Choose open-source OCR when documents need to stay inside your environment, your workload is predictable, and your team can run and improve the processing stack. Choose a cloud document-AI service when you need managed scaling or structured extraction from forms, tables, invoices, receipts, IDs, or other complex documents. A hybrid approach can keep sensitive or routine files local while sending only approved document types to a cloud service for richer analysis.
The key distinction is not simply local versus cloud. It is also text recognition versus document understanding: basic OCR turns images into text, while document-AI services can identify layout, fields, tables, and document types. The right choice depends on what your application must do with the result, not on a single accuracy score or headline price.
What is the difference between open-source OCR and cloud document AI?
Open-source OCR is software your organization can run and integrate itself. Cloud document AI is a managed service that processes documents through a provider’s APIs and may return structured information as well as recognized text.
OCR, or optical character recognition, detects text in an image or scanned page and converts it into machine-readable characters. That output may be enough when the task is to make clean printed pages searchable. It does not automatically tell an application which words form an invoice total, which values belong in a form field, or how rows and columns relate in a table.

Document AI adds analysis intended to preserve or infer document structure. Depending on the product and processor, that can include layout, tables, key-value pairs, queries, classification, or extraction for a known document type. Those features are not interchangeable across products, and a cloud service may charge separately for different processors.
| Question | Open-source OCR | Cloud document AI |
|---|---|---|
| Where is processing run? | On infrastructure your team operates, including an offline or private environment if configured that way. | Through a provider’s managed cloud service; verify the specific region, terms, and configuration. |
| What does it return? | Often recognized text; layout and structured extraction may need additional software and engineering. | Text plus document analysis such as forms, tables, invoices, receipts, IDs, or custom fields, depending on the selected service and processor. |
| How is it paid for? | No per-page software API charge, but compute, engineering, operations, and quality assurance still cost money. | Usage-based charges, which may vary by operation or processor, plus any related storage and orchestration costs. |
| Who operates the pipeline? | Your team handles deployment, scaling, updates, monitoring, and quality controls. | The provider manages the service infrastructure, while your team still owns integration, governance, and application-level review. |
Should I use Tesseract or a cloud OCR API?
Use Tesseract as a strong local baseline for printed text, especially when documents are clean and offline processing or deployment control matters. Prefer a cloud API when the job requires managed processing and structured analysis beyond text recognition, or when your team does not want to operate the recognition infrastructure.
When Tesseract is a sensible fit
The Tesseract manual describes it as an open-source text-recognition engine under the Apache 2.0 license and identifies major version 5 as its current stable line. It can extract printed text through a command line or API and supports a wide variety of languages. That makes it a practical starting point for searchable archives, local workflows, and predictable text-recognition tasks.
Tesseract is an engine, not a managed document-processing platform. If your application needs to preserve table relationships, identify form fields, route document classes, or provide a complete operations layer, your team must build or integrate the additional pieces. It does not supply cloud-style managed billing, scaling, or support.
When a cloud service is a better fit
Cloud document-AI services are designed to expose managed APIs and richer analysis. Amazon Textract detects typed and handwritten text and can extract forms and tables; its analysis APIs also support queries, invoice and receipt processing, identity-document analysis, and other workflows. Google Document AI includes OCR, layout parsing, extraction, classification, and validation capabilities. Azure AI Document Intelligence offers document-analysis, prebuilt, and custom models.

These capabilities can reduce the amount of document-specific processing your team must assemble, but they do not remove the need to test output quality or govern document handling. A feature’s availability and behavior may depend on the product, processor, model, account, or region.
Is open-source OCR accurate enough for invoices, tables, or handwriting?
It may be accurate enough for a particular document set, but no general-purpose percentage can answer that question. Results change with scan quality, language, layout, handwriting, preprocessing, and the exact fields your workflow needs to recover.
For invoices, recognizing every character is not the same as correctly extracting the supplier, invoice number, line items, tax, and total. Similarly, text found on a page is not necessarily in the correct reading order or linked to the right table cell. Evaluate the output that your application consumes, not just whether the words appear in a text dump.
A 2022 study in the Journal of Computational Social Science compared Tesseract, Amazon Textract, and Google Document AI on noisy English and Arabic scans. That comparison is a useful reminder that conditions and languages matter; it should not be treated as a universal ranking for current services or every document type. The vendor documentation does not provide a common, comparable accuracy percentage across these products.
Build a test that resembles the real workload
Use representative documents and establish ground truth: the correct text, reading order, table cells, or field values. Include ordinary pages as well as the difficult cases that create real review work, such as degraded scans, mixed layouts, multiple languages, handwriting, or complex tables.

- Measure character or word error rate for text-recognition tasks.
- Score reading order and layout where downstream systems rely on sequence or position.
- Measure table-cell accuracy and key-value accuracy separately from overall text accuracy.
- For handwriting or mixed-language documents, test the actual languages and writing conditions in your files.
- Record latency, throughput, retries, and the time people spend correcting results.
Set acceptance thresholds based on the consequences of errors. A search index may tolerate occasional recognition mistakes that would be unacceptable in an automated payment or identity workflow. If a result requires human confirmation, count that review effort as part of the system rather than treating it as an afterthought.

Tesseract and PaddleOCR address different needs, and both require you to validate the specific configuration against your documents. Tesseract is a straightforward baseline for printed text; PaddleOCR is a candidate when multilingual support, layout, or structured-data workflows matter.
| Option | Documented capabilities | What your team must account for |
|---|---|---|
| Tesseract | Open-source OCR under Apache 2.0; major version 5 is identified as the current stable line; printed-text extraction through command line or API; wide language support. | Preprocessing, layout handling, deployment, scaling, monitoring, updates, and any structured extraction not supplied by your chosen setup. |
| PaddleOCR | Its project describes a toolkit for turning PDF or image documents into structured data and advertises support for 100+ languages. | Validate license terms, model-specific requirements, and production quality for the exact release you plan to deploy; self-hosting entails model operations. |
The 100+ language figure is an advertised project capability, not a guarantee that every model, script, layout, or language pair will perform equally well in production. Test the release and models you intend to use rather than assuming a broad language count predicts accuracy on your files.
Which cloud document-AI service fits my application?
Start with the ecosystem you already operate and the document operations you actually need. A service that fits your cloud environment may simplify integration, but the exact processor, region, price, and output still need to match the workload.
| Service | Documented scope | What to verify |
|---|---|---|
| Amazon Textract | Typed and handwritten text detection; text, forms, and tables; analysis APIs for queries, invoices, receipts, identity documents, and other workflows. | Price by operation: different analysis features have different usage-based pricing, so estimate each processor rather than applying a basic OCR rate to everything. |
| Google Cloud Document AI | A document-processing and understanding platform for transforming unstructured document data into structured fields. Examples include books, medical intake forms, receipts and invoices, IDs, tax forms, and contracts. | OCR, extraction, form parsing, and layout parsing may be separate cost items. Check the selected processor and current regional details. |
| Azure AI Document Intelligence | Cloud-based document analysis with prebuilt and custom models; relevant to organizations standardized on Azure and workflows such as invoice, receipt, or ID analysis. | Pricing varies by model and transaction tier. Check the current calculator and the availability of the required capability in your region. |
Google lists Enterprise Document OCR at $1.50 per 1,000 pages for the 1,000–5,000,000-page range after the first 1,000 free pages on its pricing page accessed in 2026. That figure applies to Enterprise Document OCR, not to all Document AI processing: extraction, form parsing, and layout parsing are priced separately. Treat it as a published reference for that processor and tier, not as a quote for a complete pipeline.

AWS and Azure also publish usage-based pricing, but the figures are operation-, model-, or tier-dependent. Do not compare their basic OCR charges with a cloud workflow that uses invoice analysis, table extraction, or other processors unless you include the charges for those operations too. Prices, quotas, model versions, terms, and regional availability can change; verify current details before committing.
Which is cheaper: self-hosted OCR or a cloud service?
There is no universal break-even point. Open-source software avoids per-page API charges, but a self-hosted total includes infrastructure and the people needed to operate, update, monitor, and quality-check the pipeline. Cloud billing is more visible per use, but the complete price can include multiple processors and supporting services.
For a fair comparison, price the same output and service level on both sides. If a local engine returns text while the cloud option returns validated invoice fields and table structure, they are not equivalent workloads. Include the engineering needed to make the local output usable, or compare both options at the text-only stage.
Include the full local cost
- Compute and storage for the expected volume and processing pattern.
- Preprocessing and any layout or extraction components needed alongside OCR.
- Engineering, deployment, monitoring, upgrades, and operational support.
- Quality assurance, retries, and human review or correction.
Include the full cloud cost
- OCR charges plus any layout, form, invoice, receipt, ID, or custom extraction processors.
- Storage, data movement, orchestration, and application integration.
- Retries and human review for results that do not meet the workflow’s quality threshold.
- Any account- or region-specific pricing and service constraints that apply to your deployment.
Model the expected volume and document mix, then run a pilot to replace assumptions with observed processing and review effort. A per-page rate alone cannot establish which system is cheaper if the systems return different levels of structure or require different amounts of correction.

Can OCR run offline, and what does that mean for privacy?
Yes. A locally deployed OCR engine can process documents within infrastructure your organization controls, including an offline environment if the deployment and dependencies are configured for it. That provides direct control over where the files are processed, but does not by itself guarantee secure storage, access, or handling.

Cloud services process documents through a provider’s environment, so assess the service and configuration against your organization’s governance requirements. Before approving a cloud route, verify data residency, retention, encryption, access controls, incident handling, regional availability, and contractual terms. The right answer can vary by account, selected region, service configuration, and applicable agreement; confirm those details rather than assuming a product name establishes them.
For especially sensitive material, a hybrid route may be useful: keep approved classes of files local and send only document types permitted by policy to cloud processors. Define the routing rules explicitly, including what information may leave the environment and what happens when classification is uncertain.
How do I choose and pilot an OCR system?
Make the decision in stages: define the documents and constraints first, compare equivalent outputs, then test both quality and operating cost before production. This prevents a simple text-recognition test from being mistaken for proof that a system can automate document understanding.

- Recheck volatile details before launch. Confirm current prices, model versions, language support, region availability, quotas, and terms.
What common mistakes make OCR comparisons misleading?
Most poor decisions come from comparing unlike workloads or treating a vendor feature list as a result on your own documents. Use these checks to keep a pilot grounded in the job you need done.
- Comparing recognized text with extracted fields. Text output does not prove that an invoice total or form value has been identified correctly. Score the actual fields your application needs.
- Using only clean sample pages. Include the difficult scans, scripts, handwriting, or layouts that occur in production; otherwise the pilot may miss the cases that drive review effort.
- Using one accuracy number for every document class. Character recognition, reading order, table structure, and field extraction are distinct outcomes. Report them separately.
- Comparing only the software or API charge. A local system has operational costs; a cloud workflow may use more than one processor. Compare total cost for equivalent output.
- Assuming advertised language coverage equals production performance. Validate the precise language, model, and document type in the intended release.
- Assuming local means automatically compliant or cloud means automatically noncompliant. Review actual data flows, controls, regions, retention, and contractual requirements for either design.
- Failing to define a review path. Measure the time required to correct uncertain outputs, and decide how the application handles errors or low-confidence results.
Frequently Asked Questions
Do I need a GPU to run open-source OCR?
The available product information here does not establish a universal hardware requirement for either engine or every model. Check the requirements for the exact release and deployment you intend to use, then benchmark it on your expected workload.
Can I use OCR output to make a PDF searchable?
Recognized text can support searchable-document workflows, but the OCR result has to be associated with the page or image in a format your document system can use. Confirm that your chosen pipeline produces or can assemble that output; text recognition alone does not specify a complete searchable-PDF workflow.
Can I switch OCR providers without changing my application?
Do not assume the outputs are interchangeable. APIs, result formats, field names, confidence data, and operation-specific behavior can differ, so an adapter layer and regression tests may be needed to change providers safely.

Should I send low-confidence OCR results to a person?
That can be a useful workflow when an error has meaningful consequences, but the right threshold depends on the task and should be calibrated against labeled examples. Measure the false-accept rate and review volume before making human review an automatic fallback.
