cost decision?

Energy efficiency is one part of the economics, not the complete cost of a deployment. Add the amortized accelerator and server cost, electricity price, software or cloud charges, and operating lifetime. For an on-premises system, cooling, networking, and operations also belong in a total-cost assessment.

Cost per million tokens can help compare serving options, but only when the throughput, latency, model, utilization, and pricing assumptions are disclosed. A low-energy result is not automatically the lowest-cost option if the hardware or service costs more, utilization is lower, or the system requires additional infrastructure.

The Federal Reserve’s 2026 note reproduces Epoch AI release tables with examples including H100, H200, MI300X, TPU v6e, Trainium2, B200, and later parts. Those tables report cost per TFLOP/s and cost per GB/s—not joules per workload. Treat them as procurement context, not direct performance-per-watt evidence.

What should a useful comparison table include?

A compact table can make two real options easier to assess, but it should show workload results rather than only manufacturer specifications. Include enough information to distinguish actual efficiency from an incomparable number.

What mistakes make performance-per-watt rankings misleading?

Most misleading rankings combine results that measure different work or different power boundaries. Check for these problems before treating a claimed winner as relevant:

  • Peak FLOP/s divided by marketing TDP: this is an arithmetic screen, not measured workload efficiency.
  • Mixed measurement boundaries: chip-only power for one system cannot be compared directly with full-server wall power for another.
  • Different workloads: changing model size, precision, batch size, quality target, or latency constraint changes the task being compared.
  • Ignoring the latency SLA: throughput that misses the required tail latency is not a valid serving result for that requirement.
  • Ignoring memory and communication: peak compute does not account for bandwidth limits, memory stalls, or scale-out overhead.
  • Assuming one benchmark identifies a universal winner: a result applies to its stated benchmark conditions; a different workload can have a different leader.
  • Mixing procurement figures with energy measurements: cost per TFLOP/s or per GB/s does not establish joules per completed task.

Which accelerator is the most energy-efficient for LLM inference?

There is no universal winner established by peak specifications alone. The answer depends on the target model and precision, the serving concurrency, the quality and latency requirements, memory behavior, software, and whether the comparison is per chip, server, or cluster. To answer for a deployment, measure sustained tokens per second at its latency target and divide by measured power—or report joules per token—using the same boundary for each option.

Use peak arithmetic-per-watt figures to narrow candidates, not to make the final choice. Then validate the finalists against the exact workload and include scale-out behavior and total cost in the decision.

Frequently Asked Questions

Should I report watts or joules per token for an LLM benchmark?

Either can be useful if the measurement interval and completed work are clearly defined. Reporting both average measured power and joules per token lets readers see the energy result alongside the system’s operating power.

Can two benchmark results be compared if they use different software versions?

They are not a controlled hardware comparison unless the version difference is disclosed and its effect is understood. Frameworks, compilers, and available kernels can change achieved throughput, so record the software stack used for each run.

Does a lower-power accelerator always reduce my electricity bill?

Not necessarily: total energy depends on how much work is completed and how long the system runs, while the bill also depends on electricity price and utilization. Compare cost for the same useful workload and include the relevant system and operating costs.

What does a P99 latency target mean in an accelerator comparison?

P99 is a tail-latency measure: 99% of the measured requests complete within the stated time, while the slowest 1% take longer. It helps distinguish a fast average from a system that meets a service’s latency requirement consistently.
