The safest hybrid code-review system runs deterministic analyzers first, then gives an LLM only the relevant diff and bounded repository context. Normalize both outputs into one evidence-rich finding format, require quoted code and precise locations from the model, and block merges only when a deterministic policy or corroborated high-confidence result meets a measured threshold. Everything else should be advisory until human reviewers validate it.

What a hybrid code-review pipeline does

Static analysis and large language models (LLMs) find different classes of defects. Linters, SAST rules, dependency checks, secret scanners and architecture policies are repeatable: the same commit produces the same result, a rule can be regression-tested, and a reviewer can see why it fired. They are strongest at known insecure patterns, syntax and type errors, taint flows, vulnerable dependencies, leaked credentials, style and organization-specific invariants.

An LLM is useful where intent matters. It can follow a value across files, reason about authorization reachability, identify a business rule that is bypassed in one endpoint, compare a change with surrounding design conventions, prioritize several related findings and explain the risk in plain language. Its output is probabilistic, can be noisy and may point at the wrong line. It should therefore add context and triage rather than replace high-assurance checks.

The division is reflected in current tooling. Documentation for Semgrep describes deterministic rules for known insecure patterns and AI-powered detection for business-logic flaws that are difficult to express as generic rules; its Agentic Workflows combine program analysis, deterministic tools and constrained AI reasoning, and the workflow feature is currently marked beta. GitHub describes CodeQL quality queries together with LLM-powered analysis that adds insights beyond deterministic engines. Those examples illustrate an architecture, not a reason to trust any one vendor blindly.

Reference architecture: preserve evidence at every stage

  1. Trigger a review. Start on pull-request creation, every update, a scheduled scan or an explicit API request. Record the repository, base and head commit, actor and trigger type.
  2. Build the change context. Compute the complete diff, changed files, dependency and configuration changes, generated-file status, ownership rules and repository policy. Fetch only the additional files needed to understand changed symbols.
  3. Run deterministic checks first. Execute linters, type checks, SAST and taint queries, secret and dependency policies, license checks and architecture invariants. Pin analyzer and rule versions so reruns are reproducible.
  4. Normalize observations. Keep each tool’s raw output immutable. Convert observations to a shared record containing location, evidence, detector identity, severity, confidence, remediation and commit SHA. SARIF is the standard format GitHub identifies for CodeQL findings; a common schema can also retain fields that SARIF does not capture for your workflow.
  5. Prepare bounded LLM context. Send the smallest context that preserves correctness: the relevant diff, surrounding functions, call sites, data-flow traces and selected policy files. Include deterministic findings so the model can corroborate, dismiss or connect them, but do not dump the entire repository by default.
  6. Ask for constrained analysis. Require the model to inspect business logic, authorization, data-flow and cross-service effects, and to return structured findings rather than free-form commentary.
  7. Correlate and deduplicate. Match findings by normalized path, line range, category, symbol and evidence hash. Link an LLM observation to a deterministic rule when both describe the same defect; retain both detector identities in the record.
  8. Apply policy thresholds. Decide whether each finding blocks, warns, informs or requires human review. A merge gate should depend on validated deterministic policies or corroborated high-confidence findings, not on an untested model guess.
  9. Learn from outcomes. Store reviewer decisions, fixes, dismissals, escaped defects, latency and token use. Use that history to tune rules, prompts, retrieval and thresholds.

Assign each defect type to the right layer

Deterministic checks

  • Known vulnerabilities: pattern rules, unsafe API use, injection sinks and insecure cryptography.
  • Data flow: taint propagation from untrusted input to sensitive operations, including framework-specific sources and sinks.
  • Build and type correctness: syntax, compilation, type, formatting and generated-code checks.
  • Supply chain: dependency versions, advisories, lock-file integrity, license policy and unexpected transitive changes.
  • Secrets: credentials, tokens, private keys and high-entropy strings, with revocation guidance rather than merely deleting a line.
  • Architecture: forbidden imports, service-boundary rules, layering, public API compatibility and organization-specific invariants.
  • Maintainability: complexity, duplication and style policies that are stable enough to test.

Version these checks with the repository, give every rule a stable identifier and maintain regression fixtures for true and false cases. OWASP recommends converting recurring review findings into lint rules or helper libraries. That turns a lesson learned in one pull request into a repeatable control.

LLM analysis

  • Intent and business logic: missing state transitions, incorrect calculations, abuse of a discount or quota rule and inconsistent validation across endpoints.
  • Authorization and reachability: whether a caller can reach a sensitive operation through an alternate route, background job or cross-service message.
  • Cross-file reasoning: contracts between changed code and callers, serializers, feature flags, migrations and configuration.
  • Prioritization: grouping several low-level alerts into one exploitable path and explaining which issue deserves attention first.
  • Communication: translating a verified technical risk into a concise explanation and a remediation plan that a reviewer can act on.

Keep model output advisory until you have measured its precision, localization accuracy and reviewer agreement. A 2025 benchmark by Szandala and colleagues examined 63 vulnerabilities in 10 real-world C# projects. Three tested LLMs achieved mean F1 scores of 0.797, 0.753 and 0.750, while three static analyzers scored 0.260, 0.386 and 0.546. The study also found noisier LLM output and imprecise localization, and recommended LLMs for broad triage while reserving deterministic scanners for high-assurance verification. Those figures describe that benchmark—not every language, repository or model.

Use one finding contract for every detector

A shared record lets policy, deduplication, dashboards and pull-request comments operate independently of the tool that produced an observation. Preserve the original output alongside the normalized record so an auditor can reconstruct what happened.

Field Purpose Required handling
finding_id Stable identity for correlation and history Derive from detector, rule, path, location and evidence; retain a version when the algorithm changes.
detector_type Distinguishes rule from llm Never overwrite the original type when findings are merged.
detector_version Reproduces the observation Record analyzer, rule-pack, model and prompt versions as applicable.
commit_sha Binds evidence to immutable code Use the reviewed head commit; invalidate stale comments after a new commit.
file_path, start_line, end_line Precise location Store the path as checked out and preserve line ranges even if a UI later displays a span.
code_excerpt_hash Detects changed evidence Hash the quoted excerpt and mark a finding stale when it no longer matches.
data_flow_trace Shows source-to-sink reasoning Include when available; otherwise state that no trace was produced.
category, cwe Classifies the issue Use a stable category and a CWE identifier when one applies.
severity, confidence Separates impact from certainty Do not let a high severity compensate for low confidence in a merge gate.
exploitability, reachability_notes Explains practical risk Record assumptions, required privileges and whether a path is externally reachable.
evidence, remediation, references Makes the finding actionable Evidence must quote code or a deterministic trace; remediation must be falsifiable.
corroborated_by_rule Links independent support Set only when a deterministic rule actually confirms the same defect.
policy_decision Records block, warn, info or needs-human-review Store the policy version and reason, not just the final label.

Build the pipeline step by step

1. Define review boundaries

List repositories, languages, generated directories, test fixtures and sensitive paths. Decide which dependency files, infrastructure manifests and instruction files are in scope. Establish a maximum diff size and a fallback for oversized changes: deterministic checks still run, while LLM analysis is split by component or routed to a human reviewer.

2. Establish immutable inputs

For every run, capture base SHA, head SHA, merge base, tool versions, rule-set digest, model identifier, prompt template version and retrieval manifest. Store the exact diff and raw analyzer artifacts with access controls. This makes a disputed comment explainable months later.

3. Run and gate deterministic analysis

Execute fast syntax, type and secret checks early so obvious failures return quickly. Run deeper SAST, dependency and architecture analysis in parallel where the tools permit it. Mark findings with severity and confidence from the tool; do not silently translate an informational result into a blocking error. Cache results by commit and rule-set digest, invalidating only affected files and dependent data-flow paths.

4. Select context for the model

Start with changed hunks, then add the enclosing functions, definitions they call, callers that consume changed contracts, relevant schemas and policy documents. Include only the necessary history and configuration. Redact secrets before transmission and enforce a token budget. If retrieval cannot establish a required fact, the model must say that the fact is unknown instead of guessing.

5. Enforce a structured model response

Require zero or more findings in a machine-readable object. Each finding should contain a concise title, category, severity, confidence, file and line range, a verbatim code excerpt, a description of the violated invariant, an exploit or failure path, a remediation that could be tested, and an explicit statement of uncertainty. Reject responses that omit a location, quote code that is not present, or exceed the allowed comment count.

6. Correlate before commenting

Normalize paths and line ranges, then compare category, symbol, evidence hash and data-flow endpoints. Collapse duplicate comments and present one explanation with links to all supporting detectors. Keep contradictory observations visible to the reviewer; do not hide a rule hit simply because the model says the code is safe.

7. Render review feedback

Use inline comments for a specific line and a summary comment for cross-file or architectural findings. Show detector type, confidence, evidence and policy status. A reviewer should be able to distinguish “rule violation,” “model hypothesis” and “corroborated finding” without opening an internal dashboard.

Choose merge policies deliberately

Begin with non-blocking comments. Collect enough decisions to measure false positives, line accuracy, reviewer agreement and remediation success for each detector and severity. Promote a check to blocking only when its behavior is understood and stable.

Policy state When to use it Typical action
Block Validated deterministic policy, or an LLM finding independently corroborated and above a measured confidence threshold Fail the status check; require a fix or documented security-owner override.
Warn Useful signal with a known false-positive rate or incomplete localization Comment and include in the review summary; do not prevent merging.
Info Style, maintainability or low-impact suggestion Display optionally and avoid alert fatigue.
Needs human review High-impact change, conflicting detectors, uncertain reachability or sensitive ownership path Request CODEOWNERS approval and retain an audit record.

Use explicit ownership for authentication, authorization, payments, secrets, infrastructure and policy files. Require fresh approval after new commits and keep an override reason. A green scanner is not proof that code is safe: OWASP cautions that absence of findings is not evidence of absence of flaws.

Secure the reviewer itself

The pull request, repository instructions and tool configuration are all untrusted inputs. A malicious change can attempt to steer the model, exfiltrate context or weaken a gate.

  • Sandbox the agent and run it with least-privilege credentials. Do not expose production secrets, deployment keys or unrelated repositories.
  • Restrict network and tool calls to an allowlist. Log every invocation, argument and returned artifact.
  • Treat instruction files such as AGENTS.md and .github/copilot-instructions.md as persistent steering mechanisms. Require explicit approval and CI checks for changes to them; OWASP recommends treating rules files as security-critical configuration.
  • Run untrusted pull requests in isolated workers. Do not allow model-generated code or commands to modify its own review policy.
  • Redact credentials and personal data before model submission, and define retention and deletion periods for prompts, diffs and responses.
  • Sign or otherwise integrity-protect rule packs, prompt templates and policy files so a pull request cannot silently replace them.

Budget latency and model use

For a managed workflow, GitHub documents two Copilot review effort levels. Its current planning estimate is $0.05–$1 in AI credits for Lite and $0.25–$5 for Balanced per review, excluding GitHub Actions minutes. The estimate is not a fixed price: consumption rises with pull-request size and custom instructions. GitHub describes Balanced as routing complex logic, security-sensitive code and cross-service changes to a higher-reasoning model for longer analysis.

A self-built service has more cost centers than model tokens. Budget separately for scanner CPU, model input and output tokens, context retrieval, queue and worker capacity, artifact storage, observability and human triage. Run deterministic checks on every change, cache by commit, and send the smallest context that preserves correctness. Set timeouts and a maximum number of model comments so one large pull request cannot starve the queue. When the model service is unavailable, continue deterministic checks and label the LLM stage unavailable rather than silently treating the review as complete.

Measure whether the system improves review

Create a labeled corpus from historical findings, accepted fixes, dismissals and human adjudication. Rerun it whenever rules, prompts, models or context-retrieval logic changes. Track these measures by language, repository, detector, severity and change type:

  • Precision: the share of reported findings that reviewers confirm.
  • Recall: the share of labeled defects the pipeline finds.
  • F1: the balance of precision and recall for a detector or policy tier.
  • False-positive rate: especially for findings that block merges.
  • Localization accuracy: whether the cited file and line actually contain the defect or relevant evidence.
  • Latency: time to first deterministic result, first model result and complete review.
  • Token and infrastructure cost: per pull request and per changed file.
  • Reviewer acceptance: accepted, fixed, dismissed and duplicate rates.
  • Operational outcomes: time to first review, pull-request size, recurring findings converted into rules and vulnerabilities discovered after merge.

Do not optimize only for comment volume. A smaller number of precise, actionable findings that reviewers trust is a better outcome than a noisy stream that trains developers to ignore the bot.

Compare implementation options

Evaluate a platform or framework against your constraints rather than assuming that a hybrid label means equivalent coverage.

Common failure modes and practical fixes

The model comments on code outside the change

Cause: unrestricted repository context or a prompt that asks for a general audit. Fix: anchor the task to changed symbols, allow additional files only through a retrieval manifest, and require every finding to reference a changed or explicitly retrieved location.

Duplicate or contradictory comments overwhelm reviewers

Cause: each detector publishes independently. Fix: normalize paths, symbols, categories and evidence hashes before rendering; show corroboration and disagreement in one record.

A high-severity model finding blocks harmless work

Cause: severity was treated as certainty. Fix: separate severity, confidence and reachability; require deterministic corroboration or a measured confidence threshold for blocking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Line numbers become wrong after formatting

Cause: the model received one revision while the comment targets another. Fix: bind every finding to the head SHA, hash the excerpt and mark stale findings after any new commit.

Prompt injection changes review behavior

Cause: untrusted comments or instruction files are interpreted as policy. Fix: isolate policy from repository content, require signed or approved instruction files, sanitize retrieved text and prohibit model changes to gates.

Review latency causes developers to bypass the check

Cause: expensive analysis runs synchronously for every tiny change. Fix: return fast deterministic results first, queue deeper analysis, cache unchanged paths and cap model context and comments.

A clean scan creates false confidence

Cause: teams mistake no alerts for proof of safety. Fix: retain human approval for high-impact changes, monitor escaped defects and periodically test the pipeline against a labeled corpus.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A staged rollout that limits risk

  1. Baseline: collect deterministic findings and historical review outcomes without changing merge behavior.
  2. Normalize: implement the shared schema, immutable raw artifacts, deduplication and stale-finding handling.
  3. Pilot the LLM: select a few repositories and use bounded context, structured responses and non-blocking comments.
  4. Adjudicate: have experienced reviewers label correctness, localization, severity and remediation quality; calculate metrics by detector and language.
  5. Promote selectively: block only stable deterministic policies first, then consider corroborated model findings for narrowly defined high-impact classes.
  6. Expand and recalibrate: rerun the corpus after every rule, prompt, model or retrieval change, and convert recurring confirmed defects into deterministic controls.

This design keeps the strengths of both approaches: reproducible scanners enforce what can be specified precisely, while an LLM investigates intent and relationships that rules often miss. Evidence, bounded context, independent corroboration and measured merge policies are what make the combination dependable.
