Microsoft Edge cannot currently combine PDF files, extract pages, or drag pages into a new order with its built-in PDF reader. The reader is designed for viewing and annotation. For those page-management tasks today, use the Adobe Acrobat extension in Edge, or use Microsoft 365’s Merge and Extract commands from a SharePoint library or OneDrive when your account is licensed for them. Microsoft has listed native organize-and-merge tools for the Edge reader as an in-development feature, with general availability planned for January 2027; that date is a roadmap target, not a guarantee.
The right workflow depends on where your PDFs live and whether you need a local browser extension or a Microsoft 365 document-library operation. The procedures below keep the original files intact and include checks for page order, licensing, and privacy.
What can Edge’s built-in PDF reader do today?
Edge’s documented PDF reader opens local, online, and embedded PDF files. It provides zoom, page navigation, rotation, a table of contents, inking, highlighting, text notes, and related reading tools. Those are presentation and annotation functions: they do not create a new PDF from several files or let you drag thumbnails into a different order.
The current reader documentation does not describe commands for merging files, extracting selected pages into a new PDF, deleting pages from a saved copy, or rearranging pages. If you only see the normal page sidebar and annotation controls, nothing is missing from your installation; structural editing is not part of the stable built-in reader at present.

Saving an annotated document is different from reorganizing it. Markup can be stored with a PDF, but it does not turn separate files into one document or change the underlying page sequence. Use one of the workflows below for those operations.
Which method should you use for PDF page work in Edge?
Choose based on the files’ location, the operations you need, and your organization’s licensing rules.

For an immediate local workflow, the extension is the direct match. For files already in Microsoft 365, check whether Merge or Extract appears in the document library before installing anything. If neither option is available, use the extension or wait for the native Edge feature to reach your channel.
How do I combine PDF files in Microsoft Edge right now?
Use the Adobe Acrobat extension to collect several PDFs, arrange their file or page thumbnails, and save one new document. The extension’s Edge listing explicitly includes combining files and organizing pages.
Install or enable the extension
- In Edge, open the Extensions menu (the puzzle-piece icon).
- Find the Adobe Acrobat extension. If it is not installed, open the Edge Add-ons listing and install it, following your organization’s approval process if the browser is managed.
- After installation, open the extension’s Options and choose Manage Extension to enable it, as described in Adobe’s setup instructions.
- If the extension does not appear when a PDF is open, go directly to
edge://extensions/, select Acrobat, and confirm that it is enabled. Adobe also documents setting Acrobat as the default PDF viewer when that is required for the extension’s tools to appear.
Build the combined file
- Open a PDF in Edge and select the Acrobat tools. Choose the command for combining or organizing PDFs.
- Add the other PDF files. Use the file thumbnails to establish the broad document order before changing individual pages.
- Open the page thumbnails for each source file. Remove pages that should not be included, then drag the remaining thumbnails into the exact sequence you want.
- Use the rotate control for scans that are sideways. Rotation belongs to the page operation; rotating the Edge view alone does not necessarily change the saved page.
- Choose the save or create-new-file command and give the result a new filename. Keeping a separate output file protects the source PDFs and makes it easy to compare the result.
- Close and reopen the saved PDF in Edge, then inspect the first, last, and several transition pages. Confirm that bookmarks, forms, signatures, and attachments still behave as expected before distributing it.
The extension listing confirms the operations, but it does not establish that every feature is free without limits. Do not assume a trial period, subscription tier, or enterprise entitlement unless the current extension and account terms state it.
Can Edge split a PDF into separate pages or page ranges?
Yes, but not through the stable built-in reader. The Acrobat extension can split a PDF or extract selected pages; the Microsoft 365 Merge and Extract workflow can also extract pages when the file is in an eligible library.

Split with the Edge extension
- Open the source PDF in Edge and launch the Acrobat organize or split tool.
- In the thumbnail view, select the pages or page ranges for each output. For example, select pages 1–3 for one file and pages 4–8 for another.
- Choose Split or the equivalent extract command, review the generated output groups, and specify filenames that identify their contents.
- Save the outputs as new PDFs. Leave the source file untouched until you have opened each result and checked its page count.
Extraction is useful when a long report must be sent as separate chapters or when one signed page needs to be retained independently. A split operation can produce several files, so store them in a clearly named folder and check that no confidential page was included in the wrong group.
Extract with SharePoint or OneDrive
Open the PDF in its SharePoint document library or OneDrive location, choose More options, and select Extract. Select the pages to place in smaller PDFs, complete the operation, and review the generated files in the same Microsoft 365 workspace. This menu is available only to accounts covered by a per-user license, pay-as-you-go license, or qualifying SharePoint subscription.
How do I delete, rotate, or reorder PDF pages in Edge?
Use the Acrobat extension’s page thumbnails for all three operations. The built-in reader’s rotate button changes the reading view, whereas an organizer’s rotate command is intended to write the orientation into the saved page.
Delete unwanted pages
- Open the organizer and display all page thumbnails.
- Select each page that should be removed and choose Delete.
- Scan the remaining thumbnails for accidental gaps, duplicate pages, or a missing cover sheet.
- Save as a new PDF and retain the original until the new file has passed your review.
Reorder pages
- In thumbnail view, select a page and drag it to its destination, or use the organizer’s move controls if dragging is unavailable.
- Repeat for each section that must move. Reordering can cross the boundary between source files in a combined document.
- Check the first page of every section and the final page before saving; these are the easiest places to spot an off-by-one move.
Rotate pages permanently
- Select the sideways or upside-down pages in the organizer.
- Choose the clockwise or counterclockwise rotate command until the page reads correctly.
- Save a new copy, reopen it, and verify the orientation in another PDF viewer if the document will be printed or uploaded to a system that ignores view-only rotation.
How do I merge or extract PDFs from SharePoint or OneDrive?
Microsoft documents a separate Merge and Extract workflow for eligible Microsoft 365 users. It is performed from the document library or OneDrive interface, so files do not need to be downloaded and reopened as local Edge documents.
- Sign in to the Microsoft 365 account that owns or can edit the document library or OneDrive folder.
- Open the PDF’s location and select the file’s More options menu.
- Choose Merge to combine it with other PDFs, or choose Extract to divide selected pages into smaller PDFs.
- Add the other files or select the page ranges requested by the command, then complete the operation.
- Locate the newly created PDF files in the library and inspect their order and page count. Follow your organization’s retention and sharing rules before moving them elsewhere.
The presence of OneDrive or SharePoint in Edge does not automatically grant these commands. Microsoft ties the workflow to a per-user license, a pay-as-you-go license, or a qualifying SharePoint subscription. If Merge or Extract is absent, ask the Microsoft 365 administrator which entitlement applies instead of assuming the Edge reader is malfunctioning.

Microsoft’s roadmap entry RM577186 lists “Users can organize and merge PDF files in the Microsoft Edge built-in PDF reader” as an in-development capability. The planned tools cover selecting pages to extract, delete, rotate, or reorder; saving the result as a new PDF; and merging the open PDF with other PDFs open in Edge tabs or stored on the device.

The entry gives January 2027 as the planned general-availability date. A roadmap date is a target, not a promise: rollout can vary by Edge channel, operating system, region, account policy, or later product decisions. Check your installed Edge version and channel, and look for Microsoft’s current release notes before replacing an established workflow.
Microsoft also says the planned feature will process files on the device and will not modify the original files. That is different from the SharePoint or OneDrive workflow, which operates within a Microsoft 365 document location. The roadmap identifies an administrator policy named PdfOrganizeAndMergeEnabled; organizations can use that policy to manage whether the native capability is enabled when it becomes available.
Why can’t I drag PDF pages around in Edge?
Because the stable Edge reader treats a PDF as a document to display and annotate, not as a page-layout workspace. Its navigation pane can jump to pages and its tools can mark them up, but the documented reader controls do not expose a page-thumbnail editor.

How should I verify a combined, split, or reordered PDF?
Verification catches errors that are easy to miss when many thumbnails look similar. Complete these checks before sending the file to a client, court, school, or records system.
- Page count: Compare the expected count with the saved PDF’s count. For a split, check every output, not just the first.
- Sequence: Inspect the cover, the first and last page of each section, and every point where two source files meet.
- Orientation: Open rotated pages in a fresh viewer window so you are checking the saved orientation rather than an old display state.
- Content: Search for a distinctive heading or identifier from each source file to confirm that no section disappeared.
- Interactive elements: Test forms, hyperlinks, bookmarks, embedded files, and digital signatures if the source used them. Page operations can change how such elements are handled.
- Filename and location: Give the output a descriptive name and record where it was saved. Do not overwrite the originals until the result is accepted.
- Sharing: Open the exact file you plan to attach or upload, rather than relying on a preview generated before the final save.
What should I do when the extension or command is missing?
The Acrobat icon is not visible
Open edge://extensions/ and check that the extension is installed and enabled. If Edge is managed, an administrator may block installation or require approval. After enabling it, reopen the PDF tab and inspect the Extensions menu again.

The PDF always opens in the normal reader
Use the extension’s options and follow Adobe’s documented setting for making Acrobat the default PDF viewer when needed. Then close and reopen the PDF; an already open tab may continue using the reader that was selected when it loaded.

Confirm that you are in the extension’s organizer rather than only the Edge annotation toolbar. Check whether the files are accessible and not locked by another application, then try saving a working copy to a location where you have write permission.
A page appears in the wrong place after saving
Reopen the output and inspect the transition between source files. Return to the organizer, move the affected thumbnail, save under a new filename, and repeat the page-count check. Do not judge the result from a temporary preview alone.
The Microsoft 365 Merge or Extract option is absent
Verify that the PDF is in SharePoint or OneDrive, that you have edit access, and that your account has the required per-user, pay-as-you-go, or qualifying SharePoint entitlement. If all three are true and the menu is still missing, the Microsoft 365 administrator needs to check service availability for your tenant.
Confidential files cannot be uploaded to an unapproved service
Follow your organization’s data-handling policy. The Edge roadmap describes on-device processing for its future native tool, while the Microsoft 365 workflow operates in the organization’s document service. The extension listing establishes its page operations but does not, by itself, establish a particular storage location or privacy guarantee, so obtain approval before using it for restricted documents.
Which workflow fits common PDF jobs?
Combining a cover letter, report, and appendix
Use the extension when the files are on your computer. Add them in the intended file order, inspect each page thumbnail, remove duplicate covers, and save a new combined PDF. If the files already sit in a shared Microsoft 365 library and your account exposes Merge, perform the same job there so the output remains under the library’s access and retention controls.

Sending only selected pages from a long report
Use Extract or the extension’s split tool to create a separate file containing the required range. Name it for the section and page purpose, then open it independently to ensure that no neighboring confidential page was included.
Correcting a scanned packet
Open the organizer, rotate sideways pages, delete blank scans, and reorder pages to match the intended sequence. Save as a new file and verify orientation and count in a fresh Edge tab before replacing any copy in a records folder.
What are the privacy and licensing trade-offs?
The native roadmap is the only option in the supplied Microsoft description that explicitly promises on-device processing and unchanged originals, but it is not generally available yet. SharePoint and OneDrive processing is tied to Microsoft 365 licensing and keeps the workflow in that service, which can be appropriate for managed documents but is not the same as a local Edge command.

- Need to work on local files today? Enable the Acrobat extension and use its combine, split, delete, rotate, and reorder tools.
- Files already in SharePoint or OneDrive? Look for More options > Merge or More options > Extract, and confirm your license.
- Want a built-in Edge solution? Wait for the organize-and-merge feature, check the January 2027 roadmap target, and verify your channel when it rolls out.
- Need to preserve originals? Always save to a new filename and reopen the result for page-count and sequence checks.
- Handling sensitive material? Use only a workflow approved for that data and distinguish local processing from document-service processing.
Frequently Asked Questions
Can I combine PDFs in Edge without installing an extension?
Not with the stable built-in reader documented today. If your organization provides Microsoft 365 Merge in SharePoint or OneDrive, you can use that document-library command instead; otherwise you must wait for native Edge support or use an approved PDF organizer.
Does the Edge roadmap feature work on PDFs stored on my computer?
The roadmap says the planned tool can merge PDFs stored on the device as well as PDFs open in Edge tabs. It also says processing will occur on the device, but availability remains dependent on the eventual Edge release and any administrator policy.
Will merging PDFs preserve digital signatures?
Do not assume that it will. Reordering or recreating pages can affect signatures, forms, bookmarks, and attachments, so test those elements in the saved output and follow the requirements of the system that will receive the file.

Yes. Microsoft’s roadmap identifies the PdfOrganizeAndMergeEnabled policy for managing the planned native capability. Managed organizations may also restrict browser extensions, which can remove the Acrobat route even when the extension exists in the public Edge Add-ons catalog.
